  • The community needs to develop an active test project; it must remain active until approval (automated statistics, recent changes). It is generally considered active if the analysis lists at least three active, not-grayed-out editors listed in the sections for the previous few months.
  • The community needs to complete required MediaWiki interface translations in that language (about localization, translatewiki, check completion).
  • The community needs to discuss and complete the settings table below:

Settings
Project name விக்கிப்பயணம் "Wikivoyage" in your language
Project namespace விக்கிப்பயணம் usually the same as the project name
Project talk namespace விக்கிப்பயணப் பேச்சு "Wikivoyage talk" (the discussion namespace of the project namespace)
Enable uploads yes Default is "no". Preferably, files should be uploaded to Commons.
If you want, you can enable local file uploading, either by any user ("yes") or by administrators only ("admin").
Notes: (1) This setting can be changed afterwards. The setting can only be "yes" or "admin" at approval if the test creates an Exemption Doctrine Policy (EDP) first. (2) Files on Commons can be used on all Wikis. (3) Uploading fair-use images is not allowed on Commons (more info). (4) Localisation to your language may be insufficient on Commons.
Optional settings
Project logo File:Wikivoyage-Logo-ta.png This needs to be an SVG image (instructions for logo creation).
Default project timezone UTC "Continent/City", e.g. "Europe/Brussels" or "America/Mexico City" (see list of valid timezones)
Additional namespaces For example, a Wikisource would need "Page", "Page talk", "Index", "Index talk", "Author", "Author talk".
Additional settings Additional user groups: rollbackers, patrollers, autopatrollers (both groups should be adding and removing by sysops) Anything else that should be set
submit Phabricator task. It will include everything automatically, except additional namespaces/settings. After creating the task, add a link to the comment.

Tamil is one of the most spoken languages in the world. It is to be noted that the usage of Tamil is increasing in the internet. So, Wikivoyage can be started in Tamil version.   •   Strong oppose Tamil is only spoken in a part of India and parts of Sri Lanka and Singapore. Most people here can speak English and unlike other WMF projects, Wikivoyage is for travellers, not like the 'pedia or wikisource for historical records. There is really no point.     Support@SHB2000: We shouldn't oppose a Wikivoyage just because "they can speak English and Hindi", especially under the complex-than-world Indian culture, I guess you have such point is because, and the reason why several Wikivoyage tests are inactive by now are also because, the world-known COVID-19 pandemic, which indeed blocked travelling economics in many countries, and especially in India, just because of its SARS-CoV-2 Delta variant (Q107055182), but is this the reason we oppose more new Wikivoyages, hell no. We should still welcome them, as they can still actively give us the knowledges on how travelling faster, higher, stronger and together in areas that peoples speak these languages would be more and more possible than before the pandemic, this is the updated Olympic agenda by Tokyo 2020, and should be a good agenda for continue supporting the breathe of new Wikivoyages. --Liuxinyu970226 (talk) 23:07, 14 August 2021 (UTC)[reply]
    I get that, but if I bring up an example of the Suomi Wikimatkat. There is absolutely no good edits there apart from LPfi who is more on en, not fi, and most of the Finland coverage is more well covered on en, not fi. Lets say there was no Tamil Wikisource, and I would've supported its opening, but as Wikivoyage's main guideline The traveller comes first, there'd be little coverage outside where it is spoken, and we already have a good example with the French Wikivoyage, where coverage outside Europe and Africa is barely existant.     For a wiki to be successful you need a community. fi-voy is actually a good example, as it can be related to fi-wp and sv-wp. Finnish as a language is not much smaller than Swedish (about 5 and 10 million speakers, respectively), and English skills are good both in Finland and Sweden. Finnish speakers mostly went to en-wp, and thus the fi-wp community stayed weak for a long time, while sv-wp got the critical mass more or less from the beginning and has stayed in or near the top ten ever since (also with robot edits uncounted). While sv-voy and fi-voy are weak, there is little incentive to contribute, as much of the target audience will go to en-voy. The moment one of them is strong enough, it will start to attract readers. So will ta-voy. You just need a community strong enough to make the site worthwhile for the Tamil speakers, probably first concentrating on the most important destinations for this group of travellers. As a big language, ta-voy could get more editors than en-voy has at present, and even with less than a dozen, it could probably soon offer better coverage on e.g. India. They don't need to cover New York and Paris better than en-voy to be worthwhile.     But since English is a well studied language in India, and parts of Sri Lanka and Singapore where it's spoken. While I'll openly admit I don't know the region very well, I do know that English is well studied, to a point where sometimes you can basically live without knowing the local language. It may be claimed as the oldest language (I still believe this is quite biased and doesn't cover American, Central and Southern African and Pacific languages), but looking above, there's only four people wanting to contribute, and the only other ancient languages that has its own Wikivoyage is Hebrew and Greek, with communities, similar in size with fi-voy, with a small community.
