Block request

Please see my comments at Talk:Wikimedia News#Bashkir Wikipedia. I believe this sort of edit would be a blockable offense, especially in the context of that particular comment. (Ordinarily I wouldn't support blocking for a single edit, but I think it's pretty obvious that it's the same anon user that keeps changing the project page, as described in my original comment.) Thanks for the action. Unfortunately, they added a bogus News entry as soon as they were unblocked (that wiki is nowhere close to 1000 articles). I don't want to use semi-protection on the page because anons do make legitimate announcements there from time to time. Edit request of the header

Actually not, it's not possible, the banner currently has hardcoded messages. I'll warn the implementer.
Also, it's shown to all users in nl, I suppose assuming that every person in those countries knows or understands nl even if visiting another language edition/using the interface in another language. --Nemo 17:16, 21 August 2012 (UTC)
I'm not sure it was actually intended, so I disabled it for non-nl users. As it's for logged-in users, it's still able to get those living near the place and visiting en.wiki or whatever (they can set language in the preferences). I hope this is ok. --Nemo 17:22, 21 August 2012 (UTC)
Thanks for that Nemo, I indeed didn't intend to spam all the languages. :)
As for the question M0tty is asking... good point. The difficulty with Belgium is that they don't just have 1 or 2 languages, but three even. The conference will be mainly in Dutch, though we've got English speakers as well, so Nemo is right that it would be mostly interesting for people understanding Dutch. The problem is, as I understood, the geolocation is down to the nation level, not region. If it could just be set to Flanders, most of that problem could be solved, right? Can we please get an unblock for Abd? We should practice something similar to the standard offer and let him come back, given that he's been gone for so long without attempting to evade the block. I realize that due to the complexity of the issues involved in his block, some sysops may be reluctant to review the history and get involved in unblocking him, but I think the way to cut through that Gordion knot is just to give him another chance and see what he does with it. There are some essays and other projects with which I would like to collaborate with this user on this wiki, so I think his return would be helpful. Barras, he already did put several unblock requests. I thought I would precede the next one by offering my input. But, to address your other point, being banned on enwiki, Wikiversity, etc. is irrelevant to meta because people often get banned on those wikis for very different reasons than they get banned here (e.g. due to disputes concerning substantive content, which is lacking on a meta-wiki), and therefore it seems inappropriate to refer here to a user who is banned on another project as being a "banned user" in the context in which you're using it. You'll notice that I, for instance, have had no problems either here or at MediaWiki.org, despite being fairly active at both. Your argument is also an ad hominem and poisoning the well fallacy of relevance because the characteristics of the person putting forth an argument have no bearing on the strength of the argument; "good" people can put forth bad arguments, and "bad" people can put forth good arguments.
But on a procedural note, I don't see any rule that says that an unblock has to be at the request of the blocked user. It could be requested by another user or done by a sysop sua sponte. And sysops are ultimately supposed to implement the will of the community, are they not? My understanding is that if there is a community discussion that reaches a rough consensus that a user should be unblocked, or if consensus has led to policies whose proper application would be to unblock the user, then he should be unblocked. The standard offer (i.e. unblock after six months of sitting out one's block without socking) is fairly customary, and therefore I don't think it would be against policy, or a form of wheel warring, for a sysop to go ahead and unblock.
