Currently only admins can translate workflow states, but everything else can be translated by everyone (well, admins have to approve CN and there may be a few protected pages or something). Just follow the instructions:
This message group shows the translation workflow states.
The states are defined in the configuration variable $wgTranslateWorkflowStates. You have to be an administrator to make translations for this group. This issue will hopefully be resolved soon, in the mean time please create a new section at Meta:Requests for help from a sysop or bureaucrat, posting both the English and the translated language versions, linking to where an admin can update the translation. Thank you!

This is likely the only one that you can translate, but I'm not 100% sure. Why not just request the translations on RFH? I don't think there are (m)any other translatable interface messages except the sidebar (mediawiki:wikimediaForum-text, etc.). PiRSquared17 (talk) 15:48, 4 May 2014 (UTC)
