Meta:Requests for CentralNotice adminship/Mono 2

I am requesting temporary adminship to help run Picture of the Year CentralNotice banners. I'm an admin on Commons, familiar with the CentralNotice tool, and I've done this for POTY before. Based on consultation with the WMF, we plan to adjust the banner impression rate during the contest based on community performance to avoid banner blindness. Permissions should expire March 9. These issues were addressed last time here. I don't find it necessary to respond again.(Looks like I missed the comment about 'blinding banners.' No such thing ever existed, considering the colors were light blue & green.) - Oppose per the events last year with this temporary adminship, with the user sticking blinding banners around and what not and the events on outreach wiki, where the user fully protected his talk page and then protected it with an abusefilter to prevent any edits to it, as mentioned by Rschen. - Oppose - I doubt that Mono would set up an abusefilter to restrict edits to his talk page here, especially since CN adminship doesn't include rights to do that.
