Dear Wikimedia Community User Group Uganda,

Thank you for submitting this grant application. The Middle East and Africa Regional Committee has reviewed your application and they have some follow up questions and requests. We kindly request to respond to these questions by 2 December 2021:

  • How have you engaged the community in developing your annual plan and this grant application?
  • What are your strategies to retain diverse participation beyond the proposed funding year?
  • Please provide a more detailed breakdown of the Programs sect.
  • Would you share how you are ensuring healthy governance of the user group?

Additionally, we have some quick requests from the Community Resources team:

  • Attending Wikimedia events should be removed from the budget if it is for international travel.
  • In the Staff breakdown in the budget, you have put two "Project lead DIVERSITY AND CONTENT GENERATION [part time]" positions. Could you please fix this discrepancy? If there is no discrepancy, we will request to explain the need for having two diversity and content generation leads.
  • The Risk assessment form is not accessible; please change the sharing options.

Please reach to the MEA regional program officer to support you in making the needed changes to your proposal which are due by the end of day, 2nd of December 2021.

This Proposal is shared on the user group discussion page(https://meta.wikimedia.org/wiki/Talk:Wikimedia_Community_User_Group_Uganda#SAPG_2022) and links will be shared through our community social media lines We held Annual General Meeting where we invited community representatives to hear about the annual plan. The usergroup Meta Page will be used to document activities Share on social media - twitter, facebook, telegram

  • What are your strategies to retain diverse participation beyond the proposed funding year?

In most programs we do , we try to have external partners in implementation which entails a program that is beyond the user group. Mainly our focus is continued exposure of volunteer community and ensuring continued participation which has led to all round volunteers involved in all projects of the organization and as such give continuity of programs beyond individuals.

We also ensure mentorship of volunteers , one could look at it as training future leaders. Then again this ensures programs are not individual or organization based and as such can go beyond those entities.

  • Would you share how you are ensuring healthy governance of the user group?

We plan on making a strategic plan, defining financial, management and volunteer guidelines . We are also in the process of defining a suitable usergroup structure . With this in place, it removes ambiguities and aligns expectations. We ensure transparency by publishing content on the user group meta page.

  • In the Staff breakdown in the budget, you have put two "Project lead DIVERSITY AND CONTENT GENERATION [part time]" positions. Could you please fix this discrepancy? If there is no discrepancy, we will request to explain the need for having two diversity and content generation leads.

Under diversity and content we have several programs including wikigap, wikisoccer, wiki for refugees, photographic competitions, wiki for human rights . These are all grouped under diversity and content but will be split for project management. one project lead will cover wikigap, wiki for refugees and wiki for human rights. Wikimedia Community Fund in the amount of 45,697 USD edit

Dear Erinamukuta and Wikimedia Community User Group Uganda, Thanks for providing more details about your grant application and for your engagement with the review process. We are happy to inform you that the Middle East and Africa Regional Committee has decided to approve your grant application in the amount of 45,697 USD, with a grant term starting 1 January 2022 and ending 31 December 2022. We made this decision with some recommendations and notes.

  • We are excited to see Wikimedia Community User Group Uganda continue working on programs focusing on diversity and content creation, education and GLAM, which have been impactful in the past. We look forward to seeing the outcomes of your strategy development process and how it informs and shapes these programs moving forward.
  • We recognize the needed increase in staff capacity as proposed with the administrator role and see the opportunity of increasing the scope and resources towards this role. We see the role useful in supporting the growth in your programming and in the strategy development process including supporting the proposed consultant role and in working on the legal processes. We find it useful for the role to support in coordinating internal communication, and all other project leads. We understand the need for the legal processes to support Wikimedia Community User Group Uganda in getting registered as a not for profit and its overall benefit in achieving more strategic partnerships in the region.
  • We recommend that the core team and governing bodies of the User Group engage more community members in developing future annual activities and grant applications. Similarly, we recommend that Wikimedia Community User Group Uganda involves the broader Uganda community when developing the strategic plan.
  • Additionally, we request that for the next Wikimedia Community Fund proposals, Wikimedia Community User Group Uganda provides a more detailed activity plan and budget because there are some unclarities in the current ones. For example, GLAM and Education budgets are still unclear in addition to the two positions of GLAM and Education project leads.
  • Considering the lack of clarity of the GLAM and Education budgets and taking into account the pandemic situation we are currently in and that can impact these 2 projects, we are approving these aggregate expenses partially, reducing them by 50% (- 10,000,000 UGX). We are fully supporting the rest of the budget.

Once again, we thank you for your work on the Wikimedia Community Fund proposal and wish you all the best. Looking forward to working with you and learning more about your achievements in the upcoming year.

Request for extension edit

We request for an extension of the final learning report for the Wikipedia Community User Group Uganda General Support Fund from 31st January 2023 to 28th February. Harmonizing our financials with local accounting and financial for NGOs in Uganda has taken longer than expected. Thank you in advance for your consideration.
