「透過科技傳承祖先智慧及語言-台灣撒奇萊雅族語」 台灣撒奇萊雅族是台灣原住民的第 13 族，該族的人數只有 1000 出頭人數，是台灣即為少數的民族，該族的語言也被中華民國（Republic of China）原住民族委員（Council of Indigenous Peoples）列為瀕危語言，語言是隨時隨地都可能滅絕的族群，該族群人口比例懸殊，部落的耆老也隨著時間不斷地衰老甚至死亡，再加上部落年輕人的外流，我們的族群語言並未妥善地被傳承下來，因而導致祖先的語言及文化正隨著時間快速地消失中，身為撒奇萊雅族後代子孫的我們，認為即刻開始保存祖先語言是極為重要的問題。 對我們及台灣來說，撒奇萊雅族群文化及語言的傳承是必須且急迫的，該事件攸關著一個族群文化的生死存亡，是極為嚴重且重要的。

2. Describe your main approaches or strategies to achieve these changes and why you think they will be effective.

為了解決此問題，我們希望透過部落實地田野調查、訪談耆老，結合現代科技-網際網路、影像錄製以及維基百科記載的方式，將我們的傳統智慧及語言用最現代且不可抹滅的網路科技保存並傳承下來，也能夠透過網際網路的方式將該族群文化分享給全世界，更能符合聯合國永續發展目標 SDGs 之第 11 個目標：永續城市與社區（Sustainable Cities and Communities），一起與世界努力保護文化遺產。

我們將完成以下目標，以達到解決少數民族文化語言之問題：

1. 原住民早期多靠口說傳遞及保存文化知識，當族語文字化後，便可將自身的文化以文字流傳。我們希望能透過影像、文字的方式，田野調查及訪談耆老等方式，將文化語言記錄在維基百科中，以利該語言的保留及傳承。

2. 正因為語言和文化密不可分，豐富多元的文化及語言更成為台灣獨有的資產與驕傲，而族語的使用使可加深人與土地的連結，也更加認同自己的身分。我們希望能鼓勵更多的族人一起分工撰寫維基百科，將撒奇萊雅族的語言記錄到維基百科中，使得資料更加完整與齊全。

3. 透過政府的協助以及相關組織合作，將該語言國際化與在地化，進而增加台灣與國際上的知名度。族人也會因編寫資料條目，增加並學習文化的知識，將內容從在地化逐漸走向國際化，並在國際中看見在地知識的價值，同時藉由維基百科平台與國際接軌，形成強烈的正向循環。

4. 為了能將傳統語言與現代接軌，將族語結合現在科技及流行趨勢，讓語言不只是語言，而是能與時代連結且更符合現代人民之日常習慣。

3. What are the activities you will be developing and delivering as part of these approaches or strategies?

我們將舉辦以下項目以達到解決以上之問題：

1. 在維基百科資料中創建撒奇萊雅族新條目：需要動員族人及耆老共同協助及編修維基百科內容，將耆老智慧記錄上維基百科中，該行動是極為重要且不容易的，因為網際網路的使用是需要學習與練習的。為了達到族人們共同行動，我們需要透過時間經營的方式，一步步將資料記錄在維基百科中保存，亦能透過維基百科增加世界對於撒奇萊雅族的知名度及活躍度。

2. 計劃舉辦六次維基百科工作坊：為了能夠有效的與耆老蒐集文化及語言歷史資料，我們將預計舉辦六場維基百科工作坊，透過走入部落與耆老田野調查的方式，將撒奇萊雅族文化及語言記錄下來，並將該工作坊蒐集到的資訊轉化成維基百科之資料，擴展撒奇萊雅族在維基百科上的資料豐富度。

3. 每月開設寫作工作坊：維基百科之撰寫是需要學習的，我們將透過每個月舉辦寫作工作坊，同時募集族人們共同編輯。工作坊內容為教族人們維基百科之操作，透過面對面的工作坊教學，增加維基百科的撰寫人數，同時也能加速增加撒奇萊雅族語在維基百科上的文化資料。

4. 增設影像及圖文記錄：除了文字的紀錄外，我們將使用錄影設備記錄部落耆老其文化祭儀等相關影音，透過上傳影音媒體的方式將資訊保留至網際網路及維基百科中。

5. 嘗試使用語言文檔上傳撒奇萊雅族的語音：初次嘗試使用 Lingua Libre和 Spell4Wiki 記錄撒奇萊雅族語音，以 10 篇錄音作為目標進行錄製與儲存，熟悉設備與操作技巧後，未來將考慮擴大招募族人協助增加音檔條目。

目標參與者為台灣花蓮的撒奇萊雅族族人，該社區包含了花蓮的撒固兒部落等，我們將透過親自拜訪的方式進行聯繫，以及活動後的維護。因為在台灣撒奇萊雅族的部落裡面，耆老們使用網際網路的比率較低，族人間的互動多以實體為主，因此，我們將以實體接觸的方式進行接觸與聯繫。

2. 更加了解撒奇萊雅族語言及文化：由於撰寫撒奇萊雅族維基百科資料，撰寫維基百科的族人可以透過撰寫的過程中更加熟悉自己的語言與文化。
