Activities and lessons learned

editDuring the first semester of 2015, we worked with two classes that participated in this project. The first one was "Introduction to Technology I" at the University of Chile (the main public higher education institution in the country) and the second course was "Interactive Communication" in the Alberto Hurtado University, which was its first time joining this project. A third course was included in the second semester, "Introduction to Technology II", held in University of Chile by the same teacher than "Introduction to Technology I". The three courses included a total of 97 students that created and improved 50 articles in Spanish Wikipedia.
- Wikimedian in residence in the National Library of Chile
Thanks to the agreement with the National Library of Chile, between February and November 2015, a “Wikipedian in Residence” attended once a week to the National Library of Chile, to help develop and create Wikipedia articles about or related to the institution. Also, as part of the residence, 214 images from public spaces and areas of restricted access of the library, 1 media file and 7 documents (composed of 2,081 pages) were uploaded to Wikimedia Commons. Some of these documents include an incunable version of the Siete Partidas (1494), one of the most fundamental works about law in the Hispanic world, and the invitation to the Santiago town meeting in 1810 that is considered the beginning of the Chilean War of Independence.

25 documents that were part of the records of the National Civil Registry were located; 24 were requested and finally 23 were provided through a formal channel. From the latter, we could only use 22, since one of them was a copy from a modern certificate. From these documents, 6 were already uploaded on 2014, and 4 of them during April 2015. By the end of February 2016, the 12 remaining documents were uploaded, and also, two more documents —not coming from the Civil Registry— were uploaded as well. One was the burial registry of Bernardo O'Higgins (1778–1842), founder of the country, which was located by a member of Wikimedia Chile in Peru, and the other one, the birth certificate of Fernando Márquez de la Plata (1740–1818), found by a member of Wikimedia Spain, thanks to a collaboration with that chapter.
The transcription and validation of the released speeches from the third stage of the "Speeches of Salvador Allende" project was finished on December 21, 2015. By the end of 2014, 19 speeches (around 375 pages) from the third stage were corrected and 10 speeches (and around 132 pages) were validated. By the end of July, the 25 speeches from the third stage were corrected —totaling 473 pages—, and all of them where validated by December 21, 2015. This was the most ambitious and massive portion of the project, finishing successfully.
A three-day conference was organized by Wikimedia Chile, with a total of 173 attendants. The conference took place on March 26th to 28th and was held in the National Library of Chile. Numerous organizations, educators and people with interest in the Wikimedia projects participated in the conference, who were all introduced to the different features and projects of the movement. During the event, attendants were informed about the benefits, challenges and means to collaborate with free-content projects. Additionally, the achievements reached through GLAM, outreach and educational projects were presented. The main goal of the event was achieved, allowing us to reach a range of representatives from educational areas, as well as the general public.
A joint activity with Wikimedia Argentina was held in the city of Mendoza, setting a milestone for this type of collaborative event for Latin America, since there were physical participation of members of both chapters, in the same physical place, strengthening collaboration previously established in edit-a-thons held at distance, under the Iberocoop framework. Of the 21 participants, 7 were members of Wikimedia Chile who traveled from Santiago. A total of 12 articles were created and one improved in the activity.

A camera was purchased and designated for a Wikimedia Chile member that was in charge of the project. The person in charge of the photographic gear, as part of the agreement with the Photographic Academy of Chile, took a training session granted for free by the Academy. 9 matches of the Chilean Football Professional League were photographed (212 files, one of those a valued image in Commons), including a total of 11 different teams and 5 different venues in 3 different cities. Besides the football matches, the camera has been used in different activities of the chapter (for example, edit-a-thons, meetings and participation in Wikimania). A total of 503 files has been uploaded in total, including other activities and those uploaded after the end of this grant (see here).
- Wiki Tour 2015
Wikimedia Chile organized the second edition of the photographic contest Wiki Tour, in alliance with the Photographic Academy of Chile. As a result of this alliance, some of the prizes were granted by the Academy and the process of selection of the winning photographs was realized by experts, with an additional prize given by public vote. A total of 495 photos were uploaded, illustrating different dishes of the Chilean cuisine, which was selected as the main topic of the contest. The public voting allowed Wikimedia Chile’s Facebook page to increase its visits and likes, resulting in a broader promotion of the activities organized by Wikimedia Chile, communicated by this web.
- General outreach and other activities
Through the creation of a network between different organizations with common goals, several edit-a-thons and editing workshops were held. A total of 9 edit-a-thons were made with different organizations, including UN Women, Girls in Tech and the Spanish Cultural Center. Most of the edit-a-thons were organized in Santiago, with the exception of edit-a-thons organized in Concepción and Coyhaique for the celebration of the 15th anniversary of Wikipedia. The last one is, at the moment, the southernmost Wikipedia event around the globe.
Also, there was an important increase in the number of people registered and participating in the "Wiki Force Chile" Meetup group. This group has created the possibility to connect more people interested in the free culture movement and could potentially serve as a source for future Wikipedia editors and WMCL chapter members. The "Wiki Force Chile" Meetup group increased from 55 members in 2014 to more a 100 members on July 4, 2015. A total of 146 wikists were counted by February 28th, at the end of this grant.
Social media has helped us to share more information about Wikimedia Foundation projects, monthly initiatives, as well as Wikimedia Chile events. The number of followers within our social networks, according to our predictions for 2015, have been increasing consistently: at the end of the grant, the chapter had 1.592 followers on Facebook and 1.393 followers on Twitter.

- Administrative tasks
The grant received allowed the chapter to improve their capacity and strengthen its infrastructure. A new web hosting was installed, allowing the chapter to have a healthy operation of its website, an improvement compared to the former hosting service. In addition, and since it now runs under a VPS service, a customized configuration allows the administrator and users to have all their needs covered. In addition, our virtual office used for tax purposes is now working properly, with services that allow the entire board to use a physical office once a month for board meetings and general coordination. The financial operations of our institution continues on the right path: monthly payments for the chapter bank account have been processed, allowing the Corporation activities to continue.

Summary/report: The conference was held in the Sala América in the Biblioteca Nacional de Chile, pilar of the collective memory and identity of the country, and a strong, strategic partner of Wikimedia Chile in pursuing the diffusion of free knowledge. The event included international and national presenters, as well as a total attendance of 173 persons. The first day, arrived 50 participants to block II; the second day 34 to block III and 53 to block IV; and the third day 36 to blocks V-VI. The event was covered by one of the principal, nationally circulated newspapers in Chile, El Mercurio.
On Thursday, March 26 the first day of the conference was held, inaugurated with the signing of the partnership agreement between Wikimedia Chile and the Biblioteca Nacional. Afterward, a speech was delivered by the then, vice president and member of the Board of Directors of the Wikimedia Foundation, Patricio Lorente, who gave the traditional "state of the wiki," a consistent ritual throughout the annual conferences of Wikimedia (Wikimanía), where the successes of Wikipedia are shared and the future plans of the Wikimedia movement are reviewed.
On Friday, March 27 the day’s schedule was divided into two blocks. The first was held during the morning, where the topic of importance was "free culture" and its application in the projects of Wikimedia. This same block was begin with the panel "Wikipedia in Free Culture," where Patricio Lorente and Eduardo Testart reviewed the history of Wikipedia’s development, which took place in the free software movement, and addressed any doubts from the public in respect to free culture. After, Vladimir Garay from the NGO, Derechos Digitales, addressed the relevance that the Public Domain holds in the access to knowledge as a right, and alerted to the effects of regulation through international copyright agreements, that damage the national Public Domain. In addition, Garay covered the results of an interesting study over Public Domain in Chile, that was the origin and inspiration for a type of "calculator" for the protection of national works. Finally, Eduardo Testart and Rocío Consales formed part of a panel over the projects of Wikimedia Chile related to Wikisource and their experiences as "Wikipedians in Residence." The second block of Friday 27, addressed in depth the collaboration agreements between Wikimedia and cultural institutions or "GLAM" (Galleries, Libraries, Archives and Museums.) Marco Correa, director of Wikimedia Chile, introduced the concept of GLAM and presented the diverse opportunities that could be created between GLAM and Wikimedia. Afterward, Daniela Schütte, general coordinator of Memoria Chilena, spoke about the dedication of the National Library in opening access to knowledge. Later on, Osmar Valdebenito, general coordinator of Iberocoop, gave various examples of a wide range of activities made in GLAM Wiki collaborations throughout various countries in Latin America, Spain and Italy. To close the sessions of the day, Carla Hernández, manager of the Documentation Center in the Fundación Salvador Allende, delivered details over the development and achievements of the project dedicated to the liberation of the official speeches of Salvador Allende, carried out with Wikimedia Chile, that have liberated, until the moment, 50 speeches from the ex-president, consisting in 814 pages, that have been transcribed by volunteers in Wikisource.
The last day of the conference, Saturday March 28, was dedicated to the role of Wikipedia in Education. The first presentation was delivered by Kacie Harold, Learning and Evaluation analyst from the Wikimedia Foundation, who presented the Wikipedia Education Program, that is present in more than 70 countries, including Chile, with close to 10 thousand students involved that have contributed to more than 105 million bytes of new content. Afterward, Melina Masnatta, Education Director of Wikimedia Argentina, shared a diverse range of activities from this same country, created under the educational context of the project "Wikipedia en el aula" or Wikipedia in the Classroom. Third, Eduardo Graells-Garrido, who gave the results from two investigation projects where Wikipedia had been utilized; one of them was a sociolinguistic analysis of the biographies of men and women in English Wikipedia, that demonstrated the phenomenon of gender bias in this encyclopedia. Finally, the panel "Use of Wikipedia in Chilean Universities" was held, where two professors from Chilean universities recounted their experiences from using the encyclopedia in their classes. Ricardo Martínez, a journalism professor from the Universidad Diego Portales, began to work in 2006 with Wikipedia and was able to achieve the creation of more than 200 articles throughout different courses he has taught. The young professor, Martín Pérez from Universidad de Chile, who has participated since 2014 in the project "Wikipedia in the University of Chile", proposed the use of Wikipedia as the solution to two problems found among his students: students would copy Wikipedia to complete their essays, and couldn’t write according to their university level. Some of the most relevant topics covered was the design of the SMART proposal, analysis of Wikimetrics and an activity over survey design. During the afternoon, the activities continued with a workshop over reports and storytelling, as well as a section over Program Toolkits focused on Education. During the first day of the conference a ‘round-robin’ activity was held, with a series of rotating micro-conversations between participants, and afterward in another segment, ideas and information were gathered over the value of local/public organizations in different areas. In the afternoon, some notable events were: A presentation over the processes, goals and achievements of different regional cooperation networks, where the case of Iberocoop was presented; sessions over managing the challenges in the administration of a Board of Directors; and a ‘Q & A’ session with the Funds Dissemination Committee (FDC), to better understand the function/structure of the Annual Plan Grants (APG). The second day began with a session that covered how to achieve that ‘quality’ becomes a standard ‘habit’ throughout all of our organizations, and afterward: a meeting between the Wikimedia Foundation (WMF) Board of Directors, and the chapters and thematic organizations, which was held in a series of table rotations. In the afternoon, Lila Tetrikov, Executive Director of the Wikimedia Foundation, who delivered her vision of the Wikimedia movement, the Foundation, as well as the importance of local organizations and groups, followed by a reflection over this same talk. The third day of the conference, several sessions of discussion were held over the definition and measurement of the concept of ‘impact,’ by way of Global Metrics in Wikimedia; in parallel a talk was held where Wikimedia U.K. shared the lessons learned over the financial management and how this experience could turn out to be relevant for the rest of the organizations. Next, a session analyzed the six most relevant questions that resulted from the Chapters Dialogue, where a space was generated to discuss possible answers and or steps to follow. Later on, the last two sessions of the conference took place: In the first, the present model of the Wikimedia Conference was discussed and how the program could be changed so it could be more useful to the movement in the future; last, the closing general session was held, where for the first time a connection or bridge was attempted between the Wikimedia Conference and Wikimania. Summary/report: Ten members of Wikimedia Chile took part in the event, two of them as representatives of Wikimedia Chile, funded by a Wikimedia Foundation subsidy to the WMCL chapter. All of them engaged in different activities within the conference program such as discussion sessions (in English and Spanish), where the community manifested their interest in the issues related to Wikipedia and other Wikimedia Foundation related projects. The official opening of the conference was July 17, with an opening ceremony and speech presided by Ivan Martínez, the Wikimania 2015 Coordinator and President of Wikimedia Mexico. Throughout the diverse talks, meetings, conferences and workshops that took place, the different aspects of the Wikimedia Foundation projects were discussed as well as opportunities for chapter or regional collaboration. The representatives of Wikimedia Chile divided themselves to take part and attend the largest number of sessions possible, selecting those with the topics most relevant or pertinent to the current projects and interests of the WMCL chapter. On July 17, the first sessions and activities commenced where the WMCL team divided itself between the activities in Spanish and English, related to the Wikimedia movement, GLAM, technical talks as well as the advances and initiatives related to the Wikimedia movement. On July 18, similar to the previous day's activities, the team took part in different meetings and workshops related to Wikipedia and Wikimedia policies, new initiatives, practices and featured speakers over cultural topics related to the technological use of the knowledge, privacy, licenses and uses. Finally on July 19, the secretary of Wikimedia Chile, Sarah Chambers presented a mini-workshop titled "Supersize Me! – Growth Hacking for Developing Wiki Groups", focused on sharing the diverse, low-cost or free techniques to gather together and encourage participation in local (interest) groups. Additionally, the President of Wikimedia Chile, Marco Correa attended a meeting of Wikimedia Chapter Presidents, led by Jimmy Wales. At the end of this day the closing ceremony was held, along with a brief awards ceremony for the 'Wikipedists' of the year and the presentation of Wikimania 2016 in Esino Lario, Italy, which will be organized by Wikimedia Italia. Editing Workshop and Edit-a-Thon, Spanish Republican Exile in ChileeditDate: September, 4-5. Summary/report: Taking advantage of the anniversary, Wikimedia Chile held a Wikipedia editing workshop on Friday, September 4th, and also arranged to obtain multimedia resources that permitted a better illustration of the content that would be utilized during the Edit-a-Thon. As a result of an arrangement between the CCE Santiago and the Pablo Neruda Foundation, two unpublished historical pictures from the Winnipeg - obtained through a donation made by Ms. Mercedes Cobato, member of the Winnipeg Friends Association - were uploaded to Wikimedia Commons. One of the photos displays the Winnipeg ship and the other, a group of Spanish children that were traveling alongside their families to seek refuge in Chile. In addition, and in conjunction with the CCE's La Radio Inventada (Radio Chanel, 'Invented Radio'), two former Winnipeg passengers were interviewed: Roser Bru, painter and recent winner of the 2015 National Arts Awards in Visual Art; and Victor Pey, centenarian, engineer and recently honored this same week with the Chancellor's Medal from the University of Chile. Both interviews allowed for photographs, audio clips and video footage to be produced from the interviews, which will be gradually uploaded to Wikimedia Commons. 15 people attended the Workshop and 18 participants took part in the Edit-A-Thon. Throughout the Spanish Republican Exile edit-a-thon, 10 new articles were generated and several others were improved in relation to the republican exile, the Winnipeg ship and biographies of the exiles. Wiki Tour Chile 2015editDate: September 15 to October 31. Summary/report: 500 photos of Chilean gastronomy were obtained, which will allow articles in Wikipedia, as well as other Wikimedia projects, to be better illustrated by an accompanying image. During December 2015 the winners were chosen in two categories, one based on the decision of a specialized jury, which awarded first, second and third places, plus two honerable mentions; and another category based on the popular vote among the finalist images held through the Facebook page of Wikimedia Chile, where the top two images with the most "like" were awarded. The jury that selected the photographs consisted of: Pilar Contreras, photographer and visual artist from the University of Chile; Maximiliano Aguirre, photographer from the Arcos Institute; Camila Vidal, Graduate in Aesthetics from the Catholic University of Chile, Master in Museology from the University of Neudiatel, Switzerland, and Postgraduate in Cultural Management from the National University of Cordoba; Marcos González Valdéz, documentary photographer; and Cristián Navarro Ugarte, advertising photographer. Summary/report: Mendoza, the gateway to Argentina from the central zone of Chile, was chosen for this event because of its proximity to Los Andes (and Santiago, capital city of Chile) and therefore, to Paso Los Libertadores, an international crossing that received its name from the Los Andes Army, formed in 1816 by Argentinean and Chilean patriots who fought for the independence of Perú and Chile. All members from Wikimedia Chile were invited to join this event and seven of them participated in it. Wikimedia Chile covered their expenses. Although Paso Los Libertadores was closed for several days because of the weather conditions, the members arrived on time to the event. 12 new articles were created and one about Argentinian culture was improved. Also, links between Wikipedia communities were strengthened. 22 participants took part in the event, and those who had more experience with Wikimedia Foundation related projects, guided the new members. During the event, a local community of editors was formed. Experienced Chilean and Argentinian editors agreed to support them continuously, hoping to improve their knowledge and therefore, strengthening the links between local organizations from both countries. Summary/report: On Thursday 19th, Municipal and Provincial Archives of Vienna were visited. In addition to the visit, a talk about the archive work took place. On Friday 20th, several Wikisource-related talks were presented. In the mornings they focused on topics such as a Wikisource general introduction; Wikisource development and technical resources; cooperative work on GLAM organizations (the Smithsonian Digital Volunteers case was presented); and finally, Asaf Bartov gave a talk about The Old New Thing project, where a dictionary written in hebrew was translated, dividing it into different chapters. After lunch, the talk "Specific aspects of Wikisource in Hebrew" was presented by Zvi Devir, focusing on the difficulties of hyperlinking hebrew laws. Wikimedia France representatives, presented the results of their collaboration agreement with the National Library of France. Meanwhile, Ernest Boucher from Wikimedia Canada, gave a talk about the benefits of their work with the National Library and Archive of Quebec (BAnQ). Finally, Cristian Bacchi introduced WikiBase, the software behind Wikidata. During his talk, Bacchi explained the link that could be established between WikiBase and other platforms, such as UNMARK and Marc21; and how to transfer to Wikidata information provided by different libraries. However, to do the reverse process is still unknown, duo the fact that loss of metadata can't be avoided. On Saturday 21st and Sunday 22nd, Wikisource identity was discussed. Lessons learned
edit- What lessons were learned that may help others succeed in similar projects, or that may change the way you are doing this project?
- Coordination with other affiliates for documents
- For the «Birth and Death registries of Leadership Seats of Chile» project, the participation of a volunteer from Wikimedia Spain was fundamental, giving access to some certificates available in his country. Thanks to the Iberocoop initiative, collaborative activities have been possible between different volunteers and affiliates in the Spanish, Portuguese and Italian speaking world, but for the first time we were able to access documentary resources remotely. This seems to us as an important example of how to work as network, increasing the access for files, especially some that are very important for a community but are not geographically available to them. Now, those documents are available for the Chilean community without the need to visit or access a Spanish institution, and we expect to replicate the idea with other Latin American countries, where there is a lot of historical documents available in another place.
- Take advantage of available tools in editing activities:
- Product of the increase of editing activities, such as edit-a-thons and Wikipedia in the University projects, one of the most relevant subjects to support the incorporation of new volunteers was to take advantage of the capacities of both the VisualEditor and the Education Program extension. This facilitated both the organization of the courses' activities and the rapid incorporation of the participants into the editing process, devoting more time in workshops teaching about Wikimedia policies and rules than coding. Based on this, we managed to build a working methodology with teachers and teacher assistants that allowed us to simplify the process of induction for students, in the case of the Wikipedia in the University program.
- What would you do differently if you planned a similar project?
- Avoid overwhelming volunteers
- In some cases, we had some problems with some projects that were very time consuming. The «Official Speeches of Salvador Allende» project required a lot of volunteer work for transcribing documents in Wikisource, especially after a record number of speeches were uploaded. Even though the chapter reached the expected goal for the project, it was done more slowly than originally imagined and it made very difficult for volunteers to participate in other similar projects (for example, the «Birth and Death registries» project). We think for following stages to release less pages at once, and letting the project rest, during fixed cycles -for example every two years-, to give space for the volunteers to regain energy and will.
- Consider national and international activities when planning:
- The idea of organizing four wikicontest seemed reasonable at first, betting on a distribution of them throughout the year. However, several activities happened on an international level, including other wikicontests such as La mujer que nunca conociste, that overlapped partly with our proposed events. At the same time, there were several other activities that needed the support of the board and volunteers of Wikimedia Chile, especially oriented to reach new users. In that situation, Wikimedia Chile decided to focus more on those offline activities, postponing its own wikicontests and supporting those contests that where made with other affiliates.

- Additionally, Wikimedia Chile will be able to accomplish its administrative tasks, some of them as requested in our bylaws, this involves the organization of our general assembly, secure participation of regular and board members on relevant activities, sending materials, as the formal letters for participation on the Assembly as well, to our members, pay our bank fees and replenish office supplies.

The Salvador Allende Foundation (FSA) has 217 different documents with transcripts of some official presidential speeches that weren't destroyed by the military dictatorship. The speeches will be uploaded to Wikimedia Commons as DjVu files and then created in Wikisource, so they could be corrected and validated. For 2015 it was proposed to finish the 3rd Stage of the project, consisting of nearly 400 pages of material to be freely licensed during 2015. | |||

- Did your work increase the motivation of contributors, and how do you know?
- Yes. We developed activities to motivate both new and older contributors to participate in Wikimedia projects, and we reached it, with the involvement of 130 active and 173 new editors in our edit-a-tons, contests, workshops, social meetings and other activities.

- What impact did this project have on WMF's mission and the strategic goals? Please answer in 1 -2 paragraphs and include specific measures of impact such as the number of readers or editors reached by a particular project, or the number of articles edited or improved.
- We made an impact on two of the main WMF strategic goals:
- Over 500 persons contributed to Wikimedia projects in our activities as edit-a-thons, Wikipedia workshops and the Wikipedia Education Program. Wikimedia Chile was capable to increase the participation in Wikimedia projects and also the recruitment and acculturation of newer contributors. We recruited more than 170 new editors on a 14-month term (~12 new editors per month), a big increase compared to our March 2013-September 2014 term when we recruited 137 new editors (~7 new editors per month). We also promoted diversity in the Wikimedia community, with two main target groups. One of them were women, having as a main goal to reduce the gender gap in Wikipedia; we made two gender-themed edit-a-thons, having an important female participation, in which articles related to women and gender issues were created. The first one was organized with "Women who Code" and "Girls in Tech" groups, and the second one was organized along UN Women. The second target group were the Chileans who outside Santiago, the capital of Chile, as the start of our regionalization program; we had activities in Concepción and Coyhaique (the southernmost Wikimedia activity ever!) to celebrate Wikipedia's 15th anniversary. Wikimedia Chile also supported offline and social events, through our Meetup group "Wiki Force Chile", that has reached +180 members.
- We have improved the quality of Chile's contents in Wikipedia through the edit-a-thons and the Wikipedia Education Program, with more than 300 articles created or improved. As said before, two of the edit-a-thons were dedicated to women, so we helped to reduce the Wikipedia content gender gap, with the creation of Wikipedia articles about Chilean women and gender. We also improved the quality of the Chile-related contents in Wikimedia Commons, with the photo contest Wiki Tour, dedicated this time to Chilean cuisine, a topic that had a bad quality of photos in general. 495 new images were added during the contest, improving also the illustration of Chilean cuisine articles in Wikipedia. Our Wikipedian in Residence program helped to improve quality about National Library of Chile in both projects -Wikipedia and Wikimedia Commons, with 222 new images and 17 articles improved/created. We signed two institutional partnerships and alliances with the National Library of Chile (that donated the venue for the Wikimedia Chile Conference) and the photographic academy AF Chile (that helped us in the Wiki Tour contest). We also developed new institutional contacts, with the Spanish Cultural Center (we organized a simultaneous Spain-related edit-a-thon with Argentina, Uruguay and Bolivia) and UN Women.
