Summary/report:
A talk was given to the students from the class of Digital Journalism from the Communication and Image Institute from University of Chile, led by Professor Patricia Peña. The talk was about Wikipedia, the Wikimedia Foundation, and the topics that connect the Wikimedia projects to journalism.
Launching of the Project “Official Speeches of Salvador Allende” edit

Summary/report:
The project “Official Speeches of Salvador Allende” was launched on-line. Developed by WMCL in collaboration with the Salvador Allende Foundation, consists in the digitization and digital transcription into Wikisource from a selection of 10 speeches from the ex-president of Chile, Salvador Allende.

GLAM-Wiki 2013 edit

Summary/report:
Wikimedia United Kingdom (WMUK) organized a conference about GLAM (Galleries, Libraries, Archives and Museums) initiatives, this is, about collaboration activities between GLAM institutions and the Wikimedia movement.
The three themes of the conference were: (1) How to encourage institutions to share their content freely, (2) How to encourage institutions to share their images in the highest resolution possible, and (3) The necesity to create and maintain a GLAM team within the chapters and institutions.
During the first day the representative attended to various presentations and workshops, highlighting the experience of the National Museum of Amsterdam with the release of public domain works. Also, the collaboration between Wikimedia and Europeana, a digital library of free content from various European institutions was also acknowledged.
During the second day the representative attended presentations and workshops on how to start GLAM projects and how to face the challenges that such projects create.

Wikimedia Conference 2013 edit

Summary/report:
The Wikimedia Chapters anual conference, were representatives of the chapter from all over the world gather, it was organized in the year 2013 by Wikimedia Italy.
During the first day an activity is performed to break the ice between attendees, after that, representatives of the chapters presented the state of the chapters, among them, corresponded to Eduardo Testart, supported by Marco Correa, to present about WMCL on the first day (since this activity lasted until the third day). Over lunch a meeting is held among members of Iberocoop, in which various topics are adressed, and after that, parallel track sessions start (in smaller rooms) in which various topics of interest to the chapters were treated.
The second day, after the second part of the presentations on the state of the chapters, again gives way to parallel track sessions in which various topics of interest to the chapters were discussed. After this, a meeting was held between the Board of Directors of the Wikimedia Foundation (WMF) and chapters, where questions made by the chapters were answered, to continue afterwards with the parallel track sessions.
The third day of the conference, the presentations on the state of the chapters were completed, the last parallel track session took place and then the closing plenary of the conference was held.

General Ordinary Assembly of Wikimedia Chile edit

The second annual general assembly of members WMCL was held. In the assembly it was given account of the activities and financial state of the Corporation, as well as the grant application to the Wikimedia Foundation for the period 2013-2014, it was discussed the projects of the Corporation for 2013 and the first semester of 2014, and the working committees, among other topics. The first extraordinary general assembly of members WMCL was held. In the assembly was extensively discussed the incorporation of the Corporation to the Wikimedia Chapter Association (WCA), which was the only topic of the call.
Wiki Takes Santiago 2013 edit

In observance of the Chilean Día del Patrimonio Cultural or Cultural Heritage Day, WMCL organized and carried out for the first time the event “Wiki Takes Your City.” This iniciative, similar to an urban scavenger hunt requires participants to find and photograh special landmarks in the city, such as buildings, constuctions and monuments within one day. Participants must later upload their photos to Wikimedia Commons. During the “Wiki Takes Santiago” event, a guided walk was offered through buildings in the historical district of the capital to help promote the digital preservation of these important cultural landmarks.

Wiki Loves Monuments Chile 2013 edit

Summary/report:
Wiki Loves Monuments is a photography competition in which participants must take pictures of monuments from the country and upload them to Wikimedia Commons under a free license for its use on Wikimedia projects. WMCL organized a second version of the contest in Chile, which had as a goal to photograph national monuments from a list of 830 monuments, and was sponsored by the National Monuments Council (CMN), Foto Cine Club (Photo Cinema Club), the Corporacion Patrimonio Cultural de Chile (Cultural Heritage from Chile Corporation) and the Fundación Imagen de Chile (Image of Chile Foundation), and with the support of lettera27 and BiblioGAM. The competition received 4,051 photographs. The Jury, composed by Magdalena Novoa Echaurren, head of the Department of Education and Promotion of CMN, Guillermo Rodríguez Giannini, chairman of Foto Cine Club, José Ignacio Stark, digital journalist and editor of Wikipedia since 2005, and Samuel Salgado Tello, director of the Centro Nacional del Patrimonio Fotográfico or CENFOTO (National Center Photographic Heritage), selected 10 finalists and five honorable mentions, plus a special prize to the participant with the highest number of photographs of various monuments.

Wiki Loves Monuments Antártica edit

Summary/report:
In order to expand the world's largest photo contest all over the world, Wikimedia Argentina decided to organize a special edition of Wiki Loves Monuments incorporating more than 80 historical sites declared by the Antarctic Treaty, initiative to which WMCL provided collaboration.
The contest was able to collect 22 photographs from 4 different contestants. The first Wikimedia activity on Antarctica achieved other interesting goals as building ties with institutions of interest to our projects as the Antarctic Treaty Secretariat or the Instituto Antártico Chileno (Chilean Antarctic Institute), which will allow in the future, to develop new projects togheter to help improve the content related to southern tip of our planet.

Second Phase of the Project Official Speeches of Salvador Allende edit

A meeting is held with Carla Hernandez from the Salvador Allende Foundation (FSA) Foundation, with whom is asked the possibility of promoting the project of Official Speeches of Salvador Allende, which is done in a note on the website of the Foundation. Furthermore we discuss the implementation of the second phase of the project, which will consist of a second release of speeches in two stages, one of 15 speeches and another one of 25, this is 40 in total, which added to the 10 speeches freed beforee, gives a total of 50 speeches liberated.

Contest “Recognizing Our Monuments” edit

As part of the collaboration between Wikimedia Chile and National Monuments Council (CMN), WMCL again joined the National Photography Competition and School Story Telling “Recognizing Our Monuments”, organized by CMN. This contest was aimed to students from fourth to 12th grade from all the schools of Chile. The goal was to encourage students to discover the cultural heritage of the country through a photographic competition and a text from National Monuments of Chile.

WMCL organized a competition for the creation of national monuments articles in Wikipedia, with the goal of widening the information about the cultural heritage of our country in the free encyclopedia, and use the images that have been uploaded in the 2012 and 2013 Wiki Loves Monuments Chile versions, finally there were created 155 new articles about national monuments of Chile.

The Third Iberoamerican Wikimedia Summit (Iberoconf 2013) was organized by Wikimedia Mexico, on the Telmex Hub building in Mexico City Hub. The meeting focused on the search for concrete actions to better organize the regional initiative, establishing an Iberocoop coordinator, which will help strengthen the bonds of cooperation between chapters and coordinate projects that can be organized on a regional basis. The presentations developed during the days of the meeting, had as an axis, the promotion of the Wikimedia projects in educational groundings; the use of GLAM resources in the various chapters and the experience of organizing Wiki Loves Monuments 2013, and the exchange of organizational experiences of each chapter.

In the context of the Wikipedia Education Program, WMCL organized a second version of the project “Wikipedia in University” where near 116 law students from the Law and Technology class (Levels I and II), from the College of Law in Universidad de Valparaíso (Valparaiso University), in Valparaíso, divided in sixteen groups, created and wrote sixteen articles about the law in general. The project is a continuation of the pilot project “Wikipedia in University” which was originally inspired by the initiatives developed in Mexico and, particularly, in Brazil —Wikipédia na Universidade—, presented in Iberoconf 2012. The program, which had students in two different levesl, included an induction keynote, three workshops on how to edit Wikipedia, and a final evalution to students.

This awards ceremony was organized to celebrate the winners of the Wiki Loves Monuments Chile 2013 competition; in all there were 10 winners (place 1-10), 5 honorable mentions, the special selection winner and the awards of the Wikiconcurso or Wiki Editing Competition. The event was organized by the Board and other members of WMCL, with the winners or their selected representatives in attendance. In this meeting Rocío Consales was presented as the Wikipedist in Residence for the Salvador Allende Foundation (FSA), who held a training sesión with Carla Hernández, head manager of the Documentation and Project Department (FSA), over the structure and basic concepts of editing Wikipedia pages. Also, a second training sesión was agreed upon by both parts to be held during the development process of the project.
Launch of Wiki Force Chile – Meetup Group for Wikimedia Chile edit

On the 30th of January the group Wiki Force Chile was created on the Meetup website, with the idea to generate a new space for conversation, besides offering an opportunity to intregrate new members to Wikimedia Chile, to include new, innovative and diverse points of view, besides refreshing the energy of the group.
The site will be administered by Sarah Chambers, member of Wikimedia Chile, and member of the “Community and Communication Commission,” that searches to establish new links within the community, such as through social media or meet and greet events. To participate, only a simple registration is needed before “joining” the Wiki Force Chile group.

Wiki Tour Chile 2014 edit

Summary/report:
Wiki Tour Chile was a contest focused on obtaining new photos of nature, urban spaces, vacation destinations, typical sights, free activities, artesan crafts, customs and gastronomy that demonstrates the cultural particularities of Chile. The contest was open to any member of the public through Wikimedia Commons and Flickr, and reached a participation of 3,009 photographs with 401 participating photographers. Before the submission period, the UploadWizard and CentralNotice tools were confirgured in order to create the best diffusion possible throughout the contest and deliver the tools necessary to everyone who wished to participate. At the end of the submission period, with a preselection commitee, a final selection of 2,100 photographs was decided upon.

Summary/report:
The 2014 anual conference of Wikimedia chapters and user groups, where representatives from all over the world meet, was organized by Wikimedia Germany.
Three members of Wikimedia Chile attended: Eduardo Testart, President of Wikimedia Chile; Marco Correa, Director; and Sarah Chambers, member of both WMCL and the chapter Honor Tribunal. The representatives attended general sessions, besides other lectures and specialized workshops over many topics of interest for WMCL. Also, during the second day of the conference a meeting was held for the members of the Regional Cooperation Initiative for Ibero-America (or Iberocoop.)
During the first day an activity was held to learn the state of each chapter through a “speed dating” format, in order to interact with as many Wikimedia members as possible. Afterward, the group would move to the presentation of the Chapters Dialogue results, organized by WMDE. The afternoon would lead to several parallel sessions with themes such as: “Conflicts of Interest” and an informational FDC “Q & A,” besides others.
The second day began with a meeting between the Wikimedia Foundation (WMF) Board of Trustees and the chapters and thematic organizations, and was held between various “themed” tables in the same room. Later on, a review sesion was held to discuss the results of the first Chapters Dialogue, followed by more parallel sessions with various topics of interest for the chapters.
The third day of the conference began with a session of open questions for the candidates of the WMF Borad of Trustees, that would be picked by the chapters; followed next by a closed session. After the last two parallel sessions of the day, the closing activities of the conference were held, centering on the future of the Wikimedia Conference.

A presentation over Wikipedia and the Wikimedia movement, primarily focused over the power of the collaborative force -as an element that sustains the success of projects in the Wikimedia Foundation- to various participants and members of the Wiki Force Chile group in the Conectas co-working space (Providencia, Santiago.) Juan David Ruiz and Sarah Chambers were in charge of this event.
Wiki Takes the Museo de la Solidaridad (Solidarity Museum) edit

Summary/report:
On the occasion of the National Heritage Day of Chile, WMCL organized and executed, for the second time, the event “Wiki Takes”, where an open search for interesting and important elements was held, for taking photos and uploading them to Wikimedia Commons. The full name of the activity was “Wiki Takes the Salvador Allende Solidarity Museum,” and included a guided visit with 16 participants, which toured the museum to take photographs of the building and displayed works in order to preserve the cultural legacy and artistry of these objects online. After the guided visit, six participants attended the event directly afterward to upload several photos to Wikimedia Commons during a mini-workshop over editing.

Popular Vote for 2014 Wiki Tour Chile Winners edit

On the May 26 began the (popular) voting process to determine the two winners of the 2014 Wiki Tour Chile contest-which was held between April 5 and May 4, and whose main theme was the cultural legacy, heritage and identity of Chile- and it will extend until June 22. The voting process will be done through the public photo albums of Wikimedia Chile on its Facebook page.

The official launch was held online for the second stage of the “Official Speeches of Salvador Allende” project, an initiative developed by Wikimedia Chile in collaboration with the Salvador Allende Foundation (FSA in Spanish,) which consists in the digitalization and digital transcription in Wikisource of a selection of 15 speeches from the Chilean ex-president Salvador Allende. Meeting with “Chile es Tuyo” Initiative edit

In this meeting between the representatives of the website dependent to SERNATUR, “Chile es Tuyo” (Chile is Yours) (Juan Ignacio Bello and Lucía Araya) and members of Wikimedia Chile (Eduardo Testart and Marco Correa), the characteristics, advances and objectives of Wikimedia Chile was outlined. Also, the Wiki Tour Chile contest was presented, including its objectives and results, along with the Wikiviajes (Wikivoyage) project.
At he same time, Juan Ignacio Bello and Lucía Araya explained the purpose of the websites “Chile es Tuyo” and “Chile Travel”. On the other hand, it was agreed the promotion of the voting process of the Wikitour contest in their website and the social media from “Chile es Tuyo”, and also the chance for a future collaboration between Wikimedia Chile and “Chile es Tuyo” was discussed.
Wiki Force Chile Wikipedia Editing Workshop in the Providencia Professional Institute edit

A Wikipedia editing workshop was held with three members of Wiki Force Chile in the Instituto Profesional Providencia (IPP.) After presenting the principal pillars that support Wikipedia, the concepts of editing and the essential Wiki code was introduced in order to proceed with making their first edits in Wikipedia.

Summary/Report:
A Wikipedia editing workshop was held with nine staff members of the Biblioteca Nacional de Chile (National Library of Chile) and Memoria Chilena, in the Bicentennial Salon of the library, where the principal pillars of Wikipedia were presented, along with the concepts of editing and the essential Wiki code in order to begin editing Wikipedia. The editing workshop was organized as part of the agreement made by Wikimedia Chile in the first meeting held between both institutions.

Summary/Report:
After the popular voting process through the Facebook page of Wikimedia Chile -which lasted three weeks- the winners of the 2014 Wiki Tour Chile contest were chosen. The public, through almost 11,000 votes, tended to prefer landscapes of the South and Austral zones of Chile, characteristics that were shared by the first through third place awards.

Celebration of the Third Anniversary of Wikimedia Chile edit

To mark the occasion of the third anniversary of Wikimedia Chile, whose foundation as a chapter occurred on July 16, 2011, a lunch was organized at the “Ciudad Vieja” restaurant, where 11 persons arrived to share in the conversation and celebration of the birthday of Wikimedia Chile. Afterward, the celebration continued in a Starbucks cafe nearby.
Request Letter for Clarification of SUBTEL Circular n.º 40 in Respect to Wikipedia Zero edit

Summary/Report:
The encounter and annual conference of the Wikimedia Foundation and Wikimedia Community, termed Wikimania, corresponding to the year 2014, was held in the Barbican Centre, London, England. The event was organized by Wikimedia UK and the Wikimedia Foundation (WMF) and over 1750 persons from a diverse array of countries assisted some 200 presentations. Representing Wikimedia Chile (WMCL), Eduardo Testart, Juan David Ruiz, Lily Günther, Sarah Chambers, Alejandro Pinto y Osmar Valdebenito participated in the conference.
The distinct sessions and presentations of Wikimania 2014 were in relation to topics over the different projects of the Wikimedia Foundation. Within the event, there were discussions, round tables and workshops of varying themes and speakers from within the Wiki Culture. The representatives of Wikimedia Chile divided in order to attend the most presentations as possible, selection those most close in topic to the current projects and interests of the chapter. Also, reunions were held with other members of the Iberocoop chapters and with Floor Koudijs, from the Education Program of the Wikimedia Foundation, following a previous meeting that was held during the 17th of July with Ms. Koudijs.
Thursday the 7th of August marked the start of Wikimania 2014, with an opening ceremony that began with the presentation of Edward Saperia, Director of the Wikimania Conference, Jon Davies, Executive Director of Wikimedia UK, Jimmy Wales, Founder of Wikipedia, and Lila Tretikov, Executive Director of the Wikimedia Foundation. To close the ceremony, Salil Shetty, Secretary General of Amnisty International spoke. In the afternoon, a meeting of Iberocoop was held to speak about the upcoming conference in Buenos Aires, in November, and over the next Wikimania in Mexico City for July 2015.
During Friday the 8th, the day proceeded with attending the sessions and presentations, divided into eight distinct tracks grouped by room or auditorium. Also, during the morning a meeting was held between the presidents of the different chapters and thematic organizations, and Lila Tretikov. Eduardo Testart attended this presentation of the new Executive Director, which marked her recent appointment to the Wikimedia Foundation. During the afternoon, a Q & A session took place with the Wikimedia Foundation Board of Directors, which then gave way to the closing activities presented by Elizabeth Marincola, Executive Director of the Public Library of Science.
On Saturday the 9th, the daily activities developed in a similar fashion to the day before, with attending sessions and presentations, picking the ones most relevant for the Corporation, those that had the most in common with projects currently being executed in the chapter, besides the ones that could serve useful for the future. To conclude, the days events were brought to a close with a presentation by Lila Tretikov, new Executive Director of the Wikimedia Foundation.
The last day, Sunday the 10th continued along the same path of attending the various presentations. Also, during the morning an informal meeting was made between Floor Koudijs, from the Education Program of the Wikimedia Foundation, Eduardo Testart and Alejandro Pinto. The conference finished with group photo and closing ceremony, where Jimmy Wales delivered his traditional “State of the Wiki” speech. Wikimedia UK announced the local “Wikimedist of the Year” award and then Wikimedia Mexico concluded with a video presentation over Wikimania 2015 in Mexico City.

Conclusion of the Second Stage of “Official Speeches of Salvador Allende” Project edit

Summary/Report:
Wikimedia Chile and the Salvador Allende Foundation (FSA) officially brought the second stage of the the digitization and correction of the official speeches of Salvador Allende to a close. This collaboration between both institutions permitted that, between June and August, 15 new speeches of the Chilean expresident were added to Wikisource, which brought the total number of released speeches to 25. In this phase of the project nine Wikimedians participated, who transcribed the speeches in Wikisource. Also, Rocío Consales, member of Wikimedia Chile, directly participated in the digitization process of the texts, as a Wikipedist in residence within the library of the FSA foundation. The work developed permitted the recuperation of 197 pages published by the Office of Information and Radiodifusion of the President of the Republic between 1970 and 1973, which encompass the vision of Allende within the areas of housing, social protection laws and economics.

Request for Birth and Death Registries of Leadership Seats of Chile Project edit

Summary/Report:
Within the context of the birth and death registries of leadership seats of Chile project- which consists in the digitization of the birth and death registries of Chilean leadership, in order to be uploaded to Wikimedia Commons and later transcribed in Wikisource-, the 27th of June a request was made according to the Civil Registry and Identification Service Transparency Law, soliciting the “copias de acta” or the birth and death records of those Chilean leaders that have been born and or died in Chile. The Civil Registry and Identification Service responded on July 23rd, submitting a list of records that were available in their present computer records, which included only 21 entries. Subsequently, through additional information collected, it was possible to increase this number to 24 total records; with this information a formal request was made to the Civil Registry and Identification Service soliciting the official registries on September 22nd. This request should yield results during the last two weeks of October, date upon which the work may begin on the project in Wikisource.

Launch of the Project “Official Speeches of Salvador Allende” - Part III edit

The third stage of the “Official Speeches of Salvador Allende” project was launched, having been developed previously in collaboration with the Salvador Allende Foundation (FSA). This stage consisted in the digitization and digital transcription in Wikisource of a selection of 25 speeches from the Chilean expresident Salvador Allende, which encompassed topics over women and press conferences with various media outlets. Including the anterior works, with the conclusion of the third stage, a total of 50 speeches will be liberated, which represent almost a 23% of the material available in the library of the FSA, composed of near 217 different speeches (in some 247 documents.) This work currently is available due in thanks to the work of Rocío Consales, member of Wikimedia Chile and Wikimedian in Residence in the Salvador Allende Foundation (FSA), who has managed the digitization, uploading and implementation process for the speeches in Wikisource.

Presentation of “Wikipedia in the University” - F.A.U. of University of Chile edit

Summary/Report:
Within the scope of the Wikipedia in the University project (Part III), an open class was held titled: “Wikipedia: Values, Use and Managing the Encyclopedia of the 21st Century,” in which 12 students and two professors participated. Within the session, the values of Wikipedia were explained though clarifying concepts over the encyclopedia that the participants had heard of, demystifying some myths and confirming others, and later on, the five pillars of Wikipedia were presented. Last, but not least special emphasis was placed on free licenses and their effects on the projects in the Wikimedia Foundation. A student that was present gave a live editing demonstration in order to better illustrate the editing concepts in Wikipedia and its potential as an educational, information manager and knowledge generator tool.

Wikisource Training Workshop for Interns in the Salvador Allende Foundation edit

Summary/Report:
In this activity, a training session over Wikisource was held with two U.S. University students that were carrying out an internship in the Salvador Allende Foundation (FSA). Each intern began by developing two transcriptions of speeches from Salvador Allende in Wikisource; it was then proposed that once completed, two more speeches could be added each in the near future.
2014 Wiki Tour Chile Awards Ceremony edit

Summary/Report:
Organized by the board of directors and members of WMCL, an awards ceremony was held for the first and second place winners of Wiki Tour Chile 2014. In attendance were the winners Felipe del Valle Batalla and Lesly Reyes Cabrera, with their respective guests, who were officially presented with their respective prizes. While the winners and their guests were gathered, those members present from WMCL also made good use of the occasion to elaborate over the importance of generating free content, as well as the its influence and impact on the creation of free knowledge.

- What worked well?
- The first thing that we can say, is that we no longer have debts with people or institutions. The funds received allowed us to reimburse some administrative costs, and also was extremely helpful in reimbursing costs related to the General Ordinary and Extraordinary Assemblies of Wikimedia Chile, as well as the participation in GLAM-Wiki 2013 and the Wikimedia Conference 2013. In summary, we have reimbursed all persons and institutions that were owed to, and at this moment we are financially healthy- this is great news for us. Our web domains have been renovated and covered by this grant, and the costs of our Virtual Office, that we use for legal purposes, have been covered for this period. Some incidental costs that arose from our participation in Iberconf 2013, were also covered thanks to the grant.
- Preliminary talks for a new agreement with the Salvador Allende Foundation (FSA) began in September, due to the fact that 2013 was the 40th anniversary of the 1973 Chilean coup d'état. For this reason, the FSA was full of activities and duties that took up all their available time for the remainder of the year. A new meeting was held in December, which led to a final list of 15 speeches that were going to be liberated through a formal letter in first days of February. Later on 25 speeches were added (completing a total of 40). Between March and May of 2014, a “Wikipedian in Residence” attended once a week to the Foundation library, to help sort, select, scan, upload, transcribe and teach other intern volunteers from the FSA (external to Wikimedia Chile) to do the same. Between January and August, 15 speeches (composed of 206 pages), where uploaded to Wikimedia Commons and transcribed onto Wikisource. Once this stage ended by August 20, a new set of 25 speeches (composed of 473 pages) were uploaded. About 23% of the material preserved by the Salvador Allende Foundation has been freely licenced, and about 15 different volunteers (from a total of 21) participated in the two stages developed during 2014. In January of 2015, we held a new meeting with the Salvador Allende Foundation, and we scheduled a preliminary release of 400 pages of material to be freely licensed during 2015.
- The “Wikipedia in University” project was completely executed, even though it was not without some external difficulties, which we will address in the next section. This initiative concluded with positive results: 16 new articles were collectively created by 116 students, while last year 7 new articles were created by 39 students. This is a 128% increment in the amount of articles (more than double), with an increment of 197% in new editors (almost triple.) So far, 8 of the new articles have been translated to the main space, which are at the level of regular or good quality, while the ones that require a bit more polishing are still located in the working space. The general goal was reached: to implement the project in another university and in another city. The overall analysis has led us to believe that the results were satisfactory and positive. Also, with conversations that started in July, a third version of this project was implemented. Wikimedia Chile gave a speech/editing workshop by September, and by the end of 2014 two courses in Universidad de Chile, one called “Science and Techonolgy on Urban Space”, and the second one “The Power of Sciecne”, implemented Wikipedia as an educational tool. In the first course 12 individual students created 12 articles (but one was taken down); and the second course had 46 students distributed in groups of 6, working in articles, from that work, 6 articles where created, but only 2 articles remained. There are plans to continue the work in this line, and organize a fouth version of this initiative during 2015, at least, for a course of over 50 students, where each of them must create an article that does not exist in Spanish Wikipedia.
- We consider the organization of the second annual Wiki Loves Monuments Chile 2013 contest to be a success. We were able to organize the awards ceremony in the same venue as last year, and moreover, we designed reusable modules for the exhibition as a money-saving strategy for the future. Therefore, we won’t need to request funds for displays in the future- for as long as these structures last- and will become a fixed asset for Wikimedia Chile for displaying photos or other presentations.
- Over the course of this project we have also strengthened our relations with the National Monuments Council and the BiblioGAM (the library of the Gabriela Mistral Cultural Centre or “GAM.”) We have also acquired new sponsorships: The Foto Cine Club donated three prizes to the competition, Lettera27 donated 20 moleskine notebooks, with the organization Patrimonio Cultural de Chile offering their support as well. Imagen de Chile also maintained their support from last year. Within the contest framework, we organized our very first Editing Competition in Wikipedia. 155 new articles about national monuments were created, and Wikimedia Chile also collaborated in the initial stage of Wiki Loves Monuments Antarctica, reaching out to potential sponsors for the contest and putting them in contact with Wikimedia Argentina. Other important goals were achieved, such as being more independent as organizers, and spending our time and energy in a more efficient manner. This was due to the fact that the budget was accurately calculated and also higher than last year. In the end, this was an extremely positive outcome for the human resources we possess, and made this event worth it for us as volunteers.

- Since we have already identified that the Wiki Loves Monuments contest is a bit worn out, with the high levels of energy and time required to organize it, and that we wanted to be more efficient with our resources, we decided to create a freer contest with less lists and restrictions, that could also lead to higher participation. This brought about the idea of making a contest focused on nature, urban landscape or vacational destinations, traditional places, economical activities and those that include crafts, customs and gastronomy, that could aliment Wikivoyage with images. With this in mind we organized Wiki Tour Chile 2014. We consider the organization of this contest to have been a very productive and succesful experience. Under a very reduced budget, which was near a twelfth (1/12) of what we spent on Wiki Loves Monuments 2013, the Wiki Tour Chile 2014 contest was able to gather 3,009 images. Those images were uploaded by 401 users, from whom 350 uploaded files directly to Wikimedia Commons while 51 came from Flickr. The sole amount of users that uploaded images onto Commons, surpassed the amount of users that uploaded images for Wiki Loves Monuments Chile 2012 (331 participants) and Wiki Loves Monuments Chile 2013 (154 participants). Also the amount of images represented 75% of the images uploaded to each of the prior versions of the WLM contest (4,077 for WLM 2012 and 4,042 for WLM 2013). On the other hand, and although this was an unexpected result, we decided to make a popular voting process to determine the two winners of the 2014 Wiki Tour Chile. Through albums posted on Wikimedia Chile Facebook's page this brought an unplanned amount of likes on our page (this was certainly not a request to vote) which brought us up from 577 to 1,287 likes, an increase of 123% (more than double). We consider the most valuable aspect of this, that now, every post we make in our Facebook page, has the chance to reach a 123% more people than before, therefore, this is very positive as an outreach. Also, this contest, during 2014 was replicated by Wikimedia Argentina, in an example of colaboration and alternatives to new things that can be done within the Wikimedia movement.
- We organized outreach activities such as Wiki Takes Santiago (our first “Wiki Takes”), and “Wiki Takes the Museum of Solidarity” (our second “Wiki Takes”), we supported the “Open TPP” initiative, sponsored the InnovaTics 2013 conference, adhered to the “Yo <3 Internet” (I Love Internet) campaign, made presentations, participated in the meeting of the Adjoint Panel of Internet and Author Copyright in the DIRECON Office Over the TPP Agreement, participated in the Public Domain Project Editorial Commitee, and requested clarification over the Order n.º 40 from SUBTEL regarding Wikipedia Zero, all this took place without financial cost to our organization. Also, thanks to the grant we were able to organize the Celebration of the Third Anniversary of Wikimedia Chile, a very positive experience for our members and volunteers. In addition we were able to organize and execute aditional meetings with “Agencia Uno” and “Poderopedia.”
- Regarding Outreach activities, we have to mention the creation of our Meetup group called “Wiki Force Chile”, conformed by its members, which are called “Wikistas” (or Wikists). The decision to implement this idea proved to be a very good one. The activities provided by the meetup group, serve as a catalyst to gather people that share an affinity or curiosity towards the world, conceptions and ideas of the Wikimedia movement. Therefore, speeches, social and editing meetings organized under this group, create a great “buffer space” to engage with these people (in a relaxed and safe context), and discuss subjects within pairs, mixing together persons that are newcomers, not necesarily editors, with advanced or experienced users. All this is accomplished under an extremely low budget, since the Meetup fee is low for the benefits that it provides to us. At the present time the group has 46 members. We are extemely happy with this initiative, and we plan to keep the activities of this group for 2015. Also, in local contexts that have tech savy people, open knowledge and software communities, makers and entreprenuers, this is a very recommendable tool to implement.
- What didn't work?

- The first thing that merits comment was the extremely long financial process we went through. To clarify, three and a half months passed since applying for the Annual Program 2013-2014 Grant until we received funding (June 13, to October 3). Alone, the process of transferring the money-since the approval of the grant until registering in the organizational account-took two months (August 2-October 3). Even though there were logical explanations for the time each step took, the overall time elapsed was much greater than expected. This delay probably was exceptional, but it proves that it can happen. The direct consequence of this funding delay was a subsequent delay in being able to assure the execution of future projects and events. Since many organizational matters depend on organizing and confirming funds, uncertainty towards the processes themselves and their resolution places stress on the chapter members. As human resources are limited, it is important to note the effect of the intangible and immeasurable points like these on our team. One final observation is that for certain grants, the completion date could be linked or related to when the funds are actually effective.
- Another issue was that when the funds were sent, the transfer charges were assigned to the recipient; sadly this included all the interbank transfers and conversion fees, lowering the effective amount of money we received. Even though this is not an issue in the financial term at hand, due to the amount of money received in this first disbursement, it still could create a hassle or even problems for other kinds of fund submissions (for other organizations and grantees.) A possible lesson in this case would be that the sender assumes the cost or fees of money transfers.

- In regards to the FSA activities, the project execution suffered some delays due to the 40th anniversary activities (mentioned in the previous section.) The full schedule of the FSA occupied much of their available time and didn’t allow us to advance as much as we would have liked. This pushed back the activity execution and schedule.

- The Wikipedia in University project was affected by outside issues that generated extreme time constraints. The University of Valparaìso underwent a strike and as a result, the semester was condensed from the regular 5 months to an express 3 month term. This negatively impacted the amount of time available to develop the course, as well as the chance to plan and organize the project initiation in an efficient way. As the course was very crowded, we were faced with restructuring the original plan of teaching in two distinct colleges, to dividing the course into two different levels. However, this situation allowed the original projections of the project to still be fulfilled anyway. On the other hand, there was an attempt to use the educational extension software, but it did not turn out to be practical. The system, as it did not allow the teacher to inscribe the students by him/herself, forced the students to inscribe on their own. This initial step made the procedure complex and inefficient. The teacher also didn’t have the ability to assign articles, again placing the responsibility on the students alone. At this point the tool could not sufficiently fulfil our needs. Luckily, the extension software has been recently corrected, and it seems that it will be possible allow a single user to inscribe and assign articles directly. On the implementation of the third stage of this project, we used the educational extension software again, and it allowed articles to be directly assigned to students, but issues arose when the name of the articles were changed (due to modifications made by the community in Spanish Wikipedia.) In this case, the article could not be re-assigned in a simple process, it must be erased an re-assigned, deleting, for example, information associated with it, i.e.: the teacher that was in charge of the course (creating the need to ask the teacher again to inscribe the course) and also the teacher assistants. Another issue was that there wasn't an automatic message when an article is assigned, created or when edits were made by a student (inscribed in the course). If this feature could exist, it would be extremely helpful and would make the process much less complex, where articles could be monitored efficently from the first moment they are created. Also, if an article gets erased (and the student contributed directly to a new article), all the edits made, as well as the log of contributions created for that article, are erased making it impossible to measure the total contributions from a certain student.

- After an analysis of the Wiki Loves Monuments Chile process, we considered that there were some things that didn’t go so well. We believed that by spending more money on better prizes, we would be able to increase the amount of photographs and the amount of participants. The 2013 Wiki Loves Monuments Chile contest gathered a total of 4,046 images, while last year we were able to gather 4,080 images. Technically we were below last year’s total of participating images by 0.8%, but the amount of participants lowered from about 330 to 154 -almost half-, this means that we had a reduction of 53.3%. But considering the information posted from the countries that participated in Wiki Loves Monuments 2012 and 2013, 20 out of 32 countries were not able to increase the amount of images uploaded from last year. While just 12 were capable of improving their overall totals, Chile was the only country that had such a small difference in the number of images between both contests. We believe that this is possibly due to the fact that we had attractive prizes to offer for the contest. Also we have to consider that in 2012, 36 countries participated while in 2013 there were 53; this was a 47.2% increment in participation, but only led to a 1.7%. increase in overall image submission.
- In conclusion, these facts led us to believe that the ‘effect’ of the contest is wearing off in general around the globe. For about 2/3 of the already participating countries, increasing the amount of images would have been extremely good, so for us, getting the same amount of images than last year wasn't a bad outcome in the end. You could call this seeing the glass half full, but the amount of images reached in Chile probably shows the roof that we can achieve, unless different actions are taken in the future. To sufficiently impact the increase of image submissiond, an increase in the amount of human and financial resources should be considered. At this moment, we believe that the effort to accomplish a higher goal (in this sense) won’t be cost-to-benefit efficient; this is also reflected in the amount of images obtained globally, which likely shows a similar effect of reaching a certain limit. Eventhough there is still margin to grow, the resources needed to make that extra step might be too high.

- One of the problems that occured with the Wiki Tour Chile contest, was that too many images (about 2,000 images) were uploaded to Facebook for the popular voting. It seems advisable now, to restict this amount to a more easy number of images to be managed (we believe that 50 to 100 images could be a good number). On the other hand, a finer selection process requires more volunteer work, time and energy, so always costs and benefits should be weighed. Also, counting the winnner through likes on Facebook created another problem, because the voting process cannot be stoped, since there wasn't an app or tool incorporated for this purpose. Therefore it is highly recomendable to pay for a contest tool (within Facebook) to manage the voting process; the costs of these tools can be fairly inexpensive in comparison to the time and energy it can save. Also, we believe now, that an image contest should not be separated from an article editing contest. Even though the images exist, the process of categorizing them in Commons is not automatic, so a contest to categorize in Commons and then incorporate categorized images into Wikivoyage, now seems like a logical step to efficiently complete the amount of information added through this and other similar contests.
- What would you do differently if you planned a similar project?

- For Wikipedia in University, external circumstances have affected the development of the project, so we will try to generate a Guide on how to proceed and better manage time. This will prepare others on how to act under extremely constrained timelines. The third implementation proved that internal coordination was not optimal, and articles were not monitored from the first moment. We have already planned to optimize this part of the development on a fourth implementation of the project by the first semester of 2015.

- Reflecting on the Wiki Loves Monuments Chile 2013 results, we will probably restrain on organizing Wiki Loves Monuments in 2015, this still needs to be discussed anyways, and if we do so we will try to run the contest on a reduced budget. We believe that under the evolution we had for the contest it will be extremely hard to reach or surpass the numbers already established in 2012-2013 if we do not let the contest rest, which already happened. We think this realistic outlook will be more efficient in terms of costs and benefits.

- A playful logo builds identity and invites interaction
- The organization of Wiki Tour gave us the challenge of promoting and showing a new idea for a photo contest related to Wikimedia, starting from scratch. In our first discussions about the contest, we were sure that our work could be useful for other chapters and groups, so creating a clear identity related to travels, content and the concept of “free”, linked to free knowledge, would be a good start. The logo of Wiki Tour, sketched by one of our members, was refined and proved to be a helpful piece for promoting the contest, inviting interaction. The logo was also used by Wikimedia Argentina in the organization of his version of the contest.
- Digitizing archival records
- We developed “Official Speeches of Salvador Allende” project, consists in the digitalization and digital transcription in Wikisource of a selection of 40 speeches from the Chilean ex-president Salvador Allende during 2013 and 2014. As described in the pattern, a careful analysis of the copyright status of the speeches was done, including in the discussion the Fundación Allende, and that they were clear about the scope of using a free license to upload the documents to Wikimedia Commons, and then transcribing them into Wikisource. Also a good decision was to start the project with a small number of speeches, as a pilot, evaluate the results and then start a second and subsequent stages.

- The goal of this request, is to obtain funding for being able to stabilize our internal structure and functioning, as a second step after our start-up grant (report/approval), and bring us consolidation as an Organization. After this grant is executed, the next logical step would be to be able to develop a strategic plan, under the definition of what we want to acquire, and how we want to do so, constructing and defining our Mission, Vision and Values, as a local Chapter.
- Under our Organizational consolidation, we want to be able to: decentralize the participation of our local volunteers, and to participate in Wikimedia conferences and activities, relevant to us in our local context, depending on our own ideas and planning; be able to promote our activities and projects, in relation with Wikimedia Foundation projects themselves; and continue to execute the projects that have been successful so far --or have potential to be--, being able of completing some other that have been put on hold, and implement new projects for our local community, specially trying to reach new editors and sympathizers that might be potential participants of our local organization.
- Wikimedia Chile is entering a second phase of development. Last year, as an organization, we were not an entirely mature body. In this second stage, and following our legal recognition, we are facing new challenges and restructuring our past functioning processes, due to the experience gained especially during the second semester of 2012, where we organized the 2012 Iberoconf Summit, and the 2012 Wiki Loves Monuments Contest for Chile.
- Did you achieve your project goal? How do you know your goal was achieved? Please answer in 1 - 2 short paragraphs.
- The main goal of our project, as it was mentioned above, was fully achieved: the stabilization of our internal structure and functioning as a real non-profit in our country, so an analysis of the complete picture is very positive and we feel satisfied by the progress of the chapter linked to the execution of the grant. Notwithstanding that, and as we already stated in our interim report, some of the activities performed by the chapter faced problems on its implementation, mainly regarding its scheduling. Additionally, many of the activities had to be organized after the reception of the funds of this grant, using the time between October and December, being that the busiest part of the year in Chile, before the holidays. Delays in some cases were beyond our scope, leading to a late fulfillment of those activities, taking the time that would have been available for the implementation of other projects and activities. For that reason, and also as we already anticipated in our interim report, the estimated time to develop the activities of the plan was not enough to run all the projects included in the grant. As some of those activities continue to be important for the chapter, we postponed the activities and will be included in the next grant proposal.
- Aside from the general goal mentioned above, and as a way to know that the achievement of the goal was reached, the specific goals are fulfilled: more volunteers participated in our activities, including current chapter members and supporters from the Meetup group and other sympathizers; we assured the participation and involvement of key members of our chapter in the global activities of Wikimedia, which include, among others, the Wikimedia Conference and Wikimania; we were able to promote the activities we organized, being frugal and not spending all the forecasted budget in many line items; and the projects we developed, in general terms, were very successful --even one of them was replicated by another chapter-- regarding the goal of reaching new editors and bringing new open content to the Wikimedia projects.

The Chilean Civil Registry granted the birth and death certificates that were available in the computer data base (24 certificates). From the 24 certificates solicited, one wasn't handed, and one does not correspond to the original certificate. From the remaining certificates (22), 6 were uploaded and 18 are pending to be processed and uploaded. Not every certificate was able to be acquired yet, since most of them are located in the Archive of the Archbishopric of Santiago, which requires an arrangement which further development. Despiste the latter, every certificate uploaded and incorporated to Wikisource has been transcribed, and also, thanks to German volunteers from Wikimedia Commons, and Wikisource, and Wikimedia Deutschland, the death certificate of Pedro Montt, which died in Bremen, Germany, was found, uploaded, transcribed and translated. | |
| Official Speeches by Salvador Allende: The Official Speeches of Salvador Allende (former president of Chile) is a project currently under development at Wikisource, supported by the Salvador Allende Foundation (FSA). FSA has in its collection about 280 speeches, which consist of the surviving transcripts of his official speeches, since the rest have been destroyed or are missing. We developed a pilot project, consisting in ten speeches donated by the FSA. The files, originally provided in .PDF format, were converted to DjVu, and uploaded to Wikimedia Commons. Afterwards the articles for the speeches were created in Wikisource, so they could be corrected and validated. We plan to launch this project in stages: The pilot project included 10 speeches. The second step would be liberating more speeches in a controlled way: 15 speeches in a first round, if that works well, another 25, to reach about 50 speeches in total. After examining the results, we will determine if this number can be increased (or if we runned short). A preliminary list of 15 speeches was chosen, and a second set of 25 was selected later on. A “wikipedian in residence”, helped throughout the process of selection, scanning and uploading of the speeches onto Wikimedia Commons, and Wikisource. The pilot project consisted of teaching law students in Coquimbo, from the Catholic University of the North, on editing Wikipedia. This class studying Legal History II created and wrote seven articles about the Chilean codification process from the 19th century and the beginning of the 20th century as a part of their regular curriculum. Since one of our volunteers was a teacher of this college, the purpose of this project is to move out of the “comfort zone” and seek two new universities which to present and develop this idea (preliminary contacts have been established). | Wikimedia Chile Outreach: This is a new project for Wikimedia Chile, that could be divided in three main branches: The first one would be to organize an Editathon event by itself (the last one we organized was done after the Prize Ceremony of the Wiki Loves Monuments Contest 2012). This time we would like to have more attendees than the last Edit-a-thon we organized. The second branch would be to utilize a website called Meetup, to seek new supporters and volunteers, widening our scope of action. This would promote our activities in a way that hasn’t been used by Wikimedia Chile before, with the idea to bring fresh blood and a different perspective to the organization. The third branch would be to stimulate participants of activities by giving them t-shirts, and to spread the word of the foundation projects with booklets and brochures. We were able to organize Wiki Force Chile, the Wikimedia Chile meetup group, which prooved to be very sucessfull, related to this we organized several events based on the Meetup platform. Thanks to this also, we were able to distribute the booklets we printed, and also promoted participation with t-shirts. And although we did not organizad an edit-a-thon, we organized other activities as Wiki Takes (two of them), gave several speeches, presentations and workshops, organized a wiki encounter for the anniversary of the chapter, participated in meetings with other institutions that share the goals and culture of Wikimedia Chile and publicly supported initiavies conected with free knowledge. | GLAM-Wiki Conference: This would be the second version of the GLAM-Wiki Summit organized by Wikimedia Chile. The entire project was developed with success. We followed all the self-proposed stages in time, being in line with the budget, and with great images participating in the contest. We took advantage of the experience acquired in 2012, but as mentioned before, our expectations were to beat the numbers of last year and that was not accomplished. In general terms the contest was successful, as we keep the amount of participating images in the same level, but the amount of participants was lower. We believe we will restrain the expenditure in this project for the following years, and change the focus in terms of the energy and time devoted to the organization of the contest. | |
| Wikivoyage Photo Contest: This is a new project for Wikimedia Chile (but partially based on our prior experience with Wiki Loves Monuments 2012, see above). The idea emerged looking at the low activity that we have as a chapter (and as a country in general) during January and February -holiday season in Chile-, and the little knowledge in the community and the general public about this new project of the Foundation. Also, this would be a great way to take advantage of all the “machinery” in place for Wiki Loves Monuments and use it to our favor. The draft idea is to organize a contest -based on the success of WLM- where people can take pictures while on their vacations, but keeping it as simple as possible, with almost all the activities online (less human and economic resources), only one prize and a wider theme (travel destination images, maybe focused on National Parks -yet to be determined.-) On the other hand Chile has a list of about 800 national monuments. The list is brief and eventually will run out, making it harder to keep repeating WLM in a successful way- maybe not for the immediate future, but further on. We think this could be a good idea, not only for us, but for the Community as well. Wiki Tour Chile 2014 was a very succesful experience. The photography contest acquired 3,009 images, with 401 participants (350 from Wikimedia Commons and 51 from Flickr), this number suprased the participants from WLM Chile 2012 (331) and WLM Chile 2013 (154) with a fraction of the resources, time and energy used for organizing Wiki Loves Monuments. The way the project was developed and the final stage, prooved to be a very good outreach tool at the same time. |

- We believe that we cannot adress this question properly (for any of the prior activities) since there was not developed a way to measure motivation amongst contributors during the execution of the projects. Also, the question, in the way is written, seems too broad. Maybe stating in the question that this refer to ex-post evaluations (if his is the case), such as surveys, for example, would be helpfull.

What impact did this project have on WMF's mission and the strategic priorities?
Option A: How did you increase participation in one or more Wikimedia projects?
- The projects developed contributed with about 8,022 images, media, creation or improvement of articles and or pages. The projects where the aditions or improvements were made are: Wikipedia, Wikimedia Commons, Wikivoyage and Wikisource, this last one, a project were the participation noticeably increased due to the editions done within the scope of the project Official Speeches of Salvador Allende.
Option B: How did you improve quality on one or more Wikimedia projects?
- Eventhough quality is hard to mesaure, several images added were of great quality, even though they were not accepted as quality or featured images, at least for the ones proposed caoming from Wiki Loves Monuments. Also, the fact of freeing the Official Speeches fo Salvador Allende, adds value to Wikisource, since the speeches are “modern” documents, compared to other material contained in the project, this, we believe adds freshness to Wikisource. Also, the financial value of a contribution of this kind, is very hard to measure. We also were able to create 155 articles of National Monuments from Chile, that used images acquired in WLM Chile 2012 and 2013, populating Wikipedia with valuable entries, directly refered to Chilean heritage, and therefore, of great importance at the minimum at a local level. Also, the images provided by Wiki Tour, improved the quality of some entries in Wikivoyage, Spanish and English Wikipedia; Spanish Wikipedia was also improved thanks to the contributions done under the Wikipedia in University project.
Option C: How did you increase the reach (readership) of one or more Wikimedia projects?
- At the moment, the only concrete measure of this kind we posess are the views of the files uploaded to Wikimedia Commons, for the Project Official Speeches of Salvador Allende. The total amount of visits for the files of the whole project, ranging from February, 2013 to December 2014, are 2,828 views.
