Purpose of the report edit

This form is for organizations receiving Annual Plan Grants to report on their results to date. For progress reports, the time period for this report will the first 6 months of each grant (e.g. 1 January - 30 June of the current year). For impact reports, the time period for this report will be the full 12 months of this grant, including the period already reported on in the progress report (e.g. 1 January - 31 December of the current year). This form includes four sections, addressing global metrics, program stories, financial information, and compliance. Please contact APG/FDC staff if you have questions about this form, or concerns submitting it by the deadline. After submitting the form, organizations will also meet with APG staff to discuss their progress.

Telling your program stories - all programs edit

Please tell the story of each of your programs included in your proposal. This is your chance to tell your story by using any additional metrics (beyond global metrics) that are relevant to your context, beyond the global metrics above. Impact of Wikimedia Norge’s work funding period 2018–2019


Strategy and impact

Wikimedia Norge began to align our strategy with the Wikimedia Strategic direction in 2018 by increasing our focus on diversity, especially gender and language diversity. Norway is a country where gender issues and the rights of indigenous people are supported on a government level and by different structures in society such as national institutions, organizations and by a large part of the public press. This provides Wikimedia Norge great opportunities to align our work to the international strategic direction and focus on knowledge and communities that have been left out by structures of power and privilege. Being involved in the Diversity Working Group for the Wikimedia 2030 strategy we have learned a lot about the conditions for diversity and representation work for other parts of the Wikimedia movement. Wikimedia Norge, both board and staff members, would like to explore any possibility for how we can share our learnings on this our take on a responsibility for this work for the wider movement.

Our emphasis on gender diversity is reflected in both our organization’s culture and our evaluation plans. The emphasis on gender diversity extends from the board leadership level, through to program design, implementation and partnerships. For the next year we have cut from 4 to 3 programs, because it does not make sense to have a separate Program 3: Building diverse communities, as long as diversity is integrated in all our programs.

Wikimedia Norge considers language an important aspect of content diversity, as our Sámi project shows. Being recognized as a civil society partner in the Year of Indigenous languages led by UNESCO has been very important for our work the last 6 months. The work on our Sámi project gives us more recognition as a partner in civil society within Norway, but also opportunities to secure external funding through partnerships in this area.

Wikimedia Norge has worked on 4 programs this last year:

We are above target on all Global metrics except 2. number of newly registered users. The reason we did not reach target on #2 is that an education partnership ended. We have increased external funding to 29 % of our total revenues. Due to external funding we can scale some of our programs.

External funding and scaling programs

Just in September 2019 Wikimedia Norge was awarded 200,000 NOK from the Sámi parliament in Norway. This is a very important milestone for Wikimedia Norge, both in terms of funding but also as a recognition of our work. We would like to flag the need for improving our fundraising capacities further for the 2020-2021 funding period so we can build on the results from this year. Most likely there are more funding options available for Wikimedia Norge, but it will require resources to explore them.

We have monetized our in-kind donations as part of our budget planning and grant request for 2019–2020. This is a key measure of the contributions our partners are making to Wikimedia. In-kind donations are budgeted at 380,000 NOK for the next funding year.

In total 480 000 NOK was awarded in external funding this year, not included in-kind donations. In last year’s Impact Report, we wrote that Wikimedia Norge is aiming at having 30 % of our total budget from external funding, a goal we have almost reached now. 29 % of our total revenues 2018-2019 is external funding. Last year 19 % of our total revenues was external funding, the year before 13 % was external funding.

The Wikimedia Norge staff changed 1 April 2019 from having a 30 % FTE as education manager to a 30 % FTE as diversity manager. Founded by the Sámi parliament our Sámi educational program for universities are starting 1 October 2019 with Sabine Rønsen, former intern from Oslo Met – Oslo Metropolitan University, as project manager. Wikimedia Norge has over the 2 last years worked on establishing pipelines of candidates for both, staff and board positions in Wikimedia Norge. Diversifying does not happen overnight, but we know see the results of several years of work in investing in possible candidates for different organizational roles.

Wikimania 2019
Wikimania this year was special, because it happened in our own back yard. Wikimedia Norge contributed to the program in several ways – Jon Harald Søby was the initiator of and one of the "space leaders" for the language space, soliciting and curating submissions for that space (track) before Wikimania started, and helping moderate the space and taking notes from the sessions during Wikimania. The first spotlight session, from Liv Inger Somby, was invited to Wikimania by Wikimedia Norge to talk about the importance of indigenous languages with a Sámi perspective. In addition, Kimberli Mäkäräinen from Wikimedia Finland held two sessions on Sámi issues, one with Astrid Carlsen. In addition to this, staff and volunteers from WMNO held three more sessions during Wikimania.

For us, the Sámi people, digital platforms like Wikipedia are very important. My dream is that Sámi children across national borders communicate in Sámi languages, and common revitalization projects on the Wikimedia platforms are a great tool to reach that goal.

Online editing contests
At end of last year, the community on the Norwegian Wikipedias decided to turn the weekly contests into monthly contests, starting January 2019. This was mainly due to the administrative overhead involved in setting up a new contest every week. While it's too early to draw conclusions, it seems like the monthly contests get more participants, and it's easier to prepare resources for the organizers when they have more time. During this year Wikimedia Norge has been granted organization of three of the contests – one for cultural heritage in connection with Wiki Loves Monuments in September, one for Sámi topics in October and one for the Women in Red project in November. We are supplying extra prizes for these contests, and will consider doing so for other contests as well if requested.

In February we organized an international contest about Uralic peoples. More about that can be read under the heading "Closing content gaps". We are organizing Wiki Loves Monuments again this year, the ninth year in a row. This year we are including a special Sámi category in the contest, to try to get more pictures of Sámi monuments.

  • Wikimedia strategy 2030: Working with the international strategy and having one member in in the Diversity Working Group, we have seen this last year the gap between the discussions on strategy on an international level and the interest on a national level. For many Norwegian community members, it’s not interesting to get involved on an international level. They are engaged in their online activities and projects and this is where they want to have their focus. To bridge this gap Wikimedia Norge, both staff members and board members, tries to communicate very clearly to our community members our strategic focus on language and gender diversity. Using a diversity lens in all our programs is mostly accepted by community members and this a strength Wikimedia Norge has compared to many others Wikimedia affiliates.
  • Travels: The first half of this funding year, July–December 2018, Wikimedia Norge staff members spent approximately 1/3 of our working days travelling. This was too much, and the possible risks are that we don’t have the time to follow up community members and activities and partnerships, community members and partners would often find an empty office if they stopped by and burn out among staff members. From January–July we cut down on travels and also invited more community members to take part at international conferences instead of only staff and board members. The summer months are still a challenge for us. The Wikimedia Norge board is currently working on environmental guidelines for our organisation which also will have consequences for how we plan our travels in the future.

The different kind of community support we give have been the same over the past 2 years. This is support we will continue to offer over the next years as well. The Commons photographers have by now covered so many concerts and festivals that they often can apply for press accreditation themselfs, only CC-ing Wikimedia Norge in the emails. Volounteers running the weekly editing contests decided to switch to monthly editing contest. During the Biographies contest in March the volounteers who set up the contest added red link-lists of women biographies and several biographies were improved or written on the Northern Sámi Wikipedia during the contest. This is a sign that Wikimedia Norge's work on diversity has ownerships among volounteers also.

Wikimedia Norge staff organized the general assembly, a wikgap event, a wiki meetup and a guided tour at a museum for volounteers (focus on the international women's day) in the city of Tromsø in northern part of Norway in 4 hectic days in March, 2019. The monthly editing contest in March was about biographies with red link lists from our Women in Red projcet. This as an example of how we try to connect events, contests, staff travels and partnerships around a thematic area to have impact. Moving our office to Tromsø for 5 days was a good oppourtunity to connect with volunteers and develop connections to GLAM and educational institutions in this region.

In general the numbers in the table belove shows a slightly drop in our activities. The explanation for this drop is that our targets are now more aligned to focus on diversity. This again is a result of how we have align the Wikimedia Norge strategy with the Wikimedia Strategic direction. Focusing on one thematic area gives Wikimedia Norge more impact even with somewhat less, but better planned out, activities.

Program Closing content gaps


This program will add high quality content to close content gaps on the Wikimedia projects by partnerships between Wikimedia Norge, volunteers and major Norwegian institutions

Sámi knowledge
2019 is the UNESCO International Year of Indigenous Languages, and Wikimedia Norge has been recognized as a Civil Society Partner by UNESCO, which has been a boost for our Sámi knowledge project. We have participated in several events during the year: In February we went to a Sámi language conference in Tromsø, in July we went to the Riddu Riđđu and Márkomeannu Sámi festivals, and we attended Celtic Knot where we held a session about the situation for Sámi languages – as well as the previously mentioned Sámi sessions during Wikimania. We have partnered with Wikitongues to create videos of people speaking Northern Sámi, a collaboration we will build upon later in the year with recordings of more Sámi languages.

In January we organized a meeting at the Sámi House in Oslo between representatives from many of our partner institutions in Norway to chart what Sámi-related material they have that might be suitable for Wikimedia projects.

We have reached a point where we are seeing that a lot of the "preparatory" work we have done is paying off – more and more institutions, both in Sápmi and elsewhere, are aware of what we are doing, and are willing to partner with us.

The National Library
The National Library of Norway continues to be an important partner for us. As covered in our previous report, we had a project focused on female authors whose works had fallen in the public domain in the last decade. One part of this was marking these works as public domain in the National Library's databases, making them freely available for everyone. The intricacies of copyright law mean that this has to be a manual task. In due process, many of the works were uploaded to Wikidata, Wikimedia Commons and Wikisource, and articles were written about the authors on Wikipedia. More information about the project can be found here.

Additionally, in the spring we assisted the Språkbanken (Language Bank) section of the National Library with extracting plain text versions of all Wikipedia articles in Norwegian Bokmål, Norwegian Nynorsk and Northern Sámi, which can then be used for corpus analysis and other language-technological uses. The results have been uploaded to Språkbanken. There are also plans to supply Språkbanken with plaintext versions of talk pages and forums (like the Village Pump), which constitute a different type of text in that the writing is more communicative in style than encyclopedia articles are.

Women in Red
Project page with progress report and action plan for the Women in Red project can be seen here. The project position at the National Library was finished on 31 March 2019, and we are continuing our collaboration with The National Library in other interesting ways. After the bachelor’s degree elective subject at Oslo Met – Oslo Metropolitan University related to our Women in Red project was evaluated by the university, it was decided to continue the collaboration in the fall of 2019. This time also archivist students will take part. The cooperation with OsloMet – Oslo Metropolitan University and the National Library regarding the Women in Red started up again with 9 students 26 August 2019. Staff from Wikimedia Norge, The National Library, and also volunteers will guide the students. They will focus on biographies of women from the women's rights movement (with help from the The Norwegian Association for Women’s Rights), Sámi women and authors of children and youth books. These categories ties in nicely with the rest of our work. Writing about Sámi women was suggested by one of the students and shows how this topic is central in the public debate in Norway.


At Oslo Metropolitan University we are proud and pleased to be working with Wikimedia Norway on a collaboration in relation to the Women in Red-campaign. Our students in library and information science, as well as students in archivistics, have for the last two years been offered the chance to do project work with Wikimedia as part of their bachelor’s education. The project has been very well received by students and staff, and we hope to continue collaborations with Wikimedia Norway on this and other ventures in the future.

  • Uralic online editing contest: Our first activity to mark the International Year of Indigenous Languages 2019 was to organize an international editing contest for Uralic Languages. A lot of work went into setting up articles lists in different languages. There were not many participants because we didn’t have time to promote the contest, and our target group (primarily indigenous Uralic language communities) was probably too narrow. We see that for the most part it will be active editors who sign up for online editing contests. In the future we will plan for more information work to get people to take part. In October we are organizing a month-long online editing contest about Sámi subjects and many of the article lists from the Uralic contest will come to use in this contest also.
  • Translations to Sámi: The work on our Sámi knowledge online project requires many off wiki translations. Mostly to Northern Sámi language, but sometimes also to Skolt Sámi and Lule Sámi. It’s translations of event texts, text for contest pages, text for the wikimedia.no site, blog posts, merch and info material. We have underbudgeted the costs for translations. Working in partnerships with UNESCO on The Year of Indigenous Languages have thought us the importance of making sure indigenous languages are digitally included and visible online. We will need to increase the budget for translations next funding year.
Impact edit

The impact in this program comes from community activities and partnerships with Glam institutions that Wikimedia Norge has been involved in now over 4 years. The shift to a diversity focus has helped us deepening the partnerships and also approach new ones for our Sami project. We have reduced the number of partnerships we engage in to increase our possible impact (doing more activities with fewer partners) and we also try to be a “matchmaker” between our partners. For example, the Bodil Biørn letters was digitalized by The National Library, even though they are part of The National Archive’s collection. We have drastically scaled down editathons, because the editor retention was low. This is reflected in the Global metric: Newly registered. The key program for newly registered is education programs. We are exciting to start a Sámi educational project for universities.

Várdobáiki: Place names
During the Márkomeannu festival in July, we met with employees of the Várdobáiki Sámi Language Center, which is located at the same place as the festival. We initiated an on-wiki project in collaboration with them, about documenting Sámi place names on-wiki in connection with Hålogalandsvegen, a new 159-km road being built in the Hålogaland area. Várdobáiki already has an ongoing project of mapping Sámi place names near the road, and this project aims to bring their work into the Wikimedia projects.

Our collaboration with Wikimedia Norga is very valuable and important for us in making Sámi place names used and available online.

WikiGap
On 7 March 2019, as a vorspiel to The International Women's Day, we held a WikiGap event in the city of Tromsø, in cooperation with the Swedish Embassy, Hålogaland Theatre and CatCollective, about the gender gap in the cultural sector and on Wikipedia. One of the presenters was Project Manager Anna Jungner-Nordgren, from The Nordic Councilwho spoke about #metoo in the cultural sector in the Nordic countries and The Nordic Council's ongoing work on this subject.Our partners from the theatre and embassy were interviewed on national radio the morning of the event and the venue was packed. Once again, we see the benefits of working closely with partners in doing events.


Bodil Biørn project
page with progress and action plan can be read here. The digitizing part of the project (digitizing letters by Bodil Biørn) has been agreed upon with the National Archive. The work with uploading the letters to Wikimedia Commons/Wikisource and then translated into English will happen during June–August 2019. Wikimedia Armenia has made a photo book with Biørn's pictures. In November 2019 we will hold an event at the National Archive with an employee from Wikimedia Armenia taking part as our guest.


Wikimedia affiliates, as in the case of Wikimedia Norge and Wikimedia Armenia, can be a bridge between GLAM organizations separated by geography. (...) The success of this collaborative project has allowed Wikimedia Norway and Armenia to expand its scope to include Biørn’s letters written during this time period. From a historical perspective, the opening up of her letters to interested readers and researchers is extremely valuable as a contrast to the male-dominated sources, both primary and secondary, available from and about this region and time period.

  • Diversity and representation: Our work with this program has taught us that working on rising awareness of whose knowledge is shared on the Wikimedia projects and welcome new voices to contribute needs to be a long-term commitment. We have to challenge our own way of thinking, our privileges and power structures in the Norwegian society we are not always aware about. Our network of external partners are very valuable discussions partners in this work. Having a diversity lens on all our programs means that we always have to question and challenge how we frame our work, but also that we use the power we have as an affiliate in a good way. For example, by making sure that a blog post like this one on wikimediafoundation.org website is published both in English and Northern Sámi.

Next funding period this program will not be a separate one, as the focus of the program: rise awareness of whose knowledge is shared on the Wikimedia projects and welcome new voices to contribute, is part of all our programs.

Some of the activities and partners in this program is relatively new for Wikimedia Norge, like Wikigap and Art&Feminism. We have had great response and many participants at these events on gender gap issues and we will continue doing them the next funding period. The Sámi activities in this program have e now been awarded funding (in September 2019) and they will start up in October 2019 and be part of our Content Gap program in the next funding period 2019–2020. Our experience from Glam and educational partnerships are essential for establishing these partnerships with Sámi Glam and educational institutions.

Oslo Freedom Forum 2019
Volunteers from Finland and Iran, our intern from Oslo Met – Alexander Stave Grønnestad and staff members participated at the conference in the end of May 2019. The backdrop for out booth was designed by the Oslo Freedom Forum and the text was inspired by The Year of Indigenous languages. This page on Meta was set up to track the coverage of speakers in Wikipedia.


Girl Geek Dinners event with the Minister of Research and Higher Education
12 June 2019 Wikimedia Norge was invited to speak at Girl Geek Dinners Oslo's event, titled: How to overcome gender biased data and technology. The event was held at Google's office in Oslo, with 70 participants. Staff member Åsa Paaske Gulbrandsen was one of five invited speakers and held a 20-minute talk about gender imbalance in Wikipedia and how we can work to change it. Minister of Research and Higher Education, Iselin Nybø, was present and talked about the challenges of underrepresentation of women in computing and technology.

  • Communication: Wikimedia Norge has since April 2017 had a communication plan. We worked out this plan for three reasons: Community members gave us feedback that they didn’t know what programs we were working on or how to get involved, the staff members felt they spend a lot of time on communication work but were not sure if the time was spend on the right activities, and Wikimedia Norway needed some guidelines for communication. Since many of us have two or more roles in the organization we needed to establish guidelines for the different roles we have. For example, doing a media interview as a staff or board member is something else then doing an. Interview as an active editor on Wikipedia. The communication plan has helped us a lot in this work, but we are still looking for ways of doing this work with more volunteers involved, for example as writers of blog posts, taking photos at Wikimedia Norge events etc.
Impact edit

We see the results of how Wikimedia Norge has worked in communication this program by the response we get in social media and how our Facebook events creates interest and a good turnout at events. This program leverages high profile partnerships Wikimedia Norge have with different organizations and annual conferences to spread access and awareness around free knowledge, and the relationship between free knowledge and civil society. This program has its impact in contributing to idea of building the infrastructure of the ecosystem of free knowledge.
