Purpose of the report

This form is for organizations receiving Annual Plan Grants to report on their results to date. For progress reports, the time period for this report will the first 6 months of each grant (e.g. 1 January - 30 June of the current year). For impact reports, the time period for this report will be the full 12 months of this grant, including the period already reported on in the progress report (e.g. 1 January - 31 December of the current year). This form includes four sections, addressing global metrics, program stories, financial information, and compliance. Please contact APG/FDC staff if you have questions about this form, or concerns submitting it by the deadline. After submitting the form, organizations will also meet with APG staff to discuss their progress.

Telling your program stories - all programs

Please tell the story of each of your programs included in your proposal. This is your chance to tell your story by using any additional metrics (beyond global metrics) that are relevant to your context, beyond the global metrics above. You should be reporting against the targets you set at the beginning of the year throughout the year. We have provided a template here below for you to report against your targets, but you are welcome to include this information in another way. Also, if you decided not to do a program that was included in your proposal or added a program not in the proposal, please explain this change. Overview of this quarter

Wikimedia Argentina's activities in the past quarter.

The purpose of this section is to provide a brief overview of this report. Please use no more than 1-2 paragraphs to address the questions outlined below. You will have an opportunity to address these questions in detail elsewhere in this report.

CHANGES: Please describe how you changed your plans and budget based on the FDC allocation approved by the Board in December 2012, and your rationale for these changes. You can then use the changed plans and budget as the basis on which to report back on the first quarter.

  • The DIY scanners project has been postponed to 2013 Q3 and Q4. We were waiting to see more results of the existing projects before allocating more scanners to other institutions. In the next quarter, we will start working in a new scanner for the Cultural Institute of the Buenos Aires Province, as part of the comprehensive agreement signed in May 2013.
  • Wikimedia Argentina has created a video, with the support of Iberocoop members, to promote the celebrations of the 1,000,000th article on Spanish Wikipedia. The design of the video has been included as part of the Outreach efforts of the chapter.

HIGHLIGHTS: What were 1–2 important highlights of the past quarter? (These may include successes, challenges, lessons learned.)

  • In our opinion, the Legislative Edit-a-thon is one of our biggest highlights of the quarter. This activity brought the biggest turnout we have seen so far in Buenos Aires for this kind of events, and also, half the audience was formed by new editors to any of Wikimedia's projects. New approaches to an edit-a-thon were implemented succesfully, improving its impact and also gave us new lessons for future activities.
  • As for the Education Program, we developed several actions (such as workshops and presentations) aimed at secondary students and teachers. This gave us the opportunity to start working with the Department of Education of Buenos Aires Province. On top of that, these actions go across different programs, sometimes taking the best of the education program and the GLAM activities. One example of this actions cross-program is the workshop at the Museum of Memory in Rosario.

WIKI-FOCUS: What Wikimedia projects was your entity focused on (e.g., Wiki Commons, French Wiktionary) this quarter?

  • We have focused mainly on Spanish Wikipedia and Wikimedia Commons, the two largest project by number of active volunteers from Argentina.

GROWTH: How did your entity grow over the past quarter vs. the previous quarter (e.g., Number of active editors reached/involved/added, number of articles created, number of events held, number of participants reached through workshops)?

  • In the second quarter of 2013, Wikimedia Argentina conducted several activities, especially linked to educational activities. More than 200 students assisted to our presentations, more than 50 teachers from different parts of Buenos Aires Province discussed about the opportunities of Wikipedia in the classroom. Also, more than 30 researchers took part in a workshop in Córdoba
  • We visited 7 cities in the country, including for the first time a city in the Northeast of the country. Also, we had activities in 4 of the 6 largest cities in the country.
  • We strengthened our relationship with gubernamental instituions. The agreement for an edit-a-thon with the Buenos Aires City Legislature was succesful and there are plans for more projects together in the coming months. We signed a comprehensive agreement with the Cultural Institute of the Buenos Aires Province, including projects with the Direction of Libraries, the Provincial Historical Archive and the Museums Digitazation Program, and we are also working with the Department of Education of the same province.

Financial summary

The FDC requires information about how your entity received and spent money over the past year. The FDC distributes general funds, so your entity is not required to use funds exactly as outlined in the proposal. While line-item expenses will not be examined, the FDC and movement wants to understand why the entity spent money in the way it did. Education Program

What are the objectives of this program? Please include metrics.
  • Aim: To increase participation and adoption of Wikimedia project on Educational environments (mainly secondary and tertiary education).
  • Metrics: Design of an Education Program for Wikimedia Argentina to face this initiative in a more comprehensive and organic way. Also, number of agreements with institutions, number of events (workshops, lectures) organized, number of participants.
Progress against these objectives (include metrics and # of volunteers/staff involved)?
  • Education program: stalled.
  • Agreements: 1 new (Ministry of Education of Buenos Aires Province).
  • Events: 6 events (3 in Buenos Aires Province, 1 in Córdoba Province and 1 in Santa Fe Province).
  • Participants: Approx. 50 teachers, 160 students.
Involvement: 1 staff member, 1 Board member, 2 volunteers.
Activities conducted.
  • We successfully carried out 4 editing workshops in different venues. The first of this quarter, at Escuela Media N 2 in the city of La Plata, capital city of Buenos Aires Province. This activity was developed in the context of joint work with the national program “Conectar Igualdad”, that, among other things, provides technology training workshops for teachers to include ITs more and more in classroom activities. This first event was aimed at instructors, and focused mainly on the use of Wikipedia in the classroom.
    The second event of this kind was a conference addresed by Patricio Lorente for students the National University of Córdoba, focused on the impact of Wikipedia and its sister projects in the cultural development of a society. This conference was carried out as part of the agreement with the UNC signed the previous quarter.
    Two more events were done in secondary schools in San Miguel del Monte and General Belgrano, Buenos Aires Province.
  • In Rosario (Santa Fe Province), we have a series of activities in a project called Wikimemoria, organized with the Free Faculty of Rosario and the Museum of Memory of that city. During the first day, there was an introduction to Wikipedia to a class of secondary students with Conectar Igualdad netbooks and in the second day, the students visited the Museum of Memory in Rosario and edited some articles related to Argentine contemporary history.
    Apart from the main activity, there was also a presentation for old people in the Free Faculty, versed on the age group difficulties to access new technologies and the use of Wikipedia. Also, Wikimedia Argentina participated in the TV show “Juntos a la par”, produced by the Argentinean Work Union of Independent Teachers, which was broadcasted in Rosario’s regional channel.
What worked and what did not?
  • The events in the different schools have been very successful. Students and teachers were receptive to the idea of working in Wikipedia as part of their educational activities and most of the usual prejudices about it have vanished. This has opened new perspectives for a more comprehensive work, especially in the Buenos Aires Province, where conversations are being held for an agreement and a project with the Ministry of Education that can bring wikis and Wikipedia to most schools in the province (more than 4.5 million students in total). This project is under development and will probably start as a trial in 2013 Q4.
  • Although there is a good reception from students and teachers, it is difficult to follow the impact of the presentations after it. We haven't found yet a way to measure how a workshop or a presentation really changes the perspective to become an editor in the short and the mid term. Another thing that hasn't worked is the participation of old people; Wikimemoria was intended to be an activity for students and elderly, but none of the latter appeared at the Museum, so the activity was re-oriented towards the students.
  • Finally, the design for an Education Program is stalled at the moment because there is no one to drive the discussions and help to reach some concrete conclusions; we expect to resume this conversation in the following months. While, on the one hand, the long term program is stalled, on the other hand, a lot of mid and short term aims, like workshops and presentations, are being held very frequently and our attention is more set to that than the general plan.
GLAM activities

What are the objectives of this program? Please include metrics.
  • Aim: to engage with cultural institutions and promote their cooperation with the Wikimedia communities, encouraging the release of materials under free licenses. To promote editing on Wikipedia, increasing the number of editors, and to strengthen the relationship with existing editors community.
  • Metrics: Number of colaboration agreements signed, number of activities organized, number of participants attending the events, number of articles edited/photos uploaded.

  • Agreements: 2 new agreements (Buenos Aires Cultural Institute, former ESMA), 1 in development (General Belgrano).
  • Activities: 1 edit-a-thon organized, 1 edit-a-thon in progress, 1 presentation.
  • Participants: 35+ participants in edit-a-thons, 100+ participants in conference.
  • Media uploaded: Not yet.

Activities conducted.
  • The edit-a-thon at the Buenos Aires City Legislature was carried out on June 29th, after being suspended on April 27th. More than 35 participants were in the activity, most of them working on Wikipedia for the first time. A series of articles in Wikipedia about the history and heritage of this institution were written, using the images donated by the Legislature to Wikimedia Commons. The edit-a-thon was very well received, including some press (for example, La Nación Data and Diario Z), and there are already conversations to upload more files to Commons, including some books digitized by the Esteban Echeverría Library that belongs to the Legislature. Another edit-a-thon will be organized on July 20 in the Space for Memory and Human Rights in the former ESMA, which used to be an illegal detention center during the last dictatorship and is now a memorial place.
  • On May 16th, Wikimedia Argentina signed a comprehensive agreement with the Cultural Institute of the Buenos Aires Province. This agreement will allow Wikimedia Argentina to work with different cultural institutions. There are already some talks with the Historical Archive of the Province, the Office of Libraries and the Program of Museum Digitalization (PRODIM).
  • We are working with the Historical Museum of General Belgrano towards an agreement for the publication of photographic material under a free licence, a project with students and a local edit-a-thon.
  • On June 14th, Wikimedia Argentina participated in the IV Conference of Archives, Museums and Libraries in La Rioja, organized by the National University of La Rioja (UNLaR). The presentation called “From shelves to Wikipedia: How to reach millions of people from our libraries?” highlighted the importance of encouraging local communities in the provinces of Argentina to spread their patrimony. The main objetctive is to break the current paradigm in which knowledge, in the national sphere, is generated in Buenos Aires. It was the first official activity of WM-AR in the Northwest of Argentina.
  • Our digitization program with other institutions is working and the first results are already available on Wikimedia Commons. The library of the Faculty of Humanities of the National University of La Plata has published several books in Wikimedia Commons, released under a CC licence, making it possible to upload the text also in Wikisource. At the end of June, 25 DjVu files have been uploaded with a total size of more than 550 MB.
What worked and what did not?
  • Some of the lessons from the first edit-a-thon and Wikimemoria were applied in the second edit-a-thon, making it more successful; some of them were the tutorship in situ of Wikipedians to the new editors, the definition of potential articles for improvement and the presentation of the results to the rest of the participants. Also, with the new Communications staff, the activity reached new participants.

  • Aim: Increase and improve the content available in Wikipedia, Wikimedia Commons and other Wikimedia projects, whether developing existing articles, write new entries and/or produce new media. Increase the number of volunteers in our projects and foster their participation, making them more active in the community.
  • Metrics: number of participants of the contests, new articles edited, new photos uploaded to Wikimedia Commons.

Activities conducted.
  • On June 4th we held the award ceremony of Wiki Loves Monuments 2012 in the Buenos Aires House of Culture and it was also the scene to officially announce the launching of the 2013 edition of the competition. Some flyers were produced to promote the contest and will be used in different exhibitions that will be organized in other places in Argentina.
What worked and what did not?
  • Our collaboration contracts with different institutions have set the pace in the organization of different activities. In this case, the participation with the Government of Buenos Aires City in the past was crucial for the exhibition to be hosted in such an important place. Something similar will probably happen in La Plata, where the exhibition will go soon. It is essential to sustain relationships with different institutions because it will bring us new opportunities and open new channels for our needs.
  • We still need to develop a program for Wiki Loves Monuments 2013 so we can include new places and reach more people outside the local community of wikimedians. It is something that we should do this quarter but we probably should have started earlier.
Organizational strengthening

  • Aim: to constitute a professional Wikimedia chapter in Argentina, able to work efficiently with other institutions and to support and promote volunteers' work.
  • Metrics: new staff hired, strategic (mid and long term) planning, contact data base divided by audiences of interest to the organization.

  • Staff: 2 employees (1 full-time, 1 part-time).
  • Strategic planning: Slow level of implementation of strategic recommendations.
  • Contact management: Not done yet.

Activities conducted.
  • In April 2013, we hired our second staff member, María Cruz, to improve our Communication model, supporting the communication to the Foundation via reports, to our members and to the general audience. The activity on our website has increased substantially: from 2 per month in the past year to one every 4 days in Q2. Also, the level of engagement has increased on Facebook, quadrupling the number of actions over the past year (64 to 240 per month on a 28-days basis). In the next months, we will release a new website that will be much more appealing and engaging with our visitors.
  • For the celebrations of Spanish Wikipedia 1,000,000th article, Wikimedia Argentina coordinated the different groups involved, like other chapters and Wikipedia editors. Wikimedia Argentina wrote the basis for the press release for the occasion but encouraged participation of other editors, creating a transversal message made by the community as a whole. Also, a video was released with people from different places in the Spanish-speaking world to celebrate the landmark.
What worked and what did not?
  • The new Communication Manager has allowed us to increase our level of online activities, resulting in an increase also in the participation of members and non-members in our publications and also in our projects. This can explain, for example, the substantial increase in the number of participants, for example, in the edit-a-thon at the Buenos Aires City Legislature.
  • The participation as a coordinator of the Spanish Wikipedia celebration was very successful and was a demonstration of the final goal of Wikimedia chapters: engage with the community and support it for the fulfillment of its projects. Also, the organizational structure of Wikimedia Argentina was useful to coordinate with Ibero American chapters and groups with other level of development, creating a coordinated work that was relevant for the whole Ibero American region and not just for Argentina.
  • The communication effort has been focused on publications and direct engagement with the community, but it has consumed a lot of time and energy, not allowing yet for the development of a solid Communication Model. That is something that should be addressed in the next quarter, to allow a more effective approach to the community.

  • Aim: To promote new participation in Wikipedia and other Wikimedia projects, and spread Wikipedia-related knowledge in Buenos Aires and other cities in Argentina.
  • Metrics: leaflets produced, estimated reach of those leaflets.

  • Leaflets produced: 2,000 manuals about Wikipedia, 1,000 flyers about Wikipedia, 1,000 flyers about Wiki Loves Monuments.
  • Reach: 150 WLM flyers given for the exhibition; 100 Wikipedia flyers given at workshops and presentations.
Activities conducted.
  • For the promotion of Wikipedia and its sister projects, we have produced a number of printed materials that will support our activities like presentations, edit-a-thons, workshops and other activities. The main printed product was the Editor's manual; half of these manuals will be sent to some of the more than 500 libraries in the Buenos Aires Province as part of the agreement signed with the Cultural Institute of that province, reaching to even more people.
  • Flyers for Wiki Loves Monuments 2013 are being given in the exhibitions of the winning pictures of the past edition, raising interest for the new contest.
What worked and what did not?
  • The main issue with the printed materials is the problem of becoming obsolete, specially considering the current changes that our sites are living (for example, with the new Visual Editor). These changes make difficult to find a perfect timing for the release of printed materials and for the design of the documents. The manuals were created having in mind the old editor so in the next few months, the descriptions will be out of date; in any case, the old editor will still be important for certain features in the future, so the manuals won't be totally useless.

  • Activities: 1 workshop with two sessions.

Activities conducted.
  • The workshop “Editing the gender gap in Wikipedia” was held on two different days this time: June 14 and June 28, organized jointly with the Faculty of Philosophy and Humanities of the National University in Córdoba, as part of the cooperation framework signed with that institution. The workshop was attended by 17 people on the first meeting, which lasted for three hours, and 11 people on the second meeting, which lasted for six hours. None of the participants had edited Wikipedia before, hence, the experience was also a chance for dialogue about what is the free encyclopedia and the principles in which it is inspired.
What worked and what did not?
  • As usual, these workshops have an important number of participants, including several researches and people involved in gender-related activities. However, the workshop had problems in the first session because there was a general IP block to the one used by the National University of Córdoba at the moment (an open proxy). This caused some troubles because no one in the workshop knew exactly how to solve this problem. For the second meeting, the leaders of the workshop were instructed on how to react and contacted a Spanish Wikipedia sysop to avoid the problem. In future meetings, we will encourage participation of sysops (if it is possible) so they can help with this technical issues on site and also we expect to draft several recommendations on how to work in this case of troubles.

Lessons from this quarter

A key objective of the funding is to enable the movement as a whole to understand how to achieve shared goals better and faster. An important way of doing this is to identify lessons learned from entities who receive funds, and to share these lessons across the movement. The purpose of this section is to elicit some of these insights, which will be shared throughout the movement. Please answer the following questions in 1–2 paragraphs each.

What were your major accomplishments in the past quarter, and how did you help to achieve movement goals?

  • We increased the number of our activities and also the number of participants in them, especially with students, teachers and other key roles in Education. We started to work on projects with the Department of Education of the largest province in Argentina, expecting to increase usage and participation in Wikipedia and other Wikimedia projects on educational environments.
  • Also, we have reached to places where this kind of activities are completely new, thus increasing the reach of the Wikimedia Movement. Most of these places are usually excluded from the knowledge generation (which in Argentina is focused on Great Buenos Aires and a few other cities) like La Rioja or General Belgrano. For the first time, there is the opportunity to disseminate their heritage to the rest of the world and we expect to continue with this work in the following months.

What were your major setbacks in the past quarter (e.g., programs that were not successful)?

  • We are encountering new audiences that we have never spoken to before, like old grown ups. We tried to work with them for the first time but the activity came off rather unsuccessful. We think most of the people felt afraid to engage with more techy people like teenagers in Wikimemoría; it was too risky and probably for next activities, we should start in more safer spaces for them so they can feel less pressure to participate.
  • Although the large number of activities is usually a good thing, we have been working top of our capacities with the current structure. We have spent most of our time working on the activities or dealing with bureacratic things, so we have neglected more reflexive and thoughtful processes than can help us to produce more impact in the future. For example, we haven't had time to wrap up the conclusions of the Education Strategy Meeting or implement some of the proposals of the Tutoring project.

What factors (organizational, environmental) enabled your success?

  • We have strengthen the relationship with cultural, educational and gubernamental institutions in the past months. With a more professional chapter, we have been able to follow more closely these relations and engage better with those institutions. These have helped us to develop more projects with them and organize larger activities.
  • The inclusion of a Communications Manager has been vital to increase our reach. The activities have incresed the number of participants and we have more engagement with the Wikimedia community and general audiences. The separation of roles in the staff has helped also to carry more effectively all our tasks.

What unanticipated challenges did you encounter and how did this affect what you were able to accomplish?

  • The biggest unanticipated challenge was a very controversial extraordinary session at the Palace of the Buenos Aires City Legislature, called just hours before the edit-a-thon had to take place. This situation forced us to take a quick decision, and we realized it was wisest to call the editing marathon off. We decided to postpone the edit-a-thon so then we had the challenge to make our audience understand the reasons of the suspension and keep them interested and engaged with it so they can participate in the second call. We were able to do that, in spite of the fact that the edit-a-thon was postponed two months. The turnout was even higher that what we were expecting for the original date.

What changes might you make in executing your initiatives into the next quarter?

  • We still have to exploit all the different communication outlets that we have at hand, in order to reach a bigger audience and engage new people. We are looking forward to our new webpage, as well as newsletters, the 2012 Annual Report, that will give us a stronger presence. For next quarter, we also have a bigger database of people who have showed interest in our activities.
  • We need to dedicate time in the following months to think more about the future of the chapter and how we can improve our existing projects. This will not only be useful for the projects in the coming months but also for the development of a more mature and solid plan for next year.

  • In December 2012, Wikimedia Argentina was served with a lawsuit because of claims of defamatory statements on Spanish Wikipedia. After our legal staff explained Wikipedia, Wikimedia Argentina and Wikimedia Foundation, the plainitff withdrew the lawsuit. For this, we have to allocate an important amount of funds to the legal staff and it was included in the part of Administration.
  • In August 2013, Wikimedia Argentina will participate as one of the co-organizers of the Creative Commons Global Summit that will be hosted in Buenos Aires. For this, Wikimedia Argentina invited Daniel Reetz, creator of DIY Scanners. He will participate as one of the keynotes of the event and will participate in other activities of Wikimedia Argentina, while helping us to improve our DIY Scanners project. His participation is included as part of the "Organizational strengthening" item.
