Wikimedia Commons: New setting for description language for new uploads

Problem: The default language of the website UI can be set. The default website UI language is used for descriptions when a new image is uploaded with UploadWizard. So you can either change your whole interface language or change the language for every upload.
Proposed solution: New setting for a default language value
Who would benefit: People who write descriptions in languages other than their interface
More comments: With that change you can use the interface in your language (eg. japanese) and do not have to switch the language for every new upload when you want to add an english description. An alternative option would be to have a list of your last used languages.
The main point is: You have to change the language for *every* description (for every file twice if you add a short description) and you may have to search for the language if it's not listed at the very top.

@TheDJ: I expanded the description and added more information.
The Special:Upload dialog is even worse for mobile users. You have to enter everything manually and you can only upload one file at a time. I'm talking about using the UploadWizard on a smartphone browser. In the fourth tab (first tab being the one that tells you if you are allowed to upload the file to Commons) you can add a description to the file. For this description you can change the language. By default it takes the UI language set in your preferences. If you are using the UI in eg. Japanese and want to contribute english descriptions you have to change the language for every description.
