Oppose idea 1 as needlessly single-purpose ("insert a few specific things") when we already have a robust solution to the more general idea of editing the lede ("edit first section" feature). But why some wikis, even enwiki has no default lead section links? And what about IPs who wants to edit? Also, how can we configure it globally? The process is that global gadget is not possible.
