I have no control over my network settings and am requesting an IP exemption. My edit history isn't extensive but I hope you can see it has been positive. I'm happy to answer any questions you may have.

Unblock reason: Guessing that you are saying that you are caught by steward blocks here too, though not explicitly said. I have granted you local IPBE, and that is all that local admins can do on your unblock request. More than that you will need to read global blocks/FAQ and SRGP.
