Privacy violation by a ruwiki checkuser

Sorry for multiple posting. I want to send this to the ombudsman commission members, but I am not sure who of you is available. Here checkuser Kv75 disclosed personally identifiable information about a user. He disclosed that the user is located in Moscow. Publishing whereabouts is prohibited by the privacy policy.
