Request reason: When trying to edit a page, I received the block error "The IP address or range 174.202.6.113 has been globally blocked (disabled) by AntiCompositeNumber for the following reason(s): Open proxy/Webhost: Cross-wiki abuse (if you are affected by this block, please message us). This block will expire on 01:37, 11 September 2022."
The block reason (Cross-wiki abuse) incorrectly identifies the entire range as an open proxy/Webhost, which is incorrect.It's neither proxy nor open. According to an earlier post in Steward requests/Global, some admins believe the Hurricane Electric's service makes it “like” an open proxy, but note that none of the reasons usually given as the rationale for the no open proxies policy apply to it. There is no anonymity nor particularly high potential of abuse. There is no reason why blocking individual /19 or /25 networks wouldn't be effective in case of abuse.
