A note on process edit

The WCA has yet to publish standing orders governing how voting on resolutions on-wiki is supposed to work outside of Council meetings. In this case, Itzike took the initiative to raise a resolution after it was briefly discussed in the WCA telecon last week.

In the future I would prefer resolutions to be tabled through the WCA Chair (i.e. me or Ziko) to ensure they are:

  • consistent with working practices,
  • are supported by appropriate notification to the Council Members,
  • reflect relevant Council Member discussions that may have occurred in advance of the resolution,
  • do not present administrative scheduling problems (with other resolutions or meetings) and
  • have an appropriate response time allowed for.

If anyone has other thoughts on how the process should work, please do drop a note here or on the other related WCA talk pages on :meta, or directly to myself or Ziko. The intention of working this way is to support resolutions being tabled in the most appropriate manner, but not to present unnecessarily bureaucratic barriers for Council Members to raise resolutions as they see fit.

In the case of this Office location resolution, I propose to extend the deadline to allow 2 weeks for voting to close rather than the current 1 week. Though we have nothing set in documented process, during the discussion about electronic voting at the first Council Meeting in Washington, this was the period mentioned as allowing a realistic amount of time to expect Council Members to respond to a request for votes by reading any supporting material to a resolution and having time to raise questions. I doubt this change is controversial, so will be amending it today. Please do raise any objections to this change here or by email to me so that we can discuss the procedure in more detail. Wording edit

"...the registration place for legal seat and the incorporation place for office should be the same." - "incorporation" should really be removed and perhaps replaced by "operational". Incorporation means the same as registration in this context. Johnbod (talk) 15:50, 2 November 2012 (UTC)Reply
