What does this page cover?

I'm slightly confused as to how far this page covers. Is this a project page relevant to Meta-Wiki (as it's currently written), or is it binding policy for every project? It got moved out of the Meta: space last year, which would mean it covers everywhere, but I disagree with that, because it only really covers Meta-wiki in it. What's right? It is linked to by a lot of projects "block reasons". As such I have always assumed at worst it is influential on all projects or that it is policy. However I am happy to be corrected. --Herby talk thyme 13:01, 15 August 2008 (UTC)
agree with Mike, this is Global and it applies to all wikis polices (unless they have their own) thus it doesn't belong on the Meta Namespace...--Cometstyles 13:03, 15 August 2008 (UTC)

"Appears" isn't good enough for me. The whole thing needs a rewrite if that's the case, as it's completely about Meta, and nothing else. Majorly talk 13:49, 15 August 2008 (UTC)

(ec)No offence to Pathoschild, but I don't consider him a reliable source here. I'd prefer a link to someone on the board, or representing the foundation saying it is, or a relevant policy hosted on the foundation wiki. It seems odd that the master copy is located in a publically editable place. Anyway, as I said above, if it does cover everywhere, it needs an extensive rewrite, because right now it only covers meta. Majorly talk 14:00, 15 August 2008 (UTC)

Moved it back. The policy is global at least, and perhaps Foundation policy (we need some clarification on that if we don't trust Pathoschild).  — Mike.lifeguard | @en.wb 14:30, 15 August 2008 (UTC)
