This proposal has been approved. The Board of Trustees and language committee have deemed that there is sufficient grounds and community to create the new language project. A committee member provided the following comment: |
- The community needs to develop an active test project; it must remain active until approval (automated statistics, recent changes). It is generally considered active if the analysis lists at least three active, not-grayed-out editors listed in the sections for the previous few months.
- The community needs to complete required MediaWiki interface translations in that language (about localization, translatewiki, check completion).
- The community needs to discuss and complete the settings table below:

Once settings are finalized, a committee member will submit a Phabricator task requesting creation of the wiki. (This will include everything automatically, except the additional namespaces/settings.) After the task is created, it should be linked to in a comment under "final decision" above. |

editGreetings, Wikimedia Language Committee! I hereby present Wikipedia Tyap for creation. Tyap is a language spoken by over 200,000 people in southeastern Kaduna State, Nigeria. It is a dialect cluster with seven known dialects and an eighth, Jju, very closely related to it (considered both as a possible dialect and as a separate language) spoken around the same geographic location. This language is among the many endangered languages of the world. Today, due to unfriendly language policies dating to at least a century ago where an alien language was imposed on the people, as captured in Achi et al. in "A Short History of the Atyap", p. 141 (ISBN 978-978-54678-5-7)
The colonial education therefore alienated the learners from the[ir] historical background. The use of Hausa language in schools instead of Tyap, did not help in developing the learners' intellectual skills. It creates a barrier for them between home and school. The Colonial education therefore sought to destroy the old society in order to erect a new and parasitic society.
Today, the Tyap Language Development Board (Sot Byii̠k A̠lyem Tyap) and the Tyap Bible Translation Committee labour to reduce Tyap into writing as well as get as much of its speakers and aspiring learners get acquainted with the spelling system of the language through every available means including online channels such as Wikimedia, to help safeguard this language for the sake of the present and future generations.
After the Wikimedia Movement Strategy Global Events of November 5, 2020, which I was in attendance, I got across to members of the Tyap Language Development Board and expressed my intents of initiating Wikipedia Tyap by 2021, and they were excited and many of them showed willingness to contribute to it when eventually it is approved and created. In this way, those with sufficient knowledge in the language would help in its documentation and digitalisation which would inturn attract the attention of the young and old to aspire to learn the language and for the parents, engage their children in online learning of it.

In order to prepare for the creation of the wiki, please have a look at the settings proposed in the table at the top of the page (like project namespace name, project logo, and time zone) and change / add to them if necessary.
