This proposal has been approved.
The Board of Trustees and language committee have deemed that there is sufficient grounds and community to create the new language project.

A committee member provided the following comment:

Approved by Langcom in June already. --MF-W 13:57, 20 July 2016 (UTC) - See bug T140898[reply]
  • The community needs to develop an active test project; it must remain active until approval (automated statistics, recent changes). It is generally considered active if the analysis lists at least three active, not-grayed-out editors listed in the sections for the previous few months.
  • The community needs to complete required MediaWiki interface translations in that language (about localization, translatewiki, check completion).
  • The community needs to discuss and complete the settings table below:

Arguments in favour edit

  1. Support: Native speakers of Tulu are willing to contribute to this project in the long-term, hence this project has the potential to flourish like the other Dravidian language Wikipedia editions such as Tamil, Malayalam etc. Therefore the Tulu language ought to be given the opportunity and priviledge to have its own language edition of Wikipedia. --Jose77 05:14, 12 August 2008 (UTC)[reply]
  2. Support: As the proposer, I strongly support the creation of Tulu Wikipedia. Tulu is one of the 'Pancha Dravida Languages' (Five Dravidian Languages) having approximately 2 million native speakers. In Dakshina Kannada and Udupi districts of Karnataka(India) and northern Kasargod of Kerala(India) it is widely spoken and understood. It has a considerable amount of literary work some of which date back to the 15th century. 'Tulu Mahabharato' is a finest example. Tulu also has oral literature that has been passed from generation to generation in the form of 'paDdanas'. During the past 2 centuries more than 500 books were published in Tulu comprising of poems, novels, stories, prose works etc. The modern day Tulu literature is developing by the contributions of great authors like Kayyara Kinhanna Rai, Amruta Someshwara, B. A. Viveka Rai, Kedambadi Jattappa Rai, Venkataraja Puninchattaya, Paltadi Ramakrishna Achar, Dr. Sunitha M. Shetty, Dr. Vamana Nandavara, Sri. Balakrishna Shetty Polali and a host of writers of repute. Having Wikipedia in Tulu will definitely help in the development of the language, Tulu culture and literature --Bluestar 16:31, 12 August 2008 (UTC) .[reply]
  3. Support: I strongly support the creation of a Tulu Wikipedia. It will immensely help in the preservation and growth of the language, especially on the internet. Tulu Nadu is a very unique region in India with its distinct culture, and the language is an integral part of that culture. A separate Tulu Wikipedia will go a long way in enriching the language. --Nharipra 03:38, 14 August 2008 (UTC)[reply]
  4. Support: I support the creation of Tulu Wikipedia. This will help Tulu speakers connect through internet and preserve their language and culture. Living in Karnataka, I have many of friends who are interested in contributing for this effort. --Kankanda 06:24, 28 August 2008 (UTC)[reply]
  5. Support: Tulu wikipedia is needed for the language to catch up with the advancing technology. Tulu as a language has been preserved by proud Tuluvas all over the world whether it is Mumbai, Bangalore or Dubai with Tulu organizations active in these places celebrating Tulu festivals and preserving language and culture. Here is a list of points - http://www.yakshagana.com/tulu-recog.htm, on why Tulu deserves recognition from Constitution of India too. This may as well apply to creation Tulu wikipedia too. --Namwiki 08:55, 30 August 2008 (UTC)[reply]
  6. Support: Tulu is a recognised language. It has its own Sahitya Akademi (literature Promotion Academy).. Not only is it the native tongue of 2 million ethnic Tulus , but also serves as a lingua franca among 5 linguistic groups in the districts of Udupi and South Canara. --Deepak D'Souza 05:13, 4 September 2008 (UTC)[reply]
  7. Support: Wikipedia will help Tulu language add another dimension by promoting the language, spreading the message to a wider audience, thus giving its users an opportunity to picture the lives of this Coastal Indian Race.Tulu language serves as a lingua franca among 5 linguistic groups in the districts of Udupi and South Canara, certain areas in Coorg and Northern Kerala. Tulu Nadu lies along the Malabar Coast, and shares a number of geographic, culinary, and social traits with the neighbouring Konkan and Kerala regions.Get ready Wiki, we have a lot to share and learn through this culture. --Sushweta 18:15, 8 September, 2008
  8. Support: I strongly support the creation of Tulu Wikipedia. We Tuluvas need a medium like Wikipedia to propagate our culture and language. --Bailbeedu12:38, 5 November, 2008
  9. Support: I feel we are actually late to think about creating Tulu Wikipedia. Tulu is one of the oldest and finest languages. Tuluvas have a rich tradition. Tulunad is the land of holy Temples, high standard educational institutions, very good hospitals, brilliant students, birth place for many banks… and the list is endless. Above all Tulunad is the cradle for the folk arts. Yakshagana, Boothada Kola, Siri Jathre, Kambala etc are still popular in Tulunad. Since we have all these to our credit, there should be a centre point to share, post, read, edit and enable the people worldwide to know and contribute about Tulu and its riches. One should be proud to be a Tuluva and a dedicated Wikipedia will help to share the information with others and develop further… --D. Keshav, Bangalore.
  10. Support: This can be the first step towards the preservation of the language. What I feel is we have our own Tulu script and we have to teach and learn using it through this wikipedia. I mean we have to put tutorials in kannada to teach using the Tulu script. --"K. Ashwin kumar", Bangalore.
  11. Support. The language is vigorous and should really have it's own project. --Thogo (talk) 12:18, 13 January 2009 (UTC)[reply]
  12. Support per Thogo. Definitely a language that will need its' own project soon based on its' activity. Cheers, Razorflame 06:28, 16 February 2009 (UTC)[reply]
  13. Support: Tulu is the oldest living Indian language, which has its own script and a long literary history. Tulu should be considered by Wiki as it has a large number of speakers using its portals. --Dr.Niranjan Rai, Ubaar.
  14. Support: Tulu should have a Wikipedia. vote Montenegrin CRNOGORSKI PATRIOTA
  15. Support: Tulu should get a Wikipedia. In order to allow it to be used by all Tulu speakers, I have added a transliteration link which converts the contents into Malayalam. Therefore, all Tulu speakers should be able to read the contents. Hopefully, the Tulu script itself will be unicoded soon as well. --92.8.202.26 08:17, 24 June 2010 (UTC)[reply]

It has large number of Palmyra leaf manuscripts which safely unraveled in the collection of Dharmasthala Cultural Research Trust(more than 2000). Many of these talegari reported to be 900-1000 year old. 25. Support As the proposer, I strongly support the creation of Tulu Wikipedia. Tulu language has been founded since over 800 years. Yet since Tulu is woven in the cultural heritage of the Tulunadu region, it could not be wiped out. Robert Caldwell in 1945 named 5 Dravidian Languages of South India. Tulu is one of the 'Pancha Dravida Languages' (Five Dravidian Languages are Kannada, Malayalam, Tamil, Telugu and Tulu) having approximately 3 million native speakers, in Dakshina Kannada and Udupi districts of Costal Karnataka(India) and northern Kasargod districts of Kerala(India). Tulu has beautiful Folk culture, Oral literature and traditions. Tulu also has oral literature, that has been passed from generation to generation in the form of Pāḍdāna. For example Tulu region have a Oral Epic of Siri based on oral tradition Pāḍdāna. And tulu people has worshiped Buta Kola. During the past 2 centuries more than 1000 books were published in Tulu comprising of poems, novels, stories, prose works etc. 'Tulu Mahabharato' is Epic written by Arunabja is a finest example. The modern day Tulu literature is developing by the contributions of great authors and a host of writers of repute. Tulu Chair is functioning as a Core Study & information Centre for the local & foreign Scholars. Tulu is also a research study Centre for Research scholars & Folklore students of Karnataka and other states. It established on 1992 under Mangalore University Karnataka State. Karnataka Tulu Sahithya Academy was establishe in 1994 at Mangalore(Dakshina Kannada District). Arguments against edit

Against I strongly oppose Tulu wikipedia in Kannada script. Even Tulu has its own Script. It seems to be the Canaresiazation (kannadising) Tulu language. Kasargod Tulus and North Arcot tulus cannot read if in Kannada. Guy of india (talk) 17:26, 3 November 2015 (UTC)[reply]

Tulu script is not in much use now. Almost everyone is using Kannada script for Tulu from last 2 centuries. Kasaragod is originally a Kannada/Tulu majority region. People there know Kannada script as Kannada and Tulu are the most used languages there. I belong to Kasaragod District originally (I was born in a small village which is in Kasaragod district). All editors who edit Tulu Wikipedia are using Kannada script. There was a meeting of Tulu Wikipedians at Mangaluru on Feb 15, 2016, wherein it was decided that Kannada script will be used for Tulu Wikipedia.--Pavanaja (talk) 15:41, 16 February 2016 (UTC)[reply]
Kasaragod and other part of Tuluvas read and write Kannada script than any other language. Most of tulu script of literature were written by tulu Brahmins on talegari(Type of palm leaves), later days tulu Brahmins were migrated to Kerala and Tamilnadu. Thus, clearly the Tulu script was the general script used by scholars at that time, in Tulunad region, say between 5th and 12th century AD. Then the absence of standardization and paucity of scholars the script become lean and imposition of Kannada script started to begin. So I strongly support to modern Kannada script to suit and accommodate the special nuances of the Tulu language.--BHARATHESHA ALASANDEMAJALU (talk) 17:03, 30 April 2016 (UTC)[reply]
Tulu is an independent language. Kannada is native script for Tulu language. All contemporary works and literature are done in the Kannada script. Robert Caldwell in his book A Comparative Grammar of the Dravidian or South Indian Family of Languages Tulu Language has belonging to the Dravidian language family. Tulu-speaking region spread over parts of present Karnataka State of India. The erstwhile district of South Canara(Daksina Kannada), Udupi(Karnataka State of India) and Kasaragod(Kerala State, India) is the core of the Tulu speaking region. Tulunad is the homeland of the Tuluva ethnic people. The modern day Tulu literature is developing by the contributions of great authors books and a host of writers of repute. Having Wikipedia in Tulu will definitely help in the development of the language, Tulu culture and literature. So, I strongly support the creation of Tulu Wikipedia.--Vishwanatha Badikana (talk) 15:01, 6 May 2016 (UTC)[reply]

General discussion edit

Simple model for writing Tulu language in Kannada script for Tulu Wikipedia edit

I am not a native user but a scholar interested in linguistics. I just wanted to point out that Tulu language has four special vowels which are denoted in the Tulu Lexicon as ụ, ụụ, ɛ, ɛɛ, and these are distinct phonemes in the Tulu language. So anyone who wants to write Tulu has to have distinct written forms for these vowels. The Tulu Lexicon has modified some letters of the Kannada script and devised new written forms for these, but these are not supported in Unicode, and implementing them would take much time and effort on the part of people who are designing Kannada fonts and Kannada rendering engines.

I do not think it is either advisable, practical or meaningful for the Tulu Wikipedia to be waiting till the date that all existing systems are supporting the special vowels for Tulu. Developing Tulu Wikipedia is an immediate and important need for the Tulu people. So such delays should be entirely avoided.

Therefore I wish to suggest a simple alternative which is very easily implemented in Unicode so that Tulu Wikipedia can be developed quickly in the Kannada script. My humble suggestion is to simply use two existing Unicode characters 02BC MODIFIER LETTER APOSTROPHE ʼ and 02EE MODIFIER LETTER DOUBLE APOSTROPHE ˮ as follows:

Independent Vowels:

ụ 0C85 ಅ + 02BC ʼ = ಅʼ
ụụ 0C85 ಅ + 02EE ˮ = ಅˮ

ɛ 0C8E ಎ + 02BC ʼ = ಎʼ
ɛɛ 0C8E ಎ + 02EE ˮ = ಎˮ

Dependent Vowels:

kụ 0C95 ಕ + 02BC ʼ = ಕʼ
kụụ 0C95 ಕ + 02EE ˮ = ಕˮ

kɛ 0C95 ಕ + 0CC6 ೆ + 02BC ʼ = ಕೆʼ
kɛɛ 0C95 ಕ + 0CC6 ೆ + 02EE ˮ = ಕೆˮ

As you can see, all existing good system fonts will be able to display the above sequences without any further glyph design or programming. As I am neither a native Tuluva nor a Tulu scholar, I am only proposing this model in all goodwill for the development of Tulu Wikipedia. If there are any faults, please forgive and make suggestions for improvement. I would be happy to hear. Thank you.

As Tulu has its own script, why there is a need to go for other script than Tulu script. I think we need to go through the document which is provided by Vaishnavi murthy, in which she has shownTulu script and how we can use the original script and develop the final unicode. We need to save the originality of the script while bringing out the unicode, so it will be helpfull for the people to read the olden scripts written on palm leaf. So that we will all know the works, story, history etc., if we are able to read the script written on palm leaf. Please go through paper submitted by Vaishnavi murthy on 'Tending to the Inheritance of Tulu Script' http://www.typoday.in/2012/result.html

Script converter? edit

Is there a mapping between the two scripts that would allow automatic conversion by software? --Purodha Blissenbach (talk) 11:06, 15 February 2016 (UTC)[reply]

I assume here two scripts means Kannada and Tulu scripts. Since Tulu script has not yet been included in Unicode no such direct transliteration is possible as of now.--Pavanaja (talk) 15:45, 16 February 2016 (UTC)[reply]
Making a converter finally has to be postponed until the Tulu script is available in UNICODE. Assuming each letter of the Tulu script shall be available in UNICODE, is it generally possible to make a converter? Some script pairs do not allow it, because they are too different and mapping is ambiguous. How about Kannada versus Tulu? --176.6.120.253 22:43, 16 February 2016 (UTC)[reply]
Yes, once Tulu is added to Unicode it will be a straight forward script conversion. In fact Tulu has some extra characters (vowels) which are not present in Unicode. One quick solution could be to add those extra characters to Kannada script in Unicode like they have added Jihvamuliya and Upadhmaniya to Kannada. These two are actually needed for writing Sanskrit text in Kannada script.--Pavanaja (talk) 11:31, 17 February 2016 (UTC)[reply]
