  • The community needs to develop an active test project; it must remain active until approval (automated statistics, recent changes). It is generally considered active if the analysis lists at least three active, not-grayed-out editors listed in the sections for the previous few months.
  • The community needs to complete required MediaWiki interface translations in that language (about localization, translatewiki, check completion).
  • The community needs to discuss and complete the settings table below:

Settings
Project name Wikipédia "Wikipedia" in your language
Project namespace usually the same as the project name
Project talk namespace "Wikipedia talk" (the discussion namespace of the project namespace)
Enable uploads no Default is "no". Preferably, files should be uploaded to Commons.
If you want, you can enable local file uploading, either by any user ("yes") or by administrators only ("admin").
Notes: (1) This setting can be changed afterwards. The setting can only be "yes" or "admin" at approval if the test creates an Exemption Doctrine Policy (EDP) first. (2) Files on Commons can be used on all Wikis. (3) Uploading fair-use images is not allowed on Commons (more info). (4) Localisation to your language may be insufficient on Commons.
Optional settings
Project logo This needs to be an SVG image (instructions for logo creation).
Default project timezone Continent/City "Continent/City", e.g. "Europe/Brussels" or "America/Mexico City" (see list of valid timezones)
Additional namespaces For example, a Wikisource would need "Page", "Page talk", "Index", "Index talk", "Author", "Author talk".
Additional settings Anything else that should be set
submit Phabricator task. It will include everything automatically, except additional namespaces/settings. After creating the task, add a link to the comment.

@Marcello Gianola and Liuxinyu970226: That doesn't even require you to ignore the rules. Eventually, we would need LangCom to rule on the eligibility of the project, but there is no reason that this project wouldn't be eligible. It is certainly eligible for a test project at Incubator. I would add Serer (in English, or Sérère in French) is spelled Seereer in Serer proper. I think it would be great to create this language as there is a huge bundle of work on both the English and French Wikipedia. This language is spoken in Senegal, Gambia and Mauritania. Thanks for letting me know about this Senegambianamestudy. I agree with Senegambianamestudy. Seereer (sometimes spelled Sereer) is the proper spelling. I have been an editor for many years now but when it comes to a new language project I find it quite overwhelming. I don't know where to start. I will endeavour my utmost to build a Serer community behind this. I think many people do not even know that this language has even been nominated/requested. I also wanted to request this many years ago but decided not to as was quite overwhelming at the time. So I take my hat off to Marcello Gianola for requesting this language. There is already a huge field of work in this language. There are plenty of written books/papers in this language and about this language. In my view, I think this request satisfies the first 3 eligibility criteria. My only concern is the viability (criteria 4) - i.e. building a community behind this. However, I think that can be easily remedied by letting other native speakers know. Many people do not even know, and some are scared off by the technicalities of the project. I know I was many years ago when I wanted to propose it. Therefore, I think the first step is to rally some native speakers and help them build a community behind this. It is noteworthy to point out here that, I also used to contribute to Wikipedia Wolof (and still do). In the first few years, it was very difficult getting Wolof speakers to rally behind it, but once they got to know about the project, they joined. I envisage the same issues for this language. I will start rallying native speakers in the next few days and also start doing some active tests. Thanks again Marcello Gianola and all those who participated. @Tamsier and Marcello Gianola: I will probably get up to deciding on this request during October. So far, there is no test started at Incubator. Understand that if I reject this request as "stale" (because you never acted on it), you can make a new request whenever you're ready to start a project. I have started creating some articles in incubator but needs help from experienced people here as to whether I am doing it right. As I stated above, this whole process of creating a new language project scare the day light out of me. I just don't know where to start and afraid that I may muck up things. This is totally new to me that's why I decided not to go further with the project several years ago as there are so many complicated rules. I have created some articles, templates and categories. All can be found here. It is my understanding that new editors are trying to join the project but as anticipated, have been having issues i.e. getting confused. One poor editor even tried to create a Seereer language article at French Wikipedia and it was obviously deleted by the French team. I think some are getting confused with the various Wikimedia projects. I am currently creating a help page that hopefully would help. Tamsier (talk) 10:10, 19 November 2018 (UTC)[reply]
