  • The community needs to develop an active test project; it must remain active until approval (automated statistics, recent changes). It is generally considered active if the analysis lists at least three active, not-grayed-out editors listed in the sections for the previous few months.
  • The community needs to complete required MediaWiki interface translations in that language (about localization, translatewiki, check completion).
  • The community needs to discuss and complete the settings table below:

Settings
Project name ویکیپێدیا "Wikipedia" in your language
Project namespace usually the same as the project name
Project talk namespace "Wikipedia talk" (the discussion namespace of the project namespace)
Enable uploads no Default is "no". Preferably, files should be uploaded to Commons.
If you want, you can enable local file uploading, either by any user ("yes") or by administrators only ("admin").
Notes: (1) This setting can be changed afterwards. The setting can only be "yes" or "admin" at approval if the test creates an Exemption Doctrine Policy (EDP) first. (2) Files on Commons can be used on all Wikis. (3) Uploading fair-use images is not allowed on Commons (more info). (4) Localisation to your language may be insufficient on Commons.
Optional settings
Project logo Flag of Kurdistan on ku.wikipedia logo.svg This needs to be an SVG image (instructions for logo creation).
Default project timezone Baghdad (GMT+3) "Continent/City", e.g. "Europe/Brussels" or "America/Mexico City" (see list of valid timezones)

Once settings are finalized, a committee member will submit a Phabricator task requesting creation of the wiki. (This will include everything automatically, except the additional namespaces/settings.) After the task is created, it should be linked to in a comment under "final decision" above.

The Kurdish Wikipedia exists. According to Requests for new languages/Wikipedia Kurmanji, the Kurdish Wikipedia is actually in Kurmanji, which w:Kurmanji lists as the parent tongue of Southeastern Kurmanji or Badînî. I don't know about Kurdish languages personally, but depending on the actual state of the Kurdish Wikipedia, you might get the Wikipedia Kurmanji decision reversed and that Wikipedia created, but I find it highly unlikely a Badînî specific Wikipedia will be opened, and certainly not without a ISO 639-3 code. Right now, take a look at the Kurdish Wikipedia and tell us if that will work, and if not, why.--Prosfilaes (talk) 01:41, 30 September 2019 (UTC)[reply]

The Wikipedia article Kurmanji identifies this as a dialect of Kurmanji. We do not create Wikipedias in dialects. I will probably close this request promptly, but I am willing to give @Ahmadkurdi44 a day or two to respond. For LangCom: StevenJ81 (talk) 20:03, 2 October 2019 (UTC)[reply]

    • It seems logical that the Language Committee would be open to making Wikipedias in Kurdish languages with ISO codes, like they have with Arabic languages with ISO codes. And Badini Kurdish is a dialect of Kurmanji, kmr. It may be true that the Kurdish Wikipedia is basically the Kurmanji Wikipedia, but I wish I could get the original poster's opinion on it.
    • Also, to copy a quote on w:en:Kurdish languages:
      • Philip G. Kreyenbroek, an expert writing in 1992, says: (see Wikipedia for ref)
      • Since 1932 most Kurds have used the Roman script to write Kurmanji.... Sorani is normally written in an adapted form of the Arabic script.... Reasons for describing Kurmanji and Sorani as 'dialects' of one language are their common origin and the fact that this usage reflects the sense of ethnic identity and unity among the Kurds. From a linguistic or at least a grammatical point of view, however, Kurmanji and Sorani differ as much from each other as English and German, and it would seem appropriate to refer to them as languages. For example, Sorani has neither gender nor case-endings, whereas Kurmanji has both.... Differences in vocabulary and pronunciation are not as great as between German and English, but they are still considerable.
    • That seems to call into question the wisdom of a Kurdish Wikipedia.
