A committee member provided the following comment:

  • The community needs to develop an active test project; it must remain active until approval (automated statistics, recent changes). It is generally considered active if the analysis lists at least three active, not-grayed-out editors listed in the sections for the previous few months.
  • The community needs to complete required MediaWiki interface translations in that language (about localization, translatewiki, check completion).
  • The community needs to discuss and complete the settings table below:

Wikipedia Atikamekw localized logo

Initially, no project existed in Atikamekw and at the previous request back in 2013 I had suggested to include it on the Wikipedia in Cree (cr). Which was done and some contributions were done (around 160 articles created there). However, the contributors to the project have mentioned that their language is distinct from Cree and should have its own Wikipedia. This is supported by many sources; Atikamekw is a distinct language within the linguistic continuum of Cree-Innu-Naskapi, and not a dialect of Cree. As such, we have transferred the Atikamekw content from the Cree Wikipedia to the test-project for a Wikipedia in Atikamekw in the Wikimedia Incubator in 2015. Now the test-project is active, it has around 190 articles and several contributors. The translation of Mediawiki is started on Translatewiki and is still on-going; not all "Most important messages" are translated at this time, but this is on-going, around 25% is already done. At this time, the activity and the translation requirements are not met yet for the creation of the project, but I feel it is time to confirm that the language is eligible to have its own subdomain. It has its own ISO 639 1-3 code (atj).

For background information, Atikamekw is a language spoken in Quebec, Canada by the First Nation of the same name. It is one of the Aboriginal languages with the highest level of fluency in Canada. In fact, it remains the main language used in the three Atikamekw communities for day-to-day business as well as the language used for education in two elementary schools. According to Ethnologue, there is 5,920 speakers (in 2011) with L1 literacy between 10 to 30% and L2 literacy between 50 and 75%. The language has three sub-groups which correspond to the three Atikamekw communities: Manawan, Wemotaci and Opitciwan. The Atikamekw Wikipedia community has already made decisions on how to incorporate all three dialects within the Atikamekw Wikipedia. The main second language of Atikamekw is French. The Atikamekw orthography is standardized by the Institut linguistique Atikamekw (ILA) and a dictionary is being produced by this institute. Being the main language used for day-to-day live as well as a language still in used in formal education, there is a sufficient number of living speakers to form a viable community and audience. The Wikipedia will be used in class. The community is growing on the test-Wikipedia in the Wikimedia Incubator and it is supported by experienced administrators from the French Wikipedia that support and implement the decisions of the local community in the meantime that the community gets its own administrators. Outreach projects are on-going and leaded by the community itself, mainly with the Manawan community, but will be expanded to all communities in the near future.

  3. Thanks to Nastasia Herold, a german linguist, that started this project back in 2013 with Amqui and computer professor in Manawan, Mister Luc Patin (topo from Radio-Canada) (aka Bilbo40). Now in 2016-2017, with Amqui, Seeris and Karine, we train people on Wikipedia Atikamekw, with help of professors like Luc Patin and Antony Dubé, students, the language guardian Mister Jean-Paul Echaquan and people interrested by having a Wikipedia in Atikamekw language. Together, we are writing articles in Atikamekw language and translating the "important messages" of MediaWiki. We are also adding the Atikamekw toponymy in Wikipedia articles in French and in English (see examples like Rivière Saint-Maurice or Saint-Maurice River). In the Wiktionary, we are adding translations (for instance months like January/janvier or days of the week Monday/lundi). The Atikamekw language is strongly enters in Wikimedia projects. C'est avec plaisir que je viens soutenir ce projet, démarré en 2013 mais qui a pris son véritable envol en 2016, professeur en informatique à l'école secondaire Otapi, j'ai développé avec l'aide de quelques personnes ce projet avec des élèves du secondaire afin de conserver et dynamiser la langue atikamekw dans l'univers de Wikipedia. According to the Canadian Census of 2011, 96% of the Atikamekw First Nation still has Atikamekw as their first language, which means that it is actively spoken in all generations. For Canadian First Nations, this is the highest percentage. Though, even though it is very vital as oral language and taught in two of the three Atikamekw primary schools, this Native language is almost not represented in the Internet, so the nation is forced to read all information from the Internet in French.   21. I think this project is finally ready to move out of the Incubator. The localization requirements are met (all most important messages translated, 13% and more of the core), the activity is limit but is good enough, there is a lot of different contributors instead of 3 very active, this should be considered. That being said, in the last months the activity level meets the requirements. The perennity of the project is assured by the support of the officials from the community including the school as well as the support of experienced Wikipedians and the local Wikimedia chapter. This will not fade after it is out of the Incubator, it will only increase. This is shown by the activity level right now despite the school project being over for this year, the activity continues. Dir Sir or Madam, in Quebec, Canada, live around 7,000 Atikamekw[1]. It's a Native American Nation with three reservations: Manawan, Opitciwan and Wemotaci. There are other Atikamekw living in cities such as Trois-Rivières, La Tuque and Joliette. The native language of almost all of the Atikamekw First Nation's members is Atikamekw; French is their second language[2]. In 1986, the "Atikamekw Language Department" (a department that is part of the Atikamekw Council) finally published an orthography norm[3] that is taught in schools on the reservations. In order to conserve and develop their native language, the Atikamekw wish to create a Wikipedia in Atikamekw. The project will be started at the Otapi High School in Manawan and parallel to that be promoted in that community, as same as in Opitciwan, Wemotaci, La Tuque (domicile of the Atikamekw Council) and other towns and cities with Atikamekw inhabitants. The students in Manawan will be supported by the project managers Mélanie Petiquay (supervisor for projects at Otapi High School) and Nastasia Herold (German linguist), Jean-Paul Echaquan (Sustainer of the Atikamekw language in the Language Department of Manawan) and Luc Patin (teacher of computer science on Otapi High School). Besides, the project will be supported by the councils of all three communities as well as by the Atikamekw Language Department in La Tuque. For the promotion of the project, we will be supported by the teachers and councils in all three communities, CTAM radio in Manawan, the Quebec Native American's radio SOCAM and the First Nation's Friendship Centres in Joliette, Montreal, Trois-Rivières and La Tuque. In promoting this project, we hope to find more and more authors for the Wikipetia project (the letter "d" doesn't exist in the Atikamekw language). A wikipedia in Atikamekw would be an important step for the promotion of this vital minority language, in order to use the given orthography, to extend the usage, conserve the vitality and maintain the native language. And most of all, it would raise the status of this language in being used for written, scientific texts. We (Luc Patin and Nastasia Herold) will instruct our students on the correct way of creating articles on Wikipedia (formatting and provability). In writing and publishing the first articles in the test wiki, the students' articles will give examples to other Nation members who wish to write articles on Wikipetia.   • The Atikamekw language is already included in the Cree Wikipedia, see cr.wikipedia.org. We recently updated the main page to reflect the different languages that are part of the Cree language family (cr is in fact an ISO code for a macro-language which includes atj). There is currently no article in Atikamekw on this Wikipedia, most being in Eastern Cree right now. Please come discuss with me, or leave a message right on the Cree Wikipedia to know how to contribute in Atikamekw. I don't think this is a good idea to divide those in many different Wikipedias. That being said, I agree that we need to make it more simple to indicate the language/dialect of each article on the Cree Wikipedia, and updating the main page was the first step in that direction. We are currently cleaning the existing articles to sort them out. Right now is the good time to join and build the Atikamekw section of this Wikipedia.
