Wikimedia's strategic direction: Service and Equity

By 2030, Wikimedia will become the essential infrastructure of the ecosystem of free knowledge, and anyone who shares our vision will be able to join us.

We, the Wikimedia contributors, communities, and organizations, will advance our world by collecting knowledge that fully represents human diversity, and by building the services and structures that enable others to do the same.

We will carry on our mission of developing content as we have done in the past, and we will go further.

Knowledge as a service: To serve our users, we will become a platform that serves open knowledge to the world across interfaces and communities. We will build tools for allies and partners to organize and exchange free knowledge beyond Wikimedia. Our infrastructure will enable us and others to collect and use different forms of free, trusted knowledge.

Knowledge equity: As a social movement, we will focus our efforts on the knowledge and communities that have been left out by structures of power and privilege. We will welcome people from every background to build strong and diverse communities. We will break down the social, political, and technical barriers preventing people from accessing and contributing to free knowledge.

A Community Outreach
Movement Strategy: to imagine and build the future of the Wikimedia Movement.

The Movement Charter will be a document defining roles and responsibilities for all the members and entities of the Wikimedia Movement, including laying out a new Global Council for movement governance. The Movement Charter is a Movement Strategy priority. Henceforth, a broad ratification process is expected for its adoption.

MCDC members Ciell and Daria Cybulska explain what the Movement Charter is.

The Movement Charter would:

  • Lay the values, principles and policy basis for Movement structures, including the roles and responsibilities of the Global Council, regional and thematic hubs; and other entities and decision-making bodies,
  • Set requirements and criteria for Movement-wide decisions and processes to be legitimate and trusted by all stakeholders,
  • Maintain safe collaborative environments,
  • Ensure Movement-wide revenue generation and distribution,
  • Give a common direction on how resources should be allocated.
  • Define how communities work together and be accountable to each other, and
  • Set expectations for participation and the rights of participants.

Innovate in Free Knowledge
We share, in the spirit of free knowledge, all of our content, all our software, all our platforms with the world, using the transformative tool of open licensing. We commit to making space for the knowledge that has historically been marginalized - including within our projects.
Manage Internal Knowledge
We strive to operate independently, without any favoritism that would hinder our free knowledge mission. We are not driven by commercial, political or other monetary or promotional influences.
Provide for Safety and Inclusion
We foster a people-centered vision of participatory co-creation. Our projects are intended to be available in all languages, and accessible on diverse platforms by universal design and assistive technology. Our practices build on and safeguard the diversity and rights of our communities. To do so, we establish and enforce codes of conduct, and ensure that everyone feels valued and equally included.
Invest in Skills and Leadership Development
We entrust authority to the most immediate or local level that is appropriate, on both our platforms and in our organizational governance. Thereby, we ensure a capable self-management and autonomy of communities that acts in accordance with the values of the global movement.
Ensure Equity in Decision-Making
We empower and support communities through pragmatic decentralization and autonomy. Along with equity in the representation of knowledge, we enable equity of resources. We also enable equity of digital rights such as privacy to our users and all participants to the widest extent possible.
Coordinate Across Stakeholders
We hold ourselves accountable through the transparency of shared editable documentation where at all possible, public notice and reporting of programs and activities, and the prioritization of voices representing community leadership for the roles and responsibilities delineated in our charter.
Evaluate, Iterate, and Adapt
We thrive by innovation and experimentation, continually renewing the vision of what a platform for free knowledge can be. We pursue effective strategies and practices driven by evidence. We promote a culture of sustainability across our structures and communities.

Voter Eligibility Criteria
