I'd like interface admin permissions for, among other things, investigating migrating my global watchlist script to a gadget (phab:T243489), be able to make breaking changes to the settings analysis and update current settings rather than maintaining backwards compatibility, and other stuff as needed (both related to and unrelated to the global watchlist script, like responding to edit requests).
