Meta:Requests for adminship/Benoit Rochon

Hello everyone,
I would like to request access to the regular administration tools to help the community with recurring adminitrative tasks on Meta (see my motivation below). But first, let me introduce myself. I have been a contributor to Wikimedia projects since 2003 (as an IP unregistered user), but more actively since 2006 when I have created an account (with over 50,000 global edits as of today). In 2011, I have been elected on the Board of Directors of Wikimedia Canada as the Project Manager, and I am the organiser of most projects in Canada. I am also very active in the community with outreach projects such as Wikipedia Takes Montreal (see the 2012 fundraiser campaign video The Impact of Wikipedia), Wikipedia Takes Quebec, Wiki Loves Monuments, Contribution Month/Days, GLAM projects (see GLAMcamps DC • NYC • Amsterdam), Wikimania presentations, scientific community outreach, ambassador for educationnal projects, etc. In another words, I am very dedicated to the Wikimedia community / projects. I also speak two languages (French, English), and I understand five in total (es, it, de).
Please note that I am already an administrator of Wikipedia-fr, Wikimedia Commons and Wikidata; needless to say I have much experience with administrative tools. If I am motivated to become admin on Meta to help the community with tasks such as speedy deletion, translations, etc., I am also interested in helping people with CentralNotices requests. In fact, back in March, when I submitted a request to get a geolocated banner, I realized that few admins knew how to manage CentralNotices and how to code them in HTML. Therefore, in addition to regular admin duties, I would assist requesters in creating, scheduling and implementing their banners.

- Oppose for now per rights log on Wikidata. On June 12, he gave himself the flood flag, and every other flag that he possibly could including redundant flags. He kept the flood flag, despite my request for him to remove it on June 17 as he was using it against policy per d:Wikidata:Flooders (which is the exact same as it is on Meta). In the end, on June 26 a bureaucrat had to manually remove the flag. I don't think adding any more responsibilities is a good thing, when they haven't shown complete mastery of the ones that they have; the incident shows that he is not familiar with user rights policies on Wikidata and acted in this area regardless. While this isn't a "never" incident, this is too soon as it was just last week. A high level of activity might have convinced me otherwise, but I don't see that here. - I don't know whether this incident mentioned by Rschen7754 above is that important, especially since he seems to understand the flood flag now, but I share his view that Benoit Rochon is not that active here in the metawiki community. Anyway, I hope for a positive answer to MF-W's question above as setting up CentralNotices is not a thing every meta admin is familiar with. Vogone talk 10:06, 4 July 2013 (UTC)[reply]
- Thank you guys for your comments, and also thank you Rschen7754 for telling me two weeks ago to remove the flood flag. As I said, I didn't know what was the impact; I never had to use flood flag before Wikidata's admin tasks. Also maybe it's the French translation of User rights page who confused me, because "Dresseur de bot" means "Bot owner", which I'm not... So in case of doubt, I put all flags on and I forgot to remove them after! I have to admit that was a little silly of me to do so, but it was not intentional to harm. We live, we learn!
- To answer MF-W question, yes I know how to use Extension:CentralNotice and how to manage campaigns. But besides technical stuff, I had to go through the request process to setup a banner and I have to admit I wasn't sure if we could have the banner ready for launching day. And you were the Good Samaritan who did it in extremis! (thanks again by the way!) That said, I sure can also help there, besides other admin tasks of course.
- Maybe I do not have a very high activity rate compare to other admin requestors or compare to the other Wikis where I am a sysop, but I am around Meta since 2007, I'm reading a lot stuff here and it's true I edit a little (760 edits), I mostly translate pages in French, etc. I also installed couple MediaWikis within other communities, so I know few tech things around the software, and as you saw above, I'm very involved in Wikimedia movement... - Support Benoit has served as the bridge between English and French speaking Canada for Wikimedia Canada. He has been one of our most essential volunteers and I trust him completely. - Oppose. No need for the tools. Translations don't require adminship and, considering the user has 2 deletion taggings on the day this request was filed, the next deleted edit having been made in 2009, I guess there is little need for adminship to perform speedy deletions as well. As for CentralNotice, I remain unconvinced of the user's technical skills from what I have seen on Wikidata but I think CentralNotice adminship should be considered instead. Got it, no problem. Vogone and Savh are probably right: I wasn't active enough in the past to request adminship, just like that. I understand, fair enough. But I still want to help! Using {{Delete}} instead of deleting directly, that's fine for me. But with CentralNotice, there's a real lack there and I sure can be very helpful to execute the requests on RFH.
