Dear zidovetz,

Thank you for applying for submitting this application. Making Wikipedia available to healthcare providers serving refugees is such an important and worthwhile goal. Unfortunately, this particular program (Travel and Participation Support) does not fund projects. We cover travel and accommodation for volunteers who are giving talks about Wikimedia projects at non-Wikimedian projects.

I am going to inquire with the Program Officer about another program (Rapid Grants) to see if this project is eligible there. I will get back to you by Monday with more information.

In the meantime, it appears that you are not an active volunteer on Wikipedia. I wanted to ask if you could provide more information about your activities as a volunteer, in case your work is offline.

Here are two articles describing his work with Wikipedia -
Sam provided physician oversight to the public health team which did offline Wikipedia deployment to clinics and medical schools in the Dominican Republic. He presented at wm2017:Wikimania 2017 and attended the entire conference and deeply contributed expertise in the offline Wikipedia hackathon which followed.
I had advised Sam that a travel grant was appropriate because he is providing Wikipedia training at a non-Wikipedia event. As you say, Sam is not an editor, but his regular participation in health editing events in New York area Wikipedia events has been useful. At Wikimania he was present for all 8-hours of the medical track and participated in the conference generally for other times. I appreciate the expert attention he has been able to recruit from his home institution, Mount Sinai Hospital. I appreciate his consultation for Wikipedia editors, participation in Wiki events, being a spokesperson for Wikipedia use in clinics, and the commitment he made in this grant request to publish a field report about his outreach and how Wikipedia can be used in a crisis situation.
It is challenging for me to navigate whether to advise anyone to request "rapid grants", "travel grants", or use any other channel, but if you have intuition on what you would like to see from Sam's end to make his best case then let me know. For my part, I wish to make it easy for him to talk about Wikipedia's health content as publicly and with as many published records as possible to as many healthcare professionals as he can reach. Yes Mjohnson (WMF) please provide guidance. By the documentation at Grants:Project/Rapid it is not apparent to me what information the WMF grants team would request that is not already provided here.
