Goal

This is a 6 month grant application for the activities of the WIkimedia Finland chapter. It will include an assortment of GLAM and organisational collaboration activities, and support for the Wikimaps project during the 6 months. We partner with other open knowledge actors in a common work space. In the end of the project we will apply for APG funding in the Round 2.

Planned activities

Staff and contractors

Wikimedia Finland will employ a 0,7 FTE Project Manager / Administrator to run projects and take care of the administration. We continue our contracts with the assistant that have been working for WMFI, taking care of technical development, events organizing, documentation, metrics and administrative assistance. They will be compensated altogether with 0,15 FTE of equal pay with the Project Manager.

Shared office

We are renting 50 days in a shared space in a collective of open knowledge actors. The rent is paid on a pay per use basis.

Participation in Wikimedia events

Participating in Wikimedia events is by far the most effective means of engagement for Board members and wikipedians alike. According to these guidelines we must cover our own costs. The cost for 2 participants is included in the budget. Participants from WIkimedia Finland will apply for funding separately for Wikimedia Hackathon (2 people).

Outreach events

Wikimedia Finland has 2 activities planned for this spring. The first one is participating in the Interactive Technology in Education seminar (April 15–17), where WMFI's booth has been accepted in the program. The event is an intensive 2-day period, and requires the participants to either lodge at the event site or travel back and forth. For the sake of saving costs, we have budgeted for the travelling option.

The second one is a new plan. Wikiday is planned to be carried out approximately once a month at a central location in Helsinki. The site will be Kaupunkiverstas, an open fabrication lab and an open meeting space in the center of Helsinki. We are inviting the Tuo Kulttuuri Wikipediaan editathon participants to continue editing, teaching Wikipedia and Wikimedia Commons. We continue hacking the GLAM materials and connecting them to Commons and to other projects, as a follow up of the Wiki Loves Maps project. We team up with projects like OpenStreetMap and Maptime to generate enthusiasm in working towards common goals.

Interactive Technology in Education

Goal Interactive Technology in Education (ITE) -conference is the largest conference in Finland related to information and communication technology in educational use. WMFI has been accepted to the program with a booth.

Risks
This is an event requiring much human effort. This is an opportunity for collaborative learning, since there is no other way to adopt and disseminate information about developing Wikimedia products.
The strategy is to be available where people are. The space is very centrally located, and operated by the City of Helsinki Library for hands-on fabrication and outreach. The use of space is for free.
How can the impact on Wikimedia projects be evaluated distinct from all activities that deal with different platforms? We see that collaborating with likeminded actors in the creation of open knowledge is the basis of our activities. We will produce knowledge into environments other than Wikimedia as well. Linking across projects should be supported and also reported.

GLAM / Organisational collaboration program

We are budgeting for 3 GLAM events, and we already have more planned. The following ones have been initiated by the organisations themselves:

  • The Gallen-Kallela Museum hosts a hackathon on February 21.
  • The Kiasma Museum of contemporary art arranges a Wiki Triathlon as a continuation to the famous Wikimaton, March 28.
  • The Maritime Museum Vellamo in Kotka arranges a Wiki event in March.

We are connecting more and more with the academic programs especially around digital humanities. We hope to turn this into practical work in editing Wikipedia as study assignments. An example of a nice collaboration was the Saturday morning walk around Aleksanterinkatu with Laura Kolbe, a Finnish professor of European history. This was part of the Wiki Loves Maps hackathon program.

Cultural datasets to Wikidata

Wikidata is catching up slowly. We see that we need to invest a lot in our own capabilities as well as connect with others' to be competent regionally in dealing with Wikidata. We address the issue by meeting virtually in a study group, make uploads and disseminate our skills in Wikidays and related events.

Content uploads

We have been working on finding the best possible way for GLAMs to engage with content uploads to WIkimedia Commons. We are testing out a combination of two stages in the upload process. In the first phase the metadata of the upload batch are brought to an environment, where the GLAM together with an extended community work to refine the raw export with corresponding Wikidata entries, format dates, refine location information. In the second stage the GLAM staffer or volunteer, the Commons expert does the actual upload. Having this pipeline ready will allow us to work with extensive datasets. We expect to have it ready in H1, but will be conservative with goals.

Continuity of the opening efforts We prepare for different work flows. Releasing to Flickr has become a standard practice among GLAMs in Finland, and we will cater for transfer from there alongside tapping into the existing systems of the GLAM. We work to assist with GLAM-WIki Toolset uploads, direct Wikidata/Commons uploads as they become feasible and uploads with other tools.

We aim to find and establish a sustainable balance for inputs and outputs, a metrics ratio, and vary that according to strategic importance.

Post-editathon surveys. We aim to be able to also prepare for pre-editathon surveys, but for that we would need much more time to work collaboratively in the preparations.

Media coverage

Resources The GLAM invests staff time, location and refreshments and in most of the cases is willing to pay for the lecturer.
WMFI provides coordinating and teaching resources. WMFI may assist in participation support for wikipedians.

Risks
Editathons are resource-intensive in relation to contributions. Each event must also be evaluated in terms of advocacy and outreach. Currently engaging the GLAM sector in the Wikimedia projects is our broader goal. Future events must be made more economic.
The events involve too much paid staff Meeting and working with the volunteers has been the most inspiring takeaway from the events. We hope to create the framework for this to happen, and wish to use our resources in organizing the events.
Getting participants is tough We must always emphasize the role of the GLAM's own community and make connecting with it the responsibility of the GLAM itself.

DATA/TECH program

WMFI has a weekly Wikidata volunteer meeting to prepare for further outreach activities. This is much too weak to prepare for the demand. We try to find ways during this spring.

Community support

We will offer the Finnish Wikipedia community help with access to online repositories. This includes joining the WIkipedia Library program and negotiating with Finnish actors about access to closed resources. Additionally we offer micro grants for photocopying or otherwise getting access to relevant material.

Another form of community support is support for local meetups in the form of covering costs for catering or local transport to join the events.

Projects

Wikimaps Nordic project has been extended until June in the Nordic Culture Fund. We expect to finalize the development tasks we set out to do. The development is a continuing effort, and we will be adding more elements and connections in the environment in the future. We are not applying for additional funding for development for this spring.

We request funding for travel to the State of the Map event in New York for the Project Manager in this grant application. As the Project Manager is employed by the chapter, this is the only possible channel in the Wikimedia context.

Metrics

Global metrics

Following the foundation guidelines, Wikimedia Finland will track global metrics relative to all active projects. Metrics tracked depend on individual project parameters, as not all metrics are valid in all instances. In addition to the global metrics, local ones will be added to further clarify and visualize the actual content and activity generated by Wikimedia Finland projects.

Preliminary breakdown of global metrics:

  • Number of active editors involved and number of new registered users
    • All projects may track active editors and new users, although the metric will not show all relevant activity. In case of underrepresentation in a project, local metrics are added to show the true number of activity.
    • Target: upkeep of current number of editors, and increase new editors by 5% locally
  • Number of individuals involved
    • All projects will track the number of individuals involved. In addition, see the GIS metrics.
    • Target: upkeep of current levels, increase of 20% in number of individuals involved in projects.
  • Number of new images/media added to Wikimedia articles/pages
    • All projects will track media added.
    • Target: 20% increase in media added in relation to 2014.
  • Number of articles added or improved on Wikimedia projects and number of bytes added to and/or deleted from Wikimedia projects
    • Relevant projects will track articles added and improved, but as some projects mostly work with Wikimedia Commons, the bytes added/deleted will be a more relevant metric.
    • Target: 30% increase in data added in relation to 2014. Articles added and improved upkeep of current level and increase of 5% locally.

The following local metrics will track the progress of Wikimedia Finland projects more closely than the overarching global metrics. We add these metrics in order to increase our own awareness of the progress we are making and to help visualize and disseminate information about these projects. A brief description of each local metric follows:

Metadata quality metrics

Uploaded image metadata will be evaluated according to these principles. The uploaded metadata will be compared to metadata in the original source.

  • Metadata is GOOD if all the original information can be represented in Wikimedia Commons.
  • Metadata is BETTER, if the same information can be represented in a structured format in Wikimedia Commons (usage of advanced templates such as Artwork, Photograph, Map etc, information described in separate fields)
  • Metadata is EXCELLENT, if when in Wikimedia Commons, it has been enriched with additional information compared to the original source.

General GIS metrics

The projects followed will track the global metrics, but to understand the impact, additional metrics are needed. As some of our projects mainly deal with location-based information, we propose to use a geographical information system (GIS) to visualize and represent this data in an accessible format. The GIS program used will be the open-source QGIS platform. We also feel that using GIS metrics will give a more thorough insight into the true added coverage of both data and participants

  • Editor location coverage
    • We will track users and articles by location where possible. As this data is personally sensitive, tracking will not store any identifying information, only numbers and IP addresses. This metric will also enable us to more accurately follow the work of IP editors. In addition to editor coverage, we will look into the possibility of visualizing article coverage by GIS.

Map uploads

  • Spatial coverage added and temporal coverage added
    • Added coverage of maps in relation to total project area and in relation to previously existing maps. Visualized as thematic maps showing total coverage and added coverage, with the temporal coverage as the thematic layer. This kind of visualization will more accurately show the information value of the data added

Metrics summary

In conclusion, our projects will track their progress by both global and local metrics to ensure an up to date and accurate measure of their success. Of course, the numbers, maps and data generated by these metrics will not describe the full extent of the work, and descriptive additions will be needed in the reports.
