I Administration

GENERAL ADMINISTRATION

General administration of Wikimedia Eesti is part of its quotidian activities that does not contribute directly to Wikimedia content, but supports the activity of the chapter and therefore provides an indirect support to the WIkimedia movement.

As part of the 2013 grant Wikimedia Eesti continued to buy in the service of bookkeeper, train the lead of the education program, discontinued the rent of the corner in local NPO hub, maintained one website, translated documents for international use and covered general IT, banking and office costs.

Activities:

  • Proper documentation of the activities of Wikimedia Eesti with the help of a professional bookkeeper,
  • Providing necessary transport for the members and employees of the organization,
  • Covering general operating costs, including banking and postal fees and general office costs,
  • Operating web site for Wiki Loves Monuments, covering the fees for tartupeedia.ee mirror site,
  • Training the elad of the education program to qualify for the licence of andragogue.

Results:

Wikimedia Eesti has continued its operation and has managed to avoid costly mistakes in accounting.

Fit to strategy:

Infrastructure - General administration helps to keep the chapter fully operational.

Short analysis:

Wikimedia Eesti has managed to keep its general administration related costs on a reasonable level and its accounting in order. Wikimedia Eesti decided to discontinue the rental of the office corner in local NPO hub as this space did not meet the needs of the organization.

Future:

Wikimedia Eesti will continue its investment of time and money in general administration, including a continued investment in bookkeeping service.

PROMOTIONAL MATERIALS

Wikimedia Eesti has a tradition to produce its own promotional materials to support the outreach efforts in Estonia. As part of 2013 grant T-shirts, mugs, pens, stress balls and paper bags were produced. Wikimedia Eesti is distributing memorabilia as part of the prizes in our competitions and on public events.

Activities:

  • Design of promotial materials,
  • Ordering and printing activities,
  • Distribution of memorabilia.

Results:

14 T-shirts, 72 mugs, 100 stress balls, 300 pens, 200 paper bags with the logo of Wikipedia.

All the T-shirts were distributed as prizes from the competitions, as well as some other memorabilia.

Fit to strategy:

Outreach - Distribution of promotional material supports the outreach efforts of Wikimedia Eesti.

Short analysis:

In general we have had sufficient amount of promotional materials available and have been able to distribute it to relevant target groups.

It was planned to produce a puzzle, a steampunk-style Mendeleev table drawn by a professional artist, but as the artist was overloaded with work it was impossible to negotiate a good value price and this plan was postponed to the future.

It is hard to measure how much people like these things, but generally there are no signs of dislike. It seems that the distribution of promotional materials is working well as an outreach activity.

Future:

Wikimedia Eesti will continue to produce promotional materials as part of its outreach efforts and will try to come up with original solutions to increase the impact of the materials produced.

II Human resources

In the year 2013 Wikimedia Eesti started its professionalization process and hired its 2 first employees: board assistant and project writer. The aim of the professionalization is to increase the operational effectiveness of the organization and reduce the stress levels of voluntary board members. Help from a HR consultant was used to guarantee a high level of public recruitment.

Activities:

  • Discussing the need for professionalization and the process itself with the members of the community,
  • Discussing the details of the professionalization with Wikimedia Foundation,
  • Planning the process of the professioanlization with Human Resources consultant,
  • Public recruitment of the two employees,
  • Negotiations with the best candidates, signing the contracts and introducing the organization to the employees,
  • Daily activities of the employees,
  • Evaluation of the professionalization process and publishing of interim reports.

Results:

70 people presented their applications for the 2 positions available and 2 of the were hired to these positions. Some of the applicants who were not employed have been engaged with Wikimedia Eesti on a voluntary basis.

Fit to strategy:

Infrastructure - Hiring of the employees has stabilized the infrastructure of the chapter and provided a better distribution of roles of the human resources available.

Short analysis:

It had became obvious that the voluntary board members had arrived to the verge of breakdown and were overwhelmed with the general operational tasks of the chapter. As a result the operational effectiveness of the organization dropped and backlog occurred. The professionalization became inevitable.

The hiring of 2 employees has reduced the backlog in reporting and has put Wikimedia Eesti on a good track. Wikimedia Eesti is managing its cooperation with other institutions and organizations, its programs and project applications. The organization has been well administered.

Future:

Wikimedia Eesti will continue with the hiring of the 2 employees. There is a discussion to make one of the positions full time to increase the effectiveness of the organization even more.

III General events

WIKIPEDIA SUMMER DAYS

Since the year 2009 Estonian Wikipedians have organized annual gatherings in the summer called Wikipedia summer days. Since the creation of Wikimedia Eesti it has supported the organization of these annual meetings.The aim of the annual gathering is to discuss Wikipedia related matters in the community and to strengthen the ties in the community.

In the year summer days took place from the 10th to the 11th of August on the isle of Aegna.

Activities:

  • Finding a suitable time and location for the event,
  • Coming together and discussing.

Results:

Wikipedia summer days were held with 12 participants.

Fit to strategy:

Infrastructure - Stronger bonds within the community create the basis for the stronger infrastructure of the organization.

Short analysis:

Although the participation on the event could be higher, Wikimedia Eesti is happy with the continued occurrence of physical gatherings of Estonian Wikipedians.

Future:

Wikimedia Eesti will continue to support the organization of the event.

Wikimedia Eesti tries to increase the level of organizational participation by organizing motivational events for the members of the community. In the year 2013 one meeting was held for potential off-wiki project leads and other volunteers and 2 end of the year meetings for the members of the organization.

Activities:

  • Finding a suitable time and location for the event,
  • Coming together and discussing.

Results:

One meeting for the possible off-wiki project leads held on the 8th of November 2013 with 12 participants,

On the 19th of December end of the year meeting with the members of organization in Tallinn with 9 participants,

On the 20th of December end of the year meeting with the members of organization in Tartu with 12 participants.

Fit to strategy:

Infrastructure - Stronger bonds within the community create the basis for the stronger infrastructure of the organization.

Short analysis:

The members of Wikimedia Eesti is rather inactive and a physical gathering is really supporting the exchange of ideas and discussing the matters of the organizations. There is a short-term effect of increasing of the motivation of the members of the organization to participate in the activities of Wikimedia Eesti. We have also been able to keep some of the volunteers interested in the activities of Wikimedia Eesti and hopefully their activity and usefulness will increase over time.

Future:

Wikimedia Eesti will continue to organize motivational events in the future.

IV Projects

WIKI LOVES MONUMENTS 2013

Kultuurimälestised Vikipeediasse, internationally Wiki Loves Monuments 2013 was run for the third time in Estonia with the active upload period from the 1st of September to the 30th of September 2013. The aim of the competition is to promote the contribution of the photos of cultural heritage to Wikimedia Commons in Estonia.

Activities:

  • Communication with target group, i.e. cultural heritage photography circles, local photo tourists,
  • Communication with different parties to secure prizes for best contributors,
  • Creation of the on-wiki competition information page with upload instructions, updating official Estonian web page of the competition,
  • Communication with the international organization team to ensure the coherence with the international competition,
  • Active period of uploading for the contributors from the 1st of September to the 30th of September,
  • Communication with possible jury members and jury work to select the best photos,
  • Printing of the best photos for an exhibition,
  • Organization of the prize ceremony,
  • Prize ceremony and opening of the photo exhibition on the 16th of November in the Estonian Museum of Architecture in Tartu,
  • Exhibition exhibited in the Estonian Museum of architecture from the 16th of November to the 25th of November, then in Tasku shopping center in Tartu from the 1st of December 2013 to the 5th of January, then from the 7th of January to the 7th of February in Narva College. *After the end of the grant period the exhibition continues its traveling.

Results:

In 2013 66 contributors participated in the event, uploading a total of 1563 pictures. 12 pictures have been assessed to be quality pictures and 14 pictures have been chosen as featured pictures.

Results over the years:

2011 - 71 contributors with 3012 photos of 1717 cultural heritage objects, including 53 quality photos, 1 of them featured.

2012 - 75 contributors with 2600 pictures of 1404 cultural heritage objects (1102 new objects), including 200 quality photos, 23 of them featured.

2013 - 66 contributors with 1563 pictures, including 12 quality photos and 14 featured.

Fit to strategy:

Increasing reach - Organizing an international photo competition in a small country helps to improve reach of Wikimedia Eesti.

Participation - Organization of a nationwide photo competition helps Wikimedia Eesti to maintain the participation levels of Commons contributors.

Short analysis:

Although the quality level of pictures contributed has increased, the level of participation has significantly dropped. It is related to several different factors: 1) the pictures made in history have already been uploaded by the contributors, 2) after 2 previous contests the competition starts to lose its freshness and impact, 3) the organizing team in Estonia has shrinked to 1 member and therefore the input from Wikimedia Eesti was insufficient to support high participation levels. The result is that although the year 2013 was official year of cultural heritage in Estonia, this was the weakest year for the Wiki Loves Monuments competition here. We were unable to reach the set goal of 3100 photos.

Future:

Wikimedia Eesti is nevertheless planning to organize the competition also in 2014, but in a different way. This year a more individual approach will be implemented which will hopefully bring about more satisfactory results. The focus will be on the pictures still missing on the commons, thus hopefully introducing quality rarities to the collection.

ESTONIAN SCIENCE PHOTO OF THE YEAR

Teadusfoto (literally Science Photo in Estonian) is the only science photo competition in Estonia, run yearly by Wikimedia Eesti. In 2013 the competition took place for the third time. This year the active competition period was prolonged, lasting from the 1st of October until the 14th of November. The results were announced on the official prize ceremony on the 14th of December 2013 in AHHAA science center in Tartu, together with the opening of the exhibition of the best photos of the competition.


Activities:

  • Communication with target group, i.e. science networks to support and increase active participation in the competition,
  • Communication with former participants to guarantee their participation,
  • Communication with magazines, universities and enterprises to secure prizes for the competition,
  • Creation of the on-wiki competition information page with upload instructions,
  • Active period of uploading for the contributors from the 1st of October to the 14th of November,
  • Communication with possible jury members and jury work to select the best photos,
  • Printing of the best photos for an exhibition,
  • Organization of the prize ceremony,
  • Prize ceremony and opening of the photo exhibition on the 14th of December in AHHAA science center in Tartu,
  • Exhibition exhibited in AHHAA science center from the 14th of December.

Results:

The reason for extending the competition period was a result of a decrease in participants and number of photos uploaded. In 2013 30 contributors participated in the competition, uploading 131 pictures. 13 pictures have been assessed to be quality pictures and 2 of them as featured pictures (as of the 13th of March).

Altogether 23 of the best pictures were printed for the exhibition. It was opened on the 14th of December in AHHAA science center in Tartu and as of the 28th of February 2014, the exhibition is still exhibited in the same location.

Results over the years:

2011 - 36 participants with 283 photos, including 7 quality photos, 2 of them featured,

2012 - 48 contributors with 267 pictures, including 9 quality photos, 2 of them featured,

2013 - 30 contributors with 131 pictures, including 13 quality photos, 2 of them featured.

Fit to strategy:

Increasing reach - Nationwide photo competition with a public prize ceremony is a good way for increasing reach. An outreach impact is added by the itinerant photo exhibition of the best pictures contributed during the contest.

Participation - During the project an effort was made to engage the members of Estonian scientific community and many of them did participate on the contest. Science Photo Competition is a good way to introduce world of free knowledge to science circles and vice versa.

Improve quality - Renewing the contact with active science circles in Estonia has supported the high quality of pictures contributed to the competition.

Short analysis:

A goal of 600 pictures contributed in the competition was a unfortunate overestimation, that did not align with the results from the previous years. Furthermore, in 2013 the level of contribution in the competition decreased. The problems of the competition include: 1) small science photo community in Estonia, 2) time expenditure for making a good science photo, 3) problems with defining the extension of “science” in science photo, 4) problems with involving nationwide media in the promotion of the contest.

Nevertheless, there is an upside - contributors have become more critical towards their production, which on the one hand results in decrease in the number of contributions, but on another the overall quality of the contributed pictures has increased. Also the quality of picture descriptions has increased.

Future:

In general, Wikimedia Eesti is content with the results of the competition, especially with the quality of the pictures. Nevertheless, there are some concerns regarding the decrease in participation and contribution levels. It has been decided that Wikimedia Eesti will not organize the competition in year 2014, but it may return to our annual agenda in the year 2015. Most probably there will be some reorganization in order to reach a wider public.

HELP 4

HELP (Head Eesti Looduse Pildid, Good Pictures of Estonian Nature) is an annual photo collecting campaign for the photographs of Estonian nature. In the year 2013 the active upload period was from the 1st to the 30th of November.

Activities:

  • Communication with target group, i.e. nature photography circles,
  • Communication with former participants to guarantee their participation,
  • Communication with magazine Eesti Loodus (Estonian Nature) to secure prizes for best contributors,
  • Creation of the on-wiki competition information page with upload instructions,
  • Active period of uploading for the contributors from the 1st of November to the 30th of November,
  • Contacting best contributors to forward them their prizes.

Results:

In 2013 21 contributors participated in the event, uploading a total of 540 pictures. 27 pictures have been assessed to be quality pictures and 6 of them as featured pictures.

Results over the years:

2010 - 26 participants with 507 photos, including 4 quality photos.

2011 - 32 participants with 539 photos, including 7 quality photos, 2 of them featured.

2012 - 21 contributors with 307 pictures, including 34 quality photos, 3 of them featured.

2013 - 21 contributors with 540 pictures, including 27 quality photos, 6 of them featured.

Fit to strategy:

Increasing reach - Using the public space of the magazine Eesti Loodus (Estonian Nature) to reach the people interested in photography of nature in Estonia.

Participation - Communication with former participants and new efforts to increase the number of participants.

Improve quality - Communication with former skillful participants and new outreach efforts have also supported the high quality of the contributed pictures.

Short analysis:

A private low-cost project of one of the members of Wikimedia Eesti (Kruusamägi) has built up a stable community providing quality pictures about Estonian nature every year. The participation levels have been stable and the quality level of the photos has increased.

Future:

In general Wikimedia Eesti is extremely content with this yearly photo collection event, which will also take place in the future. Nevertheless the project lead feels that this is rather his private enterprise than an activity of the organization and therefore HELP may not be listed as an activity of Wikimedia Eesti in the future.

EESTI LOODUS PHOTO COMPETITION

Eesti Loodus (Estonian Nature) is the largest magazine of nature and wildlife in Estonia. Its photo competition is very well known and has a stable participatory community. In 2013 the competition took place from the 1st of September to the 1st of October and Wikimedia Eesti provided a prize on this competition in the category of pictures of Estonian nature reserves.

Activities:

  • Communication with target group, i.e. nature photography circles,
  • Communication with magazine Eesti Loodus (Estonian Nature) to specify questions related to the competition,
  • Sharing upload instructions with participants,
  • Active period of uploading for the contributors from the 1st of Septemberr to the 1st of October,
  • Contacting best contributors to forward them their prizes.

Results:

Altogether 17 participants uploaded 20 photos during the photo competition, 2 of them assessed to be featured pictures.

Fit to strategy:

Increasing reach - Having our own category on a well known nature and wildlife photo competition is a good way to make Wikimedia Eesti and Commons known in the circles of nature photographers.

Participation - Having our own category on a well known nature and wildlife photo competition has encouraged people who usually do not upload their photos to Commons to try it out.

Improve quality - Although only 2 of uploaded pictures have been featured, the level of quality on the competition is higher than on other photo competitions.

Short analysis:

Altogether 1043 photos participated on the Eesti Loodus photo competition, the 20 pictures uploaded in the category of Wikimedia Eesti forming only 1,9% of the total. Nevertheless this is a photo competition for professionals who are maybe not ready to publish their photos under free license. This photo competition seems to serve well as an outreach instrument to carry the message of free culture to people who can make quality photos.

Future:

As Wikimedia Eesti appreciates the aspect of outreach in the project and as the costs are relatively not high, the category of Wikimedia Eesti will most probably be also on the competition list in the year 2014. Even in the situation where Wiki Loves Earth has gone international.

TARTUPE(E)DIA PHOTO COMPETITIONS

Tartupe(e)dia is a project with the aim to improve the quantity and quality of freely available material on Wikipedia and other Wikimedia projects about the second largest city in Estonia, Tartu. As a mean to achieve this goal several competitions are held each year to encourage participation in the project.

In 2013 the Big Photo Competition of the City of Tartu was held. It also included smaller competitions related to the events taking place in the city during the year: ceremony of the 95th anniversary of the Republic of Estonia, Student Days and Hanseatic Days.

Activities:

  • Communication with target group, i.e. local photographers, photo tourists, public announcement of the competition,
  • Communication with the city of Tartu and other parties to secure prizes for best contributors,
  • Creation of the on-wiki competition information page with upload instructions,
  • Active period of uploading for the contributors from the 23rd of February to the 31st of October,
  • Communication with possible jury members and jury work to select the best photos,
  • Printing of the best photos for an exhibition,
  • Organization of the prize ceremony,
  • Prize ceremony and opening of the photo exhibition on the 11th of January 2014 in Tartu Town Hall,
  • Exhibition exhibited in the info center of Tartu Town Hall from the 11th of January to the 7th of February and in the cultural center of Elva from the 12th of February. The exhibition is continuing the traveling after the end of the 2013 grant.

Results: Altogether 611 photos were uploaded during the photo competition, 4 of them assessed to be quality pictures.

As to numbers of sub-competitions:

On the 23rd and the 24th of February, a photo competition to celebrate the 95th anniversary of Estonian Republic was held. 6 authors participated with 52 photos.

From the 29th of April to the 5th May, the Tartu Student Days photo competition took place. 18 photos were contributed.

From the 19th of July to the 28th of July, the photo competition of Tartu Hanseatic Days took place. A total of 125 photos were contributed.

Fit to strategy:

Increasing reach - An extensive location-related project is certainly capable of reaching local media coverage and in this years case even nationwide Public Broadcasting.

Participation - A location-related competition is apt to engage local residents and people interested in the location in Wikimedia activities.

Short analysis:

In general the photo competition was not as successful as it was hoped for. Most probably the public outreach efforts were insufficient and the general theme was too wide and intangible. Nevertheless 611 uploaded photos makes it the second largest photo competition of Wikimedia Eesti and hopefully provides a good base for future activities.

Future:

As there have been some changes in Tartupe(e)dia team there is a certain amount of vagueness in the future of the project. There is a plan to continue with the project and also to carry out further photo competitions, but most probably they will be more specific.

TARTUPE(E)DIA ARTICLE COMPETITIONS

Tartupe(e)dia is a project with the aim to improve the quantity and quality of freely available material on Wikipedia and other Wikimedia projects about the second largest city in Estonia, Tartu. As a mean to achieve this goal several competitions are held each year to encourage participation in the project.

In 2013 2 culture related competitions were held: From the 1st of March to the 31st of March a theatre history of Tartu article competition was organized in cooperation with theatres in Tartu. From the 1st to the 30th of April, a literary history of Tartu article competition was held.

Activities:

  • Communication with target group, public announcement of the competition,
  • Communication with the City of Tartu and other project partners to ensure a good organization of the competitions and prizes for best contributors,
  • Creation of the on-wiki competition information page with editing instructions,
  • Active period of contribution from the1st of March to the 30th of April,
  • Communication with possible jury members and jury work to select the best contributors,
  • Contacting best contributors to forward them their prizes,
  • Organizing prize ceremony for the literary history of Tartu article competition held on the 11th of May 2013 as part of the Prima Vista literature festival.

Results:

In 2013 2 competitions were held: the theatre history competition had 9 participants who wrote 16 articles and the literary history competition had 5 participants who contributed a total of 11 articles.

Fit to strategy:

Increasing reach - A culture themed article competition is good for reaching out to cultural circles,

Participation - A specific article competition may encourage people interested in this specific topic to contribute to Wikipedia.

Short analysis:

The article competitions of 2013 in Tartupe(e)dia were not too successful The number of participants and created or edited articles, as well as media coverage was not what Wikimedia Eesti hoped for. Nevertheless there were 12 contributors on these competitions, including Wikipedia newcomers.

Future:

As there have been some changes in Tartupe(e)dia team there is a certain amount of vagueness in the future of the project. There is a plan to continue with the project and also to carry out further article competitions. An effort will be made to increase the level of reach of and participation on these competitions.

TRANSLATION BEE

Translation bee is the most popular Wikipedia-related competition in Estonia which has been run since 2010 jointly by members of the community and the local office of the Translation Directorate of the European Union. Wikimedia Eesti joined the organization team in 2011, providing every year its own prize for fresh Wikipedians.

In 2013 the event took place in the usual manner - there were no significant changes in the organization. The active 2-month period of translating was from the 21st of February to the 21st of April.

Activities:

  • Communication with target group, public announcement of the competition,
  • Communication with the Translation Directorate of the European Union to specify the informaion related to the contest,
  • Organizing and carrying out training for possible editors on the 1st of March 2013,
  • Creation of the on-wiki competition information page with editing instructions,
  • Active period of uploading for the contributors from the 21st of February to the 21st of April,
  • Communication with possible jury members and jury work to select the best translators,
  • Organization of the prize ceremony,
  • Prize ceremony on the 20th of June.

Results:

In 2013 38 participants translated 138 articles from 10 languages.

Results over years:

2011 - 21 participants translated 32 articles from 5 languages,

2012 - 56 participants translated 139 articles from 13 languages,

2013 - 38 participants translated 138 articles from 10 languages.

Fit to strategy:

Increasing reach - A Wikipedia related competition organized by the Translation Directorate of the European Union is very good publicity for Wikipedia (and other Wikimedia projects). Translating articles is a good way to introduce Wikipedia and its editing principles to newcomers,

Participation - Translation related competition is a good way to increase and maintain participation on Estonian Wikipedia,

Quality - A large part of articles translated in the frame of the translation bee are of very good quality. Choosing high quality articles for translation helps to reproduce quality articles in Estonian.

Short analysis:

Although the number of participants has dropped, the number of articles created or significantly edited stayed about the same as last year. The number of different language Wikipedias used as the basis for the translation is impressive, as it exceeds the list of generally studied foreign languages in Estonia. Wikimedia Eesti is content with the results of the translation bee.

Future:

Wikimedia Eesti will certainly continue to support the organization of yearly translation bee.

In cooperation with the Institute of Danish Culture and the Danish Royal Embassy in Estonia an article competition concentrating on Denmark and Danish culture was held from the 21st of March to the 10th May.

Activities:

  • Communication with target group, public announcement of the competition,
  • Communication with the Institute of Danish Culture and the Danish Royal Embassy to ensure a good organization of the competition and prizes for best contributors,
  • Creation of the on-wiki competition information page with editing instructions,
  • Active period for contributions from the 21st of March to the 10th of May,
  • Communication with possible jury members and jury work to select the best contributors,
  • Organizing prize ceremony for the literary history of Tartu article competition held on the 29th of May 2013 in the framework of Kierkegaard conference in Tartu.

Results:

30 participants created or improved a total of 135 articles.

Fit to strategy:

Increasing reach - A culture and country themed article competition is good for reaching out to circles interested in that country and its culture, as well as cooperation with its cultural institute and embassy will make the competition publicly more remarkable,

Participation - A specific country and culture related article competition may encourage people interested in the country and its culture to contribute to Wikipedia, as well as give a good reason for active participants to write themed articles,

Quality - Covering systematically certain topics in Wikipedia helps to create inter-wiki links and increase the level of quality of articles on this specific field.

Short analysis:

Wikimedia Eesti is very content with the results of this competition, as the level of participation was as high as on the translation bee - a yearly competition organized in cooperation with European Commision.

Future:

Wikimedia Eesti will continue to look for opportunities for carrying out similar competitions in the future.

Wikimedia Eesti has also as one of its aims to support the development of Võro Vikipeediä - Wikipedia of a lesser Finno-Ugric language spoken in Estonia. In the year 2013 the first article competition in võro language was held from the 2nd May to the 2nd June.

Activities:

  • Communication with target group, võro speaking community in Estonia,
  • Communication with different local parties to secure the prizes for the competition,
  • Creation of the on-wiki competition information page with editing instructions,
  • Active period for contributions from the 2nd of May to the 2nd of June,
  • Communication with possible jury members and jury work to select the best contributors,
  • Contacting best contributors to forward them their prizes.

Results:

9 participants created or improved a total of 14 articles.

Fit to strategy:

Increasing reach - The article competition in the dialect spoken in the country helps to draw public attention in the region where the dialect is spoken,

Participation - This type of article competition encourages speakers of the dialect to write on Wikipedia, as well as experienced Wikipedians to write in the dialect.

Short analysis:

The participation levels on the competition were not very high, but Wikimedia Eesti is content with the results of the competition. Although this article competition was held in the dialect of Estonian and on Võro Vikipeediä, there were as many articles created as on some other article competitions held on Estonian Wikipedia.

Future:

As the first competition in Võro dialect was rather successful Wikimedia Eesti will probably organize similar competitions in the future.

Together with the Tammsaare Museum in Kadriorg and the Tammsaare Museum in Vargamäe, Wikimedia Eesti organized an article competition related to the Estonian writer Anton Hansen (pseudonym Tammsaare) that took place from the 30th of August to the 12th of November 2013. The event was organized as part of the celebration of the 135th anniversary of the famous Estonian writer.

  • Communication with Tammsaare Museums to secure the prizes for the competition,
  • Creation of the on-wiki competition information page with editing instructions,
  • Active period for contributions from the 30th of August to the 12th of November,

  • Contacting best contributors to forward them their prizes.

Results:

4 participants created or improved a total of 13 Tammsaare-related articles.

Fit to strategy:

Increasing reach - The article competition concentrating on a famous Estonian writer on his anniversary is good for public outreach, as confirmed by a good nationwide and local media coverage of the competition,

Participation - This type of article competition with good outreach is good for increasing participation in Estonian Wikipedia.

Short analysis:

Considering the high level of media coverage, the participation levels on the competition were unsatisfactory. Nevertheless Wikimedia Eesti is content with the project, as it was wholly organized by an active Wikipedian who has not been previously engaged in off-wiki activities of the organization and the level of media coverage achieved is really remarkable.

Future:

Wikimedia Eesti will continue to support initiatives coming from the Wikimedia community in the future, as well as organizing small article competitions related to famous Estonian people on their anniversaries.

IDA-VIRU ARTICLE COMPETITION

As a follow-up to the Jõgeva County article competition held in 2012, Wikimedia Eesti planned to continue county themed article competitions with article competition of Ida-Viru County in 2013. Nevertheless this competition was cancelled.

Short analysis:

Wikimedia Eesti was content with the results from the Jõgeva County article competition (10 participants creating or significantly editing 68 articles and very good media coverage), but we did not manage to carry through a follow-up project in the year 2013. The main reason was the lack of interest on behalf of the representatives of Ida-Viru County. As this passivity demanded a more extensive time and financial investment from Wikimedia Eesti, it was decided that the article competition will be cancelled.

Future:

Wikimedia Eesti will continue to try to organize local article competitions if the necessary support from local municipality and community will be achieved.


ESTONIAN-ARMENIAN COOPERATION MONTH

Following the success of the cooperation week with the Ukrainian Wikipedia in 2012, it was decided that In the end of the year 2013 a similar cooperation week will be held with Armenian Wikipedia. In the end it turned out to be the cooperation month and it lasted from the 1st of December to the 31st of December.

Activities:

  • Communication with Wikimedia Armenia for organizing the cooperation,
  • Communication with Armenians in Estonia to guarantee their participation and also to secure Armenia-themed prizes,
  • Communication with target group, public announcement of the cooperation month,
  • Creation of the on-wiki information page with editing instructions,
  • Active period for contributions from the 1st of December to the 31st of December,
  • Communication with possible jury members and jury work to select the best contributors,
  • Contacting best contributors to forward them their prizes.

Results:

In the Estonian Wikipedia 15 participants created 77 new articles and improved 28 articles (in comparison last year with the cooperation with Ukrainian Wikipedia 7 participants created 80 new articles).

In the Armenian Wikipedia 17 users created or edited 422 articles (in comparison last year 19 participants wrote 216 new articles on Ukrainian Wikipedia).

Fit to strategy:

Increasing reach - The cooperation month with another Wikimedia chapter and foreign language Wikipedia has a potential to be publicly acknowledged,

Participation - The cooperation month with another Wikimedia chapter and foreign language Wikipedia encourages Wikipedians interested in that culture and having knowledge of that language to contribute to Wikipedia,

Innovation - As this type of cooperation is not yet widespread in WIkimedia community, organizing of cooperation weeks and months encourages innovation in the movement.

Short analysis:

Wikimedia Eesti is very content with the result of this cooperation month, as the levels of contributions clearly exceeded our measures of success (instead of planned 50 contributions, 77 new articles were created and 28 improved). Also the level of participation on Armenian Wikipedia was impressive and certainly exceeded the hopes of Wikimedia Eesti.

Future:

Wikimedia Eesti will continue to carry out cooperation weeks/months with other Wikimedia chapters and Wikipedias. Hopefully we will find ways to increase the level of participation.

WIKIEXPEDITIONS

Over the years Wikimedia Eesti has built up a tradition of organizing wikiexpeditions. They have been mostly related to gathering pictures about specific objects or noteworthy regions. In relation to our 2013 grant two types of expeditions were organized: 1) expedition related to our Latvia 100 (Läti 100) project and 2) expeditions related to Wiki Loves Earth and Wiki Loves Monuments competitions, i.e. natural and cultural heritage of Estonia.

Activities:

  • Organizing the expedition: gathering background information, forming the expedition team, planning the expedition route,
  • Executing the expedition,
  • Processing pictures and uploading them to Commons, linking the pictures to articles.

Results:

The wikiexpedition in Southern Estonia and Northern Latvia took place from the 31st of August to the !st of September 2013 and resulted in 446 pictures uploaded to the Commons, 3 of them assessed as quality images.

The wikiexpedition related to natural and cultural heritage of Estonia took place after the end of the grant term and the processing of pictures has not yet been finished.

Fit to strategy:

Participation - Wikiexpedition motivates Wikipedians to also making photos with encyclopedic value and participating in Wikimedia Commons,

Quality - The main aim of organizing wikiexpeditions is increasing the quality of Wikipedia (creating images with encyclopedic value that can then be integrated into relevant Wikipedia articles), as well as contributing quality images to Commons,

Innovation - As wikiexpeditions are not yet widespread in Wikimedia community, organizing wikiexpeditions also in Estonia supports the innovation on this field.

Short analysis:

Wikiexpeditions are very fruitful activities and Wikimedia Eesti is also content with the results of the expeditions of this year. 446 contributed pictures from Latvian expedition exceeds by far the set measure of success (150 pictures). This year the main concentration was on making of pictures and there were no significant efforts of networking.

Future:

Wikimedia Eesti will continue to organize wikiexpeditions, especially in relation to the international photo competitions Wiki Loves Monuments and Wiki Loves Earth (in order to receive targeted contributions). There will be an effort to ensure a higher quality of pictures made on an expedition. As a mean to achieve that goal, we will reach out to photo clubs, which will also make expeditions work in support of our outreach efforts.

EDUCATION PROGRAM

Education program is probably the largest and most successful program of Wikimedia Eesti. So far we have carried out projects on 2 levels: 1) universities and 2) secondary schools. The work in universities includes the integration of Wikipedia editing to a general course, as well as a special course concentrating on free culture and wikipedia. The work in schools has generally not been so well organized, with the exception of a pilot project of wikipedization of student research initiated by Estonian Ministry of Science and Education in the end of the year 2013.

Activities:

  • Communication with universities and schools in order to integrate Wikipedia to their curricula,
  • Preparation for courses that integrate Wikipedia in universities, creation of relevant project pages that contain essential editing information,
  • Preparations for special Wikipedia course in University of Tartu,
  • Executing the courses, overseeing Wikipedia editing and giving necessary feedback to the editors,,
  • Communication with Estonian Ministry of Science and Education in order to explain and discuss the possibilities to integrate Wikipedia to university and school curricula.

Results:

During the year 2013 more than 400 articles were added or significantly edited on Wikipedia as part of the university courses. Usually these articles are of high quality as written by university students writing on their field of specialisation.

Fit to strategy:

Increasing reach - Introducing Wikipedia in schools and university courses is a great way to reach out to future Wikipedians/Wikimedians,

Participation - Wikipedia courses increase participation of students on Wikipedia,

Quality - As course participants are generally specialised on the topic they are writing of, the articles are of good quality. For better results experienced Wikipedians oversee the work of the students and give feedback to improve the quality of articles.

Short analysis:

Wikimedia Eesti evaluates its education program to be very successful with a range of activity exceeding any other Estonian Wikimedia project or program. The quantity and level of quality of articles contributed is generally high and it also supports our outreach efforts.

Future:

Wikimedia Eesti will continue its education program with already accustomed work in universities. The Ministry of Science and Education has initiated a pilot project concentrating on secondary schools and hopefully we can also build on that.

DIGITIZATION PROGRAM

Digitization program is a program initiated by Wikimedia Eesti with the objective to digitize copyright-free Estonian literature (fiction and non-fiction) to Estonian Wikisource (Vikitekstid). The progress of the program has been slow and the year 2013 was unfortunately not different. As there are already several digitizing programs running in Estonia we have concentrated on the materials that will most probably not be digitized in the near future by other digitizers.

Activities:

  • Communication with the Estonian Ministry of Culture and other parties working on the field of digitizing in order to better coordinate digitizing activities in Estonia and to discuss the publication of already digitized materials on Estonian Wikisource,
  • Digitizing of books that will most probably not be digitized by other parties in the near future,
  • Correcting and proofreading digitized texts and publishing it on Wikisource.

Results:

The activity level of the digitizing program has been low and in the year 2013 it concentrated on the translation work of Anton Hansen Tammsaare, as well as on digitizing the first Estonian encyclopedia.

Fit to strategy:

Increasing reach - In potential the digitizing project can have a significant outreach impact,

Quality - Digitizing work coordinated by Wikimedia Eesti is useful for increasing the quality of sources available on Estonian Wikisource.

Short analysis:

Wikimedia Eesti is still trying to find its niche on the field of digitizing in Estonia. At the moment we are trying the Ministry of Culture to approve Wikisource as a suitable place for publishing digitized materials, as well as for other cooperation opportunities.

Future:

In potential the digitizing program can be very successful in means of increasing the quantity and quality of texts available on Estonian Wikisource. Achieving this goal will most probably have an important impact in outreach. Wikimedia Eesti will continue to digitize books that will most probably not be digitized by others and is looking for opportunities to engage other organizations on the field to publish their work also on Estonian Wikisource.

TARTUPE(E)DIA

Tartupeedia is a project shaped after the example of Monmouthpedia, seeking the comprehensive and diverse representation of the city of Tartu in Wikipedia. This project consists of content related activities, including GLAM work, workshops and competitions, but has also an ambition to support our outreach efforts with the continuation with the first QRproject in Estonia.

As the activities and results related to the competition are sufficiently described above, the present entry will concentrate on other parts of Tartupe(e)dia project, where the progress has been rather moderate.

Activities:

Apart from competitions, most of the activities of Tartupe(e)dia project have been related to networking:

  • Meetings with the mayor of Tartu, the management of the Sports Museum, Tartu City Library, and community associations of Karlova and Supilinn (districts of Tartu) were held to discuss possible cooperation in the Tartupe(e)dia project,
  • Operating the official on-wiki project page,
  • Discussing the continuation of the QRproject with the representatives of City of Tartu and local enterprises,
  • Collaboration efforts with theatre Vanemuine (see below) and Tartu Art Museum.

Results:

The results of the above-mentioned activities are rather non-measurable. The project page is fairly up-to-date, all the above-mentioned parties have had good will towards possible cooperation and city of Tartu, theatre Vanemuine and Tartu Art Museum have provided us their real support in the project.

Fit to strategy:

Increasing reach - A local project concentrating on the second largest city of Estonia has a significant potential for a significant outreach impact (claim supported by good media coverage of the project). Also the QRproject has as its main aim the outreach,

Quality - Cooperation with different GLAM parties helps Wikimedia Eesti to bring already available quality content to the Wikimedia projects and thus support their quality.

Short analysis:

Although the project did not kick of with rapid progress, there has been advancement, especially on the field with GLAM cooperation - the contract of cooperation has been signed with Vanemuine theatre has been signed and a joint letter to the Ministry of Culture of Estonia has been written with Tartu Art Museum. The city of Tartu is positive about continuing their support to the project.

Future:

Wikimedia Eesti intends to carry on with the project, including continuing with the QRproject, content related activities and GLAM cooperation.

IMAGE PROJECT WITH VANEMUINE

Wikimedia Eesti has been working with the theatre Vanemuine (the oldest theatre in Estonia) in relation with the Tartupe(e)dia project. In the year 2013 it was decided that this cooperation will be taken one step further with a picture donation to the Commons from the archives of the theatre.

Activities:

  • Communication with Vanemuine theatre to discuss the details of cooperation and to prepare the cooperation agreement,
  • Signing the cooperation agreement on the 25th October 2013,
  • Executing the agreement: receiving the pictures, correcting metadata and integrating pictures to the articles.

Results:

Although it was foreseen that we could about 100 pictures with the first phase of the project, Wikimedia Eesti has only received 11 of them.

Fit to strategy:

Increasing reach - GLAM cooperation with an important cultural institution helps Wikimedia Eesti to spread the free culture message,

Quality - Cooperation with different GLAM parties helps Wikimedia Eesti to bring already available quality content to the Wikimedia projects and thus support their quality.

Short analysis:

Wikimedia Eesti received the first pictures from the project rapidly, but after that the project has stalled. There are significant problems with copyright questions, but there are number of photographs available that do not touch upon these problems

Future:

Wikimedia Eesti needs to communicate with Vanemuine theatre to find joint solutions to the incurred problems. We are eager to continue the cooperation.

COOPERATION WITH THE ESTONIAN ASSOCIATION FOR HISTORY AND PHILOSOPHY OF SCIENCE

Bringing Estonian Science to Wikipedia is a project for creating biographical articles about the majority of Estonian scientists in Estonian Wikipedia. In the end of the year 2012 we had the first lexicon donation from the Estonian Association for History and Philosophy of Science and the year 2013 we have been working on the integration of four-volume "Biographical Lexicon of Estonian Science" into Wikipedia. This includes about 8000 articles, including 6000 new ones.

Activities:

  • Communication with the Estonian Association for History and Philosophy of Science to receive the content,
  • Organizing content manually and creating useful bots,
  • Integrating the content of the lexicon to Wikipedia, making necessary corrections and improvements.

Results:

There are roughly about 2500 articles created or improved.

Fit to strategy:

Increasing reach - Importing an important lexicon to Wikipedia has a good potential for media coverage and outreach,

Quality - Importing the content of the lexicon to Wikipedia helps us to improve the quantity of articles, as well as their qualitative level on Estonian Wikipedia.

Short analysis:

In the beginning the progress with the digitization and Wikipedia integration of the lexicon was good, but it has slowed down over time. There have been some conflicts in the community of Estonian Wikipedia regarding good and bad manners of introducing lexicon material.

Future:

Wikimedia Eesti will carry on with the project and hopefully will manage to integrate the content of the lexicon to Estonian Wikipedia without disturbing the members of the community who do not participate in the project.

ILLUSTRATION PROJECT

In the end of the year 2013 a cooperation was started with the representatives of Tartu Art School to initiate an illustration project to produce pictures for person articles on Estonian Wikipedia for which it is hard to find copyright-free pictures.

In the beginning of the year 2014 an illustration competition was held as part of portraying course in the school.

Activities:

  • Communication with the representatives of Tartu Art School to prepare the project,
  • Training for the participants,
  • Execution of the project in the art school,
  • Communication with possible jury members and jury work to select the best illustrations,
  • Organizing the final event for the participants.

Results:

63 pictures added to the right category and also integrated to relevant articles.

Fit to strategy:

Increasing reach - Organizing a project with a competition in a circle that include a number of possible future contributors,

Quality - Providing pictures to articles in Estonian Wikipedia for which it is hard to find one.

Short analysis:

All the participants of the portraying course contributed their pictures, which are generally of good quality and add value to the person articles without picture. Wikimedia Eesti is content with the results of the project.

Future:

Wikimedia Eesti will continue its cooperation with Tartu Art School and organize similar events on different fields.

COOPERATION BETWEEN FENNO-UGRIC WIKIPEDIAS

Fenno-Ugric cooperation is a project aiming to find solutions to the problems of small Fenno-Ugric Wikipedias in a joint effort and to ameliorate the content concerning lesser Fenno-Ugric cultures and languages in Estonian, Finnish and Hungarian, as well as in major Wikipedias.

A joint seminar with Wikimédia Magyarország and Wikimedia Suomi and the representatives of small Fenno-Ugric Wikipedias was planned to take place in summer of 2013 but was postponed to the summer of 2014 by a board decision in June 2013.

Short analysis:

Wikimedia Eesti is planning this project for a long time now, but it is hard to pin down the contributors from small Fenno-Ugric Wikipedias who will really profit from the seminar and will bring their level of contribution to the new level after it. The contact with other concerned Wikimedia chapters has been made and Wikimedia Norge with their Saami project has been added to the list. We have also reached out and secured external funding for the project. It seems that the preparations have been sufficient to organize the seminar in August 2014 and the project has been integrated to the 2014 grant.

PUBLISHING FREE CULTURE

Publishing the Free Culture, one of the most important books about the culture that has created Wikimedia movement, has an important role in the outreach efforts of Wikimedia Eesti. The translation has already been made, but it needs a thorough juridical and language editing. Wikimedia Eesti wants to produce a quality edition of this book as we are planning to distribute it among politicians who are the decision-makers in the society, as well as to public libraries for a more widespread access to the book. As there have been problems with financing and organizing the project (the cooperation with the Estonian chapter of the Internet Society (ISOC) has broken down) the project has been postponed to the year 2014 and the funds have been reallocated to the 2014 grant of Wikimedia Eesti.

Short analysis:

After the cooperation with Estonian chapter of ISOC broke down, the project slowed down and Wikimedia Eesti made several efforts to secure external funding. However these attempts were not successful and finally, after consulting the representatives of Wikimedia Foundation, it was decided that the number of books to be printed will be reduced from 1000 to 500 and Wikimedia Eesti will use the remaining funds of the present grant to publish the book as an activity of our 2014 grant. We believe that this goal is realistic and hopefully by the end of the year we will have a printed and on-wiki book available in Estonian.

QUIZ SHOW IN TARTU

As part of our outreach efforts Wikimedia Eesti has been participating in the Quiz Club of the University of Tartu with its own team. As the team is constantly competing for the highest places in the competition, this participation helps us to show Wikipedians in the best possible light amongst people of the university. It is very good publicity with minimal costs. Wikimedia Eesti will continue to use the opportunity for this type of publicity in the future.

ITINERANT EXHIBITIONS

Over the years Wikimedia Eesti has accumulated a good experience of organizing itinerant exhibitions of the best pictures of its photo competitions and continued with them also in year 2013. Although the impact of the exhibitions is quite hard to measure, it seems that they attract media attention and are good for outreach efforts.

Activities:

  • Printing of the best photos in photo competitions,
  • Planning of a diverse route for the itinerant exhibition,
  • Communication with possible locations of exhibition,
  • Transport of the pictures to the exhibition locations,
  • Communication with media to ensure good media coverage..

Results:

A traveling exhibition of winning and honorably mentioned photos of the Wiki Loves Monuments 2012 contest of Estonia was exhibited in 5 locations in the first half of the year 2013, namely:

  • In the beginning of January, the exhibition travelled to the Võrumaa Museum.
  • From the 15th of January to the 17th of February, the photos were exhibited in Tasku center in Tartu.
  • From the 18th of February to the 8th of March, the exhibition was presented in Põltsamaa Cultural Center.
  • On the 11th of March, the exhibition was opened in University of Tallinn, where it stayed until 14th of April.
  • From the 18th of April to the 16th of May, the exhibition was exhibited in Narva fortress.
  • From the 11th of July to the 31st of August, the exhibition was showcased in Alatskivi castle.


  • On the 16th of November, the itinerant exhibition of Wiki Loves Monuments 2013 opened in the Museum of Architecture in Tallinn for the prize ceremony. The exhibition ended on the 25th of November.
  • The exhibition moved to the Tasku center in Tartu with an opening on the 1st of December and it was exhibited there until the 5th of January.
  • From the 7th of January to the 7th of February it was exhibited in Narva College.
  • After the end of the grant period the exhibition continues its traveling.


A traveling exhibition of winning and honorably mentioned photos of Tartupe(e)dia photo contest of Estonia was exhibited in 2 locations during the grant period:

  • From the 11th of January to the 7th of February in the info center of Tartu Town Hall,
  • From the 12th of February in the cultural center of Elva,
  • The exhibition is continuing the traveling after the end of the 2013 grant.


An exhibition of the best pictures of the Science Photo Competition was set up in the science center of AHHAA in Tartu on the 14th of December 2013.

Fit to strategy:

Increasing reach - Itinerant exhibitions are good for outreach, as they make it possible for Wikimedia Eesti to be present in areas where we are not usually very active and communicate the message about high quality informative free content to the wider public.

Short analysis:

Wikimedia Eesti has gained a good experience with organization of itinerant exhibitions and the feedback to such exhibitions from the participants and also visitors is generally good. The main problem with such projects however is the lack of measurable criteria of success and therefore it is hard to measure the actual outreach impact or the outcome of itinerant exhibitions.

Future:

Wikimedia Eesti is trying to find the ways to improve the measurability of the outreach impact of itinerant exhibitions, but in the meantime we continue with such projects on the basis of our experience, media coverage, individual feedback and good faith.

Under this title small-scale and unforeseen international travel of the representatives of Wikimedia Eesti is accumulated. It consists of participation in international meet-ups, training events and expeditions. The main aim of such participation is to support the stabilization of the infrastructure and increasing organizational maturity of Wikimedia Eesti by learning lessons from other organizations.

Activities:

  • Participation of one representative of Wikimedia Eesti in Big Fat Brussels event from the 6th to the 7th of June 2013 in Brussels,
  • Participation of one representative of WIkimedia Eesti in the visitation of EU structures by the representatives of Estonian NPOs from the 14th to the 16th of June in Brussels 2013,
  • From the 21st of June to the 24th of June, a board member of Wikimedia Eesti participated in the international seminar in Budapest, concerning the design and evaluation of Wikimedia programs,
  • One member of Wikimedia Eesti participated on wikiexpedition in Ukraine,
  • A board member of Wikimedia Eesti visited Ukraine from the 1st to the 3rd November to discuss possible cooperation and to acquire know-how of certain projects (Wiki Loves Earth, audio-video projects),
  • One member of the board of Wikimedia Eesti participated on the Boards training workshop from the 1st to the 2nd of March 2014 in London.

Results:

Participation of 6 international events.

Infrastructure - Participation on international events supports the sharing of know-how and therefore the infrastructure of Wikimedia Eesti and its organizational maturity.

Short analysis:

Wikimedia Eesti was represented on international events and the learnings were shared with relevant community members. In general Wikimedia Eesti is content with such participation.

Although Boards training workshop took place after the end of the grant term, the expenditures for it were covered beforehand by 2013 grant and therefore this activity is listed as part of the present grant.

Future:

Wikimedia Eesti will continue to send its representatives to international meetings if it supports the progress of the chapter and facilitates the participation of Wikimedia Eesti in important international discussions.

In the year 2013 Wikimedia Eesti had its representative in 3 important gatherings of the Wikimedia movement: Wikimedia Conference, WIkimania and WMCEE conference.

  • Participation of one representative of WIkimedia Eesti on Wikimania 2013 held in Hong Kong from the 7th to the 11th of August 2013,
  • Participation of two representatives of Wikimedia Eesti on WM CEE meeting 2013 held from the 14th to the 17th of November 2013 in Modra, Slovakkia.

Lessons learned

What lessons were learned that may help others succeed in similar projects? Consider the following questions and respond with 1 - 2 paragraphs.
What went well?
Wikimedia Eesti has managed to widen its scope of activities and made an important step forward with its programs (e.g. cooperation with Estonian Ministry of Science and Education in our education program). The hiring of the first employees has improved the administrative effectiveness of the organization and on this basis a further expansion and contribution to Wikimedia projects will be possible. Our international cooperation has become wide and we have acquired valuable experiences from other organizations. Wikimedia Eesti is going through a phase of development and is coping with challenges on its way.
What did not go well?
With some projects the levels of participation have decreased - Wikimedia Eesti will have to try to find new ways how to encourage people to participate in WIkimedia projects and events of Wikimedia Eesti. Cooperation related to an important outreach project of publishing Free Culture broke down and the project has been postponed. Nevertheless we are looking forward to publish the book in 2014. The voluntary human resources of Wikimedia Eesti are scarce - we have to find ways to complement the lines of our off-wiki voluntary army.
What would you do differently if you planned a similar project?
In general the project was well planned, although there could be more attention to detail, in particular to outputs and outcomes of different projects. Current measures of success are too vague to evaluate the level of success of our annual activity.

  • Estonian Science Photo of the Year: We want to get a lot of photos and compose a traveling exhibition. Hoping for about 600 images.
  • Estonian-Armenian cooperation week:To have more and better articles about Armenia.
  • HELP 4: We want to get a lot of photos and gain some media coverage.
  • Wiki Loves Monuments: to have a lot of people participating, and to get a lot of photographs.
  • Free culture: to publish the book in 2014.
  • Wikiexpeditions: The aim of wikiexpeditions is to gather material about the region and establish local contacts.
  • Quiz show in Tartu: Project goal is to show Wikipedians in the best possible light amongst smart people.
  • Image project with Vanemuine theater: To have a large bunch of photos transferred to Commons, all together with properly described metadata, including license information. Integration into articles will probably take some time.
  • Cooperation with the Estonian Association for History and Philosophy of Science: To include all 8000 articles on Estonian scientists from the lexicon, properly formatted and referenced. By estimation, about 6000 of them are new, and 2000 persons have already been described in Estonian Wikipedia to some extent.
  • Digitization program: To have a significant part of the license-free compulsory Estonian literature in Wikisource. In the long run, our goal is to forge a partnership with the abovementioned institutions, compose a joint project and apply for funding for EU and local financial structures to ensure the continuance of the project.
  • Education program: Get more good articles and raise the awareness about Wikipedia. Hopefully also get some more Wikipedians.
  • Wikimania: See people, talk to people, spread ideas, get ideas.
  • WMCEE: See people, talk to people, spread ideas, get ideas.
  • Wikipedia Summer Days: The main aim is to motivate people.
  • Promotional materials: Producing useful, mostly inexpensive, but also original promotional materials.
  • Motivational events: Our motivational events are strictly motivational. Bonding, conflict resolution, idea exchange, etc.
  • Professionalization: To avoid overworking and desperation, while getting all financial and communicational matters in order on a sensible schedule.
Did you achieve your project goal? How do you know your goal was achieved? Please answer in 1 - 2 paragraphs.
The overarching project goal was to maintain or restore the level of administration of Wikimedia Eesti and in general the organization has managed to sustain its programmatic and administrational activity, as well as community and international participation.
Some parts of our multipart project goal presented in our grant application are too vague to evaluate if they have been accomplished. General goals of most of these projects have been achieved (e.g. professionalization, motivational events, outreach efforts, international participation, education program). With some projects the goals were not achieved - digitization program, science photo competition, GLAM cooperation. In general Wikimedia Eesti is measuring and evaluating the outputs of its projects and is also trying arrive to measuring of outcomes of the projects (see analysis of different projects above). This data gives us the basis to say that the activities related to our 2013 grant were generally and relatively successful.

Measures of success

List the measures of success exactly as provided in the approved grant submission, and evaluate your project according to each measure listed there.
1) Estonian-Armenian cooperation week: at least 50 improved articles about Armenia in Estonian Wikipedia, and at least 10 improved articles about Estonia in Armenian Wikipedia.
  Success level achieved:
In the Estonian Wikipedia 15 participants created 77 new articles and improved 28 articles (in comparison last year with the cooperation with Ukrainian Wikipedia 7 participants created 80 new articles).
In the Armenian Wikipedia 17 users created or edited 422 articles (in comparison last year 19 participants wrote 216 new articles on Ukrainian Wikipedia).


2) Wiki Loves Monuments: we hope to get more pictures than we got the last time (that is more than 3100 images) and also increase the geographical coverage (last time, it was mostly Tallinn and a little bit of Tartu).
  Success level not achieved:
In 2013 66 contributors participated in the event, uploading a total of 1563 pictures. 12 pictures have been assessed to be quality pictures and 14 pictures have been chosen as featured pictures.


3) Free culture: publishing Free Culture in at least 1,000 copies and having it distributed amongst the target groups.
  Success level not achieved:
Cooperation with Estonian chapter of ISOC broke down and the project is postponed to the 2014. The number of copies to be printed is reduced to 500.


4) Wikiexpeditions: An expedition will be considered successful if there will be at least 150 new photographs on Commons (hopefully many more), all the necessary people will have been met and all the photographs have been incorporated into articles on Estonian Wikipedia.
  Success level partly achieved:
At the moment of the presentation of this report 496 pictures from expeditions were added to Wikimedia Commons.
Meetings with necessary people are hard to evaluate, but it seems that networking activities have not been to sucessful on these expeditions.
Some of the pictures have been integrated to Wikipedia.


5) Image project with Vanemuine theater: at least new 100 photos in Commons.
  Success level not achieved:
Although it was foreseen that we could about 100 pictures with the first phase of the project, Wikimedia Eesti has only received 11 of them.


6) Cooperation with the Estonian Association for History and Philosophy of Science: About 6000 new and 2000 improved articles in Estonian Wikipedia.
  Success level not achieved:
The project is not yet finished and the level of progress has slowed down.


7) Digitization program: Last year, we already published several books; this year, we would be happy to increase the number.
  Success level partlyachieved:
There are new books published on Estonian Wikisource, but Wikimedia Eesti is not content with the number.


8) Education program: A lot of content, everything edited in time, no noticeable disruptions for the readers and a joyful atmosphere for Wikipedians.
  Success level achieved:
Although some parts of this success criterion are extremely hard to measure, Wikimedia Eesti has been successful with its education program. During the year 2013 more than 400 articles were added or significantly edited on Wikipedia as part of the university courses. Usually these articles are of high quality as written by university students writing on their field of specialisation.


9) Wikimania: We will have been represented, and initiate new cooperative projects.
  Success level partly achieved:
Wikimedia Eesti was represented, but new cooperative projects were not initiated.


10) WMCEE: It would be best if we could get at least one of our own ideas going in CEE cooperation, but we won't have failed if we at least start participating in someone else's CEE project. No matter whose it is, if it's good.
  Success level achieved:
Wikimedia Eesti was represented on WMCEE and we will participate in Wiki Loves Earth, a project of Wikimedia Ukraine in 2014.


11) Wikipedia Summer Days: And they edited Wikipedia happily ever after.
  Unmeasurable:
In general we are happy that the event took place and there were dozen participants.


12) Promotional materials: It will be a success if people will like our stuff, both Wikipedians and sane persons.
  Success level achieved:
Wikimedia Eesti has sufficient promotional materials available and we have not yet heard of any unsatisfaction with these materials.


13) Motivational events: People come eagerly and leave happily.
  Success level achieved:
In general Wikimedia Eesti is happy with the participation levels on motivational events at it seems that it has boosted the motivational levels of participants.


14) Professionalization: Everything in order by the right time.
  Success level partly achieved:
Everything is in order, but unfortunately not yet for the right time. Employees are working hard and hopefully the backlog will be surpassed soon.


Provide an overall assessment of how your project went according to these measures.
Although a number of the set success criteria were not met, it can be said that in general the annual activity of Wikimedia Eesti was relatively successful.

Success criteria need to be more specific, really measurable, actually achievable, more relevant and time-bound. We are working on that and have made progress in planning our 2014 grant.

Stabilize infrastructure
Although Wikimedia Eesti is not participating in the stabilization of info-technological infrastructure of Wikimedia projects, we are ensuring a development and increased maturity of our organization, which as an improvement of an official chapter of the WIkimedia Foundation counts as stabilizing the general infrastructure.
Increase participation
Wikimedia Eesti is doing extensive programmatic work and also organizes competitions to increase the actual participation in Wikimedia projects. For further details see descriptions for each program and project above.
Improve quality
Wikimedia Eesti is doing extensive programmatic work and also organizes competitions to increase the quality of the content of Wikimedia projects. For further details see descriptions for each program and project above.
Increase reach
Outreach forms an important part of the activities of Wikimedia Eesti. Although we have some activities concentrating on this aspect (producing memorabilia, traveling exhibitions, participating on a quiz show, publishing important book about free culture in Estonian), Wikimedia Eesti also tries to have an outreach aspect go together with each project, program and competition. Good media coverage of our projects is a good proof of the usefulness of such apporach.
Encourage innovation
Wikimedia Eesti is not too active in encouraging innovation. Nevertheless we are engaging with cross-language Wikipedia cooperation weeks/months and wikiexpeditions, which are popular in CEE region, but not elsewhere in the movement.

The remaining funds will be reallocated to the 2014 annual grant of Wikimedia Eesti.
We have already agreed with Wikimedia Foundation to transfer the remaining funds of the Free Culture project (in total €4,900.00) (For details see talk page of 2013 grant).
It has also been agreed upon that the 2014 annual grant of Wikimedia Eesti will start on the 1st of March and there will be no overlapping period of the 2 grants (for details see talk page of 2014 grant. As a result the salaries of the employees for the month of March and April from the present grant will be reallocated to the 2014 grant. This means a reallocation of 2x€938.00=€1876.00 for the project writer and 2x€564.97=€1129.94 for the salary of board assistant, totaling €3005.94 that will be deducted from the payment of 2014 grant funds.
There is an additional €35.60 of underspending from the 2013 grant. We would also like to request of the deduction of these remaining funds from the disbursement of our 2014 annual grant funds.
