Volunteers to step in to reduce harassment

Project idea
editWhat is the problem you're trying to solve?
editSometime an editor harasses other editors -- using harsh language repeatedly, stalking their edits and criticizing, sexual harassment, and worse. There is a set of things that volunteers could do to ask the offender to stop. It has to be a focused list to be feasible.
What is your solution?
editThings that can be done if we have volunteers:
- organize a list of volunteers and agree more exactly what we can feasibly discourage
- develop an alert mechanism for editors to confidentially report an apparent problem to the task force
- develop careful phrasings of what we would say to apparent offenders on their talk pages
- gather volunteers for training -- there are experts on the issue (I'm not one) who can speak and advise. A training session could be at a conference.
- A trained person might be considered "certified" to step in to third party online interactions..
Open questions:
- We need a name: safe space task force? civility patrol? civility task force? collegiality task force?
- How should the group monitor its OWN actions and membership -- what if its members do something wrong -- how to do we control that?
Goals
edit- Develop effective bystander interventions. (See p. 38-41 at link.)

- Volunteer I think this is shows how much Wikipedia cares about the people they work with. I am please to see you have these kids of policies in place to educate people like me who have been fighting personal wars and forgot to be empathetic for other peoples views.
