Purpose of the report edit

This form is for organizations receiving Annual Plan Grants to report on their results to date. For progress reports, the time period for this report will the first 6 months of each grant (e.g. 1 January - 30 June of the current year). For impact reports, the time period for this report will be the full 12 months of this grant, including the period already reported on in the progress report (e.g. 1 January - 31 December of the current year). 2017 was an outstandingly busy and successful year for Wikimedia Österreich. It made us very happy that our work has been appreciated and rewarded by almost all our important stakeholder groups: The German-language Wikipedia community awarded us with the Orga WikiEule and the wider Austrian open culture community with the Open Minds Award in the "Diversity" category. From our external partners Europeana appointed Wikiversity Austria as the most innovative project in the Wikimedia 1914-18 Europeana Challenge, while the mayor of our district in Vienna nominated our Executive Director Claudia Garád as female citizen of the year in the category "Science, knowledge & education".
We also managed to host the biggest international event in our history, to raise an all time high of 80,000 EUR external funds, to administer a cash flow increase of roughly 50% due to the event hosting and various fiscal sponsorships for the international community, and start a reform of our governance structures which is designed to help us tackle the challenge of including a broader base of volunteers into organisational responsibilities and decision making processes. It would not have been possible to achieve all this without the two-year grant making pilot, which especially in the second half of the year provided us with the necessary (time) resources. We hope that more organisations will be able to profit from this model in future.

  2. Newly registered: The number of participants that create new accounts on a Wikimedia project. These include users who register up to two weeks before the start of the event.
  3. Content pages: A content page is an article on Wikipedia, an item on Wikidata, a content page on Wikisource, an entry on Wiktionary, and a media file on Commons, etc. This metric captures the total number of content pages created or improved across all Wikimedia projects.

  1. Quality: The number of community decorations (featured, quality, valued) for media files supported by Wikimedia Österreich on Wikimedia Commons.
  2. Diversity: The number of unique participants and/or organizers of activities conducted or supported by Wikimedia Österreich who belong to underrepresented groups in the Wikimedia movement in Austria. These groups are defined as women, lesbian, gay, bisexual and transgender people, persons belonging to ethnic, language or religious minorities in Austria, foreigners and people with disabilities.

Community Support

A diverse community of volunteers with a wide range of skills, a desire to continually improve their work together and that offers a constructive working environment to existing and new users


What did we achieve so far?
Diversity and inclusion
As diversity was identified as our biggest strategic gap in various internal and external assessments (e.g. by FDC staff), increasing diversity and inclusiveness in our organisation and the communities we serve became a strategic goal for us in 2017: We set targets in this regard in our annual metrics, diversity played a major role in the restructuring of our board, and we built alliances with individuals and like-minded organizations. The results of our first year of metrics exceeded our expectations and so does the amount and variety of ideas and projects that we saw in the past 12 months: From classical gender gap related editing activities and inclusive tech community building, to working with marginalized language communities such as refugees. In addition, we initiated the creation of and drafted a common Friendly Space Policy for all German-speaking communities, to make is easier for organizers and attendees alike when they work with WMDE, WMAT, and WMCH. Unfortunately, WMCH opted out, as they require a coherent rule set for all their languages and will use something they had in the French part of the community before, but at least WMAT and WMDE will could a coherent guideline. Something we felt strongly about when creating this policy was the importance of framing this rules very positively, more as rights than restrictions, in order to foster positive reception and acceptance in our generally more skeptical community. As outlined in our Progress Report, these successes and positives developments do come with a set of new challenges - many of them we need to tackle not (only) as individual affiliates or communities, but as a movement. Hence, we worked at building international alliances to raise awareness for the issues (e.g. a statement on diversity and governance as a result of the Diversity Conference in Sweden) and to find ways to feed them into the next steps of the movement strategy process.

WikiDaheim: An integrated approach to photography contests and Austrian heritage
After years of running successful Wiki Loves competitions in Austria, we decided it was time to refine the concept, adapt it to our local needs and preferences and incorporate the experiences we gathered throughout the past years. Instead of focusing on one narrow topic at a time, we want to test a broader approach which offers ample possibilities for new and existing volunteers to contribute. With WikiDaheim we created a platform that enables contributors to fill knowledge gaps about villages, towns, and cities in Austria - covering everything from cultural and natural monuments to cemeteries and other common infrastructure such as municipal offices, parks, fire stations etc. WMAT supported the project with PR and outreach and the financial means to set up and design a suitable landing page in a modern and attractive design, which got a lot of positive feedback in Austria but also internationally, e.g. during Wikimania where the project participated in the Hackathon to refine the technical infrastructure and fix bugs. There will be another edition in 2018 where we plan to refine the usability, especially for newcomers and increased efforts at winning new contributors and partners across Austria by focusing on specific topics during the competition in order to address interested participants more directly.

Creating movement resources
Regarding community work, WMAT currently has two major areas of expertise: volunteer support from almost ten years of working with and for local communities, and inclusive event spaces, more recently from doing extensive benchmarking and innovation for the Wikimedia Hackathon in Vienna. In the past year, we allocated considerable amounts of time to creating useful material from these experiences and expertise for the wider movement: a Reader: Success and impact of volunteer support in the Wikimedia movement which was compiled with our community manager in a leading role, and guide to inclusive tech events and mentoring programs, which already reached beyond our Wikimedia communities and won an Open Source Award in Austria. Furthermore, in our Hackathon report, we give a detailed overview of ideas and concepts of others which we fund useful and inspiring for our own event organisation as well as an assessment of new ideas and approaches (e.g. plushie friendly events) we came up with and tested in this context.


What are our biggest challenges?
User retention
Like most other communities and affiliates, WMAT has been struggling with editor retention for years. While attracting new people via photography contests or edit-a-thons usually works fairly well, sustainable engagement of these contributors over an extended period of time has proven to be a major challenge, for which there is no quick fix, as many barriers are caused by the complexity of the German-language Wikipedia on which affiliates have little to no influence. In 2017 we mainly analyzed successful examples from others (e.g. edit-a-thon series in Sweden) and tested some ourselves (mainly in the context of our university courses). One of the main insights are that sustainable retention needs a certain regularity (in contrast to singular events) and social interaction. Especially, when we strive for equity and want to engage groups that are currently under-represented, we must provide a suitable framework and invest some time and effort. We built this into our newcomer related activities for 2018, trying to find a good balance between the necessary input of resources and the expected output.

What's up next?
New ideas for sustainable new user retention
As part of our governance reform we established strategic working groups for WMAT's central spheres of activities. The groups are inspired by sociocratic management and governance concepts and consist of WMAT board and staff members as well as volunteer leaders from our community who co-create our program focus and budgets. The groups are also mixed in terms of diversity with female/non-binary members in each group. One of these groups focuses on the recruitment and retention of new editors with an emphasis on diversity. For 2018, the group came up with a bunch of new ideas - from a Wikidata Austria event series which will be accompanied by online community building on social media, to wiki♥vielfalt, a monthly edit-a-thon series in Linz, which is inspired by the successful model of diversity edit-a-thons in Gothenburg, Sweden. The new projects are a mixture of proven concepts of other affiliates and communities which we try to adapt to our context and new innovative ideas which we will incubate over the coming months. More details and first results will be featured in our 2018 reports.

International cooperation
As outlined in the partnership statement we co-created in November 2017, we believe that partnerships are crucial when it comes to making our new strategic vision for the movement a reality. We also believe that affiliates will play a central role in this process and should lead by example. Hence, supporting the international communities becomes increasingly important for our own strategy. Currently, we are implementing two new approaches for 2018: Firstly, we plan to continue allocating staff resources to fiscal sponsorships (in addition to our commitment to support CEE Spring in this role). In addition, we also want to initiate a broader debate on how we can do this in the best possible way. Following the idea of the WLM international team, we believe that proven concepts such as WLM, WLE, CEE Spring etc. should be able to be "adopted" by affiliates, to spare the international teams the bureaucracy to write expansive proposals and look for a fiscal sponsor every year and the affiliates additional paperwork. WMAT would be willing to adapt at least two of these international projects (CEE Spring and WLM). Secondly, we try to provide small scale support for communities without staff and yearly budgets by sponsoring the creation of information material or swag for them - small things that can make a lot of difference for the respective communities. The amounts necessary are usually so small, that most often not even a rapid grant makes a lot of sense (not talking about the overhead for all parties involved). So for 2018 we plan to allocate a small budget for such cases.

Generating, opening, and distributing multifaceted and valuable content that fascinates and engages Wikimedia volunteers, partners, and readers alike.


What did we achieve so far?
Quality and (educational) value
As described in previous reports, WMAT's main focus concerning content is to make it as high-quality and valuable as possible. The main criteria being the quality of the content (e.g. decorated images), the added value for Wikimedia projects (e.g. encyclopedic value of rare pictures or documents / usage in Wikimedia projects), and the added value for free knowledge in general, such as new partnerships and contacts or an increased awareness for free licenses in cooperations to liberate content. In this context the very positive outcomes of this program can be regarded as a result of our successful work in the other two programs, especially in terms of community building, outreach, and partnerships. Our investments in photography equipment, skill transfer, and photography activities in general also paid off in a very satisfying manner, the second half of 2017 has been one of the most productive in years with 45,456 new files supported by Wikimedia Österreich. While the distinct media files used in the main namespace is slightly below plan, the average usage of the files that are used is way above our expectations (2,1 instead of 2,0 doesn't seem to be a big difference but it takes a lot of usages to produce an average like this), which shows that the overall quality and usefulness of our volunteers' work is rather satisfying.
As outlined in previous reports, the quality metrics remain problematic, due to the changes in our community in the wake of various conflicts. In the end of the day, as a chapter we have very limited influence on the course of these discussions and their impact on the Wikimedia projects (new rules being introduced via straw polls by the community etc.). Mediation attempts and compromises regarding the support guidelines also infuriated some of the volunteers from both camps. This dispute in combination with our conflict of interest issue influenced our metrics this year.


Diversification of content

We consider Wikipedia an excellent partner for making our information, our knowledge and our online offers more easily accessible and to continue their dissemination to an even wider audience. For quite some time now, we have been thinking about how to improve the way we network with Wikipedia. The Wikipedian in Residence concept presented us with an ideal opportunity.

WikiDaheim helped us to diversify content about Austria in a systemtic manner, by providing a platform that enables contributors to fill knowledge gaps about villages, towns, and cities in Austria - covering everything from cultural and natural monuments to cemetries and other common infrastructure such as municipal offices, parks, fire stations etc. While cultural heritage is still very prominent in the results (also due to our continued cooperation with the Federal Monuments Office), we could successfully document other aspects (e.g. cellar alleys) which are often even more endangered by destruction and dilapidation than listed monuments or protected nature. Wikipedian in Residence programs have been another way to liberate knowledge about Austria: In 2017 we had a successful cooperation with the Vorarlberg State Archive.
Wherever possible, WMAT also supports communities outside Austria in their work to enhance free knowledge and documenting rare and endangered content, especially if these communities cannot easily access movement resources themselves, such as the Iranian community. In this context WMAT hosted a visiting Wikimedian from Iran at our office from end of September to mid-October, provided infrastructure for his work and served as a fiscal sponsor for a rapid grant the volunteer conducted together with a French expat Wikimedian who lives in Austria. The focus of the project was the digitization of oral history documentaries from Iran. In the wake of project, 70 hours of video material were uploaded to Wikimedia Commons.


What are our biggest challenges?
European Year of Cultural Heritage
2018 will be the European Year of Cultural Heritage. Unfortunately, there seems to be no central or coherent strategy or planning for it in Austria, which makes it very diffcult for us to join in and to profit from the chances (potential GLAM partnerships, visibility etc.) that comes with such an occasion. In contrast to Germany and Switzerland, where our neighboring affiliates had the chance to join existing initiatives, there is no commparable structure in Austria. Of course our partner - the Federal Monuments Office - has some initiatives in that regard and we already plan to incorporate the theme in our common start of the year event, but there is little that goes beyond the usual activities which we already have as a part of our cooperation such as Monuments Day in September.


What's up next?
Commons working group and Wikidata Austria
As we have a strong photography and Commons community in Austria, this sphere of activity now also has its own strategic working group. In the plan for 2018 there are new Wiki Loves Parliament projects (one of it as a cooperation with the Italian community in South Tyrol), ideas for various Wiki Takes activities around WikiDaheim 2018, at least one major initiative around Monuments Day and the European Year of Cultural Heritage, as well as skill building activites for photographers. The intensified community building efforts of the Wikidata Austria volunteer group and the aftermaths of the Wikimedia Hackathon will also result in more activity around tech projects in general and Wikidata in particular.

Creating collective impact on a societal level by working with and through others to achieve a greater impact than we could ever achieve alone.


What did we achieve so far?

Advocacy
The progress towards our shared goals on EU advocacy is outlined on the meta page of the Free Knowledge Advocacy Group (FKAGEU). In Austria we collaborated with the EU advocacy team by drafting statements for and attending a consultation at the Austrian Ministry of Justice concerning the EU copyright reform, with Austria being one of the few countries with whom FKAGEU entertains regular meetings. The future of this relationship will highly depend on the new Austrian government which was established in December 2017.

Education
As part of Europeana 1914-1918, Wikimedia affiliates were challenged to create a portfolio of their activities related to the theme of 1914-1918. The aim was to demonstrate how open-access heritage can help to understand European history through diverse, innovative and qualitative projects. WMAT submitted the Wikiversity War&Propaganda cooperation with the University of Vienna, which was subsequently awarded as the most innovative project of the Europeana challenge.

Diversifying funds
Despite the fact that we couldn't meet our goals for supporting memberships, we were able to raise an all time high of 80,000 EUR of external funds, consisting of donations, grants, sponsorings, membership fees, and in-kind support. The Hackathon was a big driving force and very beneficial for this outcome, without a major opportunity like this, it will certainly be harder to achieve a comparable result.


What are our biggest challenges?
The General Data Protection Regulation (GDPR)
The General Data Protection Regulation (EU) 2016/679 is a regulation in EU law on data protection and privacy for all individuals within the European Union. To comply with the regulations, which will be enforced starting on May 25, 2018, all the data processing at WMAT need to be analysed and documented, which will require considerable resources. It is already apparent however, that fundraising will become even harder for us, as we will most probably have to delete most of our older donor data unless we cannot get active consent to contact them in future. We also see challenges concerning the WMF fundraising in Austria and Europe, as many donors will not immediately understand the difference between the organizations. We already addressed this issue with the fundraising team and hope to create a common communication strategy on this topic.

University of Vienna partnership
WMAT has been exploring a formalisation of the long-standing cooperation with the University of Vienna. After over three years of piloting, there is a critical mass of people who see potential in this cooperation within the university, but without any kind of institutionalisation it will be hard to scale our activities.
However, due to an unexpected change of personnel at cruical positions at the university, the process is being slowed down at the moment. We hope for progress in 2018 to get closer to our goal of being incorporated as an offical subentity (it would have the status of a project, not a sub-institution) of the department of communication sciences, which would make it easier for interested staff (professors, lecturers) to integrate Wikiversity / Wikipedia in their curricula and research and allow us to get resources from the university (rooms, staff time etc.) for our joint projects. It will also support our evangelists within the university to convince others - most importantly their superiors - that this cooperation can and should be taken seriously.


What's up next?
Advocacy
We scheduled first talks with the Ministry of Justice for early 2018 in order to get a better understanding how the change of the government will influence their position on crucial topics. To prepare for Austria's EU Council Presidency, we will send delegates to the Big Fat Brussels Meeting in April and are currently looking for a visiting Weasel from Austria. We are currently planning events with various partners for the second half of the year.
Together with partners from the Netpolitical Evenings, we also have some first ideas to advocate for more public open practice in Austria, especially for free licenses for public broadcasting content. However, these efforts will also be affected by the current political situation in Austria, as the ORF (Austrian Broadcasting Corporation) is increasingly under attack by right wing politicians.

Subsidized staff member - resource sharing
Wikimedia Austria successfully applied for a subsidized staff member, a full time Administrative Assistant. The costs for the salary will be completely covered by the Austrian State for a period of 1,5 years, starting in 2018. The funding was granted as part of a job program for people over 50 years. The additional team member will help us to bridge the maternity leave of our colleague who is currently responsible for our administative processes and also provides us with additional staff resources to support the international community with fiscal sponorships. As we outlined in previous reports we see an increasing demand for such services that is not sufficiently catered for yet. We want to use this opportunity to test how we could establish such services for the international community.

I am impressed by the way Wikimedia Austria has extended its commitment over the past years to include central topics, such as EU Advocacy, diversity and inclusion, and believe this approach merits support. In addition, I am also looking forward to exciting new joint projects in these areas.

New partnerships through diversity
Increasing diversity and inclusiveness in our organisation and the communities we serve, became a strategic goal for us in 2017: We set targets in this regard in our annual metrics, diversity played a major role in the restructuring of our board, and we built alliances with individuals and like-minded organizations around the Wikimedia Hackathon and edit-a-thons such as Art+Feminism or set a thematic focus on diversity at established formats such as Wikipedia for Peace (Women for Peace).
Many of our initiatives but also from other affiliates internationally (e.g. WMSE's #WikiGap got us into contact with the Swedish embassy in Austria) created quite a public momentum and in the wake of that a lot of interest among existing and potential partner institutions. In 2018 we expect a consolidation of these contacts, hoping the integrate many of them into sustainable programs such as wiki♥vielfalt.
