editWe assess this question in the context of our annual community survey. 86% of the participants stated that our activities contribute to motivating them for their online work. We receive similar feedback on a regular basis during our community events, in the written reports of volunteers abour their projects, and through personal on- and offline exchange with our volunteers.

In 2016 Wikimedia Österreich reached a crossroads: We developed a strategic plan for the coming years and it became increasingly clear that we need new people and new ideas, even if we just want to retain our status quo in terms of status and resources. Relying only on proven recipes will not be enough in the long run. This insight offers us the chance to become a more open, diverse, and innovative organisation, but it is also very clear that this will come with major challenges, as every change does. The main challenge will be to be open for the new - be it in the form of new people or new ideas - while not alienating the majority of our existing community.
We believe that the international movement strategy process will assist us on our way to become a more mature organisation - hence we planned to keep our own strategy flexible enough to incorporate important impulses in 2017 and beyond. We also see promising developments in regard to growing our communities (e.g. the tech community around the 2017 Hackathon) and making them more diverse (e.g. growing momentum around gender gap issues).
However, there are also challenges which might become barriers on our way. WMAT has been facing a conflict of interest debate since the end of 2016, which is a symptom of deeper underlying problems with the German-speaking community and which are beyond our influence as a chapter: the question on how volunteers should deal with copyright violations of media files is still the subject of heated discussions. In addition, there will be a leadership transition within the board this year, which we are prepareing carefully, hoping it will not be corrupted by the conflicts mentioned above.
Some of the most important developments in 2016:
- Implementing our new mid-term strategy 2017+
- Increasing the number of decorated images by nearly 150 % compared to last year (despite a very high baseline from last year)
- Increasing the number of active editors involved in our activities by nearly 130 % compared to last year
- Second WMAT community survey with high satisfaction rates
- Increased number of female event participants and volunteers in our projects leads to momentum for project ideas around the gender gap in Austria (watch out for our 2017 reports!)
- Two of our incubator projects (Wikipedia for Peace and explainer videos) made the leap to the international level and will be adopted by other chapters/communities
- Becoming the host of the 2017 Wikimedia Hackathon
- Increase in collaborative projects with the CEE communities (CEE spring, Wikipedia for Peace, Pre-Hackathons)
- Considerable increase in external funding by 60% (in-kind donations not included).
- Becoming a pilot chapter for FDC multi-year funding

- Winner of the 2nd prize of the 2016 Monuments Day photo competition
- User:Tudoi61 won prizes in our photography contests for the second year in a row. During the 2016 award ceremony he delivered a powerful speech which demonstrated the impact these initiatives can have on our volunteers, and the passions that drive them − that being a Wikimedian is a hobby, but can also be so much more than that; a means of integration and learning. Moments like these fuel our work and we wanted to share it here, because we believe that Tudoi61 can be an inspiration for all of us. It also reinforces us in our direction for the next years - to make our community more diverse and having a "home" and the various perspectives on what this means and what it looks like one of our main themes in 2017: #WikiDaheim.

Please allow me to introduce myself. My name is User:Tudoi61. I am an Austrian with Vietnamese roots.
I feel very honoured to win this great photo competition. As a real hobby and professional photographer, I believe it is important to know what one is photographing. As a result, you get to know many things better in life: geography, history, culture, customs....
Ever since photographing became my hobby, I have become more familiar with Austria, in general, and with Vienna as well. I need to study "the country and the people" in Austria more closely - in hopes of being able to represent them well in my pictures.
What should I photograph? How can I photograph this thing or this landscape? What are the names of the museums and their departments? Who are Otto Wagner, Josef Hoffmann, Koloman Moser? Whatever the case may be, I need to find answers to many questions. Today I could be partly satisfied that many places in Austria and many famous Austrian people are no longer foreign to me.
But of course I still need to learn more. To me, every winning photograph is not only a success in terms of photography, but also for my integration. No matter how long you live in Austria, if you have no interest in your second home, you will never be able to integrate well. You will not be able to feel love for Austria.
I would like to give a brief explanation of my winning photograph:
The photograph that won second place on Monuments Day 2016 was taken on my trip to "Großglockner Hochalpenstraße". We hope that this landscape and the "Hochalpenstraße" will become the tenth world heritage site in Austria in 2018. [...]

- A learning community which continuously strives to become better, which is open for newcomers and comprises a broad and diverse variety of skillsets.
- Success – Incubator projects scale on an international level
- In 2016 two of our incubator projects of the last years made the leap to an international level, being adopted by other Wikimedia organisations and communities. We are glad to see that these projects are not only thriving in Austria, but provide an added value for the wider movement. It also shows that new ideas and concepts need time to scale, grow bigger, and become sustainable, and that it is worthwhile investing in them over a longer period of time. Innovation needs (long-term) commitment and giving projects time and resources to mature is key.
- We are also optimistic about the development of our current incubator project around the Wikimedia Hackathon and tech community building: We are currently implementing some new ideas around regional (tech) community building (with partners form Central and Eastern Europe (CEE)), and newcomer integration (mentoring program) with a special focus on female volunteers. A detailed documentation of our learnings will be available mid-2017 as part of our hackathon reporting and progress report.
- Wikipedia for Peace
- On the one hand we managed to refine the concept of Wikipedia for Peace in Austria, leading to impressively improved results of the 2016 camp. Learnings from the previous year were the basis for an adapted approach, including a new location, a more circumscribed topic (environmental justice), and a refined workcamp concept. The project was nominated as a "Ort des Respekts" (Place of Respect) by an Austrian competition which fosters sustainable social projects.
- In addition, the project attracted interest from various groups and individuals: Three participants expressed great interest in organizing similar work camps in their respective countries, which motivated the project manager to prepare the concept in a way that it becomes scalable for an international audience. This will include online materials, but also included a training event in March 2017 with some 20 participants in Vienna for which we received funding of around 13,000 EUR from the Austrian National Agency of Erasmus+ grant programm. As we also presented Wikipedia for Peace on international Wikimedia conferences (WikiCon and Wikimania, where the project was nominated as one of the coolest projects of the year), we were also approached by interested Wikimedians from Armenia, Bulgaria, Wales among others. The first work camp outside of Austria has already been announced; Austria will host its third edition in July 2017 with the focus on "Women for Peace".

- "simpleshow" explainer videos
- Our cooperation with the simpleshow foundation also came to further fruition in 2016: The colleagues from Wikimedia Deutschland made use of the cooperation by including simpleshow explainer videos into their campaign for Wikipedia newcomers. Part of the project was the creation of video tutorials around Wikipedia editing and community life.

- Challenge – Community conflict over licenses and handling of misuse by third parties
- There are regular conflicts within the wider German-speaking language (photography) community when it comes to volunteers enforcing their rights in case of copyright violations of their work, i.e. single volunteers claiming compensation for non-attributed use of their work (photos) by third parties via their lawyers. The issue escalated in late 2016 over some media coverage on individual cases and has been dividing the whole German-speaking community ever since. Despite various efforts to mediate this conflict (community workshops in order to find compromises on how to handle such cases with WMAT supported pictures, crisis meetings etc.), we can already see that volunteers from both factions become increasingly demotivated or seclude themselves completely.
- In the end of the day, as a chapter we have very limited influence on the course of these discussions and their impact on the Wikimedia projects (new rules introduced via straw polls by the community etc.). This dispute in combination with our conflict of interest issue will very likely influence the results of our community survey in 2017 - which has resulted in very positive ratings in the last two years - as well as the metrics concerning media files in the upcoming year.

- Generating, liberating, and distributing multifaceted and valuable content that fascinates and engages Wikimedia volunteers, partners and readers alike, as evidenced by use in article namespaces and community decorations.
- Success – Focus on quality and added value
- As described in previous reports, WMAT's main focus concerning content is to make it as high-quality and valuable as possible. The main criteria being the quality of the content (e.g. decorated images), the added value for Wikimedia projects (e.g. encyclopaedic value of rare pictures or documents / usage in Wikimedia projects), and the added value for free knowledge in general, such as new partnerships and contacts or an increased awareness for free licenses in cooperations to liberate content. In this context the very positive outcomes of this program can be regarded as a result of our successful work in the other two programs, especially in terms of community building, outreach, and partnerships. Our investments in photography equipment, skill transfer, and photography activities in general also paid off in a very satisfying manner, especially concerning the quality of new content: 12.45% of all 33.065 "quality images" (QIs) on Wikimedia Commons uploaded in 2016 were supported by WMAT. Looking at the 2016 uploads of WMAT supported media files, an impressive share of 6.94% have been recognized as QIs so far; whereas in general only 0.41% of all media files on Wikimedia Commons become QIs. With these numbers WMAT is clearly leading the pack when it comes to contributing quality content on Commons. Another aspect which we encouraged in the past year in an effort to close content gaps and allocate resources to specific needs is the usage of pictures. Here too, we can detect a positive development with the usage rate having more than doubled compared to 2015. The overall quantity of files supported by Wikimedia Österreich has been comparably stable at around 60,000 for the last three years.
- While the outcome of photography projects can be influenced to a certain extent by providing adequate equipment and fostering skill transfer among volunteers, the leverage regarding article creation and quality is very low in a complex Wikipedia like DE:WP. Hence, we are quite satisfied with the results concerning quality and quantity, even if the latter is slightly below target.
- 2016 also brought a revival of projects targeted at added value for Wikimedia projects, such as the photography project Austrian film and Wiki Loves Parliaments. These projects are aimed at improving the quality of articles and media files on selected topics of public interest and educational value and are usually conducted with influential partners and multipliers (Academy of Austrian Film, Styrian Parliament) promoting awareness for free content and licenses.
- For 2017 we are also looking into ways to replicate the model of GLAM cooperation which we introduced with GLAM project with The Vorarlberger Landesrepositorium (Volare) in other Austrian regions. Volare is the photography collection of the Austrian state of Vorarlberg which released many of its images under a CC licence which made them unusable on Wikimedia projects: WikiProject Vorarlberg in the German-language Wikipedia is free to pick useful images from Volare and to transfer them to Wikimedia Commons in order to use them for Wikipedia and other sister projects. This process - instead of just uploading all of Volare’s CC-BY images to Commons at once - ensures quality and usability, e.g. having useful file descriptions.

- Challenge – Quo vadis Open Data Portal?
- The Open Data Portal Austria was established in 2014 and and has been growing constantly in terms of partners and data sets ever since. When we re-evaluated the strategy for the project in 2016, we found that its main value or USP - very similar to Wikipedia - is not so much the platform or website itself, but the network and the community around it. More important than the sheer number of data on the portal is the contribution to data skills and literacy in general and open innovation in particular, two focus areas which led to successful grant applications around those activities in 2016. Hence, our focus in the area of open data also shifted from quantity to quality and data literacy and usage, which is reflected in the lower quantitative numbers for 2016 and the fact that we abandoned this metric for the future. The performance measurement is very specific for the context of the two external grants and will be performed as part of the respective reporting requirements.
- Apart from that, the integration of Wikidata in the Austrian open data scene leaves room for improvement (mainly due to licensing issues), but we are optimistic that the Hackathon in Vienna will help us create some momentum in this regard too.

- 2016 brought us new exciting cooperations as well as intensified collaboration with long-standing partners:
- Regarding our activities in higher education, our cooperation with the University of Vienna is approaching a new level: After designing and teaching university courses with the University of Vienna for almost four years, we are currently planning to make this cooperation more formal by becoming an official sub-entity / project of the department of communication sciences. This would make it easier for interested staff (professors, lecturers) to integrate Wikiversity / Wikipedia in their curricula and research and contribute resources (time, rooms etc.) to our cooperation.
- There is a critical mass of people who see potential in this cooperation within the university, but only by institutionalising this partnership it will be possible to scale our activities. It will also make it easier for our evangelists within the university to convince others - most importantly their superiors - that this cooperation can and should be taken seriously. We also hope that this will lead to increased visibility towards external stakeholders, and raise awareness among other educational institutions so they will hopefully follow suit.

- We also started new partnerships in new areas - most prominently a Wikipedian in Residency at the Austrian Constitutional Court. This cooperation is innovative, as it goes beyond the classical GLAM scope of such programs, focussing on educational content of public interest which needs qualitative improvement on Wikipedia and its sister projects. We plan to create a blueprint for this type of residency programs based on the experiences of the cooperation with the Constitutional Court in order to make it easier to reproduce it at other institutions which already expressed interest, namely the Austrian Federal Council (second chamber of the Austrian Parliament) and the Central Institute for Meteorology and Geodynamics in Austria. - We also started new partnerships around tech community building in preparation for the Wikimedia Hacakthon 2017. In 2016 we participated in the Jugend Hackt initiative of Open Knowledge and Open Commons Linz, which on the one hand enabled us to promote Wikimedia projects, particularly Wikidata among young coders, and on the other hand provided valuable knowledge transfer on how to motivate and integrate newcomers at tech events.

- In terms of advocacy we were invited to curate a panel on net politics during this year's edition of the ELEVATE festival in Graz - Austria's biggest and most important alternative festival for political discourse with an international audience. This enabled us to present our work and topics of interest for us on a stage which is bigger than anything we could pull-off ourselves. This is also the case for the netpolitical evening, which has become an established event in the Austrian open culture scene in the course of 2016: We co-hosted ten netpolitical evenings over the course of 2016, with an average of 60 participants, covering topics from EU advocacy, cyber feminism, and net neutrality to state of the art research around online discourse and hate speech. The event also has a loyal remote audience via live stream and broadcasting of various free radio stations across Austria. In addition, it became a valuable platform to find partners, participants, or multipliers for WMAT activities (e.g. hackathon, art+feminism). With EU XXL - a platform for European film makers - we found a new partner organization to raise awareness around common concerns regarding the EU copyright reform in Austria.
- Success II – Fundraising
- As outlined in our Progress Report WMAT has intensified its efforts around diversifying funds in the last years, and in 2016 we could finally see the results in numbers. Not counting grants that go into our activities but are not directly handled by WMAT, or in-kind donations we could see a 60% increase in external funding. WMAT intensified its general fundraising by offering more money transfer methods (for example a direct bank transfer) and by successfully applying for a Google AdGrant, which we use for fundraising as well as for project related campaigns (e.g. WLE). We also successfully implemented fundraising action around Wikipedia's 15th birthday in January, the DE:WP birthday in March, and the Facts Matter campaign in late 2016. Our joint efforts to generate resources for the Open Data Portal (ODP) and related activities have also been quite successful: WMAT received two grants from the Ministry for Transport, Innovation and Technology and the Austrian Research Promotion Agency (FFG). We also started a fundraising campaign around the Wikimedia Hackathon in the last quarter of 2016 which was also a success, although we could see huge differences among the various target groups, i.e. companies and universities. We plan to share more details in the context of our Hackathon reporting once the campaign will be finished in 2017.
- Challenge – grantmaking needs an administrative backbone
- 2016 was a successful year for us regarding fundraising and grantmaking. However, especially grants come with certain administrative requirements and a sometimes underestimated workload for the fiscal sponsor. In Austria, WMAT has been successful in receiving grants as part of funding collectives (e.g. with the Open Data Portal), but while the workload for grant writing and reporting can be distributed among the various stakeholders, WMAT is often the only organisation with the resources to handle the fiscal side of the grants. On an international level, we also see a great demand for fiscal sponsorships and every year we receive several requests from the international community to support them with administration (Wikisource Conference, CEE spring, the international WLE and WLM contests, GLAM coordinators meeting etc.). At the same time, the administrative backbone or overhead is usually being criticised and lacks appreciation, which makes it unattractive for (staffed) chapters to support the communities with such services. In the last months we saw several Wikimedia organisations bigger than WMAT turning down requests for fiscal sponsorships and the WMF support for travel bookings for international scholarships has also been reduced. From our perspective, WMAT's fiscal support is disproportionally high compared to the size of our organization. We consider this work as an act of solidarity with smaller communities, but would like to see a better appreciation of such work on an international level and from the WMF / FDC, in order to encourage more organisations to think beyond their own interests.

edit- Global metrics are an important starting point for grantees when it comes to measuring programmatic impact (Learning Patterns and Tutorial) but don’t stop there.
- Logic Models provide a framework for mapping your pathway to impact through the cause and effect chain from inputs to outputs to outcomes. Develop a logic model to map out your theory of change and determine the metrics and measures for your programs.
- Importantly, both qualitative and quantitative measures are important so consider both as you determine measures for your evaluation and be sure to ask the right questions to be sure to capture your program stories.
