Purpose of the report
editFDC funds are allocated to:
- Improve the alignment between the Wikimedia movement's strategy and spending;
- Support greater impact and progress towards achieving shared goals; and
- Enable all parts of the movement to learn how to achieve shared goals better and faster.
Funded activities should align with the movement's strategic priorities, must be consistent with the WMF mission, must be for charitable purposes as defined in the grant agreement, must be reported to WMF, and must otherwise comply with the grant agreement. The WMF mission is "to empower and engage people around the world to collect and develop educational content under a free license or in the public domain, and to disseminate it effectively and globally."
Each entity that receives FDC funding will need to complete this report on a quarterly basis, which seeks to determine how the funding received by the entity is leading towards these goals. The information you provide will help us to:
- Ensure accountability over how the money was spent. The FDC distributes "general funds", for both ongoing and programmatic expenses; these funds can be spent as the entity best sees fit to accomplish its stated goals. Therefore, although line-item expenses are not expected to be exactly as outlined in the entity's proposal, the FDC wants to ensure that money was spent in a way that led to movement goals.
- Assess the performance of the entity over the course of the funded period against the stated objectives in the entity's annual plan.
- Identify lessons learned, in terms of both what the entity learned that could benefit the broader movement, and how the entity used movement-wide best practices to accomplish its stated objectives.

Overview of this quarter

CHANGES : Two majors changes were made within the staff team. Sébastien Baijard , in charge of fundraising left Wikimédia France to follow a different professional path. To replace him, two new staff members were recruited : Cyrille Bertin, Special advisor for Fundraising & Community engagement, and Jonathan Balima, Accountant.
HIGHLIGHTS : What were 1–2 important highlights of the past quarter? (These may include successes, challenges, lessons learned.)
The activity of the quarter met the objectives that were set at the beginning of the quarter. The main highlights of the period were definitely our actions targetting female audiences ("Women in Science" & "Art+Feminism" edith-a-thons) which took place on the International Day for Women Rights, and which benefited from a great media coverage ; as well as the organisation of the first Public Domain Festival.
WIKI-FOCUS: What Wikimedia projects was your entity focused on (e.g., Wiki Commons, French Wiktionary) this quarter?
The edit-a-thons supported by Wikimédia France are - for the major part - oriented towards the most accessible and famous Wikimedia projects Wikipedia and Wikimedia Commons. However, as often as we can, we try to support other projects in which French editors are active : Wikisource, through the Wikigrenier ("Wiki-attic") project; Wikitionary edit-a-thons in Lyon, which will soon become weekly events, or the support given to the Wiktionary newsletter launched in April 2015...etc. Micro-funding of projects for volunteers is also very much put forward and advertised for so that each volunteer is able to develop their own projects related to any Wikimedia project. Last but not least, during this quarter, more partners showed interest in Wikidata, especially from the French Ministry for Education.

Financial summary
editThe FDC requires information about how your entity received and spent money over the past year. This quarter, we tried to monetize the volunteer time. Using a grid mapping volunteer tasks to time, every staff member reported in the quality grid the time performed by volunteers by axis. At the end for the 3 previous months, we reported 2060 hours.
To monetize the time performed by the volunteers, we used the French minimum wage which is of 9.61€ per hour. By multiplying the minimum wage by the number of hours worked we get a total of 19.797€ for the months of January, February and March.

Higher and secondary education
- Wikiconcours Lycéen
- Coordinators training
- As part of the Wikiconcours Lycéen, a training session took place for 20 coordinators from CLEMI, with whom we are partners for this action. The coordinators are academic project leaders from all over France, who are responsible for applying CLEMI’s national policy. As far as the contest is concerned, they are the representatives of the national CLEMI (based in Paris) and a support for the teachers in the participating schools. Based on this context and the evident need to raise awareness and train people to contribute to Wikipedia, we organized a full day training for this target group. An employee and a volunteer from the association trained 20 people at the CLEMI headquarters in Paris.
- Creation of a help and resources page
- In order to be able to provide a substantial set of resources and documents for the teachers involved in the Wikiconcours Lycéen, volunteers from the association have enriched the current project page on Wikipedia dedicated to the competition, especially by adding a help and discussion platform. The platform was presented at the training session for CLEMI coordinators and contains resource documents, a discussion forum and a list of frequently asked questions.
- Training for doctoral students
- Training sessions for doctoral students attached to the Doctoral School in Lille took place on 20 and 27 February. The two 3-hour sessions were part of a global partnership: "Developing your knowledge with Wikipedia". The partnership comprises two 3-hour training sessions for doctoral students then a free contribution time that the doctoral students organize at home for a period of 3 months. At the end of the 3 months, the contributions are evaluated then submitted to the University authorities for, marking. The two training sessions involved a staff member and a volunteer from the Lille region.
- Raising awareness among upper secondary pupils
- 5 Wikimedians from Toulouse spent a day in a secondary school in Toulouse to present Wikipedia to Year 11 pupils and teachers. The morning was given over to a presentation of Wikimédia France and the movement, the Wikimedia projects and how Wikipedia can be used in class, while the afternoon was organized around a contribution workshop. 17 pupils took part in the workshop on a voluntary basis and the Wikimedians present were able to help them set up their accounts and write their first contributions.
Research
- Wikipedia readership survey
- The first contact between the researchers from the Institut Telecom Bretagne and Wikimédia France took place in October 2014. The period from January to March 2015 was mainly used to consolidate and finalize the survey questionnaire. The draft questionnaire was submitted to a few members then finalized. Following discussions with the researchers, it was decided to set up a project page. This was used to create a discussion forum around the survey on Wikipedia without indicating a link. The banner was inserted on the French-language Wikipedia for 1 month (26 February to 26 March). The researchers were expecting over 15,000 reader responses when the survey was launched.
- Women of Science edit-a-thon
- The 3rd Women of Science edit-a-thon was a real success. The event, which aims to highlight famous women who contributed to major scientific fields in the Wikipedia encyclopaedia, was held on March 7th. Approximately 40 people, mostly women, met for a day to contribute in the “Cité des Sciences et de l'Industrie” library. 8 volunteers attended to train and assist the contributors during the day. 17 articles were improved and 1 article was translated from English. This edit-a-thon was replicated in April in Spain, through an extended partnership between Wikimedia Espana and the L'Oréal Foundation.
- Science and Society
- Early January, following contact with the Science and Society Alliance (a group involved in popular education) we ran a stand at a colloquium based on the themes of popular education and research. The show did not attract many visitors (most came for the lectures) but provided an opportunity to talk with researchers about Wikipedia and popular education. Like many expert groups, they know little about the Wikimedia projects and contribution training sessions may well be envisaged with the partner.
GLAM
- Wikimedia France takes part in the first Public Domain Festival
- The 1st Public Domain Festival is an extension of “Public Domain Day”, which was initiated by the European Communia network and organized in France since 2010 by Wikimédia France, Creative Commons France, Open Knowledge Foundation France, the SavoirCom1 list and “La Quadrature du Net”. The festival is the initiative of Alexis Kauffmann and Véronique Boukali, trained teachers and respective founders of Framasoft and Romaine Lubrique. Wikimédia France gave strong support to the initiative (cf. Priority 5 for further details) and particularly to the content enrichment actions. No less than 3 edit-a-thons, 4 book scanner demonstration sessions, two photo outings and various awareness sessions took place, including at the Musée du Barreau de Paris, Père Lachaise cemetery, the Carrousel du Louvre (127 photos of Maillol’s statues) and the Louise Michel library, to celebrate the new entrants into the public domain.
Meetings
- Scoping meeting at the Lille Natural History Museum
- 10 museum staff welcomed Wikimédia France for a scoping meeting following various discussions between the contact for the local Lille group and the museum director. The aim of the meeting was to clearly present the outlines of a potential partnership and define the actions that may be envisaged between the local group and the museum. It led to the drawing-up of a partnership agreement that has to be approved by the municipal council in April.

Workshops
- Visit to the Brittany Museum in Rennes and workshop
- On January 20th, a guided tour of the Brittany museum on the theme of prehistory was attended by Wikimedians from the local group ; members of the Men ha Houarn archaeological association, which popularizes prehistory ; museum employees and other interested parties. This was followed by an “Introduction to Wikipedia” workshop on the theme of prehistory, which was used to import a large number of photos on to Commons in the “Brittany Museum” category. The action was also an opportunity to make contact with INRAP (The National Institute for Preventive Archaeological Research) responsible for carrying out preventive archaeology operations, evaluation operations and digs. It is also responsible for the scientific exploitation of preventive archaeology operations and for disseminating their results.
Edit-a-thon
- “Ethnology will surprise you” Edit-a-thon at the Musée du Quai Branly
- Following an initial edit-a-thon at the Musée du Quai Branly in May 2013 based on the ethnographic themes covered by the museum, it was decided to organize a second edit-a-thon to attract people for a longer period than a traditional contribution workshop. The museum organized a two-day event on March 14th and 15th entitled “Ethnology will surprise you”, with a full programme of talks, colloquiums, readings, etc. Over 5,000 people came to the event. 8 association volunteers took turns to attend over the two days and were able to direct curious visitors towards the Wikimedia projects and give them some training.

- National Naval Museum
- Wikimédia France was contacted by the National Naval Museum to define the outlines of a partnership in which the museum staff will be heavily involved. The opportunities for action discussed were to add to the article on the National Naval Museum (the historic and collections sections are incomplete), to create articles or improve existing ones concerning the other entities elsewhere in France and to create or improve articles linked to the museum’s directors where they have played a major role that is valid from an encyclopaedic point of view. The uploading of iconographic content on to Wikimedia Commons is also envisaged, particularly from the museum and library collections (e.g. Etienne Sigaut’s manuscripts on China), and certain books may even be highlighted with Wikisource. An initial Wikipedia contribution training session was held in early February for 6 museum employees, soon followed by a training session in how to use Wikimedia Commons.
Photography
- The University of Rennes 1 scientific collections
- The w:University of Rennes 1 zoology collections are kept on different sites on the 540 m² campus and are made up of approximately 150,000 animals preserved using various techniques: stuffed vertebrates, skeletons, specimens in liquid and a large number of invertebrates. Following the signature of an agreement with the University of Rennes 1, the Rennes Wikimedians have completed a number of photo sessions this quarter and uploaded nearly 40 animal photos to Wikimedia Commons.
- Photo coverage of the "Sculptures souabes" exhibition at the National Museum of the Middle Ages (Cluny)
- The Cluny museum welcomed 4 Wikimedians from the Photo, Paris and GLAM groups to the press viewing of its new exhibition, "Sculptures Souabes", for a photo session followed by a discussion with the exhibition organizer: this is a real sign of recognition on the part of the museum, which has been a partner to Wikimédia France since 2012, as places were counted. 66 photos were added to Wikimedia Commons.
- Photo outing in Brest
- In Brest, the theme of urban art attracted nearly fifty enthusiasts and contributors for a walk dedicated to tags and graffiti. The walk gave non-contributors a chance to learn about the Commons encyclopaedia and to illustrate Wikipedia articles with their own photos (see : http://www.wiki-brest.net/index.php/Fichier:Balade_Graffiti_Quatre_Moulins_Jacques_Quillien.jpg)
Cultural organizations
- Art+Feminism Edit-a-thon
- We were contacted in February by the Galeries Lafayette Foundation, which was looking to organize a version of the Art+Feminism edit-a-thon in France for the first time. A practical guide to organizing an edit-a-thon was designed and made available to them to help them focus on the potential risks inherent to this type of event. The edit-a-thon took place in the Marais district in central Paris, in the temporary space used by the Foundation, which is due to open in 2016. This relatively unusual venue (due to its corridor shape – long but not very wide) housed the event for two days – 10am to 2am on the first day and 10am to 6pm on the second. Prior to the event, 25 contemporary art professionals were trained by a member of Wikimédia France. These 25 people were present on D-Day and were able to support the volunteers in training and helping participants. Over a hundred visitors attended the event and approximately half of them contributed. Fifty articles were created and improved over the two days; this created a real spirit of emulation between the participants, some of whom came back the next day.
- First workshop at the French Centre for Immaterial Cultural Heritage
- In Vitré, the La Souris qui-Partage association and the French Centre for Immaterial Cultural Heritage joined forces for a first workshop dedicated to learning about and contributing to the free Wikipedia encyclopaedia, and led by an association member. The centre made its resources available – mainly from the archives of the “Maison des Cultures du Monde” – so that the Wikipedia articles concerning items registered on the UNESCO lists of Immaterial Cultural Heritage could be created or enriched. The workshop was organized with the support of the local Rennes group.
- Learning about Wikipedia in a Grenoble library
- A workshop was organized in a library and based on three key themes: learning how to structure articles on Wikipedia (history, checklist, discussion page or WikiBlame), learning to reference an article correctly (know the authority sources: French National library, Library of Congress, or add a source with the visual editor: website, book) and “hide-and-seek workshop”, which consists of using local library sources to identify “well-known” articles still to be written or subjects to be developed. This activity time was followed by a session of writing preliminary outlines of missing articles.
Gastronomy
- WikiCheese
After a particularly successful crowdfunding exercise, we were duty-bound to show that we were just as capable of launching and running the WikiCheese project. We had aimed to organize a contribution evening per month. We have now achieved this aim: the first three sessions took place this quarter, in which we photographed forty cheeses and added to or created the corresponding Wikipedia articles (see project page). The project expanded to Wikidata (see project page), and prompted Wikipedia editors to rewrite the Cheese infobox in Lua, leveraging on Wikidata ; it also raised the interest of Wiktionary editors (see the WikiFromage project).

Sport
Although winter is a low season for sports photography, a number of competitions were covered and a total of 3865 photographs produced. Two contributors in particular were very active: one covered several events in Belfort using photo equipment loaned by the association (a badminton tournament on January 3rd, wrestling on January 31st and indoor football on February 28th). Another volunteer was given micro-funding to cover his travel expenses for cycle races in northern France and Belgium and covered eight races during the quarter. In Paris, a contributor covered the friendly match between Mali and Ghana. We also handed over a report to Amaury Sport Organisation - one of our partners - concerning the actions carried out under our partnership in 2014.

What worked?
- Higher and secondary education

The CLEMI coordinators training was effective and ran smoothly as there were such high expectations. They had never been trained, despite the fact that the competition is in its 3rd year. A lot of questions were asked during the day. So far, almost no teacher questions have been fed through to the association’s employee team, which suggests that the training and the help and resources page have given real support to the teachers.
- Training at the Doctoral School in Lille
The 20 doctoral students who were given 6 hours’ training were all motivated and ready to learn the skills required to contribute to Wikipedia. We felt a real spirit of emulation during these two half-days. All the students did research into topics and articles to create and/or modify during the free contribution period, which helped to make the second training session much easier.

- Women of Science edit-a-thon
We received a lot of positive feedback from volunteers who took part in the day. The main reasons were the profile of the contributors – mostly women, all motivated to learn how to contribute and keen to enrich the encyclopaedia – and the excellent preparatory work done by the librarians prior to the day. A real spirit of emulation was felt as time passed, with a desire to achieve some effective contribution by the end of the day. As mentioned, L'Oréal contacted Wikimedia Spain with a view to repeating the initiative: an edit-a-thon was held in April in the Biblioteca de la Residencia de Estudiantes in Madrid.
- Wikipedia readership survey
The questionnaire preparation brought together a number of association members to discuss which questions should be modified. The questionnaire, which was also published online, was therefore the result of discussions between researchers, but also between members of the Wikimedia movement. Over 16,000 responses had been collected by the end of March. In the medium term, the survey should add to a report on the state of digital Francophonie under the auspices of the “Organisation Internationale de la Francophonie”.

- An “Ethnology will surprise you” edit-a-thon at the Musée du Quai Branly
This edit-a-thon enabled us to come up with potential improvements for holding future edit-a-thons (see lessons learned for the next quarter). In return for the participation of volunteers in this edit-a-thon, the Musée du Quai Branly provided us with fifteen invitations for the temporary and permanent exhibitions, as outlined in the compensatory clauses of the financial agreement.
- Participation in the preview to the "Sculptures souabes" exhibition "
This event was an excellent opportunity to reward the commitment of association members by giving them a special reception at the press preview. We are looking to develop this type of compensation and "exceptional" event with the various partners. The edit-a-thon will help us to develop other actions with this institution in the future.
- Cultural organizations
- Art + Feminism Edit-a-thon
Several positive points emerged from this event. Firstly, the partner’s ability to mobilize its own community and the diligency with which the 25 identified persons learned how to edit Wikipedia : we had excellent feedback from the volunteer who trained them. Secondly, the communication for the event was effective, particularly on the social networks, which gave the event visibility among a novice audience that had little awareness of the Wikimedia projects. Lastly, volunteers appreciated the logistics (overall organization, programme...), which meant that the contributions with the people present were effective. The event was a success overall and most of the volunteers are keen to repeat it in one form or another. We have therefore begun discussions with the partner for a future event.

This project and the resulting evenings seem to offer only advantages. Firstly, the evenings are real contribution times, with 325 photos uploaded and sometimes articles improved or enriched. Secondly, they’re convivial occasions at which Wikimedians can meet, talk to guests about their work (press, crowdfunding donors, institutional partners, etc.), or teach new contributors. Finally, the evenings have attracted journalists from all over the world and incidentally offered excellent media coverage for the project itself and, more generally, for Wikimédia France.

Sport continues to be a good example of Wikimédia France’s support for photographers, showing how contributors can benefit from the loan of equipment and help in obtaining accreditations and micro-funding.
What did not work?

- Wikiconcours Lycéen
We are still waiting for the signature of the agreement with the partner (CLEMI). We have been waiting for this signature for several months now, which is raising questions among the community of teachers involved in the project, and some are hesitating about being involved next year. This is mainly due to the fact that our partner is now attached to a new branch of a ministry. Some teachers may interpret it as being the fact that the ministry does not see the Wikiconcours Lycéen as a priority.
- Wikipedia Workshop at the Lycée Stephane Hessel in Toulouse
The volunteers who attended had a few problems, mainly linked to logistics. First of all, the Internet connection (Wi-Fi) in the room was faulty and the people who were there were unable to contribute for long periods. Secondly, the event was hosted by a school, and the school’s IP was blocked for a period due to vandalism. A Wikipedia administrator intervened to resolve the situation.

- Women of Science Edit-a-thon
Various aspects of the edit-a-thon could have been improved, such as the training time of approximately 10 minutes, which could not be altered. It was not enough to teach the participants all the basic theoretical grounding, and they later sent questions by email to the organizers. We place great emphasis on the various ways of seeking online help on French-language Wikipedia so as not to ask too much of the supervising volunteers. In addition, one of the participants in the edit-a-thon launched into a debate about Wikipedia’s eligibility criteria. As time went by, several volunteers and participants became involved and this cut down the day’s contribution time.
- Participation in Open Access week
This action was deprioritized so that the association could target its energy and resources elsewhere over three very busy months. The action has not been rescheduled for next year.

- “Ethnology will surprise you”" Edit-a-thon at the Musée du Quai Branly
Despite taking place in a well-known museum in Paris and despite wide-ranging communication (posters, website, social networks...) this edit-a-thon attracted only a very small number of participants, less than 10 over the two days, while 6 volunteers had travelled to supervise the participants. Three contribution training sessions were organized during the day and we noted that the mid-afternoon session attracted more people.
- Monitoring long-term partnerships
Some partnerships are making little progress in terms of practical action due to a lack of time given over to coordinating the partners or quite simply a lack of time on the partner’s side. It is difficult to assess just how available and reactive a partner structure can be, and some of the actions that have been initiated are still on hold.

- At the next Wikiconcours Lycéen in 2015 - 2016, we will be organizing a scoping meeting prior to the event to discuss the agreement and the rules of the game and to draw up a clear, precise reverse schedule to which the parties are committed.

- For future workshops, we will make sure that the partner has a good Wi-Fi connection. We are planning to possibly invest in Wi-Fi repeaters to amplify the existing network.

- Coordinating the partners network
- The structures that canvass Wikimedia France may need a lot of time to develop their project internally. To maintain the link with the association, we are trying to keep the partners going in the meantime. For example, a convivial WikiCheese evening is planned with the current partners for the next quarter, including the GLAM. Other options are to ask the partners with whom we are working to share their experience with us at conferences, forums or dedicated contexts.

Developing an organization in each region
- Venues for each local group
- A fixed, regular venue helps local groups to become more visible. Recurring actions (Wikipermanences, awareness sessions, etc.) lead to a greater collective endorsement of projects, as everyone can lead or take part in the workshops and thus regularly practise speaking in public, answering questions and developing his teaching skills. This applies even more to beginners who join a local group. In this respect, in February 2015, we took out a subscription for the local Bordeaux group in a co-working space in the city centre, which allows the members to organize workshops and Wikipermanences. Other groups are also looking to organize actions in this type of premises. For example, in Lyon, an initial Wikipermanence was held in late March in a co-working space: the media workshop.
- A calendar for local topical events − a real communication tool (paper version and on Wikipedia)

- In Brittany, following the success of the 2014/2015 programme, the Rennes members have started to discuss their 2015/2016 action plan. The paper version of the diary is distributed in the city’s cultural venues. It acts as a communication tool for the local group and attracts a new audience.
- Activity is becoming more structured in Île de France, as a result of the strong commitment of the regional contact. A page dedicated to local topical events has been created on Wikipedia (Wikipédia:Paris). The calendar helps contributors to know what actions are due to take place over the next few months. Every action in the calendar is linked to a sub-page that presents the action in detail.
- Wikipermanences based on a theme
- More and more Wikipermanences are dedicated to a particular topic. For example, in Strasbourg, a Wikipermanence was attended by all the cultural and institutional groups working to support the Alsatian dialect. In Grenoble, Wikimedians are continuing to organize monthly Wikipermanences. Three meetings have been offered on the following themes: the first was used to explain the encyclopaedia to an audience of beginners. The second concerned the Wikimedia projects and the different methods of data-oriented contribution, while the third concerned the technical aspects, with the audience learning about Infoboxes and DBpedia before being introduced to Wikidata.
- The organization of meeting times
- The local Grenoble group recently organized a contribution weekend at La Casamaures (a historic monument listed in 1986). In addition to the workshops and photo outings scheduled for the visitors, the Grenoble Wikimedians helped the contributors to take part in enriching the articles at a distance. The project page was created especially for the occasion and lists all the articles, photos, sources, resources and links to primary and secondary sources. The page is of interest as it allows contributors to get involved and ask questions on the action discussion pages or on Twitter via the #Casamaures hashtag. The event was covered by journalists and led to six appearances in the media (written press, radio and TV). The list of articles to improve or create also allows partners to propose actions to its members. Further information on the project, see project page.
- Discussions between the Regional Wikis and the Wikimedia projects
- Alongside the development of Wikipedia over the last 10 years or more, regional Wikis have appeared on the Web. The main ones are: Wikibrest/Anjou/Manche. The main contributors to these Regional Wikis are association members, while two are also local group contacts. The Regional Wikis are used more by inexperienced contributors. All three groups have observed this phenomenon and are discussing ways to make it easier for contributors to Regional Wikis to move on to Wikipedia.
- Developing local partnerships

- In February, one of the local group contacts was invited to the Bordeaux press club for a drinks evening for freelance journalists, the subject of which was: Is Wikipedia a friend to journalists ?. A member spent 2 hours talking to 10 local journalists, explaining how the Wikimedia projects worked and how Wikimedia was organized.
- Following the partnership agreement with the University of Lille 1, doctoral students were invited to register on the regional discussion list. The list is made up of active contributors and members and allows the doctoral students (currently training with the development department) to ask questions or raise problems that they encounter. They were also invited to take part in Wikipermanences with the local group for collective contribution sessions.
- Sharing resources

- The members of the local Nantes group have been working recently on making up FAQs to help them answer questions at workshops or meetings with partners. The FAQs cover a range of complementary subjects: presentation and history of the Wikimedia movement and association, the main rules for contributing to Wikipedia and the technical constraints of the projects (e.g. metadata management and processing).
- In Lyon, contacts are working on memory aids that can be re-used for workshops, days or weekends. All these resources will be available on the Members wiki.
Facilitating links between regions
The less experienced local groups regularly need support from the more experienced groups. When a group expresses a need for help in running a training session or Wikipermanence, we aim first of all to call on the services of members of nearby local groups. For example, in February, as part of the partnership with the Loire-Atlantique departmental council, the Nantes group expressed a need for experienced photographers to photograph the Musée Dobrée collections. Their request was placed on the inter-regional discussion lists and members of the local Rennes group offered their services.

- Isère departmental council
- The Grenoble Wikimedians have had two meetings with 4 representatives of the Isère departmental council Culture and Heritage department. The council manages ten museums and is thinking of working with the local group on the following points: training of GLAM staff; organizing an internal edit-a-thon specially reserved for museum staff ; the mass automatic upload of already-digitized documents and files (texts, images, diagrams and computer graphics); organizing outings to museum reserves for photo sessions; digitization of material on exhibition and finally offering a theme-based conference for staff and teams. Groups with an interest in the museums will also be invited to take part in this collaboration.
- Lille City Council
- Following initial discussions between Wikimedians and the natural history museum, an agreement is being drawn up with Lille Council, which manages the museum. Chapter staff members from the development department also met with the museum staff in order to prepare the partnership (for further details, see Priority 1).
Promoting regional languages
Following the strengthening of ties with the Wiktionary community, action has been taken to widen the use of this project to the general public and lovers of the French language and the languages of France. For example, in March, a contributor with active administrator status came to present the Wiktionary during the 20th “Semaine de la francophonie et de la langue française” dedicated to the Alliance Française dictionaries. In the presence of education authority inspectors, journalists, well-known linguists, novelists, academics and publishers, the Wiktionary presentation appeared to be extremely innovative. Wiktionary’s collaborative approach and the opportunities for audio-recording words aroused considerable curiosity.
@pplipedia, jointly run by members of the local Strasbourg group and the digital facilitation project leader from the André-Malraux media library, offers sessions that are moving towards a more topic-based format, like the one held on 21 March: “Alsatian language and culture”. The University of Strasbourg Centre for digital culture (50,000 students), in collaboration with Strasweb (a local web association) and Wikimedians, recently organized an awareness session for students, approximately 15 people attended. The workshops are very likely to be repeated in the future.

Running Wikipermanences leads to strong participants involvement. Participants discover the Wikimedia projects through the prism of their own center of interest or activity. Theme-based Wikipermanences attract more people than traditional Wikipermanences. The new FDC request falls into this pattern in that it is aimed at training and equipping existing communities to contribute to the Wikimedia projects.
- Facilitating links between regions
The strategy weekend with the local groups contacts was a great success. Contacts from all over France were able to meet and get to know each other. A number of planned actions have begun to take root following the weekend. For example, members of the local Rennes group have proposed to train the Nantes group in running meetings with partners, as explained above. Also, the local group from Lyon is looking to collaborate with the local group of Toulouse following their experience with the natural history museum.
- Local authorities
Developing relations with the authorities helps to bring a number of cultural institutions on board. In Grenoble, the meeting with the departmental council will eventually lead to actions with 10 cultural institutions for which the council is responsible: this represents a significant pool of data for the Wikimedia projects.
- Promoting regional languages
The presentations of the Wikimedia projects by members at national events has raised awareness among a large number of people. For example, the Wiktionary presentation during “French language week” attracted nearly 100 people.
What did not work?
- Developing an organization in each region
Still too few association members are able of organizing Wikipermanences, due to lack of time and training on all Wikimedia projects. We must therefore offer greater support to help them become as autonomous as possible in carrying out local actions. The development department will be offering training sessions in the regions, while the network department will also be helping members organize Wikipermanences.
- Facilitating links between regions
We have not made enough use of feedback among members. It is important for the future to train them to write learning patterns that other local groups and the whole movement can use. After each action, the network department will contact members and ask them to provide feedback. A dedicated section will be created on Wikimembers, our internal Wiki.
- Local authorities
The development of partnerships with local authorities depends to a great extent on political will at city or department levels because local institutions depend on local authorities. It sometimes takes a great deal of awareness-raising to get them to understand the advantages to them of becoming involved in the Wikimedia projects. For example, the partnership with Lille council has been on the drawing board for several months. It is important to maintain the interest of members and contributors during this period.
- Promoting regional languages
The regional languages project is still dependent on too small a number of contributors. We therefore need to finalize the writing of the project so that we can involve a large number of members and contributors. A project to train language communities in Metropolitan France should create strong support and commitment.
What lessons can we learn for future quarters?
- Developing an organization in each region and creating local awareness;
The theme-based Wikipermanences attract the attention of people who have little experience of the Wikimedia projects. They enable us to target our communication once we have identified the existing networks. For example, a Wikipermanences on the theme of nature may be offered to a countryside protection agency.
- Facilitating links between regions
In addition to the discussion list, members will be able to use the space dedicated to local groups on Wikimembers to present their learning patterns. As members organize their actions, they can give feedback that may be useful to other members. We must help members to take a step back from what they are doing and describe their practices as accurately as possible.
- Local authorities
We will need to make better use of past and present experiences with these authorities. Writing blog notes and presenting successful past partnerships should encourage new authorities to get involved in Wikimedia actions. A monthly blog note on the latest news from the network department should help to highlight actions.
- Promoting regional languages
As part of the regional language projects, contributors are presenting the Wikimedia projects to existing networks (National Agency for the Languages of France, French Language Week...). These existing networks pass on information about our actions more quickly, which shows that there is an advantage to be gained in training these communities in regional language contribution on the Wikimedia projects.

- Visit to the Wikimedia Foundation
From 2 to 14 February, Nathalie Martin (executive director of Wikimédia France) and Emeric Vallespi (vice-chairman of Wikimédia France) were in San Francisco to meet various members of the Wikimedia Foundation. They had meetings with Katy Love for aspects linked to the FDC process ; Anasuya Sengupta and Garfield Byrd to discuss last October’s field visit and the changes and improvements implemented since their visit to France ; Rachel Farrand to plan and prepare the 2015 Hackathon as fully as possible; Geoff Brigham to talk about using the brand name, and, finally, the team that coordinates fundraising to clarify the processes involved in collecting funds and opening a shop.
- Meeting for European GLAM coordinators
A meeting was set up following the recommendations made by a dedicated taskforce that operated between August 2014 and January 2015, in line with the Europeana strategy of reinforcing its collaboration with the Wikimedia movement and with the Wikimedia Foundation’s wish to place the emphasis on sharing good practices between the local entities. The GLAM coordinators from Wikimedia’s European “chapters” were invited to Paris for a two-day seminar proposed by Europeana and hosted by Wikimédia France. The aim of the two days was for the participants to share their successes and failures in order to capitalize on existing high-potential projects, save time and avoid reproducing errors that have already been committed. The 15 countries represented over the weekend of 7-8 March have all introduced awareness programmes for the GLAM, which are at different stages of development and are more or less complex. These activities are coordinated by employees supporting volunteers, by volunteers only, or by elected executive board members. The two days of workshops were an opportunity for everyone to benefit from a meeting IRL and to share experiences with a view to devising or formalizing certain common objectives for the coming year. In January, Honoré Yaméogo (who had visited Wikimédia France in November 2014 - see Wikireview no. 7) held the first "Wikipermanence" in the meeting room at Face O Sceno, a group of set designers, to discuss actions that could be implemented in Burkina Faso. Wikimédia France has sent photographic equipment (a Canon Powershot G16) and communication materials to Burkina to promote the Wikimedia projects with "Welcome to Wikipedia" booklets, Wikipedia badges and pens and flyers presenting Wikipedia, Wikimedia Commons, Wiktionary and Wikibooks.
- International Francophonie Day
The International Francophone Contribution Month, which was set up as part of WikiFranca, took place in October 2014 for the second year running. International Francophonie Day on 20 March was an opportunity to review the action and its results and draw up an initial assessment of what is needed for the next event.
- 12 countries took part in the adventure: Algeria, Belgium, Benin, Burkina Faso, Canada, Estonia, France, India, Madagascar, Czech Republic, Switzerland and Tunisia.
- 36 cities organized events, generally workshops for around ten people to raise awareness of contributing to the Wikipedia encyclopaedia.
- Adaptable, shared communication tools had been put in place to facilitate communication and commitment to these initiatives - customizable press release, different versions of posters - and were appreciated by the organizers in the different countries.

The aim for next year (WikiFranca is thinking of organizing its next contribution month in March 2016 to echo the International Francophonie Day agenda) is to persuade more countries to take part, coordinate actions more effectively in advance and encourage support for the Wikimedia organizations that have less human and financial resources.
- Wikipedia readership survey (see Priority 1)
The survey was carried out across the whole of the French-language Wikipedia and therefore involved other chapters, including Wikimedia Canada and Wikimedia Switzerland in the design part of the questionnaire. Wikimedia Canada also provided vital support in putting the survey online and disseminating it to the public.
Africa
Two major meetings have taken place to activate the revision of the Afripedia project. One was with “Bibliothèques sans Frontières” to plan the training of IDEAS BOX instructors in Burundi next May, and the other was with the “Organisation Internationale de la Francophonie” with a view to organizing a training session for members of the International Alliance of Independent Publishers in Dakar, Senegal, in June 2015. These training sessions envisaged with new partners both fall within the wider framework of organizations deploying actions in these countries for several years and local stakeholders taking part in these programmes.

Up to now, the revision of the Afripedia project and the opportunities identified for carrying out actions for and with the stakeholders in Francophone Africa have led to positive results. The fact of joining in with already-existing projects in which the vision and ideology converge with the association’s aims is a bonus that makes it easier to design actions and places us in a joint creation process. The partners approached are open and enthusiastic about the idea of running these actions with us and a wide range of opportunities are opening up above and beyond the training: participation in writing, provision of resources, integration with other already-existing projects (e.g. Wiki Loves Africa), networking, etc.
What did not work?
- Francophonie;
- An evaluation of the International Francophone Contribution Month is a real challenge in terms of coordination, and re-contacting the organizers after the event makes it difficult to gather all the required information. That being said, International Francophonie Day was a good excuse for carrying out the evaluation on an international scale and identifying the Francophone stakeholders in the different countries. It enabled us to establish better contact with Wikimedia DZ (Algeria), with whom we have since had more in-depth discussions.
The francophones@ discussion list is not very active, and the question must be asked as to how to run it better and who could be responsible for this.
What lessons can we learn for future quarters?
- Francophonie;
We intend to attach more human resources to this priority to improve its potential. A civic service volunteer is expected to reinforce the Wikimédia France ranks shortly. At the same time, certain actions have been given priority over others according to their medium-term potential for activation and to the expected impact, which will help to regulate the flow of activity.

Photography
Over 7000 files supported by Wikimedia France were uploaded on to Wikimedia Commons during the quarter (including those relating to sport and gastronomy photography, see Priority 1). Among these files we can note a number of actions: the editors in Brest took advantage of an exceptional high tide ("high tide of the century") to organize a photo outing. With coefficients reaching 119/120 (not seen for 18 years), photographers were also able to take photos of the raging sea.
Je suis Charlie : Following the terrorist attack that took place in Paris in early January in the Charlie Hebdo editorial offices, a number of support marches were spontaneously organized by citizens in various cities across France. They were covered by several Wikimedians in the regions: Toulouse, Rennes and Strasbourg.
Several editors were loaned some equipment and given accreditations for various events: one of them took photos at shows and auctions, another went to the Florissimo show and took 146 photos of this international floral exhibition, and an editor living in Belfort covered a number of political meetings in the area between early January and late March.
Several editors took advantage of the free opening of the Louvre museum on the first Sunday in the month to go and take photos of the collections. This action, called Wiki Takes The Louvre, is done by commonists only and we don't have a partnership with the Louvre. We do, however, have partnerships with museums and other GLAM institutions, and as part of the Sèvres project, two editors went to film and photograph the know-how of the ceramic artists. 490 photos were taken. This partnership is described at length in the GLAM section of the previous quarterly reports. Other photographic actions supported are detailed in the section "Priority one" of this report.
Community space
The installation of the book scanner has encouraged more people to use our community space, particularly as a result of the monthly WikiGrenier evenings that began in February. The aim of these evenings is to improve Wikipedia and its sister-projects (Wikimedia Commons, Wikisource, etc.) by making use of the resources available in the Wikimédia France community space: a mini photo studio that gives the user the right conditions for photographing small objects, and a book scanner that digitizes books that are in the public domain. Everyone contributes a few objects to photograph: they may be day-to-day objects from the kitchen, bathroom or office, DIY tools or older items found in the attic. Two workshops have also been organized on the Wikidata and Wikisource projects.
Hackathon
As the community had chosen and approved the Hackathon venue, we have focused our efforts on searching for partnerships and involving association members in organizing the event. This meant two trips to Lyon, where we met ten potential partners and the local group based in Lyon. As a result we have signed several partnerships, with UBER for the transport of participants on their arrival in the city; with PLOSS (“Professionels du Libre et Open Source Software”), a group of free digital culture enterprises, particularly to involve the free culture movements in the region financially and physically, with certain members of the group taking part. We also wanted the students in the region to take part in the event, such as the EPITECH and ENS schools. The students will be able to attend the lectures and come and code with the movement’s developers.
We have also worked on organizing three awareness workshops, which will be run as follows:
- Presentation of the Wikimedia movement
- Presentation of the Wikimedia France association
- Presentation of the association’s actions
- Presentation of the Hackathon
- Tour of the premises and discussions with the developers
For the 2015 Hackathon we are very keen to raise public awareness of the Wikimedia projects, which is why we have also had contact with the secretary of state for digital technology in order to promote the event.

The two evenings were a great success with participants and involved editors, particularly Wikisourcers, who up until now had never taken part in events organized by the association.
- Hackathon
On our visit to Lyon, we noted a high level of enthusiasm among local Lyon group members for the idea of taking part in the organization and running of the Hackathon. We also obtained 100% of our request for funding from the Wikimedia Foundation, which is a significant contribution to the funding of an international event.
What did not work?

We were hoping that certain partners would find us more funding. The Hackathon is also a very time-consuming event and overshadows the other actions in this priority, apart from direct support for editors.

The WikiCheese and WikiGrenier evenings will continue to be held monthly. Occasional workshops are also widely planned for the coming months: training in Wikidata and Lua/Scribunto, MediaWiki script language…

We will continue to provide local groups with professional-quality photo equipment. The next group to benefit will be the local Toulouse group.
- Contributing to the development of tools
The reorganization of our internal Wiki will need to be carried on on the long term : a new week-end will take place next year.

Raising awareness of public domain issues
As part of the Public Domain Festival (mentioned in Priority 1), Wikimédia France organized a Public Domain Remix contest presentation evening on 30 January at La Gaîté Lyrique. The evening was an important one for defining the context of the competition and explaining the various possibilities and opportunities that the competition offered. During the evening, the director Nathalie Martin presented Wikimedia France, Jean-Philippe Kmiec presented the competition with the key deadlines and two speakers, Nicolas De Palmaert and Johanna Daniel, presented 4 artists entering the public domain on 1st January 2015: Munch, Kandinsky, Johnston and Mataloni. Raising awareness of the Wikimedia projects and free culture
- Prior to the Book Fair ("Salon du Livre"), we held a meeting to define objectives and the issues involved in the association taking part in such an event. This year, the Book Fair took place from 20 to 23 March 2015 at the Porte de Versailles. We decided to hire a larger stand to allow us to bring more documents and accommodate visitors more easily. It was very satisfying to see the enthusiasm shown by the association members who helped to run the stand. We had 8 volunteers to run the stand and 2 to take photos of the authors present at the Fair.

- In addition, the Fair was well attended and we distributed a hundred WikiReviews and over a hundred and fifty flyers concerning Wikimedia projects, with a very positive response from the public. We had brought the association’s Book Scanner with us for the occasion, again with the aim of raising public awareness of free culture.
Nearly 15 Lyon Wikimedians took turns to run the stands at the Primevère and Journées du Logiciel Libre fairs. The Primevère fair is an annual fair-cum-exhibition which focuses on the ecology, nature and sustainable development. It defines itself as the “alternative fair, dedicated to alternative, ecological and collective solutions”. The media sometimes describe it as the “alter-ecology fair”. The fair provided an opportunity to photograph celebrities and illustrate articles on Wikipedia. (example)

The association received considerable media coverage at the Public Domain Remix presentation evening, including a live broadcast on the Internet followed by 50 people (according to the Gaîté Lyrique) and a video replay available here: https://www.eyedo.com/fr-FR/#!/Live/Detail/15961?chapterId=0 . Forty people attended the evening and twelve later became members of Wikimédia France.

The 2015 Public Domain Festival was a very valuable event for the association, with different audiences and a variety of event formats. Association volunteers were heavily involved, with 17 members present to help with the organization or take photos. It was also an opportunity for Wikimedia France to meet a large number of partners and to attract some media coverage.
What did not work?

We worked in some haste and noted a lack of coordination between the festival organizers and the association. Also, it was not necessarily a good idea to move the Book Scanner as it’s a big piece of equipment and is difficult to transport: this involves significant costs.
The Public Domain Remix presentation fitted in well with the Public Domain Festival. However, it came a little early in our communication and organization for the Public Domain Remix competition. We also had a problem with an artiste for the second part of the evening: we had initially planned a Cinema Concert. The artiste and the organizing body discovered a problem in that parts of the concert were not in the public domain. We therefore cancelled the second part of the evening at the last minute.

During the Book Fair, we gave information to nearly 200 people, who were very curious about the Wikimedia projects. However, we must emphasize that the employees and volunteers spend a great deal of time on this event.
What lessons can we learn for future quarters?
- Raising awareness of public domain issues
Regarding future editions of the Public Domain Festival, we will have to start working well in advance of the event to make sure that it is well prepared. We also think that, for future events, we will organize Book Scanner demonstrations on the Wikimédia France premises to avoid having to move and possibly damage the machine.
From now on, before we book a performance, we will carry out our own checks on the work being performed; this will help to avoid misunderstandings and unpleasant surprises such as the cancellation of the second part of the evening.
We will also train more people to use the Book Scanner, as at the moment only two people know how to operate it. We will produce a user help-guide and send it out to interested members.
- Raising awareness of the Wikimedia projects and free culture
When we take part in the 2016 Book Fair, we will not repeat the Book Scanner demonstrations and will concentrate mainly on communicating about the association’s projects.

Making the various communication tools consistent with each other
One of the association’s short-term aims is to completely redesign the Wikimédia France website. An internal study by the association has concluded that the current site is not particularly effective in meeting the needs of visitors. We would like to combine several media, such as the blog and the website, on a single platform. On 17 January 2015, part of the Promotion and Communication group (3 members, 4 employees) met on the association premises to work on redesigning the website. The group worked in several stages towards the design of the new Wikimédia France website. The first step was to benchmark existing websites according to 3 criteria: the message, the user-friendliness and the design.
The second workshop was based on Card-sorting, a UX Design technique used to obtain an arborescence to match the stated needs. Finally, the participants worked in small groups of two or three to define the page content. The workshop was highly productive and will be followed by several meetings to move forward on the various communication subjects. Following this meeting, we have carried on working on drafting the documents created during the workshops. Our aim is to finalize the site for the end of 2015.
WikiReview no. 8 was published slightly late and distributed to 6431 donors. 350 copies were printed and 712 people were reached via Facebook: a very good score. We are also currently directing the association’s review towards new targets. The aim is to always send WikiReview to our donors, but also to circulate it to as many people as possible. The association has also worked on publishing a service offer: a document that enables partners and anyone looking for support from Wikimédia France to find our various services. This has a dual purpose: we can structure our offer and therefore have clearer dialogue with our partners in advance, and we can clearly establish the limits to our participation in certain events. During the last quarter, we have also worked on developing and writing our articles on our social networks.
Developing strategic management tools
Over the last three months we have embarked on a process to have a quality audit of the association carried out by two organizations:
- IDEAS, whose aim is to ensure that we apply a hundred quality and quantity indicators linked to the association’s internal control processes and conflicts of interest. Several adjustments need to be made, such as risk mapping, setting up an audit committee to ensure that we apply our internal control processes, etc. This labelling will give us greater visibility among new donors and partners and should come into effect in November 2015.
- ESSEC (business school) whose Social Entrepreneurship Department and the students in the department have been given the task of auditing the association. The students will hold interviews with association employees and volunteers (treasurer, chairman, etc.) during April. At the end of the audit period, a guide to Good Practices and Transparency in Associations will be published and handed over to the association.
The quality group has been heavily involved in the last three months through the working party meeting that led to the finalization of the quality targets for the FDC request and the future adjustments concerning the quality indicators which will be aligned with Global Metrics.
- Strategy weekend: Wikimédia France organized its strategy weekend for the second year running. The weekend is a time for people to come together, generally the executive board and the employees, to discuss the strategies that the association is following. This year, the executive board wanted to work on synergies between volunteers and employees. In addition to the usual participants, the local group coordinators were also invited. An outside firm chosen for its original methods (design thinking) was called in to guide our discussions.

Diversifying sources of funding
During the quarter, we have sought to differentiate the sources of funding for the Hackathon and the Public Domain Remix (for further details see Priority 5). We have applied for a Project and Event Grant to finance part of the Hackathon, but are constantly reliant on new partners. We have many objectives: the financial burden of events is spread and allows Wikimedia France to redistribute the funds saved to projects for which it is much more difficult to find partners, but it also allows us to increase our communication about an event. Many partners want to be associated with Wikimedia’s image and will often tend to highlight the partnership and the event. Finally, these new partnerships enable us to establish links with new companies (such as Mozilla, Free and Google) and therefore make them aware of what Wikimedia is doing.
This strategy can be explained more clearly by a few typical examples. In the last few weeks we have been in contact with an association in Lyon called Rezopole, which is involved in developing Internet technology in Lyon. We have obtained a funding commitment from them for the Hackathon; a link-up with their women’s network so that we invite them to the Hackathon and possibly a room in their new premises that we can use as a contributor space in Lyon.
Similarly, we contacted the Free Foundation to ask for funding. Our request was turned down but we were granted an interview to present our activities and find out about their selection methods. Finally, we have been in contact with Google France and will certainly be in a position to organize activities with them in the more or less distant future. So there are two examples of the strategy that we adopt when we are looking for new sources of funding.

What worked?

The meeting on 17 January concerning the redesign of the website went very well: discussion was constructive and feedback was positive. The work done on the various communication materials, such as the WikiReview and the service Offer, was appreciated by our partners and association members. In the next quarter we will be able to measure the satisfaction with and effectiveness of our new service offer document. Our visibility on the networks has further increased this quarter: 250 new followers on Twitter and 50 extra fans on Facebook.
- Developing strategic management tools
The last three months have seen a strong spirit of emulation within the quality group, which has met informally to move forward on the various salient points: risk mapping for the IDEAS quality audit, meeting with the ESSEC students, finalization of the quality targets, etc.
The strategy weekend is a highlight of the year and very popular with both volunteers and employees. The presence of the local group coordinators and the introduction of themes added a great deal to our discussions, helped put faces to names (or pseudonyms), and opened up new working opportunities. The ties that were forged were also part of the aims of the weekend. In addition, and despite the lack of time available to us (just two days) plenty of new ideas and needs emerged. For example, we worked on integrating new members and on ways of rewarding our volunteers.
- Diversifying sources of funding
For this quarter we have found our first partners for the Hackathon: UBER, who will take charge of all the transport during the Hackathon. At the end of the quarter, we were in discussions with Google and Mozilla, who, through their positioning, are interested in the Digital environment in France.
We have also signed partnerships with schools in Lyon with a view to being involved in the local digital and educational environment. Two schools have agreed to send students to take part in the Hackathon: EPITECH and ENS. Student interest is very important as they will be able to develop their skills alongside experienced coders over the weekend and extend their professional network. For the association, it’s an opportunity to get into the schools, popularize the Wikimedia tools among the students and staff and talk about future collaboration.
A number of networks have also supported us, including Ploss-RA and Rezopole. Ploss-RA is an association made up of forty free culture enterprises in the Rhône-Alpes region. Their support is important to us as it allows us to become better known to these 40 enterprises. Rezopole works on Internet technology in Lyon. The two networks have also opened a number of doors for us to enable us to negotiate with some larger enterprises and contact local public institutions and even the press.
What did not work?
- Making the various communication tools consistent with each other
We should have held more meetings for the website design during Q3, but with the organization of a large number of events such as the Hackathon and those linked to the Public Domain Festival, we ran out of time. It is also a pity that only three association members took part in the first phase.
WikiReview no. 8 came out a little late. We really must overcome our deadline problems for future publications. It’s not a great problem in itself, but if the association wants to produce up-to-date documents, it needs to coordinate the production of our various communication materials.
- Developing strategic management tools;
The current audit by IDEAS requires a considerable amount of time on the part of the employees and volunteers in the quality group. This due to the fact that the group’s indicators contain 140 items that have to be reviewed one by one. We have therefore been delayed in applying these indicators and the final audit phase will take place in November 2015 instead of June 2014.
The strategy weekend ran very smoothly and the logistics were irreproachable. However, the "weekend" format, people’s availability and the geographical spread of the participants meant that the timetable was heavily restricted. The late arrival of some people and/or the obligation to leave early meant that the pace of work was not entirely compatible with the convivial atmosphere that we were initially seeking.
- Diversifying sources of funding;
Concerning the Public Domain Remix event (for further details, see Priority 5), we encountered major difficulties with funding this quarter. We contacted a large section of the artistic community to ask for financial support, but the strategy did not work out. We had few replies and all of these were negative. To explain the reasons for this failure, we believe that the artistic community operates very much as a network and we are not yet part of that network. It will take a few more years of organizing the festival before we can be in regular contact with these people. We nevertheless took part in the Art Paris Art Fair festival in order to meet galleries for future exhibitions.
We have decided to change strategy for the next quarter and make a direct approach to the specialist stores in direct contact with the artists, such as artistic material suppliers like Le Géant des Beaux-Arts. We believe that they could see a real advantage in being promoted among the artistic community in Paris. In addition, we are only looking for small amounts of funding, averaging around 1000€.
However, we have found a room in which to exhibit the prize-winning works: ICI Montreuil, a co-working space for artists. It has a large exhibition room and has a philosophy based on mutual support and sharing of knowledge and expertise similar to the Wikimedia ideology.
What lessons can we learn for future quarters?

We are going to try and involve more members in the future stages of the website redesign. We also want to work more effectively, with more regular meetings via online tools such as Framapad, Skype, etc.
For future WikiReviews, we are looking to set up an editorial committee to avoid deadline problems. This could be made up of two employees, two members of the executive board and two association volunteers. Concerning setting up the service offer, we need to do more work on the format and further improve the document.
- Developing strategic management tools
To pursue the policy linked to the association’s project evaluation and audit issues, we are seeking to:
- contact new members who may be prepared to join the quality group, particularly for issues linked to promoting volunteer action, a subject on which a number of volunteers have already written reports.
- draw up a yearly diary of the structuring and recurrent actions linked to quarterly reporting, the quality policy, the impact report, etc.
- Diversifying sources of funding
We have learned to exploit sources of funding as best we can. They are partners with whom we must build for the long term and not just a cash machine. Concerning our Public Domain Remix partners, we now know that we need to do more work to find partners who are in a position to respond to us, rather than waste time with over-large foundations for whom our project would not provide sufficient visibility. We have also naturally learned to capitalize on the strengths of our projects in order to give greater impact to their presentation. Although we initially stuck to a generic presentation, we now know that after a few minutes’ conversation we need to focus our presentation on the points that the potential partner is expecting to hear.

editWhat have been your main achievements over the last quarter, and how have they helped to achieve the movement’s objectives?
edit- Edit-a-thon for women
- Art&Feminism is an international project that continues to exist outside edit-a-thons. This is the first time that the event has taken place in France. Women of Science is to be exported to Spain in April, at the instigation of L'Oréal and Wikimedia’s Spanish chapter.
- Public Domain Festival
- Increasing awareness, a larger number of contributions, the number of partners involved and the media coverage have all convinced us that this action is of benefit to the movement. It’s totally in keeping with our aim of raising public awareness of the public domain. The future realization of the project consists of holding training sessions in schools in September.
- Afripedia
- The project was properly relaunched this quarter. Training sessions are planned for Q4. This contributes to the Foundation’s objectives concerning the Global South.
- WikiCheese
- For all the reasons explained above, WikiCheese remains an important part of our quarter and we hope that new campaigns will be launched worldwide.
- Civic Volunteers
- The signature of the agreement and the planned arrival of 5 civic volunteers will help us reinforce our human resources.
What have been your major setbacks over the last quarter (e.g. programmes that have not been successful)?
edit- The Edit-a-thons
- Certain Edit-a-thons have difficulty in attracting contributors and partners (Musée du Quai Branly, Public Domain Festival), particularly when people are not mobilized prior to the event. Ideally, partners should activate their own networks and train a group of people in advance who can then accompany participants, along with the members present, on the day itself.
- Partners for the competitions
- At the end of Q3, we had no partners to support us for our competitions (Hackathon, Public Domain Remix). This prevents us from announcing the rules of the Public Domain Remix and considering the full range of possible actions for the Hackathon. The Wikipedia name is known and appreciated by everyone, but it doesn’t help us obtain funding.
What were the factors (organizational, environmental) for success?

- The major organizational factors that have contributed to the success of most of our actions have been the creation of the special advisor positions and the setting-up of the Scientific Committee.
What unexpected challenges have you met and how have they affected your achievements?
edit- GLAM Wiki Toolset funding
- As far as the movement is concerned, the Wikimedia Foundation and Europeana decided not to invest in developing and maintaining the GLAM WikiToolSet. This forced Wikimedia France to rethink the part of its service offer concerning mass imports of content on to Wikimedia Commons and to think of other solutions or how to change this decision.
- The situation has been discussed at European level at the GLAM coordinators’ meeting on 7&8 March and in the French GLAM Group and remains unresolved.
- Signature of Agreements
- At each competition, two documents are essential in defining the parties’ involvement: a partnership agreement and the rules of the game. Concerning the Wikiconcours Lycéen, we are still waiting for our partner to sign the agreement and for the rules of the game to be lodged with a court bailiff. These delays cause concerns among the people involved in the project. It is difficult to foresee these delays as the signatures have been planned for 7 months. As the usual time taken is two months, this is an extraordinary occurrence.
What changes do you intend to make to the running of your projects in the next quarter?
edit- Clarify the editorial lines of our communication channels
- We are going to try and improve our communication (Blog, WikiReview, etc.) on local successes and towards the other local groups. Exchanges between regions may be intensified via territorial development to enable a contributor to visit a local group for an event, for example. An editorial committee will be set up to spread the work and improve the production of the WikiReview.
- Tools for members
- We will be sending out “good practices” guides and methodological sheets during the next quarter to help give members greater autonomy and not repeat past errors.
