2015 European GLAMwiki Coordinators meeting

"A two-day meeting for people in the European Wikimedia movement
Organised by Europeana and Wikimedia France, and following the recent meeting of Wikimedia Chapters’ CEOs/EDs also hosted in Paris, the time has now come for the GLAMwiki Coordinators of Europe to get together for our first actual face-to-face meeting too!
We have many GLAM activities across the continent, an increasing number of Chapters with GLAMwiki coordinators among their staff, and an increasing desire and ability to coordinate and compare our activities.
Points of discussion edit
During the two days we expect to address the following questions. We won't "solve" everything, but communication lines will be smoother! We will touch on improved cross-chapter GLAM coordination/planning; best-practices for building a network of WiRs; funding and budgets; GLAMwikiToolset training; impact-measurement (stats, tools),.. etc. etc.
Specific sessions planned are:
- How to better share our GLAM experiences among the movement?
- What could be the most meaningful indicators to measure impact in GLAM Wiki projects?
- Listing the key tools, channels, pages that are crucial for everyone to know!
- How to animate GLAM so that they share their Wiki experiences with other GLAM?
- Training-the-trainer on the GLAMwikiToolset, and consultation about how the Toolset should proceed in the future
- Pitching future pan-European events
- How to scale-up local projects by involving other chapters?
- Preparing reports for the 2015 GLAMwiki Conference in the Netherlands, and other outcomes.

| Question from Susanna Ånäs (WM FI) regarding training | Jonathan Cardy: Train the trainers program in UK, 30 people gone through the process, which has made it possible to profile the participants.
Scheduling things that they are spread out. Some editors are keen to go everywhere. Pulling the chapter out of the arrangement to make connections more sustainable. Focus on the strategically important ones. Channels: mailing list notice, personal invitation, watchlist notice (for regulars); Wikiprojects (for outreach) Provide support in organization of the event. |
| Question from Susanna Ånäs (WM FI) regarding WLM | Q: How were monuments databases licensed before they were incorporated in Wiki Loves Monuments. Did you opt for CC0? Did you import to Wikidata?
Mykola Kozlenko (WMUA): in our case databases were approved by governmental institutions (i.e. they are compilations of documents approved at different times by different institutions). Hence they were licensed same way as government documents - PD in case of Ukraine. We did not opt for CC-0, although it might be possible, but we published the entire database under CC-BY-SA on Wikipedia Importing to Wikidata was currently impossible as Wikidata does not support multilingual fields and we need such fields to add an address. |
| Question from Susanna Ånäs (WM FI) | I find the Swiss method of showing GLAM contribution for PD works excellent! Is this method an alternative to the partnership templates or a form of those? How are they tracked? How do we replicate the same? Can we make the process/templates/pages/listings more simple?
Answer: This is not a alternative for the partnership templates. It is an addition to the license tag. It is by the collections of the Swiss Federal Archives parametrized on the signature of each pictures. So it depends on the picture itself because every picture has it own signature. It would be great this would be a general license tag which every GLAM can use and which also would be shown by media viewer. At the moment it is only a template on their user pages. For example: https://commons.wikimedia.org/wiki/User:Swiss_Federal_Archives/Attribution-Recommendation or https://commons.wikimedia.org/wiki/User:Swiss_National_Library/Attribution-Recommendation This is for GLAM a good argument for sharing pictures on Commons because there are not only legal questions. To be correct referenced is also a question of the correct scientific citing. |

| Whitelisting
Discussion about whitelisting institutions. Can it be done through Europeana? Jonathan Cardy: We need high resolution files (online !) and aggregators may not have these files. Micha L. RIeser: Why we need whitelist? Fear of misuse. This seems to be unuseful. Barbara Fischer: Too bureaucratic to get started. Sebastiaan ter Burg: It’s not a session for this discussion, although getting domain permission is sometimes complicated. Avoid asking institutions to give all that they want to upload. The goal is for the GLAM to upload contents themselves ⇒ need for content selection |
| Flat xml format
In Switzerland there was a huge problem with getting flat-xml file. Liam Wyatt: Part of the GWT 2.0 application. Also other formats. Will discuss later. Depending on the outcome GWT does not receive any changes without chapter funding. |
| Metadata conversion
Barbara Fischer: Question about metadata conversion. Liam Wyatt: Template field may have a different name. Any metadata conversion is a loss of data. Much of the data available on the partner’s website is not relevant for Commons (exhibition information). There is always a field for backlink to find all the metadata in original context. Sometimes it requires changing of information, like filename. Barbara Fischer: Do we have a list for description fields we want to have on Commons? Liam Wyatt: Templates that are used that are popular: art photo, artwork, photograph. They are used most. Preset templates in the dropdown list. you can make a template of Your own. Commons community has developed the templates and there is no scientific methodology behind them. Preset mappings was one of the actions planned for GLAMwiki toolset 2.0. After uploading xml it is possible to edit in 2 comparative columns. Barbara Fischer: It would be useful to present metadata description beforehand. Liam Wyatt: It is possible to choose good example. Sebastiaan ter Burg: Few templates that can be used - these templates are accessible. |
| Autonomity of institutions
Barbara Fischer: Have GLAM institutions followed this on their own. Sebastiaan ter Burg: Yes. But not uploaded yet. 2 trainings done, but needs xml files during the training. There are GLAMs in Netherlands that can use without any guidance. Jonathan Cardy: Support for the volunteers in the ebginning, but later they become independent. Liam Wyatt: The most difficult part is metadata mapping - more or less difficult depending on the system. What is still needed from Commons community: relevant template and categories. Possible semi-automation for categories. Fields in the metadata of institutions. |

Barbara Fischer: Community consent needed for template? Liam Wyatt: Actually not. It is not a requirement, but is helpful. Micha L. Rieser: Attribution template. The problem is that you cannot choose your own template? Or more than one license template. This problem existed by upload the Gugelmann collection by the Swiss National Library with the PD template and the own recommendation template. Barbara Fischer: It is important to have templates. Liam Wyatt: Creation of partnership template is not part of GLAMwiki toolset. You have to have one in advance. Every mass upload is too unique. |
| Effectiveness of the use of GLAMwiki toolset
Ginevra Sanvitale: From which quantities it is useful? Liam Wyatt: As currently it is possible to upload 50 images at once, use upload wizard. For donations of more than 300 it seems to be useful to use GLAMwiki Toolset. The problem is in metadata (too simplistic). Jonathan Cardy: Question about licensing - CC BY-SA or PD. Liam Wyatt: GLAMwiki coordinators would think that they dump stuff - question of credibility and reliability. When more than 10% need editing they start questioning toolset and coordinator. Barbara Fischer: Question about incompetent licensing. Liam: There are many examples of incorrect licensing, in Europeana and elsewhere, requires manually tagging after upload sometimes. Barbara Fischer: Question with orphan works remains. Liam Wyatt: Organizational failure to think about implications of their activity before they start. Marta Moraczewska: Problem also present in Poland. |

Sebastiaan ter Burg: Example of Finnish tool which can bring data in from Flickr. The problem with Flickr is however that the licenses are not up-to-date (still CC 2.0) and don’t have PD in non-Flickr Commons accounts. |

Find most relevant template and draw lines, by taking existing example that can be used. A template of art photo can be used. Next steps for GWT edit
| Original promise of GWT: Chapters funded it, Europeana built it, Wikimedia Foundation runs it. It does not have all the features now, but it functions as intended. The idea now is that we can move on. "version 2" Grant Proposal was vetoed by the WMF, because it needed code-review resources from Wikimedia Foundation and they didn't want to take ownership of the product in the long term. In 2011 it was not possible to do it externally (e.g O-Auth). Feedback about veto was given too late. Now, for a new product that does the same role, it should run on Wikimedia Labs or on Europeana Cloud, or any other external platform. It is now cheaper and easier to be built outside Mediawiki. This gives us the opportunity to revisit the whole investment in GWT since we have to go back to the start anyway. There are three broad options for the next step.

Barbara Fischer: GLAM institutions say - one of the reasons for cooperation is to increase visibility in the world. If we reduce the idea they will change their mentality. Current motivation will fade away. Liam Wyatt: Current options will continue to exist. Annual uploads can be made with current tool. Europeana wants to focus on quality and not so much quantity. Commons is full of things that noone is using. Jonathan Cardy: For short-term, likes option C Àlex: let’s do a free vote ⇒ Option C wins, although option A got 8 votes in the first round Anne-Laure: What about combining options ? ⇒ Liam: Then it’s about resources allocation Ginevra: won’t we have same issues with option A that we have currently with GWT ⇒ Liam: less so, because not depending on WMF for security checks, etc. Liam (answering Marta) Advantage of Option B: focus on quality, disadvantage : will be politically slow to have 3rd parties (GLAM) actually put their contents Micha : Some GLAM in Switzerland (for example Swiss National Library or Swiss Federal Archives) prefer to upload complete collections so that haven’t to store the pictures by themselves on a dedicated server. This doesn’t work with option B. Sebastiaan : over what period of time will this be revisited Liam : option A & B will require a kind of proof of concept, to end up with a 1to 2 years grant option B: long negotiation period option C: can be implemented quickly, Liam’s position continues, also based on the TF’s outcomes Barbara: who will fund it / how will it be funded ? Could be a grant application, could be chapters’ money, etc. Option B - Would it be possible to add a library for GLAMs that do not have their collection online (in a high enough quality)? Liam: Implementation question. Offline upload and/or temporary online storage space could potentially be included in scope of options A or B if desired. |

| Wiki Loves Art + Global South (DE)
Like the idea of Wiki Loves Art, but as well Global South. Proposes new section - prioritize collections coming from the Global South. Involve also chapters from Global South. Wiki Loves Africa on French wiki - doing something similar (traditional costumes etc.). Discussion: Anthropologist position - they do not need their photos, but want their things back. Active local community involvement can resolve possible conflicts. There actually has been interest from colonies to have relevant information. Exchanging GLAM volunteers. In the end of the projects those volunteers can work in an institution of their country. E.g. University library - using tools and digitizing. Greater motivation for participants and would scale up local projects. |

Not idea of Wikimedia CZ, but works well in Czech Republic. High amount of editors. Inspire them to cooperate with local museums and GLAMs. People are happy to share experience. | Swiss GLAMmies (CH)
Regularly a Commons-page with a picture and small text that leads to a Wikipedia-article. Then promoted that page on social media. So social media users are lead to Commons and then to Wikipedia. This is something which we can offer GLAM, that their pictures are more visible. At the moment we have not sufficient human resources to make it regularly. Also the translation to different Swiss languages makes it difficult. | Sum of All Pictures
Every institution talks about its own, but it is about bringing the power of Wikidata to GLAM. There is a project run with Amical and museums are extremely happy with it. |
| Europeana
Interested in joining in for European project. Europeana Sounds, Fashion and Art, slices into the content. UA - wax cylinders project (digitisation of late 19th-early 20th century recordings of folk music). Few GLAM institutions think about donating sound recordings, although they are of great value. |
