Purpose of the report edit

This form is for organizations receiving Annual Plan Grants to report on their results to date. For progress reports, the time period for this report will the first 6 months of each grant (e.g. 1 January - 30 June of the current year). For impact reports, the time period for this report will be the full 12 months of this grant, including the period already reported on in the progress report (e.g. 1 January - 31 December of the current year). This form includes four sections, addressing global metrics, program stories, financial information, and compliance. Please contact APG/FDC staff if you have questions about this form, or concerns submitting it by the deadline. After submitting the form, organizations will also meet with APG staff to discuss their progress.

Telling your program stories - all programs edit

Financial summary edit

Educational Program
What are the objectives of this program? Please include metrics.
  • Educational program of Wikimedia Serbia consists of several different projects, for which we will give key objectives.
    • EduWiki Conference: This is a conference with the goal of getting educational and scientific institutions acquainted with Wikimedia projects, creating two-way communication, introducing Wikimedia projects in the curriculum of Serbia’s educational institutions and informing state institutions about positive aspects of free knowledge, which is a foundation of Wikimedia projects.
    • EduWiki Learning Day: This is a one-day event which would happen before EduWiki Conference. The key objective is exchanging experiences between project managers (both local and guests from abroad) regarding leading and realization of educational programs in the global community and strengthening partnerships.
    • Wikipedia in Schools: WMRS has a long tradition of conducting lectures and workshops within projects for all types of educational institutions: elementary, high schools and university faculties. The goal is to use Wikimedia projects in educational purposes as a free platform that could be used in many ways. One of those ways is writing articles (seminal papers) on Wikipedia, which help increase quality and quantity of this project. Thanks to the lectures and workshops, new editors and users will be informed about the ways Wikimedia projects work.
    • Seminars and Trainings: This is a project that includes training teachers and professors to work on Wikipedia, so that they would be able to edit on their own and later train their pupils or students and use Wikipedia in their curriculum.
    • Professional Development: This is a project that deals with including seminars and training in the system of professional development of teaching staff through attending obligatory courses and seminars. In contrast to the “Seminars and Trainings” project, which isn't compulsory and is conducted as an extension to the cooperation with an educational institution on a specific Wikipedia article writing project, “Professional Development” is a project where teachers and professors from all over Serbia attend a seminar because they are required to attend several of such seminars throughout a year, with the goal of professional development.
  • Criteria for success:
    • EduWiki conference: The conference will be considered successful if at least 50 people from Serbia’s educational sector attend and participate in the program. Some effects of the conference might not be visible at first, but we do intend on creating new cooperations after the conference, so having two or more new partners in educational projects could also be considered a success.
    • Wikipedia in Schools: The expected output of this project depends on the number of institutions we will be working with, as well as their size. All in all, we plan on having at least 400 new articles by the end of the project.
    • Seminars and Trainings: Seminars are tied to the number of educational institutions which we will cooperate with in the project “Wikipedia in Schools”. We expect cooperation with teachers/professors from at least 5 educational institutions.
    • Professional Development: Organizing at least one seminar for teachers from all over Serbia, with at least 20 participants, will be considered successful.

  • Wikipedia in schools: During this three-month period students from three high schools and five faculties took part in writing articles for Wikipedia. Those high schools were Belgrade Mathematical Gymnasium, Belgrade Fifth Gymnasium, and Ivanjica Gymnasium. Also, students of 8th grade from elementary school which is attached to Belgrade Mathematical Gymnasium, took part in writing some articles. Ivanjica Gymnasium is the first high school outside of Belgrade which took part in this project. The project also included participation of Faculty of Mathematics, Faculty of Philology, Faculty of Mining and Geology, School Of Electrical Engineering of Applied Studies, Faculty of Pedagogy located in Vranje, which is a branch of University in Niš. Realizaton of lectures and workshops in this project was done by two employees and one volunteer. Achieved improvement by number of articles as follows:
    • Ivanjica Gymnasium - 7 articles about local sideroad monuments
    • Belgrade Mathematical Gymnasium - 50 articles
    • Belgrade Fifth Gymnasium - 12 articles
    • Faculty of Mathematics - 111 articles in computer science
    • Faculty of Mining and Geology - 32 articles
    • Faculty of Philology - 61 articles from October 2013 to June 2014,
    • School Of Electrical Engineering of Applied Studies - 130 articles
    • Faculty of Pedagogy Vranje - 81 articles
  • Seminars and training: During this school year, just as in previous years, a significant number of high school teachers, faculty professors and lecturers have been trained in working on Wikipedia, and was using promotional materials. In this trimester, inclusion of two new high schools provided training for four new high school teachers, two from Ivanjica Gymnasium, and two from Belgrade Fifth Gymnasium.
  • Professional development: Government institutions approved our program called “Application of online wiki encyclopaedia in Serbian language in lecturing and studying”. With this project not yet being brought to reality, we have started preparations in order to organize it as good as possible.
Activities conducted.
  • Wikipedia in schools: During this three-month period, a lecture and a workshop have been held for second grade pupils of Fifth Belgrade Gymnasium as well as lecturing for the pupils of Ivanjica Gymnasium and in Youth Office of Ivanjica. In all other gymnasiums and faculties, lectures and workshops has been held in the previous quarter, and they were attended by numerous volunteers. During this period, input of the articles has been in the finishing process due to the end of the school year. One of the activities during this period was the monitoring of the articles and giving help and consulting teachers about the evaluation of the articles, pointing out what else could be fixed in the articles so they can be better. Implementation at Faculty of Mathematics was in two subjects; in one of them (Algorithm design and analysis) students were doing translation of the books in en:Book:Data structures in order by chapters - articles, which is one of new things compared to the previous period. Students of the Fifth Belgrade Gymnasium after the lectures and workshops filled out an anonymous online survey.
  • Seminars and training: During lectures and workshops for students and pupils, in most of the cases, their professors were present and also trained. This was useful, because professors were able to help their students and pupils about some questions which can be good regarding future cooperation with them.
  • Professional development: Government institutions approved our program called “Application of online wiki encyclopaedia in Serbian language in lecturing and studying”. This seminar is designed for training of the teaching staff. In the future period, its realization is expected. In addition, there is an idea to apply for a similar seminar to deal with the training of librarians.
What worked and what did not?
  • Wikipedia in schools: All groups of students and pupils have gone through practical workshops, as well as lecturing about what’s Wikipedia, Wikimedia and Educational program. In this way, they were able to work independently. In addition, promo material and all the necessary links relating to rules about seminal papers were provided to them. With colleges and schools we worked before it was easier to continue work, while new groups had more beginner questions and errors. We started to follow and record statistics of the project, and to give the participants survey to fill in. One of the group was getting a task to write professional articles, while others wrote articles by free choice. When we were dealing with articles written by free choice particularly important was the question of relevance of the topics in which participants did not always know how to assess whether their chosen topic exceeds the threshold of significance.
  • Seminars and training: Professors who have collaborated with us on educational projects mainly became interested and ready for further cooperation in next school year. Therefore their training is of importance for a better project success. For now, the professors are not expected to write articles, but only to help students and learners to better manage the work and meet the requirements.
  • Professional development: We expect that the visibility of Wikimedia Serbia in previous work on educational projects through EduWiki conference and collaboration with universities and schools will help in terms of high number of teachers who know about our educational projects and a great turnout for our accredited seminar that we are planning to organize. It may be helpful to us the fact that official school program in computer science in the 2nd year of high schools is planning to process wiki topics.

Any additional details:

  • Educational projects are one of the most successful projects of Wikimedia Serbia. It is characterized by the inclusion of an increasing number of schools and faculties, a growing number of teachers and students, as well as a growing number of written articles. Since this year intensive activities also took place outside of Belgrade. Due to the amount of activities it is good to think about hiring one more person who will deal with educational projects with full capacity as project requirements go beyond our ability.
  • Upon the invitation of the Cultural Centre of Belgrade as part of the Great School of Ljubiša Rajić and in cooperation with the Department of Scandinavian Languages​​, Faculty of Philology held a public lecture and practical workshop for all interested participants. The lecture was recorded and will be available via their YouTube channel. Implementers of the event from Wikimedia Serbia were member of the Board, Đorđe Stakić, and project manager and community support Ivana Madžarević.


Program 2 edit

Wikicopter
What are the objectives of this program? Please include metrics.
  • Wikimedia projects have large quantities of media files (photos and videos), but they are mostly of amateur or near amateur quality. Specifically, aerial photographs of Serbia are lacking or completely absent, since they typically require very expensive equipment. The objective of this program is to enable Wikimedians to make aerial photographs, since currently they’re not able to. The project would be conducted firstly on the territory of Belgrade, and later as a part of the Photo Safari project throughout Serbia.
  • We will make a free guide to build a quadricopter at a Wikimedia project.
  • We will build a Wikicopter which will be in the ownership of Wikimedia Serbia.
  • We will make at least four series of photographs with at least 400 photos in total using the Wikicopter.

  • Since not all of the parts have arrived, progress regarding most of the project is stalled.

  • There was a minor delay with ordering parts, due to customs, but it was all solved in due time.

Competitions
What are the objectives of this program? Please include metrics.

The primary objective of this program is to increase free knowledge by creating new or improving existing Wikipedia articles that would unlikely be created or improved otherwise, except through on-wiki competitions. Additionally, competitions are a good opportunity to motivate community members to edit articles. Through several competitions, we expect that

  • at least 300 new Wikipedia articles will be created
  • at least 150 old Wikipedia articles will be improved
  • at least 15 community members per competition will participate.

One employee and three volunteers were included in the implementation of this project.

Activities conducted.

As the tenth Wikimania is coming, in honor to the host country, Wikimedia Serbia has organized competition in writing new articles on Wikipedia in Serbian language. The topic of the competition was United Kingdom. Preparation and the start were at the end of the first quarter. In the second quarter, the competition was over and after closing, statistics shows that there were 19 participants and 373 articles. Three members of the jury, composed of experienced Wikipedians, had a period of twenty days to review and rate articles ranging from 1 to 10. The first prize, a scholarship for Wikimania - was won by a female contestant. Second prize is a mobile phone Nokia Lumia 800, while the third awarded participant got London I, II and III by Edward Rutherfurd. The competition was announced on the internal list, Wikipedia, social networks and by event on Facebook. Competition in the figures look like this:

What worked and what did not?

Disclosure of information about contests on Wikipedia outside of Wikipedia, each time attracts some new editors. However, some of them give up editing even during the competition.

Free Photo Content
What are the objectives of this program? Please include metrics.

Free photo content projects include the following:

  • Photo Safari: As a part of the last year’s annual plan, we had a Wiki Expedition project, that was similar in aim to this one — volunteers would go to a part of Serbia, take as many photos as possible and hold an outreach event with a local institution. However, there were problems with that, seeing as it was very hard to find local cultural institutions that were willing to host us or help us, which might be due to the fact that parts of Serbia other than the capital are relatively underdeveloped. Also, if we did find institutions that were willing to cooperate with us, it would often be hard to find time frame suitable for both organizations. With Photo Safari, we’d like to continue with the project of documenting the parts of Serbia that are not well covered, without necessarily doing outreach. The main objective is again to collect photos of not very well covered parts of Serbia, e.g. natural heritage, everyday life, places of greater importance in Serbian villages and smaller towns. If possible, we would like to engage with the local community. The goal is to organize at least 4 photo Safaris, with about 400 quality photos on average uploaded to Wikimedia Commons by the end of the project.
  • Wiki Loves Monuments: This project includes mass collecting of photos of cultural monuments of Serbia through a well-known contest; also, one of the objectives this year will be to hold an article writing and improving competition regarding Serbian monuments. Additionally, we expect to promote the project through holding several exhibitions of the winning photos. The volunteer participation highly depends on the promotion of such an event, attractiveness of the awards, but also the availability and remoteness of the monuments that need to be photographed. The goal is to have at least 3000 uploaded photos of Serbian cultural monuments, at least two photo-tours, at least one edit-a-thon about monuments and at least three exhibitions in Serbia.

  • Photo Safari: In this quarter, one Wiki Safari was planned. It was planned for the end of April, but the massive floods that struck the region which we planned to cover delayed the plans. Because of the major floods, which occurred in Serbia in May, Wiki Safari was postponed to the end of June, when it was held. This trip was attended by three volunteers. This safari is aimed to cover primarily populated places in the Kolubara District, with special emphasis on the center of the county, the city of Valjevo. A total of 1120 images from two counties and six municipalities was uploaded to Wikimedia Commons. One forest, one lake, one spa and 25 settlements were covered.   • Wiki Loves Earth: Rebalance of the budget was made to provide funds for the organization of this project. All necessary preparation of technical nature were made. A list of all heritage sites were divided into categories, the portal was made on Wikipedia, as well as a website with all information - lists, competition rules, folders and contacts through which potential participants could contact involved people in the project about uncertainties. In order to promote the project accounts on the social networks - Facebook, Twitter and Google plus - were made. Announcement of the project was posted to the Wikimedia Serbia website and blog, and also sent to the media. Thirty different media outlets announced the information about running Wiki Loves Earth in Serbia.
What worked and what did not?
  • Photo Safari: Due to the bad weather condition in the country, we had to delay the photo tour several times. We couldn’t count on this situation, but it is important that the safari was finally held. By the number of images, it was the most successful safari so far. We managed to fully achieve original plans so volunteer time spent in planning was not in vain. Also, during the safari, the weather was on our side, which had a positive impact on the photos taken during the event.

  • Wiki Loves Earth: In spite of good media attention and coverage by social networks, interest in photographing the natural resources was not great.

Free content: GLAM and Digital Belgrade
What are the objectives of this program? Please include metrics.
  • GLAM: This project is continuing our work with GLAM institutions with the objectives being two-way cooperation, facilitating the release of photographs, texts and data under free licenses, and attempts to establish cooperation with institutions we haven’t previously worked with. At the end of this project we expect to:
    • have a Wikipedian in Residence in at least one GLAM institution
    • cooperate with GLAM institutions in obtaining photographs
  • Digital Belgrade: The objective of this project is a continuation in placing QRpedia’s QR codes to Belgrade monuments.
    • we will contact users of several memorial houses

  • GLAM
    • Cooperation with National Library of Serbia: The negotiation about possible cooperation between Wikimedia Serbia and National Library of Serbia has started. Proposal of a contract regarding general cooperation has been sent and representatives of National Library of Serbia are considering it. The contract includes general forms of cooperation but it’s not limited to them, and consequently cooperation between WMRS and National Library of Serbia can be adjusted to the terms of GLAM project. The first concrete cooperation after the presentation of WMRS by employees, was achieved by organizing the symbolic edit-a-thon on Vidovdan (St. Vitus Day) on Saturday, June 28th of 2014. Edit-a-thon regarding World War I was successfully implemented. More about this can be read in section First World War - 100 years later.
    • Collaboration with the Institute for nature conservation of Serbia - Within the project Wiki Loves Earth, the cooperation was established with the Institute for Nature Conservation of Serbia (INCS). Representatives of WMRS, Ivana Madžarević and Ivan Matejić, held a meeting at the Institute with Goran Sekulić, deputy director of the research and development activities and Mario Lukinović, assistant director of legal, financial and administrative affairs. During the presentation of Wikimedia Serbia and presenting the project WLE, INSC representatives showed great interest not only for cooperation within WLE but wider. After the meeting, proposal on a general cooperation has been sent and signed by the Wikimedia Serbia and the Institute for nature conservation of Serbia. Cooperation was successfully launched through the submission of lists of protected natural resources for the project Wiki Loves Earth. The Institute has offered the use of their premises for the implementation of WMRS projects, such as exhibitions or edit-a-thons.
    • Representatives of the cultural institutions in Sremska Mitrovica has been contacted. On 8th of April, a meeting was held with Mirjana Marković, senior associate for education of the city department of education, culture and sports in Sremska Mitrovica regarding possible cooperation on GLAM project. At the meeting, WMRS staff presented GLAM project and briefly talked about Wikimedia Serbia. Mrs. Marković was mostly interested in QR codes and placing them in their cultural institutions, there are eight of them. The next step in the realization of the cooperation is to present the project to the chief by Mirjana Marković. The same day, a meeting was held with Tatjana Poznić, director of the Tourist Organization of Sremska Mitrovica, in which we were referred by Mrs. Markovic, who also attended the meeting. Mrs. Tatjana was told how the project would work and how the set up of the QR codes would be implemented. And this time, natural disasters hampered the start of cooperation, but WMRS is expecting soon the provision of the articles regarding all institutions / exhibits where codes will be placed.
    • Representatives of the Homeland Museum of Knjaževac has been contacted - During the workshop, held in March in Niš by WMRS representatives, the contact was established with Oliver Nikolić, who directed representatives of WMRS to the Homeland Museum of Knjaževac and curator and art historian of the Homeland Museum of Knjaževac, Milena Milošević Mićić. Mrs. Milena was contacted and held a telephone meeting during which it was agreed to establish cooperation between WMRS and the Homeland Museum of Knjaževac through workshops with students during the summer and editing articles on museums, exhibitions, exhibits, etc.. After the workshop, the plan is the creation of QR codes and placing them in the museum. Because of the current exhibition, workshops and placing codes could not start immediately, and it was proposed to maintain that activities in the period of July and August of 2014. Moreover, in an interview with Mrs. Nikolić, the potential cooperation with the National Museum in Niš was mentioned, but the cooperation was postponed for August and September.
    • Edit-a-thon - For the purpose of the participation in the Night of Museums in Ivanjica within which the QRpedia QR codes have been placed, there was an edit-a-thon. Organization 3225 submitted material for articles and 60 photographs were sent to Wikimedia Commons. The edit-a-thon was attended by eight participants who have created 10 new articles in the Serbian Wikipedia and 12 in English Wikipedia. Three existing articles were revised and expanded. Among the editors a new Wikipedian came and it was his first encounter with the editing of Wikipedia. Thanks to the written articles, 13 QR codes have been created and used for the exibition "Immovable cultural heritage and archaeological sites Ivanjice" in Ivanjica.
    • A presentation was organized at Matica srpska regarding possible cooperation - On Friday, the 20th of June, representatives of WMRS, Milos Rančić, Mile Kiš and Ivana Madžarević held a meeting with Dr. Dragan Stanić, president of Matica srpska and his associates. The aim of the cooperation is to release certain content of Matica Srpska. Bearing in mind that this year's budget is already designed, the representatives of WMRS suggested to representatives of Matica srpska to apply with the project in 2015. Dr Dragan Stanić, president of Matica srpska showed interest and tentatively made ​​a plan of cooperation that will involve first sending a letter of intention and then applying with the project of releasing Ornithological dictionaries and Dictionary of glossaries dialects of Vojvodina. This will be virtually a pilot project/projects, and if it goes well, other projects such as releasing Letopis Matice srpske and Dictionary of Matica srpska (single volume edition) under a free license will be possible. Also, a very important and good news are showing interest and support of D. Stanic and his colleagues for incorporating national encyclopedia and Wikipedia which would be of enormous importance. D. Stanić considers that such cooperation is very possible.
  • Digital Begrade
    • Within the Digital Belgrade project, the cooperation with FON was continued and editing articles on cultural monuments has started. In the Wikimedia Serbia office, Mile Kiš and Ivana Madžrević held a presentation regarding WMRS and its projects and workshops on editing Wikipedia to students of FON. On this occasion, promo materials were provided for students such as editing manual, as well as contact e-mails that can be used if there is confusion and ambiguity.
    • Institute for conservation of monuments of Serbia provided all materials - over 900 articles and photos are released, and put it under a free license. By the end of August, it is expected to complete the entry and processing of articles and photos.
    • Collaboration with the Faculty of Philology was started so the students can translate these articles into other languages​​.
What worked and what did not?

In this quarter, the institutions were interested in cooperation, and some of them have shown a will to expand cooperation beyond a certain project, such as the use of their space and human resources. These and similar proposals have confirmed the possibility of achieving long-term collaborations with cultural and educational institutions, and the inclusion of these in other projects besides GLAM.

Emergency situation and natural disasters that have afflicted Serbia in May unfortunately delayed many planned activities of WMRS, given that many institutions have invested resources, both human and material to the organization to help flood victims. Despite these problems, the collaboration was achieved relatively quickly and projects have continued to take place as planned.

Program 6 edit

Wiktionary
What are the objectives of this program? Please include metrics.

This is a continuation of the project of developing Wikipedia’s sister projects. Work on the project 1001 Arabic Words, that was started in 2013, includes writing Arabic-Serbian dictionary, articles about Arabic language and grammar, holding workshops and promoting the project. Our plan is to start some more similar projects related to Wiktionary, beside the one in Arabic, in partnership with the Faculty of Philology, University of Belgrade. Seeing as the volunteers who have participated in the 1001 Arabic Words project in 2013 expressed interest in actively taking part in other projects and activities of Wikimedia Serbia beside the Wiktionary project, we expect that other similar groups will show certain interest in internal going-ons in Wikimedia Serbia and its other projects. We expect to start new Wiktionary projects in at least two new languages, so the project should be considered successful if 1000 new words are completed for the Serbian Wiktionary. In total, we will hold at least 80 workshops/meetups in WMRS office as parts of this project.

  • The promotion of the dictionary was successfully organized and held - the Belgrade Youth Center provided space for the event and the date was set up for 19th of June at 18:00. The list of invitees involved professors of the University of Belgrade - Faculty of Philology, ambassadors and other people specialized in Arabic culture. Regarding media activities, the invitation was sent on WMRS internal list, the press release was written, posted on the website and sent out on the media list; the blog post was written, we also made an event on WMRS Facebook profile on which we regularly shared news about the promotion. Also, we printed the promotion posters which we placed in the premises of the Faculty of Philology and in the Belgrade Youth Center. More on this topic in the section which refers to Media activities. We also made program for the event, in whose creation participated Mrs. Ivana Mali, assistant professor at the Faculty of Philology, Mr. Rade Božović, professor, members of the 1001 Arabic Words team and Executive Director of WMRS, Mile Kiš. The program consisted of Mrs. Mali's and Mr. Božović's presentation on Arabic language and its use, emphasizing the significance of the dictionary as a learning tool. After opening the event and this introduction, Executive Director, Mile Kiš, spoke about the start of the project, about the first ideas that came out, but also on possibilities for the cooperation with other departments on Faculty of Philology and developing other vocabularies. After that, team members presented the project and showed how the project progressed through time. Afterwards, they thanked all the guests for coming to the promotion. About 70 guests attended the event and the following cocktail party. During the cocktail party, the WMRS representatives and project coordinators made contact with professor Rade Božović, who accepted to participate in continuation of this project when its realization begins, and also with Mrs. Jelena Gledić, assistant in the department for Chinese language, who was more than interested in developing the Chinese-Serbian dictionary. The photographer took about 40 pictures of the event and all the pictures were uploaded to Wikimedia Commons and to social networks.
What worked and what did not?

Realization of the project flowed according to the plan. In addition to writing new content, the revision of existing content was started in order to determine its accuracy and form. The goal of at least 1001 Arabic words has been reached. During the project realization there has been a slight misunderstanding between team members in terms of monthly plans and activities as well as leadership.

Any additional details: Upon completion of this quarter, the first phase of the project slowly came to an end. On more than 100 workshops, 12 people participated. Nine of them remained until the end. For almost all of them, working on the dictionary was the first contact with editing of a Wikimedia site. All team members became WMRS members and they expanded their activities to some other projects, such as GLAM, Educational projects, WLE and WLM. One of them became a board member. During the project realization, Wikimedia Serbia directly or indirectly collaborated with several institutions. Wiktionary got its own space in the media stories and reports of some of the greatest media in Serbia. The promotion was organized on the occasion of reaching the 1001 words, it was a good introduction to the negotiations for the continuation of this project and the launch of similar projects.


Program 7 edit

Supporting Regional Cooperation
What are the objectives of this program? Please include metrics.

As one of the oldest chapters in the region, Wikimedia Serbia has started many initiatives for regional cooperation. We have previously organized several very successful regional conferences — the most recent was the CEE (Central and Eastern European) conference in 2012 — which resulted in the formation of communities and chapters in the region. By continuing with the regional cooperation, we hope to support development, strengthening and connectivity of communities in our region. Our goal is to participate and enable participation of representatives of the broader community in events, to help in organizing events either by giving advice or by active participation in the organizational process. We expect the CEE conference to be successfully organized, having at least 30 participants from about 15 countries and to result in visible inter-chapter cooperation. From Wikicamps program: we expect at least one Wikicamp to take place, with a minimum of 20 participants and two topics during two days.

Activities conducted.
  • Consultation and support to users in Republika Srpska: During this quarter we maintained communication with active users in Republika Srpska, which was mostly related to the project Trail of a soul. Although one of the Wikipedians who was originally in the organizational team quit the project, three volunteers from Republika Srpska continued planning the project and made ​​preparations such as promotion of the project, finding place for the exhibition, selection of the jury and volunteers who will assist in the project realization. The plan in the following period is to apply for a grant from Wikimedia Foundation; the grant was created together by two Wikimedia Serbia employees and three volunteers from Republika Srpska.
  • Establishing communication with Wikimedia Hungary and organizing Wiki camp together: During Wikimedia conference in Berlin, representatives of Wikimedia Serbia discussed with representatives of Wikimedia Hungary means for possible cooperation and joint organization of the Wiki camp. This cooperation would bring more positive outcomes. Not only it would affect strengthening the WMRS community and increasing the number of members, but also would strengthen cooperation between the two chapters so that other projects can be planned in the future as well. After the conference, we began planning and defining essential organizational things such as time and program together with Wikimedia Hungary.
What worked and what did not?

Occasionally, communication was difficult because of the distance and inability for volunteers to participate in online meetings. For these reasons we have decided to hold organized meetings over Skype that will facilitate and simplify communication and speed things up.

Community Support
What are the objectives of this program? Please include metrics.

The goals of this project are enabling communication across narrower and broader community of Wikipedia, other Wikimedia projects, as well as broader Wikimedia movement. Another goal is to inform the public about happenings in Wikimedia movement by writing and localizing blog posts and participating on social networks. Also, one of the goals is maintaining contact with the broader community in Serbia by visiting and enabling community members to participate in Wikimedia projects (e.g. participation in local and international conferences and meetings). We will get at least 50 blog post and several dozens of new articles on Wikimedia Serbia websites and a minimum of 100 posts on social networks. We will grant at least one scholarship for participation on Wikimania and one scholarship for participation in one topical conference. We will organize/take part in at least two meetups outside Belgrade.

The office was opened all the time for volunteers who wanted to work on projects as well as those who wanted to know more about Wikimedia Serbia. Office was opened for workshops, edit-a-thons and meetings.

What worked and what did not?

The workshops were productive and all events were successfully organized, leaving behind great amount of written articles and uploaded photos on Wikimedia Commons. The most important issue was low response from community members when it came to mailing lists. Members rarely respond to new going-ons and events of WMRS which is a great challenge of WMRS.

Creative Commons
What are the objectives of this program? Please include metrics.

Creative Commons: Public in Serbia is not well acquainted with concepts of copyright or free culture licences. In the past, we had success in raising public awareness in that regard, which resulted in improvements in quality of Serbia-related multimedia content on Wikimedia projects. The goal of this project is to continue with popularization of free culture licenses in Serbia, by organizing lectures and promoting Creative Commons in Belgrade and Serbia. Wiki Loves Science is a continuation of the same project from 2012 and 2013, with the goal of promoting Open Standards and Open Access through lectures by experts and public debates. We expect this project to result in at least ten blog posts on creativecommons.org.rs and at least five events related to Creative Commons and Wiki Loves Science.

From early April to late June of 2014, the content on the CC Serbia website has been expanded with new information and the number of renowned experts has been increased (13 experts and 4 institutions, see (2) b), promotional content on CC standardization and CC Serbia (4 flyers/announcements, see (2) b), CC Debate programs in Serbia (4, see (2) b), media reports and the appearance on the CC standards and CC Serbia (4, see (2) which is related to (2) b, taking into account that several media filmed one appearance), the number of participants in debate program (about 15 per panel and 60 in total) and institutional initiatives for cooperation with CC Serbia team in the events dedicated to the intellectual property and/or CC standards (see (3)).

CC Serbia team has its own legal and IT expertise and experience in sufficient extent for the successful development of the project, the members are: Nevenka Antić (CC Serbia Legal Project Lead), Dragan Satarić (IT infrastructure) and Wikimedia Serbia (CC Serbia Public Project Lead). There was a brief slowdown in logistics for the debate in MSUB. The Debate program in Belgrade was extended because of some objective circumstances relating to institutions outside of Belgrade.

Plan is to continue all project activities and to expand national CC standardization through adaptation of standards CC0 and CC standards 4.0 (proposals on continuing CC standardization will be submitted to the WMRS board separately).


Program 10 edit

World War I: 100 Years Later
What are the objectives of this program? Please include metrics.

World War I: 100 Years Later is a project of commemorating the 100 year anniversary of the beginning of World War I. Its objective is to increase quantity and quality of content on Wikimedia projects related to World War I. The project will last through whole 2014. We expect to organize at least 3 edit-a-thons as parts of this project, with about 10 participants each, where at least 40 articles in total would be created or improved upon.

Activities conducted.
  • GLAM with National Library - We started negotiating about possible collaboration with the National Library of Serbia. Proposal on general cooperation agreement was sent to the representatives of NL and they are considering it at this point. The agreement includes general forms of cooperation but it's not limited to them, so WMRS and NL cooperation can be adjusted to the terms of the GLAM project. The first concrete cooperation after the presentation in NL by WMRS employees, was realized by organizing an edit-a-thon, symbolically on Vidovdan (St. Vitus Day) on Saturday, 28th of June, 2014. In this edit-a-thon 9 volunteers participated, one employee and one volunteer who is not a member of WMRS, but became interested in the event after reading about it on the Wikimedia Serbia blog. During the edit-a-thon, 19 articles were written and/or improved. The edit-a-thon was successfully realized and the news regarding the event was published on the WMRS list, Wikipedia, social networks, blog, and WMRS website.
  • The agreement with the Association of Descendants of the Serbian warriors in 1912-1920 - In order to popularize the project and networking with similar organizations, Wikimedia Serbia has contacted representatives of the Association of Descendants of Serbian warriors in 1912-1920, holders for the project Album of Remembrance of Our Ancestors from the World War I. The aim of the project is to collect photos from the World War I for which the copyright has expired or photos that have been released under a free license. It was agreed that in the next period the Association will periodically send images to Commons. Signing the cooperation Agreement is in the final stages and first photographs were sent by the Association.
  • Project Before and After - Taking into account the architecture of Belgrade which has suffered many changes after the war, in cooperation with photographer Zoran Cvetković, the author of the Serbia plus project, we discussed starting the photo event that will cover today’s appearance of some sites in Belgrade and then obtaining photographs of same sites from the period of World War I. The project was accepted by our partner - Institute for the Conservation of Nature and by members of Wikimedia Serbia. The first steps were taken and some GLAM institutions were contacted in order to obtain photographs. However, after consultations, the project implementation has been deferred for the fourth quarter.

What worked and what did not?

World War I: 100 Years Later is relatively well accepted in Serbia. In contact with representatives of similar organizations and project leaders, WMRS was faced with great interest in increasing the visibility of the material of great importance, especially those materials that are related to this region. Taking this into account, the expected quality of the implementation of the project as well as the implementation of new projects that have emerged from the project First World War - 100 Years Later is extremely high. Before and after project was moved to the fall because the institutions that are relevant and which are supposed to donate the photos have not been able to give them. Also, due to the emergency situation in Serbia, the beginnings of cooperation with some of the institutions such as the National Library were prolonged. However, despite the natural disasters that have befallen Serbia, the cooperation with the planned institutions was relatively quickly established.

Microgrants
What are the objectives of this program? Please include metrics.

Some of the projects we wanted to realize in the next year weren't large or detailed enough, or depended on some third parties in a way which could not warrant a timeline for their realization. Also, sometimes after an interaction with new people/organizations, there is a small window of opportunity to do a project that is smaller in scale which would only suffer from a starting delay. The goal of this program is to have financial means at hand if and when such an opportunity arises. We expect to have at least 3 projects that would fit the description, one in the first half of the year and two in second half, with at least 5 volunteers participating in their realization.

This project involved the Grants Committee (collecting applications), the board (decision-making) and two employees (documentation and administration).

Activities conducted.

Call for project proposals as well as the time frame for the project have been made and placed on the website.

  • April 19: Call for sending ideas.
  • May 5: Conclusion of collecting ideas phase, work with proponents of the ideas, designing the projects.
  • September 30: Conclusion of project realization phase, except in special cases, if it is necessary to realize the project later.
  • October 31: The collection of project reports.

This was followed by media promotion, so the news regarding the start of the project was shared on social networks and Milos Rančić was guest in one TV and two radio shows. Collection of proposals lasted from April 19 to May 31, and in June and first half of July three rounds of selection were conducted. The first round of selection has been done electronically and by a total of 35 proposals received, 12 were rejected because their goals were not consistent with the goals of Wikimedia Serbia. After carefully examining the remaining proposals and review of the objectives and purpose of the proposals, at the Board meeting 3 projects were rejected, 5 were approved, and for the leaders of 4 projects a meeting was scheduled so that members of the Grants Committee and the board could become more familiar with their contents. By the end of June, 3 project leaders have signed the contract with WMRS, and in the following period signing of the remaining contracts and continuation of cooperation on projects that do not require funding are expected. In addition to these 12 projects that required funding we received 5 projects that can be implemented without the investment of funds and 6 projects that could be implemented within other projects or next year. Implementation of the projects are expected in the coming months. In addition to the projects that are closely related to the Microgrants, the positive outcome is also the realization of the initiatives that can be implemented within other WMRS projects and thus expand cooperation with institutions throughout Serbia. In this way we established the communication with GLAM institutions in Subotica and we will continue working on this cooperation in the period that follows.

What worked and what did not?

After sending a call for proposals, WMRS had a large influx of people interested in participating. During the application period, while talking with applicants, we noticed that some of them are very well acquainted with the work of Wikimedia Serbia and they would want to continue working with WMRS even after the end of the project. We expect to have at least 5 volunteers who would either continue working on WMRS projects or would continue editing Wikipedia in Serbian language.

During the application period, there was a large number of suggestions that required fast reaction and deciding whether to reject or counsel to make projects better, which made communication between the Grants Committe and the board more complicated, so these two bodies held a meeting to gain a better understanding of current standing of the projects. In cases where it wasn’t sufficiently clear what are goals of the project, meetings were held to help board members get a better overview of the proposal.

Even though many of the projects had good and creative ideas, because of the limited budget we had to reject some.

Project was very successful in attracting small groups and individuals who have creative ideas and weren’t previously involved in activities in Wikimedia projects. However, this project started pretty late in the year, and it will be hard to assess the success of projects on time to include participants and their proposals for next year's plan. Likewise, many of the proposals came in the last minute, making the entire process more difficult then expected.

Any additional details: After sending a call for participants and media promotion, WMRS was contacted by various organizations with similar or compatible goals, as well as GLAM institutions. Even though not all of the project of said organizations were accepted, we made contacts and held meetings on which we discussed about what WMRS does, which helped increase visibility of our organization at some level. We also had some proposals which do not require any funds for realization:

  • Training women to work on Wikipedia in Serbian language
  • Sociologist Lela Vujošević from University of Kragujevac is writing articles about notable women of Kragujevac
  • Prof. Jelena Filipović showed interest to continue writing articles about sociolinguistics
  • Photo tour and other forms of cooperation with teaching assistant from the University of Novi Pazar, Emir Ugljanin.
  • Creation of a catalogue of movies made in Subotica

Throughout the Microgrants project, we also made contact with representatives of Matica Srpska and National Theater from Subotica, which led to meetings and cooperation in other projects.

Lessons from this quarter edit

A key objective of the funding is to enable the movement as a whole to understand how to achieve shared goals better and faster. An important way of doing this is to identify lessons learned from entities who receive funds, and to share these lessons across the movement. The purpose of this section is to elicit some of these insights, which will be shared throughout the movement. Please answer the following questions in 1–2 paragraphs each.

What were your major accomplishments in the past quarter, and how did you help to achieve movement goals?

  • After a lot of invested effort, we managed to get accreditation for the program "Application of online wiki encyclopedia on the Serbian language in teaching and learning". We hope that the implementation of the program will be successful in the next two years, which will greatly help with the further development of educational projects. The online brochure that will facilitate the work on the seminar is in preparation.
  • The promotion of the 1001 Arabic Words was successfully organized. The promotion was attended by professors from other departments of the University of Belgrade - Faculty of Philology, which has served us to establish contacts and create potential associates for developing other Wiktionaries.
  • Following the review of the budget, Wikimedia Serbia was able to successfully launch a photo contest Wiki Loves Earth. The preparations were made and competition began at the end of this quarter. The results will be known and published in the third quarter report. We also realized the cooperation with the Institute for Nature Conservation of Serbia, which tends to be long-term.

What were your major setbacks in the past quarter (e.g., programs that were not successful)?

  • Lack of understanding of free licenses as well as delayed responses of institutions representatives, sometimes slowed down the projects, but we have solved these problems on the go. For these and similar reasons, notices in some situations were late in arriving to the community members, which contributed to the low response from the volunteers.

What factors (organizational, environmental) enabled your success?

  • In this quarter, we facilitated efficient scheduling of Board meetings and preparing the agenda
  • Cooperation with some institutions has considerably facilitated the work on projects
  • The presence in the media has allowed better attendance on some of the events

What unanticipated challenges did you encounter and how did this affect what you were able to accomplish?

  • Due to the increased number of projects activities and increase of the interest of institutions for collaboration, especially for GLAM and Educational projects, an increasing number of volunteers who will devote themselves entirely to the projects is necessary, which is one of the biggest challenges for WMRS.
  • Natural disasters that have hit Serbia in May significantly influenced all our projects, which resulted in a reduction of activities and their postponement in some cases.
  • In addition, representatives of the institutions with which we have established cooperation, very often didn't fully understand the concept of free licenses, which then prolonged activities on the project.

What changes might you make in executing your initiatives into the next quarter?

  • When it comes to new initiatives, Wikimedia Serbia has shown great openness in starting some of them, for instance competition Wiki Loves Earth and the FemWiki project. One such initiative is the possible launch of the "Before and after" photo project, which we can expect in the next quarter or until the end of the year.

Wikimedia Serbia board was quite busy in this period, both in person, and on the mailing lists. We held 4 regular meetings, one meeting without employees and meetings with each employee individually.

Together with our employees, we have introduced a more efficient way of scheduling meetings using the Doodle platform, and the pre-determination of the topics that will be discussed on the meeting.

We worked on evaluating the EduWiki conference and gathering impressions from the Wikimedia Conference in Berlin. The board coordinated Wiki Loves Earth project, competition in writing articles on Wikipedia about United Kingdom and decided on the budget for the FemWiki project.

Together with Milos Rančić, the board was evaluating the proposals for the Microgrants; a meeting with individual project applicants was held and it was decided which projects will be funded. Also, the board has worked on Q1 report, and voted for the Affiliate-selected Board seats.

Together with the staff, the Board started the discussion about the upcoming FDC process and strategy that WMRS should adopt. It was agreed that the whole community should be involved in the development of the strategy.

Most of the Board's time and engagement was spent on current events and issues in relation to the employees. WMRS this year has two employees, so it was necessary to adjust the operation of the organization accordingly and to monitor their work. Board made decisions about improving means of monitoring working days and improving operational and financial reports that employees submit to the board.

Staff, and some of the board members, urged that all board members respond to the topics discussed on mailing lists in a timely manner, and to be quick in their decision making.

Meetings with employees were important because it has been several months since the beginning of the year, employees were functioning smoothly together and the board needed an evaluation of the accomplished results and methods of work.

Office edit

Office served as a working place for employees and was open for meetings, volunteers, meetings with community members, board members and others, as well as meetings with reporters and potentional partners, recordings and giving interviews. Workshops for 1001 Arabic Words have been held continuously as well as consultation for students on projects Digital Belgrade, edit-a-thon and individual editing of Wikipedia by volunteers.

Maintaining office has been done on daily basis.

Staff

Employees worked on financial, bureaucratic, program, media and organizational-logistic matters, but also maintaining the office and finding volunteers and creating partnerships.

Both of the employees have participated in board meetings, several workshops and events and meetings with potentional partnerships. They submitted reports on weekly basis and gave state of project activities on board meetings.

They also actively participated in organisation and logistic matters of the office in and outside the office as well as in realization of all projects.

FemWiki edit

What are the objectives of this program? Please include metrics.

FemWiki is a project created with two objectives: to improve the number of women who edit Wikipedia in the Serbian language, and to increase the quality and quantity of articles on Wikipedia when it comes to gender issues, feminist terminology and biographies of women. This year, the goal is to introduce as many activists from feminist organizations from Serbia with Wikimedia and Wikipedia editing. It is important that through FemWiki they become aware of another "front" in which they should fight for gender equality and to expand the issue in those circles. The idea is that in their eyes we become relevant partner when it comes to activism on gender gap in Serbia. That should motivate them to edit Wikipedia, but also to spread the word about this issue and eventually become our associates in the future.

Progress against these objectives (include metrics and # of volunteers/staff involved)?

The number of volunteers who worked on this project: 3 (Sanja Pavlović, Nikoleta Nedić and Ana Marija Nedić). Employees who are involved in logistics and finance: Mile Kiš. Specifically, progress can be seen through the number of volunteers on the project, because before FemWiki project, Nikoleta and Ana Marija were not members of Wikimedia Serbia, but only anonymous editors of Wikipedia. This project brought them to Wikimedia where they will also participate in other activities.

Activities conducted.
  • April 16: A debate was held where Sanja Pavlović spoke about biographies of feminists on Wikipedia in Serbian language. The debate was organized by activists from ŽINDOK center in the Belgrade Youth Center.
  • May 14: First FemWiki workshop was held in cooperation with ŽINDOK center in Belgrade Youth Centre. Sanja Pavlović and Nikoleta Nedić led the workshop.
  • June 19: Second FemWiki workshop was held in cooperation with the Women's Space in the rooms of Women's Space in Niš.
  • Also, contact was made with the Centre for Margin (Belgrade) and activists from Kraljevo; workshops with them will be in the next quarter.
  • Website fem.wikimedia.rs was designed, with a help from Nikola Smolenski, WMRS board member.
  • The legal team of Wikimedia Foundation was contacted about the idea of FemWiki logo, that would include the Wiki globe. The logo was rejected, based on the WMF policy.
  • Global gender gap mailing list has been informed about the start of the project and the contact was made with several editors of Wikipedia, who were not from Serbia.
What worked and what did not?

It worked that all contacted organizations were interested in this type of workshop. They are familiar with the projects of Wikimedia Serbia and with basics of editing Wikipedia. What did not work is that during the first workshop there was a big storm and because of that the number of visitors was smaller. Also, what can be the problem when it comes to the number of participants who will stay to edit Wikipedia in the future, is their lack of time to devote to it more. Learned lesson is the need to clarify what content should not be placed on Wikipedia, e.g. advertising is not allowed.
