Purpose of the report
editThis form is for organizations receiving Annual Plan Grants to report on their results to date. For progress reports, the time period for this report will the first 6 months of each grant (e.g. 1 January - 30 June of the current year). For impact reports, the time period for this report will be the full 12 months of this grant, including the period already reported on in the progress report (e.g. 1 January - 31 December of the current year). This form includes four sections, addressing global metrics, program stories, financial information, and compliance. Please contact APG/FDC staff if you have questions about this form, or concerns submitting it by the deadline. After submitting the form, organizations will also meet with APG staff to discuss their progress.

Telling your program stories - all programs
editPlease tell the story of each of your programs included in your proposal. This is your chance to tell your story by using any additional metrics (beyond global metrics) that are relevant to your context, beyond the global metrics above. You should be reporting against the targets you set at the beginning of the year throughout the year. We have provided a template here below for you to report against your targets, but you are welcome to include this information in another way. Also, if you decided not to do a program that was included in your proposal or added a program not in the proposal, please explain this change. More resources for storytelling are at the end of this form. Here are some ways to tell your story.
- We encourage you to share your successes and failures and what you are learning. Please also share why are these successes, failures, or learnings are important in your context. Reference learning patterns or other documentation.
- Make clear connections between your offline activities and online results, as applicable. For example, explain how your education program activities is leading to quality content on Wikipedia.
- We encourage you to tell your story in different ways by using videos, sound files, images (photos and infographics, e.g.), compelling quotes, and by linking directly to work you produce. You may highlight outcomes, learning, or metrics this way.
- We encourage you to continue using dashboards, progress bars, and scorecards that you have used to illustrate your progress in the past, and to report consistently over time.

edit- Global metrics are an important starting point for grantees when it comes to measuring programmatic impact (Learning Patterns and Tutorial) but don’t stop there.
- Logic Models provide a framework for mapping your pathway to impact through the cause and effect chain from inputs to outputs to outcomes. Develop a logic model to map out your theory of change and determine the metrics and measures for your programs.
- Importantly, both qualitative and quantitative measures are important so consider both as you determine measures for your evaluation and be sure to ask the right questions to be sure to capture your program stories.

Progress toward this year's goals/objectives
editThis section addresses the impact of the programs / initiatives* and objectives your entity has implemented over the past quarter and the progress your entity is making toward meeting this year's goals. Program 1
edit- What are the objectives of this program? Please include metrics.
- Educational program of Wikimedia Serbia consists of several different projects, for which we will give key objectives.
- EduWiki Conference: This is a conference with the goal of getting educational and scientific institutions acquainted with Wikimedia projects, creating two-way communication, introducing Wikimedia projects in the curriculum of Serbia’s educational institutions and informing state institutions about positive aspects of free knowledge, which is a foundation of Wikimedia projects.
- EduWiki Learning Day: This is a one-day event which would happen after EduWiki Conference. The key objective is exchanging experiences between project managers (both local and guests from abroad) regarding leading and realization of educational programs in the global community and strengthening partnerships.
- Wikipedia in Schools: WMRS has a long tradition of conducting lectures and workshops within projects for all types of educational institutions: elementary, high schools and university faculties. The goal is to use Wikimedia projects in educational purposes as a free platform that could be used in many ways. One of those ways is writing articles (seminal papers) on Wikipedia, which help increase quality and quantity of this project. Thanks to the lectures and workshops, new editors and users will be informed about the ways Wikimedia projects work.
- Seminars and Trainings: This is a project that includes training teachers and professors to work on Wikipedia, so that they would be able to edit on their own and later train their pupils or students and use Wikipedia in their curriculum.
- Professional Development: This is a project that deals with including seminars and training in the system of professional development of teaching staff through attending obligatory courses and seminars. In contrast to the “Seminars and Trainings” project, which isn't compulsory and is conducted as an extension to the cooperation with an educational institution on a specific Wikipedia article writing project, “Professional Development” is a project where teachers and professors from all over Serbia attend a seminar because they are required to attend several of such seminars throughout a year, with the goal of professional development.
- Criteria for success:
- EduWiki conference: The conference will be considered successful if at least 50 people from Serbia’s educational sector attend and participate in the program. Some effects of the conference might not be visible at first, but we do intend on creating new cooperations after the conference, so having two or more new partners in educational projects could also be considered a success.
- Wikipedia in Schools: The expected output of this project depends on the number of institutions we will be working with, as well as their size. All in all, we plan on having at least 400 new articles by the end of the project.
- Seminars and Trainings: Seminars are tied to the number of educational institutions which we will cooperate with in the project “Wikipedia in Schools”. We expect cooperation with teachers/professors from at least 5 educational institutions.
- Professional Development: Organizing at least one seminar for teachers from all over Serbia, with at least 20 participants, will be considered successful.
- Progress against these objectives (include metrics and # of volunteers/staff involved)?
EduWiki Conference: It was a good turnout of planned speakers from Serbia and abroad. As the entrance was free, there was a great number of listeners from Serbia. Because of the working day (Monday) and bad weather, attendance was slightly lower than we expected, so careful choice of terms, as well as better media promotion is something that we might work on in the future. Conference involved staff and several volunteers who had experience in organizing similar events.
EduWiki Learning Day: Seven visitors from abroad and several representatives of Wikimedia Serbia attended very rich program that was designed for this event. Many experiences have been exchanged, and everybody learned something. Staff and several volunteers assisted with the preparation and implementation of events, and we will try to implement what we’ve learned in our future work and development of educational activities of Wikimedia Serbia.
Wikipedia in Schools: This quarter had a very intense educational activity at several colleges and high schools in Serbia. According to number of the workshops, involved institutions, students and volunteers, this period goes on beyond the same period of last year. Similar trend is expected in the coming period, which requires additional resources for better monitoring and coordination of the event. As this is a period of starting the projects, number of written articles will be known when the projects conclude in the next quarter.
Seminars and Trainings: A large number of secondary school teachers, college professors and teaching assistants with whom we have worked has undergone training work on Wikipedia, and promotional materials and other resources were available to them. Most of them are planning to engage themselves in the educational projects in the coming years, and one part of them has so far cooperated with us in these activities. By the end of the year we will have accurate data on the number of professors with whom we have collaborated on these projects because their number is constantly growing. Professional Development: This project has not been realized yet. Preparations were made to make organization better.
- Activities conducted.
EduWiki Conference: Preparations for the conference began several months ago. The team had been formed and they started designing concept of the event. The site for educational programs was created (and also for the conference), promotional materials were prepared. In cooperation with the representatives from local education projects and colleagues from abroad we worked 5 months on the planning of programs and thematic units. All ideas and suggestions were respected to the final layout. In the past months the most extensive preparations had been done which included completing the program, preparing participants (teachers, volunteers, organizers), preparation of maintenance (Belgrade Youth Center), various types of materials (promotional, print, furniture), press releases and public invitation, presentations, catering, refreshments, etc. The conference was held on the 24th of March in 2014 within the Youth Center of Belgrade. Rich full-day program was divided into several units, representatives of Wikimedia Serbia presented their activities, history, ideas , plans, and so on. Representatives of the institutions with whom we had cooperation, colleges, secondary schools, institutes and University Library, shared their experiences and examples of successful cooperation with the Wikimedia Serbia. After that, the guests from abroad presented to all participants educational projects which they exercised and their perception of it. At the end of the event Rod Daniken was interviewed for Wiki news in Serbian language .
EduWiki Learning Day: Parallel with the preparations for the Conference, the preparations for Learning Day flowed as well. Three to four months before the conference all interested guests from educational projects abroad were contacted. They actively participated in the development of ideas and thematic units for the Learning day. After all proposals, final shape of the program was made. In the past month preparation coincided with them that followed the conference day. This was a one-day event that was realized on the 23rd of March in 2014 at Wikimedia office in Serbia. A rich and interesting program was created with key issues in the field of educational projects, on which we were trying to come up with an answer and share the experience with others.
Wikipedia in Schools: In this period some entries were completed that started last year on project Viki student. Entries were completed at the School of Computing, as well as for students of master studies at the Faculty of Mathematics. The project Wiki Gymnasium was completed in the Third Belgrade Gymnasium.
This year we started the implementation of new projects. Wiki Gymnasium was realized for the first time in the Mathematical Grammar School, with the 2nd class pupils. In the Mathematical Grammar School there are 7th and 8th grade of elementary school so for the first time the project Wiki school was realized. In addition, a new generation of 2nd year students of the Faculty of Mathematics launched a new implementation of the project in the same two cases as last year at this time.
Launching the project Wiki student at the University of Nis, at the Teachers College in Vranje, particularly stands out. This was the first implementation of this project outside of Belgrade. University of Nis is running a project called “Unipedia”, focused on local issues from Nis. The University of Belgrade started a project at Faculty of Mining and Geology, similar to last year at this time. New partner in this quarter is School of Electrical and Computer Engineering of Applied Studies in Belgrade. Students of Spanish language of the Faculty of Philology extended their project which was completed in December. Most of the new projects will end in the next quarter.
Seminars and Trainings: During the lectures and workshops for students in the majority of cases their professors have been trained as well. Part of the training was carried out through special meetings and conversations that had been organized separately from the workshops with the students. This was helpful because professors were able to help students in the process of coursework on some issues. Some of them were involved in the implementation and practical workshops with students.
Professional Development: Wikimedia Serbia has applied for permission to organize accredited teacher training seminars. Results are expected in a few months, and this realization is expected in the second half of the year. Also there is the idea to apply for a similar seminar to deal with the training of librarians.
- What worked and what did not?
EduWiki Conference: Wikimedia Serbia gave its best for the conference to succeed in the best way, and the general impression is that we did that. Numerous technical details were needed to design and organize and the help of volunteers was invaluable. Simultaneous translation made following of events for all participants easier.
EduWiki Learning Day: All of the participants were able to share their observations and comments, and although we tried to stick to the proposed timetable, everyone were able to participate. The meeting was closed only for people who are very intensively engaged in educational projects, and the experiences and conclusions were on very professional level. Numerous of photos that documented the event were made. This event was an opportunity to get to know people who are engaged for years with educational programs in various countries, and as such it was good introduction for EduWiki Conference.
Wikipedia in Schools: Practical workshops and lectures about what is Wikipedia, Wikimedia, Educational program etc. were made with groups of students. Students got promotional materials, and all the necessary tools and other materials related to rules about seminal papers were provided. We started to follow and detailed statistics of the project. Also, we gave the survey for students to fill out. We delivered regular feedback to Faculty of Philology, who worked at skram technology. Although we thought about setting a wiki ambassadors of Philology to suit the students and help them in their work, we haven’t done that yet.
Seminars and Trainings: Teachers who had collaborated with us in educational projects are most interested in and ready for long-term cooperation and therefore their personal training have significance for better project success. This project was partly overshadowed by other projects, because it is difficult to measure its success, because teachers are not expected to write articles, but only to help students to better manage the work.
Professional Development: Some other educational projects, especially EduWiki conference and collaboration with universities and schools, help the growing number of teachers hear about the educational projects of Wikimedia Serbia. We expect that this will have positive affect on the attendance of the planned seminar. The plan of official school program is to handle the wiki topics in 2nd year of high school, which we consider quite useful and it goes in our favour.

Wikimedia Serbia also created a new evaluation form for students who are participating in our educational program. The goal is to have age and gender statistics, statistics about their previous knowledge and experiences about Wikipedia, and their satisfactions about the workshop they participated in.
Program 2
edit- What are the objectives of this program? Please include metrics.
- Wikimedia projects have large quantities of media files (photos and videos), but they are mostly of amateur or near amateur quality. Specifically, aerial photographs of Serbia are lacking or completely absent, since they typically require very expensive equipment. The objective of this program is to enable Wikimedians to make aerial photographs, since currently they’re not able to. The project would be conducted firstly on the territory of Belgrade, and later as a part of the Photo Safari project throughout Serbia.
- We will make a free guide to build a quadricopter at a Wikimedia project.
- We will build a Wikicopter which will be in the ownership of Wikimedia Serbia.
- We will make at least four series of photographs with at least 400 photos in total using the Wikicopter.

- Progress is estimated at 5%. 2 volunteers involved so far.
- Activities conducted.
- Members of Haklab Belgrade, where Wikicopter is going to be assembled, are informed about the project and invited to participate. Part list is being created and is expected to soon be published.
- What worked and what did not?
Interest for the project among Haklab’s members is smaller than anticipated. It is expected that it will increase as Wikicopter starts to take a shape.

Program 3
edit- What are the objectives of this program? Please include metrics.
- The primary objective of this program is to increase free knowledge by creating new or improving existing Wikipedia articles that would unlikely be created or improved otherwise, except through on-wiki competitions. Additionally, competitions are a good opportunity to motivate community members to edit articles. Through several competitions, we expect that
- at least 300 new Wikipedia articles will be created
- at least 150 old Wikipedia articles will be improved
- at least 15 community members per competition will participate.

- Progress is estimated at 25%: 1 competition, writing articles about the United Kingdom, has been organized. Since the competition started at the end of the reporting period, metrics will be included in the Q2 report.

- We’ve chose prizes (trip to Wikimania is the first prize, with two other smaller prizes for runner-ups)
- We’ve announced the competition on Serbian Wikipedia and our mailing list
- The competition had started on March 20 and lasted until April 20

- Taking into account that the first competition started in the Quarter 1 and will end on April 20th, metrics and evaluation will be known in the next quarter.

Program 4
edit- What are the objectives of this program? Please include metrics.
Free photo content projects include the following:
- Photo Safari: As a part of the last year’s annual plan, we had a Wiki Expedition project, that was similar in aim to this one — volunteers would go to a part of Serbia, take as many photos as possible and hold an outreach event with a local institution. However, there were problems with that, seeing as it was very hard to find local cultural institutions that were willing to host us or help us, which might be due to the fact that parts of Serbia other than the capital are relatively underdeveloped. Also, if we did find institutions that were willing to cooperate with us, it would often be hard to find time frame suitable for both organizations. With Photo Safari, we’d like to continue with the project of documenting the parts of Serbia that are not well covered, without necessarily doing outreach. The main objective is again to collect photos of not very well covered parts of Serbia, e.g. natural heritage, everyday life, places of greater importance in Serbian villages and smaller towns. If possible, we would like to engage with the local community. The goal is to organize at least 4 photo Safaris, with about 400 quality photos on average uploaded to Wikimedia Commons by the end of the project.
- Wiki Loves Monuments: This project includes mass collecting of photos of cultural monuments of Serbia through a well-known contest; also, one of the objectives this year will be to hold an article writing and improving competition regarding Serbian monuments. Additionally, we expect to promote the project through holding several exhibitions of the winning photos. The volunteer participation highly depends on the promotion of such an event, attractiveness of the awards, but also the availability and remoteness of the monuments that need to be photographed. The goal is to have at least 3000 uploaded photos of Serbian cultural monuments, at least two photo-tours, at least one editathon about monuments and at least three exhibitions in Serbia.

- What worked and what did not?
- Photo Safari: We planned several possible routes ahead of time, which proved to be good, as flexibility is needed when travelling to unknown areas, seeing as sometimes it’s impossible to know how long it will take to cover some places. We were out of luck at one point when we had to traverse a bad mountain road, which took about 2.5 hours. Lesson we learned from that is not to trust Google Maps solely when it comes to road categories and road quality.

- GLAM: This project continues our work with GLAM institutions with the objectives being two-way cooperation, facilitating the release of photographs, texts and data under free licenses, and attempts to establish cooperation with institutions we haven’t previously worked with. At the end of this project we expect to:

- cooperate with GLAM institutions in obtaining photographs
- Digital Belgrade: The objective of this project is a continuation in placing QRpedia’s QR codes to Belgrade monuments.

- Presentation of GLAM project at National Library of Serbia
Presentation at the National Library of Serbia was held on January 30. During this meeting with the head of the development of digital library and micrographs Miroljub Stojanovic, Wikimedia and Wikipedia and projects were presented, noting among other things GLAM project. Miroljub Stojanovic was very interested in cooperation. On this occasion, we scheduled another meeting on which directors will be present and will evaluate the possibilities for cooperation. We’ve been invited to attend and participate in the debate which was scheduled for February 6. In this way, Wikimedia Serbia was placed on the list of important factors of digitalization process and its importance. Mr. Miroljub showed great interest in OCR, QR codes, edit-a-thons and uploading photos on Wikimedia Commons, with a note on the meta data stored in the templates below image. During the meeting, good practice and cooperation with other GLAM institutions were presented. We’ve arranged to make an appointment as soon as possible and continue the discussion. When the meeting was over, Miroljub took us through the library, showing us his expert reading rooms, legacies, and a special reading room for the blind, to see the possibilities of the library.
- Presentation of GLAM project to the Board members at National Library of Serbia
Before the meeting, all the materials, links and information regarding specific project models were set to Mr. Miroljub. The next meeting was scheduled and held on March 12. The same was attended by members of the Board along with Miroljub Stojanovic. Ivana Madzarevic and Mile Kis held one-hour presentation of GLAM project in which they presented the project implemented models, successful stories, ideas and proposals. After the presentation, there were time for questions and answers and then we started talking about possible cooperation, signing the contract and concrete projects. National library showed interest in cooperation. Most of the questions were related to the openness of regulation and control system of content on Wikipedia, financing the project and which of the GLAM institutions had so far cooperated in Serbia. As a major obstacle to cooperation, members of the Board mentioned the possibility that everyone can edit article about National Library of Serbia on Wikipedia. Most of the delegates said that if they want to be opened, they have to accept these standards that are already applied elsewhere. At the end of the meeting it was agreed to prepare as soon as possible Memorandum of cooperation between Wikimedia Serbia and the National Library of Serbia. After signing the contract, it is necessary to have a meeting once again to define the objectives of this cooperation that will result from specific actions.
When the meeting was over, Mr. Miroljub presented his idea about OCR regarding the works of Serbian writer, Branislav Nusic. Library would provide technical support needed for this process and the idea is to find volunteers or interested students from the Faculty of Philology to review articles. In addition, we were invited to attend the seminar Education in digitization within we’ll hold one-hour presentation about GLAM project or some concrete model of cooperation. This seminar will take place at Library from 24th to 26th of April, 2014. Presentation of GLAM project at Nikola Tesla Museum in Belgrade Meeting at the Nikola Tesla Museum with Vladimir Jelenkovic was held on January 30. We presented GLAM project to the director with emphasis on QR codes, edit-a-thones and donated photos. It turns out that the museum is very closed for giving materials under the CC license, but after long negotiations we made a compromise to release some digital photos from Tesla's archive of minimum 1000 pixels, which will be used for writing articles about the museum and Nikola Tesla, as well as to set up two large QR codes about institution and the scientist. The museum was interested in writing some articles and translating them.
- Presentation of GLAM project at Mathematical institute SASA (Serbian Academy of Sciences and Art)
Scheduled meeting with Zoran Ognjanovic from Mathematical Institute SASA (Serbian Academy of Sciences and Art) was held on January 30 and was attended by Zoran, Mile, Djordje and Ivana. The meeting was very productive. We presented Wikimedia and Wikipedia. We discussed the use of digital and textual materials available to the Institute for Protection of Cultural Heritage, translation, GLAM project. Mr. Ognjanović gave us an example of a cooperation agreement and it is expected that in the future the same will be signed with them. Also he suggested we should be involved in the Serbia forum and translating articles on monuments. Djordje mentioned that the biographies of Serbian mathematicians are poorly represented on Wikipedia, so Ognjanović proposed that we should take a couple of sentences from the existing books of SASA, and write articles that will be linked to the site. Two possible models of cooperation were presented by Zoran Ognjanovic: via Serbia forum or cultural monuments, and both are associated with digitization. He mentioned the National Center for Digitization and their conference as one of the opportunities for Wikimedia Serbia to presented our projects, and he mentioned that WMRS can be added to their mailing list.
- Presentation of GLAM project at University library “Svetozar Markovic”
In January, training sessions were organized for librarians of writing and editing articles on Wikipedia at the University Library "Svetozar Markovic" in Belgrade. On that occasion, he established excellent cooperation, and plans were made for the future training and participation of other librarians. They were also our guests on EduWiki conference.
- What worked and what did not?
The good side of the meetings and discussions with representatives of the institutions was that institutions have shown interest to cooperate. Also, the representatives expressed their desire to learn more about projects and they received links of projects and necessary information.
Parliamentary elections in Serbia and changes in the Ministry prolonged discussion on a higher level of possible cooperation. Representatives of institutions, despite their interest for cooperation, were skeptical and expressed wish that articles about them on Wikipedia should be locked or to provide pictures of small sizes.

- This is a continuation of the project of developing Wikipedia’s sister projects. Work on the project 1001 Arabic Words, that was started in 2013, includes writing Arabic-Serbian dictionary, articles about Arabic language and grammar, holding workshops and promoting the project. Our plan is to start some more similar projects related to Wiktionary, beside the one in Arabic, in partnership with the Faculty of Philology, University of Belgrade. Seeing as the volunteers who have participated in the 1001 Arabic Words project in 2013 expressed interest in actively taking part in other projects and activities of Wikimedia Serbia beside the Wiktionary project, we expect that other similar groups will show certain interest in internal going-ons in Wikimedia Serbia and its other projects. We expect to start new Wiktionary projects in at least two new languages, so the project should be considered successful if 1000 new words are completed for the Serbian Wiktionary. In total, we will hold at least 80 workshops/meetups in WMRS office as parts of this project.

- 1001 Arabic Words: The team has successfully reached the number of 800 dictionary articles, together with dozens of articles about Arabic language, grammar and culture. We have increased the number of team members to 9, therefore we accelerated the efficiency and speed of input of new articles.

- As one of the oldest chapters in the region, Wikimedia Serbia has started many initiatives for regional cooperation. We have previously organized several very successful regional conferences — the most recent was the CEE (Central and Eastern European) conference in 2012 — which resulted in the formation of communities and chapters in the region. By continuing with the regional cooperation, we hope to support development, strengthening and connectivity of communities in our region. Our goal is to participate and enable participation of representatives of the broader community in events, to help in organizing events either by giving advice or by active participation in the organizational process. We expect the CEE conference to be successfully organized, having at least 30 participants from about 15 countries and to result in visible inter-chapter cooperation. From Wikicamps program: we expect at least one Wikicamp to take place, with a minimum of 20 participants and two topics across two days.

- The goals of this project are enabling communication across narrower and broader community of Wikipedia, other Wikimedia projects, as well as broader Wikimedia movement. Also, one of the goals is maintaining contact with the broader community in Serbia by visiting and enabling community members to participate in Wikimedia projects (e.g. participation in local and international conferences and meetings). We will grant at least one scholarship for participation on Wikimania and one scholarship for participation in one topical conference. The arrival of two active Wikipedians was also enabled. They visited the office and found out more about projects after which they expressed the wish to join GLAM and EduWiki projects. These two participated in the panel "Gender and the Left" where a female editor from Wikipedia spoke on women editors on Wikipedia.

- Creative Commons: Public in Serbia is not well acquainted with concepts of copyright or free culture licences. In the past, we had success in raising public awareness in that regard, which resulted in improvements in quality of Serbia-related multimedia content on Wikimedia projects. The goal of this project is to continue with popularization of free culture licenses in Serbia, by organizing lectures and promoting Creative Commons in Belgrade and Serbia. Wiki Loves Science is a continuation of the same project from 2012 and 2013, with the goal of promoting Open Standards and Open Access through lectures by experts and public debates. We expect this project to result in at least ten blog posts on creativecommons.org.rs and at least five events related to Creative Commons and Wiki Loves Science.

- World War I: 100 Years Later is a project of commemorating the 100 year anniversary of the beginning of World War I. Its objective is to increase quantity and quality of content on Wikimedia projects related to World War I. The project will last through whole 2014. We expect to organize at least 3 editathons as parts of this project, with about 10 participants each, where at least 40 articles in total would be created or improved upon.

In the first quarter we worked on project preparation. The aim of the project is to increase the number of articles on Wikipedia regarding this topic, to make changes and edits to existing articles, to collect photos (and/or other multimedia materials) from the period 1914 to 1918 in cooperation with GLAM institutions and/or the public. In addition to the above mentioned edit-a-thons public debate and workshops were also planned on the project.
To be sure that community of Wikimedia is notified, announcement about the project was sent, and on Serbian Wikipedia page dedicated to the project was made. The cooperation was made with the professor of the Seventh Belgrade Gymnasium and the principal of the Gymnasium Ivanjica so the pupils of higher grades participate in writing articles on the World War I. In early March, staff presented Wikipedia and Wikimedia to the pupils from Seventh Belgrade Gymnasium and started giving them topics for their articles. In Gymnasium Ivanjica workshops are scheduled for the end of April.
For the purpose of networking we started negotiations with Alexander Vaselic, a member of Association of the descendants of warriors of Serbia 1912-1920 and the developer of 100 years of the war in 1914, regarding the potential for possible cooperation. In fact their project, among other things collects photographs from the war that can be uploaded to Wikimedia commons.
For the purposes of organizing edit-a-thons, we established an agreement with the National Library of Serbia who will provide their resources necessary to create articles. These includes infrastructure, access to resources and support staff. Edit-a-thon is planned for the second half of the year .
For the second half of the year we also planned public debate and talk about the project that will be conducted in the premises of the Township of Vracar and the Youth Office Vracar. These preparation has been done in the second half of March.

- Some of the projects we wanted to realize in the next year weren't large or detailed enough, or depended on some third parties in a way which could not warrant a timeline for their realization. Also, sometimes after an interaction with new people/organizations, there is a small window of opportunity to do a project that is smaller in scale which would only suffer from a starting delay. The goal of this program is to have financial means at hand if and when such an opportunity arises. We expect to have at least 3 projects that would fit the description, one in the first half of the year and two in second half, with at least 5 volunteers participating in their realization.

- Group of Wikimedians and Wikipedians have shown interest for realization of the first Wiki project in Republic of Srpska and intend to apply for microgrant of Wikimedia Serbia. The group has worked on project design, defining objectives and activities, as well as method of work and activating volunteers.

- Meetings have been held in Visegrad regarding the potential realization of this project. Staff was actively involved in advising group of volunteers and introducing them with community and projects.

- There were certain obstacles when it comes to payment of funds to private person. For this reason, efforts have been made to find a local partner for cooperation in order to avoid this kind of problems.

Lessons learned
editLessons from this quarter
editA key objective of the funding is to enable the movement as a whole to understand how to achieve shared goals better and faster. An important way of doing this is to identify lessons learned from entities who receive funds, and to share these lessons across the movement. The purpose of this section is to elicit some of these insights, which will be shared throughout the movement. Please answer the following questions in 1–2 paragraphs each.
What were your major accomplishments in the past quarter, and how did you help to achieve movement goals?
- Achievements: Successful Learning Day and EduWiki Conference which has contributed to international and local cooperation, exchange of knowledge and experiences, informing the public about EduWiki projects in Serbia. Photo Safari and Community support in Republic of Srpska were successfully implemented as well. There were lots of activities with GLAM projects. Taking into account present barriers with GLAM institutions, this is a great success. We presented them projects and our mission and vision. This contributed to the movement so far as more institutions have access to our work and existence in general.
Wikimedia Serbia helped development of movement’s goals through promotion of Wikipedia by EduWiki Serbia as well as global Edu project.
What were your major setbacks in the past quarter (e.g., programs that were not successful)?
- A large number of activities that we conduct require increasing the number of volunteers.
As we said, the bottleneck in establishing cooperation with institutions proved to be in writing memorandum. Specifically, each institution has asked us to provide them the memorandum of cooperation. This was and still is a major challenge for Wikimedia Serbia because we have volunteers who are not proficient enough to write legal documents (contracts and memorandum) and also we do not have a lawyer’s services for doing this particular work. Delays in signing a memorandum led to the postponement of the cooperation with some GLAM institutions.
Increased media activities showed that the need for reorganizing Media Board is justified. Also finding volunteers who will deal specifically with public relations is much needed.
What factors (organizational, environmental) enabled your success?Enthusiasm
- New employee - Wikimedia Serbia opened a new working position - Manager of projects and community support and the contract was signed with Ivana Madzarevic until the end of 2014. With this job position, Wikimedia Serbia has increased its capacity, given the stronger support to their projects and volunteers.

- Better organization and documentation of the work
- New volunteers - Several volunteers has joined Wikimedia Serbia, which helped us with projects and organization of the conference.
What unanticipated challenges did you encounter and how did this affect what you were able to accomplish?
- This is the first FDC grant for Wikimedia Serbia. WMRS got one more employee and the number of projects has nearly doubled compared to the last year. Such an ambitious action plan has its challenges and risks. There is a need to increase the number of active volunteers in order to prevent possible failures.
In the first quarter, we mostly worked on administrative and bureaucratic matters of the office and projects, and the involvement of employees was bigger than the involvement of volunteers. Increasing voluntary activity is expected in executive phases of projects which are expected in the future period.
New elections, again caused staff changes in many GLAM institutions which affected the GLAM project and Digital Belgrade .
What changes might you make in executing your initiatives into the next quarter?
- In addition to maintaining local Wiki Loves Monuments as a recognizable brand in Serbia, Wikimedia Serbia is now considering launcshing of a local Wiki Loves Earth competition.

Board
editIn this period, the Board held three regular monthly meetings, one meeting with our new employee and particular meetings with Ivana and all project leaders for this year.
During the regular meetings, the Board was discussing about organizational issues, its relationship with employers, and made some financial decisions (about staff for the office etc). One of those meetings also served for Sanja’s presentation from Wikimedia Board Training Workshop held in London in the beginning of March. That led to long discussion about our governmental and organizational issues, relationships between the Board and employers, volunteers and within the Board itself. That was important because it was the first time that we through the direct light to this issue. It was also important because some of the thoughts that were mentioned there will also be a part of our Strategy.
During the meetings with Ivana and volunteers/project leaders, we wanted to inform ourselves, and Ivana, about the timing and activities for every project. Those meetings were successful because the Board made sure that our Project manager and Community Support person is familiar with all projects and plans for this year directly from its conductors.

- Morning with Filip Ugrenovic on the Naxi radio: Tanja Mladenovic talked about marking 11 years of the Serbian Wikipedia. On that occasion, she spoke about the most visited articles on Wikipedia, who can edit Wikipedia, and what are the rules for editing;

Advertising on social networks:
- Facebook : - Serbian Wikipedia: In the period January - March of 2014, the number of followers on Facebook increased by 35.8 % (from 466 to 633), which consist of 51% women and 49% men. Complete number of 84 posts were published (the selected images, article of the day, Did You Know..., album pictures from birthday); Wikimedia Serbia: the number of followers in the three-month period increased by 141 % (from 302 to 730), which consists of 52% women and 48% men. Total of 34 posts was published and two event pages were made (EduWiki Conference and Competition in editing Wikipedia)
- Twitter (Wikimedia Serbia) - Twitter shared Facebook posts, and tweets regarding EduWiki conference were published regularly. Aso, a hashtag #eduwikisr was designed for EduWiki events in Serbia.
Mailing list: The invitation to EduWiki conference held 3/24/2014 was sent on the mailing list for media. In addition to these activities, calls for EduWiki conference were also sent to the Journalists Associations, as well as to the journalists with whom we have previously cooperated. Participation in tribunes:
- Wikimedia Serbia also had its representatives for two public panels during this period which were held in the Belgrade Youth center: Gender and the Left: One of our Board members, Sanja Pavlović, has participated in the public discussions "Redefining Feminism: challenging the stereotypes, simplifications and prejudices" which was held on the 19th of February in the Belgrade Youth center, and was organised by the Women INDOK center. She talked about how gender topics are treated on Wikipedia, what are the gender gaps that Wikipedians are facing and how prejudices and stereotypes can be surpassed. That was the first discussion of this type where Wikimedia Serbia had its representative. It was important because a lot of feminist activists expressed the interest for editing Wikipedia, so we are planning to organise several thematic Edit-a-thons in the next period.
- In 2014, Serbia organized celebration of International Native Language Day, for the first time. Among numerous audience there were both employed of the Wikimedia Serbia. Speakers, among other things, noted the importance of Wikipedia as the safeguarding and promotion of language, praising the Serbian Wikipedia and Wikimedia local chapter in their efforts to promote and preserve the Serbian language.
Wikimedia Serbia assembly in late February issued a decision on the reorganization of the Media Board. On this occasion, the previous board was dismissed, and a new media Board was formed, which consisted of Ivana Madzarevic and Sanja Pavlovic, and the number of Board members was expanded in March to four members: Elizabeta Jovanovic, Miroslav Ostojic, Tanja Mladenovic, Julia Vojinovic. In March, two meetings of the Media Board were held, in which was considered plan for the future.

Office:
- The office is equipped with new laptops, mouse, cooler, extension cords and utensils. Purchasing a technical inventory expanded the technical capacity of the office and volunteers and workers have four laptops.
- In addition the office has been used as workplace to workers and it has been opened for workshops, meetings, volunteers, community meetings, Assembly, Board meetings, reception of foreign guests, journalists and potential partners, recording interviews.
Maintenance of the office and purchasing for the office were regularly performed.
Staff:
- In the first quarter of 2014, there has been an increase of the capacity of the workforce. Wikimedia Serbia opened a new working position - Manager of projects and community support and the contract was signed with Ivana Madzarevic until the end of 2014. With this job position, Wikimedia Serbia has increased its capacity, given the stronger support to their projects and volunteers.
- With changes of Statute, WMRS abolished the position of the Secretary General and job position, Executive Director, was opened. Contract for this job position was signed with Mile Kis.
- Staff have been working on the financial, administrative, program, PR and organizational and logistics operations. Furthermore, efforts has been made for volunteers recruitment and finding partners.
Both employees participated at the meetings of the Board, Assembly session, numerous workshops and events and meetings with potential partners. Workers began to keep records on working days. In this way we’ll have insight in numbers of working days in a month.

Unipedia project was initiated by the students of Engineering and Architecture Faculty from Nis within the program Pokreni se za buducnost with the support of Philip Morris Operations. The overall goal of the project is to increase the number of articles related to Nis on Wikipedia. Other goals are to increase the number of active members who write and post texts on Wikipedia, increase the number of articles about municipalities and increasing the number of available images of Nis from different areas.
Discussion about cooperation with Unipedia and Wikimedia Serbia began in 2013. In mid-January 2014, a three-member team from the Wikimedia Serbia has visited members of the project team UNIpedia. On this occasion there was a lecture about general principles of Wikimedia and Wikipedia. This was followed by a practical workshop of editing articles on Wikipedia.
For the purpose of the project was created Project page Unipedia (WP:UNIP14) and pattern (UNIP14) which will be used during the project. Because the project will be active during the first half of the year, it was allowed to write articles directly in MNS and without the entry period. Topics that will be treated by the team members include some of the most significant buildings, prominent architect, architectural style, etc. By the end of March, it has been written 21 new articles.
The workshop in Nis was followed by the cooperation of the Festival of Science “Nauk nije Bauk”. It is a traditional festival which was visited by more than 18,000 people last year. Participants of the festival demonstrate experiments and projects on their stands. Project UNIpedia had a stand in the center of the exhibition space. During two days on the stand was distributed promotional material about Wikipedia and Wikimedia and about the project. In addition to these activities, there were five lectures for high school pupils, the gymnasium pupils, as well as several professors from Nis. The goal of the lectures was to introduce participants with “Wiki world" and UNIpedia. Also, workshops were held. Participants, over 80 of them, opened their accounts and start entering their first edits on Wikipedia. As an encouragement for continuing the work, UNIpedia team decided that everyone who write in the next few weeks an encyclopedic article related to the topic of Nis, will receive a certificate of participation in the project.
