Purpose of the report
editThis form is for organizations receiving Annual Plan Grants to report on their results to date. For progress reports, the time period for this report will the first 6 months of each grant (e.g. 1 January - 30 June of the current year). For impact reports, the time period for this report will be the full 12 months of this grant, including the period already reported on in the progress report (e.g. 1 January - 31 December of the current year). This form includes four sections, addressing global metrics, program stories, financial information, and compliance. Please contact APG/FDC staff if you have questions about this form, or concerns submitting it by the deadline. After submitting the form, organizations will also meet with APG staff to discuss their progress.

Telling your program stories - all programs
editPlease tell the story of each of your programs included in your proposal. This is your chance to tell your story by using any additional metrics (beyond global metrics) that are relevant to your context, beyond the global metrics above. You should be reporting against the targets you set at the beginning of the year throughout the year. We have provided a template here below for you to report against your targets, but you are welcome to include this information in another way. Also, if you decided not to do a program that was included in your proposal or added a program not in the proposal, please explain this change. More resources for storytelling are at the end of this form. Here are some ways to tell your story.
- We encourage you to share your successes and failures and what you are learning. Please also share why are these successes, failures, or learnings are important in your context. Reference learning patterns or other documentation.
- Make clear connections between your offline activities and online results, as applicable. For example, explain how your education program activities is leading to quality content on Wikipedia.
- We encourage you to tell your story in different ways by using videos, sound files, images (photos and infographics, e.g.), compelling quotes, and by linking directly to work you produce. You may highlight outcomes, learning, or metrics this way.
- We encourage you to continue using dashboards, progress bars, and scorecards that you have used to illustrate your progress in the past, and to report consistently over time.
- You are welcome to use the table below to report on any metrics or measures relevant to your program. These may or may not include the global metrics you put in the overview section above. You can also share your progress in another way if you do not find a table like this useful.

edit- Global metrics are an important starting point for grantees when it comes to measuring programmatic impact (Learning Patterns and Tutorial) but don’t stop there.
- Logic Models provide a framework for mapping your pathway to impact through the cause and effect chain from inputs to outputs to outcomes. Develop a logic model to map out your theory of change and determine the metrics and measures for your programs.
- Importantly, both qualitative and quantitative measures are important so consider both as you determine measures for your evaluation and be sure to ask the right questions to be sure to capture your program stories.

Overview of this quarter

CHANGES: Please describe how you changed your plans and budget based on the FDC allocation approved by the Board in December 2012, and your rationale for these changes. You can then use the changed plans and budget as the basis on which to report back on the first quarter.

HIGHLIGHTS: What were 1–2 important highlights of the past quarter? (These may include successes, challenges, lessons learned.)
- Wiki Loves Earth (WLE): WMAT could draw on its history and experience of conducting successful photography contests when launching the first WLE contest in Austria in May. The outcome regarding the number of uploaded files and new contributors exceeded our expectations (please find the detailed numbers in the respective programs below): WLE generated the highest percentage of new users in a photography contest so far (over 70%) and enough pictures to reach our annual goal regarding uploaded files after only five months.
- WMAT General Assembly 2014: After a successful and constructive term of office, all WMAT representatives were available for re-election and were confirmed in office by our members. This confirms the course WMAT has taken during the last two years and enables us to continue our strategic and programmatic work in a consistent fashion.

Financial summary
editThe FDC requires information about how your entity received and spent money over the past year. The FDC distributes general funds, so your entity is not required to use funds exactly as outlined in the proposal. While line-item expenses will not be examined, the FDC and movement wants to understand why the entity spent money in the way it did. If variance in budgeted vs. actual is greater than 20%, please provide explanation in more detail. This helps the FDC understand the rationale behind any significant changes. - The WikiDienstag ("WikiTuesday") is a new regular event which takes place at WMAT’s office every Tuesday evening. It focusses on content development and started with three events in June. – Active volunteers involved: 7–8 each time; WMAT staff involved: 1. – WMAT support: location, infrastructure (WLAN, video projector, WMAT library etc.), basic snacks and drinks; coordination and promotion.

- Community IdeaLab: WMAT invited their members and friends to the first Community IdeaLab (“Ideenwerkstatt“) in Vienna. The volunteers presented 4 new ideas: an advisory Tech Committee for WMAT, a QRpedia project for the buildings on the famous historical main square of Sitzendorf an der Schmida (de:Hauptplatz Sitzendorf an der Schmida), a writing contest on the occasion of Wiki Loves Monuments 2014 with prizes sponsored by WMAT and an extended working group for WMAT's education projects. All ideas were discussed and transferred into WMAT's short-term and mid-term planning. The community embraced the idea of this new format and it was agreed that it should be conducted on a regular basis (approx. twice a year) in order to incorporate community ideas into WMAT projects and programs. - Active volunteers involved: 10, WMAT board involved: 4, WMAT staff involved: 2 - WMAT support: organization, promotion, (website, members wiki, newsletter, social media), presentation, documentation, catering.

- Wiktionary Conference: The 2nd conference of the German-language Wiktionary took place in Berlin. 2 of the 10 participants were Austrians. WMAT had not been involved in Wiktionary activities before. - WMAT Library: There is a bookshelf in the WMAT office which contains more than 20 books on Austrian topics. They were returned by book grantees or were donations to WMAT. In June, these books were inventoried and made available for volunteers: they can be used on-site, e.g. during the "WikiDienstag" (see above). - WMAT staff involved: 1.
- Wiki-Dialog Coaching Day: To prepare the first Wiki-Dialog initiated by an Austrian volunteer a coaching day was held in WMDE’s office in Berlin. – Active volunteers involved: 2, WMAT staff involved: 1, WMDE staff involved: 2, external expert involved: 1. – WMAT support: travel grant, coaching, documentation.
- Inter-chapter community support: WMAT's community manager, WMCH's community liaison for the German-speaking community and members of WMDE's "Team Communitys" started regular video calls in order to better coordinate their community support activities and to share insights and learnings.
- What worked and what did not?
- WMAT was especially successful in attracting new participants and thereby Wikimedia Commons contributors in the wake of WLE. This is mainly the result of the outreach activities to multipliers in the field of environmental protection and nature conservancy (mainly by mailings). For instance, WLE was featured on the homepage of the Austrian Alpinist Association with 470.000 members. In addition, WMAT could profit from the network that was build in the context of other projects, such as the Open Data Portal project which was a door opener for the Federal Environment Ministry.
- The WikiTuesday is still a quite new concept for us, but even after the first few weeks there are some valuable learnings for us: The first events have shown that a WikiTuesday is much more productive and useful for the participants when it is facilitated by a volunteer and when there is a clear topic and/or project that is discussed. Informal group editing events on the other hand rather turned into cracker-barrel meet-ups with unfocused discussions and no real editing, so there was no genuine added value compared to the monthly community meet-ups in pubs that already take place on a regular basis in Vienna.

- 12,597 new files categorized as “Supported by Wikimedia Österreich“ were uploaded to Wikimedia Commons by 58 individual users. 1,099 (8.7 %) of the these files are used in at least one Wikimedia project.
- One of the larger photography projects supported by WMAT was "Wikipedians in Seifhennersdorf", the first Wikimedian Meetup in the three border region of Germany, the Czech Republic and Poland. It included photography tours with Upper Lusatian houses ("Umgebindehäuser") as main subjects. These tours resulted in more than 2500 images uploaded on Wikimedia Commons. The project was supported by WMAT, WMCZ, WMDE and WMPL. - Active volunteers involved: approx. 30. - WMAT support: equipment.
- A smaller project was a photography tour to the remote Gesäuse National Park within the context of Wiki Loves Earth. The tour resulted in 120 images uploaded to Wikimedia Commons. – Active volunteers involved: 1. – WMAT support: travel grant.
- Wiki Loves Earth: In addition to the 12,597 new files categorized as “Supported by Wikimedia Österreich“, another 6,534 images were uploaded to Wikimedia Commons for Wiki Loves Earth in Austria, 6,427 of them not directly labelled as “Supported by Wikimedia Österreich“ – this makes 19,024 new files only from April to June. - Active volunteers involved: 5, WMAT staff involved: 2 (+1 contractor) - WMAT support: website, information material, contact management with 7 partner organizations, awards (vouchers), mailing, serving the jury.

- 4 new book grants, including 1 for the German language Wiktionary. The 5 book grants of Q1/2014 and Q2/2014 for 4 different people have resulted in 20 new or revised articles so far.

- Long Night of Research: A nation-wide event with 1,789 event stations at 234 locations and 136,500 visitors. Austrian research institutions presented their work. - What worked and what did not?
- We managed to reach our goal regarding uploaded pictures to Wikimedia Commons in half of the time expected. This is mainly due to WLE and unforseen projects such as the Wiki Loves European Parliament project we sponsored in Q1. The equally satisfying progress concerning quality pictures demonstrates the value of the work done by our volunteers.
- We realized that the way we formulated our goal concerning book grants is flawed as it prevents us from including articles that profit from last year's grants into our metrics while new books very rarely seem to have an immediate effect. The long-range nature of this activity has to be taken into account when measuring the outcome. We will accommodate this in our next proposal.

- Big Fat Brussels Gathering: An Austrian Wikipedian went to this lobbying event which was dedicated to the idea of free knowledge, and particularly freedom of panorama. - WMAT was an official partner of the Klagenfurt GloCha Conference 2014 on Sustainable Development, Innovation and Youth. A WMAT representative signed the Klagenfurt Leadership Declaration on Global Challenges, Youth and ICT, supporting global youth engagement in sustainable development by access to free knowledge. - Active volunteers involved: 1, WMAT board involved: 1. - WMAT support: travel grant.
- Following an invitation in the wake of "Wikipedia meets University" (see also March Report#Wikipedia meets University), two Wikimedians were guest speakers at a course by Anton Tantner at the University of Vienna. The lectures and discussions were about Wikimedia, Wikipedia and Wikisource, the course as a whole themed around historical science and the digital revolution. - Another follow-up action of "Wikipedia meets University" was a Wikiversity course within the context of a university course by Thomas Schmidinger at the University of Vienna. Prof. Schmidinger’s course dealt with conflicts in the Middle East and North Africa after the Arab spring. His students were invited to write their term papers within the formal and stylistic guidelines of an advanced Wikipedia article; 4 students agreed to do so. – Active volunteers involved: 2.

- Initial consultation: WMAT's phone number and e-mail address frequently serve as "initial contacts" to Wikimedia projects. In Q2/2014, 11 inexperienced users asked questions via phone and/or e-mail about issues such as contributing and reusing content. - WMAT staff involved: 2.
- What worked and what did not?
- As outlined above the Wikipedia meets University event from Q2 led to some immediate results in this quarter which widened the scope of this outreach activity especially in regard to students, who were underrepresented in the original event. One of the follow-up activities will also create direct impact on Wikimedia projects (Wikiversity).
- The outreach activities rest on only a few shoulders, as not many volunteers are keen on delivering presentations and speeches. This constitutes a potential limitation for the number and scope of further activities and the program in general.

- Office use plan: There has been a growing demand by the community to come to the WMAT office for meetings, workshops etc. WMAT introduced an office use plan in the members wiki in order to cope with this demand and even to encourage it with activities such as the WikiTuesday. In Q2/2014, the WMAT office was booked 25 times.

- Wikimedia Conference: WMAT sent four delegates to this year's Wikimedia Conference. In addition to the the usual two board members and our ED we decided to also send our new community manager to enable him to network with his counterparts from other chapters and to participate in knowledge transfer. - WMAT staff involved: 2, WMAT board involved: 2. - WMAT support: covering travel costs.
- Strategy meetings: On April, 26 WMAT board and staff came together in the office for the first face to face Strategy Meeting in 2014. It was also the last in person meeting before the general assembly and the elections in June. Hence, a self-assessment of the last term was a central part of the meeting. As the complete board is up for re-election, the contentual and strategic planning for a possible next term was also addressed. In addition, there was a follow-up strategy meeting the day after the general assembly in Klagenfurt. - WMAT staff involved: 2, WMAT board involved: 7.
- WMAT general assembly: In the context of our annual general assembly in Klagenfurt on June 14, 2014 WMAT conducted elections for the board, the internal and external auditors and the community representative of our good governance committee. Programming was improved by reducing the formal parts of the assembly to an absolute minimum and using the rest of the time to present current projects and discuss new ideas and our activities for the rest of 2014. - Active volunteers involved: approx. 20, WMAT staff involved: 2, WMAT board involved: 7. - WMAT support: event organization and catering.
- Survey on Capacity Building: Over the past few months, WMAT, WMUK, WMDE, AffCom, WMF and others across the movement have increased our efforts to develop collective knowledge in board governance and organisational effectiveness. In a next step, we conducted a survey to collect information about the different board governance models in Wikimedia organisations, as well as the kind of support the boards need to do their work better. - WMAT staff involved: 1
- What worked and what did not?
- The good governance codex WMAT introduced the previous year was revised in context of this years general assembly based on the feedback of our members and the first governance report by the good governance committee. The positive report and community engagement in the discussion show that the codex is more than words but becomes established practice for members, board and staff of the chapter. The revisions comprise clarifications concerning the electoral process as well as the procedures in case of conflicts.
- Although we've seen a lot of improvement in this regard over the last months, adequate documentation and reporting of major projects, travel and micro grants remains a challenge and it requires considerable staff time to chase the information.

Lessons from this quarter
editA key objective of the funding is to enable the movement as a whole to understand how to achieve shared goals better and faster. An important way of doing this is to identify lessons learned from entities who receive funds, and to share these lessons across the movement. The purpose of this section is to elicit some of these insights, which will be shared throughout the movement. Please answer the following questions in 1–2 paragraphs each.
What were your major accomplishments in the past quarter, and how did you help to achieve movement goals?
- Wiki Loves Earth did not only result in systematic lists of Austrian natural monuments for Wikipedia, a considerable amount of new pictures and an expanded network of organizations and stakeholders in the field of nature conservancy, but most notably in many new contributors who were introduced to Wikimedia Commons and free licenses. Keeping them involved in our activities and turn them into regular contributors is a challenge that will be systematically adressed in the context of our future activities.
- Our work in the field of outreach / education from the first quarter had positive impact that was also noticeable in Q2: There were several follow-up requests from participants of the "Wikipedia meets University" event, resulting in several workshops on Wikipedia and Wikiversity and a successful edit-a-thon.
What were your major setbacks in the past quarter (e.g., programs that were not successful)?
- The end of the toolserver was a challenge for many of our projects, as there are not many tech volunteers in Austria who can contribute to providing alternatives. The low interest in our Wikimedia Hackathon scholarships is another indicator for this lack. WMAT responds to this with various measures: introducing a tech committee for more systematic needs assessment and collaboration, paying a contractor to support volunteers with the most urgent tech problems and activities (e.g. an event in Q3/Q4) to expand and network our community by reaching out to like-minded tech communities.
What factors (organizational, environmental) enabled your success?
- The WMAT office in Vienna was established one and a half years ago, a staff member dedicated to community support has been in place for roughly a year. The positive results of these services on sustaining a healthy Wikimedia community in Austria become increasingly apparent. The office is not only a workplace for staff but became a networking hub and a center for community life and is being regularly used for meetings, informal gatherings and spontaneous visits from Wikimedians from Austria and abroad. Our community manager's services are appreciated, attract new volunteers and volunteers who have formerly not been very active in chapter activities (which also widened the scope of our activities on additional Wikimedia projects like Wiktionary) and results in a higher level of systematically planned and documented volunteer projects.
What unanticipated challenges did you encounter and how did this affect what you were able to accomplish?
- When updating our members list for the general assembly, we realized that over the years we collected a considerable amount of members who seem to only exist on paper or stopped paying their fees over time, in spite of several reminder mails or letters. The amount of undeliverable mails and letters was higher than in previous years. Over the next couple of months we will systematically work through this list, check whether we can get the current contact details, send out another round of dunning letters and inactivate the remainder. In the short run, this will probably result in a decline of members and less revenues.
