ESEAP カンファレンス 2024/奨励金の基準

審査のうち提携団体代表者の場合はそれぞれの地域の、ウィキメディア提携団体の参加者同士で合意に基づき、そのコミュニティに多大な貢献を寄せているかどうか考慮します。あなた自身が対象となる提携団体の参加者である場合は、ESEAP カンファレンス 2024 の奨学金に関するお問い合わせ先はその提携団体です。

提携団体は支給対象となるとき、次の条件をクリアしています。

ウィキメディア財団が承認済みであること：
「準拠」というラベルは2023年11月30日時点では報告書限定で付与されています。

助成金委員会の委員との合議により設けたポイント制を採用。

基準	詳細
オンウィキの投稿	特定のウィキメディアンがオンラインで示した貢献の範囲を評価。コンテンツの投稿（編集、記事、アップロードなど）と、技術的な貢献として編集者の作業に役立つボットやツール、スクリプトの開発の両方を含む場合があります。
新規利用者の参加促進	メンター制度のプログラムもしくは企画について、新規の投稿者を対象に個別化したガイダンスと支援を目指す場における申請者の参加を評価。
コミュニティの参加と協働	特定のウィキメディアンがコミュニティ参加と発展におよぼす影響について、オンウィキにおける紛争解決、方針変更の先導、新規参入者との関わりなどの活動を含めて評価します。さらに加えて、ワークショップやキャンペーン、ハッカソンなどオフウィキで進めるアウトリーチ活動（普及活動）を組織する際、そのウィキメディアンの役割を検討します。
包摂性と多様性の取り組み	グローバルな共同作業と包括性の感覚を育んでいるかどうか、さまざまな言語の背景を持つ投稿者を相手に、申請者がどの程度の協力をしてきたか評価します。
戦略	ウィキメディア運動の戦略関連について、運動の将来を形作る取り組みを示すような、議論や取り組みへの参加を評価します。
記録と普及活動	申請者の長期にわたる貢献の一貫性を評価します。長い期間にわたって解説文書や研修資料の維持と更新に取り組んできた場合は、持続的な波及効果の実証になります。
カンファレンスにどんな価値を増やすか	当カンファレンスに付加価値をもたらす応募者かどうか、参加動機を述べた回答に基づいて可能性を評価します。
特別加算	この分類は、前述の分類に当てはまらない貢献をしたウィキメディアンに対して加算されます。加算は控えめに実施します。

申請却下の条件

Applicable to all applicants

The applicant received a scholarship in ESEAP Conference 2022 but did not complete their post-conference report(s) before May 31, 2023.
The applicant is a current or past grantee from any WMF Grant program and found to be non-compliant.
The applicant is currently globally blocked by the Wikimedia Foundation or the community.
The applicant has failed to demonstrate any significant Wikimedia contributions or activities which may merit the awarding of a scholarship.
The applicant failed to obtain a valid passport by 15 January 2024. A valid passport includes an expiry date after 10 November 2024 (ie. 6 months after the start of the conference)

For individual applicants

The application is empty.
The application consists of content which is off-topic or abusive.
The applicant has failed to make a reasonable effort to answer the questions on the application form.

We reserve the right to remove certain people due to their conduct on/off-wiki. Examples would be those on global and event ban lists, under sanctions from the Universal Code of Conduct (UCoC), or otherwise known to the COT as rule breakers.

Are the scholarships only for ESEAP participants?

Scholarship is exclusively offered to the communities in the ESEAP region. We will be prioritizing applications from those who best fulfill the criteria of contributing to the ESEAP experience. We will take into account how the scholarship would enhance the applicants' contributions to the mission after the event.

I am not part of an affiliate. How do I apply for funding?

Individuals are able to apply regardless of their affiliate membership status.

I am a Scholarship working group member. Can I apply?

Yes. Volunteer scholarship reviewers will be eligible for a scholarship. To avoid conflict of interest, their applications will be reviewed by a team made of Core Organizing Team members and the organizer reviewers.

If I can't attend ESEAP Conference in person, how can I participate?

There will be an option to join virtually as it will have elements of being a hybrid event.

応募の方法は？

ウィキマニア2024の参加補助金申請の受け付けはいつからいつまでですか？

申請の受け付けは2023年12月26日に始まり、それぞれの現地時間で2024年1月15日に締め切ります。すなわち太平洋のハウランド・ベーカー諸島（Howland and Baker Islands）では日付が変わる深夜12時です。皆さんの現地時間に換算するにはこちら。

奨励金を受けたいんですけど、〆切を過ぎても申し込めますか？

受け付けません。審査の最終結果をすべての申請者に対して適切なタイミングで公平に出すためです。〆切までに申し込むには、期日から数日前には申請を済ませましょう。

What is the process for a ESEAP scholarship?

In general, we expect the workflow for funding decisions to go through the following steps:

Individuals submit the application forms via Google form
The Scholarships working group reviews for eligibility and criteria (described above)
The Scholarships working group reviews applications and makes decisions
Individuals are informed of the decision and are asked for information to enable the Logistic team to book transport and accommodation
Logistic team books and confirms transport and accommodation.

What will happen after the application submissions phase? When will the submissions be reviewed?

Submissions will be reviewed by the Scholarships working group on an ongoing basis.

How will scholarships be reviewed and awarded?

We will encourage you to provide the suitable answer and link accordingly on Google Form. Once all surveys have successfully been completed and therefore all of the data has been collected, the Scholarship working group will jointly determine which people will become scholars.

When will I receive feedback around my scholarship application?

Offers will start going out in [TBD]. All applicants will be notified of their outcome as quickly as possible. This may take a couple of weeks as some people's circumstances may prevent them from accepting. Other applicants will be referred to their affiliates if you choose that option.

奨励金の応募者へは、どのように採否を通知するのですか？

申請書に書かれたメールアドレス宛にご連絡します。申請者には採否に無関係に、全員、順次、採否のご連絡をしています。そこでいつも使っているメールアドレスを記入するか、活動に使っている利用者名を必ず申請書に書くよう推奨しています。

奨励金をもらえるか、もらえないかなんですが……私の分を、誰か他の人に譲っても良いですか？

譲渡は認められていません。公平性の観点から、受給者の功績に関する特定の順位に従って補助金を割り振っているからです。特定の受給候補が辞退されると、次点の人に支給する決まりです。

今年は奨励金を辞退するとして、来年のESEAPカンファレンスへ繰り延べしてもらえませんか？

繰り延べはありません。カンファレンスは開催年ごとにそれぞれの地域のコア主催チームが選ぶテーマが異なります。次の年にもぜひご応募いただきたいのですが、審査過程では継続して価値のある貢献を重ねてこられた点は考慮する点をお約束します。

奨励金の選考から落ちた場合、再審査をしてもらえませんか？

再審査はありません。審査は慎重に複数の段階を経た結果であり、誠に残念ですが、重複審査はありません。

奨励金に応募したのですが落ちました。今からできる手続きはありませんか？

ESEAP カンファレンス参加には、奨励金の受け取りが必須条件ではありません。自前で費用を払えるなら参加登録もできます。ただしカンファレンス参加には定員が設けてある点にご留意ください。奨励金を受給しなくても参加資格の採否をめぐり、助成金チームの選考過程を受ける場合があります。

費用を自前で払えない場合は、お住まいの地域の提携団体と打ち合わせることを強くお勧めします。独自の奨励金プログラムを実施している可能性もあり、バーチャル参加もご検討ください。
