I've prepared a banner. Please have a look and let me know if any changes are necessary. Regarding your proposed targetting. Technically, it's possible to display a banner for all logged-in users geolocated into France, and for all French projects, however, it's more work for a central notice administrator to do. The simplest option would be to display the banner to all logged-in users geolocated into France (and no banner for fr projects visitors outside of France), but if you do think it's necessary to display the banner as-requested, it's definitelly possible. - Considering the targeting we have two goals: we aim to reach both 1) French speaking users, worldwide and 2) France and French overseas territories users.
- So, your proposition "all logged-in users geolocated into France" is almost fine for the second point (just add overseas territories) and definitely simpler than mine (I'll strike it)!:
- But, for the first point, we would need to target logged in users, restricted to those whose user interface preference language is set to French, from all projects, worldwide (that's not equivalent to "all French projects"). For example, we would like to reach an logged in user, geolocated in Canada, reading en.wikipedia.org but with French set as preferred language in his user preferences. Is a targeting based on user interface preferred language possible?

- Banner reconfigured. The link above will work now only if your interface language is set to fr, otherwise, no banner will be shown. Note there is uselang=en in the link, you'd have to change that to uselang=fr to test it. Best, --Martin Urbanec (talk) 14:43, 9 August 2019 (UTC)
