Description -
The Wiki-Lusophony Festival is a celebration of Wikipedia's 20 years held by organizations of Portuguese-speaking Wikimedians. It takes place in the first half of 2021, in a calendar of activities that runs from January to May.

Hi @Sturm: you only want to target the Portuguese Wikipedia. Why not use your local site notice? It's empty and every admin can help you with that. The proposed banner is already in wiki-text, which needs to be converted to html by the CN admin first, and this would cost more time, plus through the Mediawiki extension the community will be able to self-govern the banner, opposed to being dependent on CN admins when you use the CN banner.
