Hello Mr Shanel. I`m new wikipedian of en.wikipedia & metawiki and older in fa.wiki. I`m so glad to meet you, because you`re an admin of wiki. in this manner, I have proposal for the better user cheking for sockpuppet in wiki.
Now, your processed agent strings is only software agent like kind of browser or operation system. in this manner, in the some browsers like IE or firefox, and operation system like xp or vista that have used by many general users, couse the mistake in cheking the users. in some country like Iran, the IP addresses is shared between many users in an ISP and maybe all the people of one city in Iran have same IP. further, some of realy sockpuppet users (that unfortunately not a few in fa.wiki) can change browser and operation systems in short time and escape from checkusers. unfortunately it couse to born the very bad user bands that prevent growing wiki project and decrease contributions, specialy in fa.wiki that I cooperated in it.
For solve this problem, I propose that design the cookies for register the further hardware information about user`s computers in mediawiki software. it`s very better than software agent string, because changing the hardware doesn`t possible in short time and so comfortable.
I hope that my idea be suitable for this great project and you use it.

Per your request, here's what I would like to be able to do:

TPI Wikipedia maintenance:
Take care of long neglected administrative tasks, e.g., moving and renaming pages, reverting edits, merging edit histories, locking pages, executing speedy deletes of articles that have been tagged but not yet deleted, blocking users who have vandalized the encyclopedia, and blocking irrelevant and/or inappropriate bots.

TPI Wikipedia upgrade and revisions:
The TPI Wikipedia is extraordinary because (a) the target audience overall has limited access to computers. Here's a quote from a 2001 report on the PNG Business and Tourism forum about attempts to improve voter education to illustrate the problem:

We were also told that a large amount of funding was devoted to the development of an elections website. While in theory this appeared as a useful transparency exercise, it should be noted that computer usage and internet access in Papua New Guinea is very limited and therefore such a medium did not have the desired impact and should be considered against cost implications.

In addition to limited access to computers, the TPI audience has a lower literacy rate (approx. 57% for ages 14-26, lower on either side of the curve), and (b) tok pisin is a relatively recent lingua franca which is used conjointly with English (which is PNG's nominal national language). So an Internet-browser based encyclopedia for Papua New Guinea will have to meet the same goals and objectives of the Foundation overall, but will also necessarily have to be designed to meet the needs of the peoples of PNG and Melanesia. This means to me that the TPI Wikipedia needs to be primarily bi-lingual —tok pisin and English—, but also should be able to accomodate other closely-related regional pidjin languages (Bislama and Solomon Islands Creole, for example). A proposal (which I have tested, and which appears to work) is to provide an English sub-page to Tok Pisin articles, e.g. the Tok Pisin article "Papua Niugini" has a subpage "Papua Niugini/English" which is the translated version of the Tok Pisin article (or vice-versa, whatever). In that example, I've copied the EN article "Papua New Guinea" over as the English sub-page to "Papua Niugini". The value in doing that at this initial stage of development is that all the EN templates, links, etc. that haven't been written into the TPI Wikipedia are shown in red, and can be clearly seen. This makes (to some extent, anyway) it easier (and quicker) to implement upgrades into the TPI Wiki. However, one of the necessities, as I see it, is to start writing article titles with "redirect" tags, and as I understand it, removing those redirect tags and deleting the pages will require an administrator/sysop permissions level to carry them out.

TPI Wiktionary ugrade and revisions:
As with the TPI Wikipedia, the TPI Wiktionary IMHO needs very much to be a bi-lingual dictionary. My vision for a bi-lingual TPI dictionary is to have a tok pisin page for any given tok pisin word with it's definition in tok pisin, but also with a link to the word's equivalent (but separate) English-language page. The definition of the English word would have both the word's tok pisin equivalent, along with the standard English definition. One of the real values of doing it this way is that either a tok pisin or English word can be entered in the search box, and the corresponding definition page will be returned. My initial test is with the TPI work "wanbel", which translates to "agreement" in English. The initial test works well. The need for temporary administrator/sysop permissions is to go into the dictionary and move/change/delete some of the pages there that were set up as dummies when the dictionary was first initiated. Again, I'm not all that experienced yet with Wiki media organization and all, but I'm quickly learning. At the moment, I'm going over all the Wiki reference articles I can find about templates and template coding in the Wikipedia:, Category:, Template: and Help: namespaces. By way of an excuse for my delay is responding to you is trying to discover how to revise existing templates. (Through which, by the way, I found an error in the {Infobox Writer} template: The section in the compiler version that sets the placement, style, and color of the "Born:" heading is screwed up. See my talk page sandbox, "User:K. Kellogg-Smith/sandbox" to see the error).

My apologies for writing in the verbose mode, but I feel strongly about getting the TPI Wikipedia and Wiktionary upgraded and "respectable". There are many, many available resources that can be tapped to populate the Wikipedia, and good dictionaries also available to help populate the Wiktionary. I think both are exceptionally worthwhile projects, and will benefit the PNG/Melanesian community.

So, the bottom line is that I think that I need to have temporary administrator/sysop permissions, and if so, I really would like to have the permissions granted. I estimate that the development work on the two TPI Wiki's will take roughly three to four months to coordinate, develop, and debug, after which others who have come on board the project in the interim can carry on with it.   • Shanel: Just out of curiousity.  At your request, I sent the above information to you two weeks ago.  I haven't received an acknowledgement from you as yet that you've noted it (and perhaps even read it?). Sean Whitton suggested a few days ago that I need to have approval from the TPI community before my request will be acted on.  But of course, as I noted in my request, there is no TPI community.  So Sean's suggestion is an example of a Hellerian "Catch-22", pretty much like getting a dog to chase its tail.  Whatever, I still need to have temp sysop/admin permissions to move, delete, and reorganize pages in the Wiki. As it stands now, about all I've been able to do is muck around a bit with the front page of the TPI Wikipedia, keeping the "Karen afeas" (current affairs) section updated daily, and adding a photo or two in the "Dispela wik" (this week" section.  For this week I've pulled a very interesting animated photo out of the Commons.  It's an animated photo of a Vanuatuan using a stick and a rubbing board to make firel with children watching him.  I think it's worth seeing if you haven't seen it before.  An animated photo (.gif).  You can see it if you go to the TPI Wikipedia (tpi.Wikipedia.org) and scroll down "Pes fran" (front page).  I've gone to the WikiProject Melanesia group to generate interest in revitalizing the TPI Wiktionary and Wikipedia.  Anyway, I've put in a great many hours during the past month (on average, about six to eight hours a day) to uncover the problems in the two TPI Wikis, but I guess there's absolutely no point at all in my wasting any more fruitless hours with the two Wikis if my hands are tied by my lacking the permissions required to do the work that's needed.  I love the work I'm doing with the two Wikis, and as a result have been rapidly learning to read and write the Tok Pisin language.  But honestly Shanel, as much as I like enjoy the Wikipedia work I'm doing, I've got lots of other work that I should also be doing. It's the Wikipedia Foundation that will be impacted (even if it's in a small way), not me, if I give up on the the TPI project for what I perceive as a lack of interest by the Administration give me even a small bit of help. Query regarding arbitration process edit

Hello, I need an advice. I am an administrator at the Lithuanian Wikipedia. We had a person in our project whose actions were in the end considered as vandalism or trollying. He finally got blocked for an extended period of time. Afterwards he started kind of his own project in Lithuanian Wikibooks, which is meant to "reveal the intolerable behaviour and wrongdoing of the wikipedia adminstrators" (paraphrased). Following this, an argument between myself and that person evolved (in wikibooks) which really can't be put into discussion category, as I would not say a discussion is possible with that person at all, not the least he started that argument. That person takes any statements I write, twists them around and then puts everything in the way as if it is me, not him, a vandal. Finally he wrote a number of accusations towwards me, and I admit it's starting to become unnerving, even if I know I am right in this argument. Nobody so far has interfered in this 'discussion' and the fact that with regards to this person, almost every regular user of wikipedia can't be considered neutral, I do not know if inviting a third person would prove effective and if I should. This leaves me in a quite helpless position. The next stage would be requesting arbitration, should I do that? Steward Drini's cancellation of my temp TPI sysop permissions edit

On July 9th you granted me 90-day temp sysop permission for the TPI Wikipedia.  Steward Drini has now cancelled your grant, and has done so without notifying me of his specific reasons for doing so.

I have worked long and hard several months now to bring the Tok Pisin Wikipedia and Wiktionary back to life again.  I have gone to extraordinary lengths to thoroughly document my work on Talk pages, and to provide regular progress reports to both WikiProject Melanesia members and others.  I have done far, far more work than anyone else on those two Wikis (other than the originator).  And I have put in hour upon hour of study to learn more about how to read and write Tok Pisin articles, templates, and other Wikipedia tasks.  As I wrote in my Wikipedia e-mail to you, working on the two Wikis has become a "labor of love", a project in which I have advanced from casual editing to becoming very deeply involved.

That being said, I must object to what I consider to be an inappropriate action by Steward Drini.  If I have erred in doing my work as temporary TPI sysop, then I suggest that a more appropriate administrative action would have been to advise me of what specific Foundation policies I had been violating, and then to allow me a reasonable, probationary interval which would make it possible for me to continue my work.

I consider this matter to be a very serious, one that should be brought to the Administration's attention.  Perhaps you might talk to Steward Drini about his decision and discuss his action with him.  If not, then if you would be so kind, please let me know if the Foundation has an appeal process, and what that procedure might be.

Transparency in approval process edit

Hi Shanel,
Thank you for the reply to my question [3] regarding the approval process. I understand you and other members of the approval committee being busy in real life, and appreciate the time you have set aside for helping to advance Wikipedia's further development.

I had a look at the Requisites for conditional approval section of the Approval Policy and can see that Ottoman Wikipedia has already met all the conditions.

    1. The proposal is to open a new language edition of Wikipedia, and it does not already exist.
    2. The language has a valid ISO-639 code as ota.
      If there is no valid ISO-639 or RFC 4646 code, it should be a natural language or a well-established constructed language with extensive body of works in this language.
    3. The language is unique and could not coexist on a more general wiki.
      The difference with other languages is real.
    4. The proposal has a sufficient number of interested editors to form a viable community and audience.

Hi Shanel, I would like to thank you for your support on conditional approval of Ottoman WIkipedia. You may like to know that currently there is a discussion in process for the approval of Ottoman Turkish Wikipedia. As a one of the requesters for approval of this project, I have left some comments in Special_projects_subcommittees/Languages page. Status of Ottoman Turkish in Education edit

Hi Shanel, To assist with your assessment of the education activity for Ottoman Turkish, my Turkish Wikipedian friend Tarih, have helped me to compile a page as Statistics on Ottoman Turkish Education using available official statistics based on matrix provided byHigher Education Board of Turkey (Tablo 4) on its official website. Using this source we could extract the number of first year students who will be thought Ottoman Turkish Language during their courses. According to this tables, the total for the State Universities are 11870 students and private universities 1215 , which bring us to the Grand Total of 13085 students learning Ottoman Turkish (Osmanli). Considering these figures are just for the first year, it is safe to assume that at least twice this number being trained in this language. 4. The proposal has a sufficient number of living native speakers to form a viable community and audience. If the proposal is for an artificial language such as Esperanto, it must have a reasonable degree of recognition as determined by discussion.

Many users consider fictional languages (such as Klingon) to be unacceptable, and such proposals may get strong opposition. A precedent of note is the Klingon Wikipedia, which was eventually shut down (see archived discussion).

What is a reasonable degree of recognition as determined by discussion? Is only an ISO 639-code enough? You may know the failed Aeres Wp Request. On the talk page of our request we've decided that it is not so urgent and necessary to translate messages, visible for admins only (however, we've translated a plenty of them, too). Pathoschild was not against such a decision. So, the vast majority of the untranslated messages are from this category (i.e. visible for admins only). But still, you are right - there are a couple of dozens of untranslated messages visible for every user. That will be finished today or tomorrow.

Hello again!

So, we have finished with all non-admin visible messages. As far as I can see, the rules also state that for the first wiki in a language only, localizing the administrator interface is optional. However, we have translated a great part of it too. Please, note that we have translated more messages than Kabyle community (Kabyle request was approved this spring), much more than is now translated into Turkish (flowrishing wiki - 95877 articles, 121725 users), Esperanto (91737 articles, 3625 users), etc. We have completely translated the "top 500" list, some messages of which are not translated even into Spanish and Italian. So, I think we've done a good job.

This will no longer work correctly in the future, because the "text" parameter will contain the entire discussion (to wrap it in a coloured box). "Fluent expression" instead of "Native" Requirement edit

Community find very problematic to limit language proposal to native language. in foundation list there many example of languages that has no native speakers, but are very useful as culture vehicle. possible proposals in these will fail because of this unfair barrier

Life changed edit

I was touched after reading your story about how Wikipedia and it's sister projects has affected your life. It is certainly an inspiring story. At times, I do wonder why Wikipedians argue about a lot of topics? But my main aim for this contribution is not about money instead it is about leaving a legacy and creating a global knowledge site.

I have heard a lot of inspiring stories but I do not have an interesting one to share. I remembered a story on how the definition of Fuck in Wikipedia actually encourage a vulgar friend of mine to start editing at Wikimedia projects.

Tetum Wikipedia vs Tetun Wikipedia edit

Hi. I see you have noted that this was approved and hope you can help me find the right spot for the following, which I posted yesterday to Talk:Interwiki map and now realize is not the right place for it; I'm going to remove it from there, shortly.

The tet:wp is the Wikipedia in Tetum, the main national tongue and official language of Timór-Leste (East Timor) (quoted off their main page). I created an account there the other day and have added a few interwiki links to my userpage there; tet:Uza-na'in:Jack Merridew; my page at Commons:User:Jack Merridew has such a link.

Thing is, the iwlinks are being labeled with an alternate spelling of the language; Tetun, instead of Tetum. Both spelling are used, but if they're using the 'm' and the en:wp articles are, too, then it may be appropriate to have MediaWiki use that spelling, too. sil.org uses the 'Tetum' spelling. This does seem to have been squabbled over and it may well be that the 'm' should become an 'n', instead; in which case, this thread is moot as that's a discussion for elsewhere.

User Utcursch has changed the Khera page twice both times deleting information. First time was on 7th of January and the 2nd time on on 14th October as seen from the history list. Tunisian Arabic edit

As shown in the new edition of Ethnologue, Tunisian Arabizi (One of the Latin Scripts used for Tunisian) has been recognized as a common script for Tunisian Arabic. As it is the most used script in Internet, we will use it in Wp/aeb. I have slightly modified this method so that it can be converted to Arabic Script. I have created a script converter for Tunisian Arabizi and I will implement it with explanations very soon. However, I need to test it before. So, you are invited to change the name of Tunisian Arabic in Latin Script into Tounsi and change the editing software of Tunisian Arabic Wikipedia into Left to Right format.
