The Bikol Sentral language, with 2.4 million native speakers is one of the eight major languages of the Philippines. The Bikol Wikipedia with only around 5,300 at the end of 2011 has had only four active editors for the same year, while the Bikol Wiktionary is still in the Incubator.

Project scope
editThe growth and deepening of Bikol Wikipedia depends upon the participation of many writers in Bikol language which is hard to come by due to three reasons:
- Bikol writers have different priorities (e.g. work, personal projects etc.) and/or others are unenthusiastic;
- contributors must be relatively proficient in the use of computer; and
- computer with an unlimited connection to the internet is also a necessary facility.
Although Bikol Wikipedia is small in number of articles, however there is depth in the Bicol-related articles. For this reason, Wikipedia has become a resource for Bikol history and culture in the province. In 2009, two of its articles appeared back-to-back in the NCCA-funded Bangraw kan Arte, Literatura asin Kultura magazine. Mariano Perfecto appeared in March 2009 (Volume II No. 7 issue) and Casimiro Perfecto in April 2009 (Volume II No. 8 issue). Bikol Wikipedia was also used as a reference for Premio Tomas Arejola para sa Literaturang Bikolnon backgrounder and Tomas Arejola biography, which appeared in the program used at Banggi nin Pagrokyaw dubbed as Bikolinismo 2009 (a search for Outstanding Bikolano Artists paralleled to the National Artist of the Philippines). The event sponsored by the City Government of Naga held on 29 September 2009 was graced by NA Virgilio Almario. In 2010, the article of Clemente Alejandria was also featured in An Tambobong Nin Literaturang Bikolnon literary folio (Volume I No. 1 issue).
Recently, there have been movements such as Parasurat Bikolnon writers group, Bikoliana publication, Ateneo Literary Association etc. aiming to promote further the languages of Bicol through literary projects. This is an opportune time to work hand-in-hand with these organizations by showing to them that Wikipedia is an available platform for the propagation of their languages.
In Camarines Sur, the Canaman Municipal Library expressed intention of collaborating with Wikimedia Philippines (WMPH) in promoting Wikipedia, particularly the Bikol language edition, as an online reference resource for its researchers. In 2010, Bikol Wikipedia became a source in the book Canaman: Gira nin Banwaan authored by Ireneo C. Sto. Tomas. With proper credits, it used the photographs of Francisco Gainza, Vocabulario de la Lengua Bicol, Sanghiran Nin Bikol, Lorenzo Rosales and Angelo de Castro. In 2012, Canaman Calendar credited Bikol Wikipedia the photographs of Sanghiran nin Bikol and An Barongbarong for the entry Academia Bicolana which is featured in June 2012 page.
The project intended to run for a period of three (3) years will initially tap the local government unit of Canaman, Camarines Sur. Wikimedia Philippines will loan one (1) computer set to its Municipal library to be used exclusively by the clienteles for accessing Wikimedia sites. Users are required to create an account in Bikol Wikipedia. As part of the promotion of Bikol Wikipedia, the students and other clienteles will be encouraged to contribute in the Wikipedia and other projects such as the Bikol Wiktionary in the Incubator. The Library will have a Reward Program (Wikipedia merchandise) for the active contributors. KWF's Etnikong Bokabularyong Bikol and Diksyunaryong Traylingguwal Bikol(Naga)-Filipino-English, and Malcolm W. Mintz' Bikol Dictionary: English-Bikol (Index) and Bikol-English (Dictionary) as resources can help increase the number of entries in the Bikol Wiktionary.
The Chapter's coordinators for Bikol include Filipinayzd (sysop), Steven*fung, Ringer and Geopoet. Non-editors who are Bikol Wikipedia supporters include Willy Prilles (editor in the test Bikol Wikipedia), Jason Chancoco (1st Meet-up participant) and Buboy Aguay (2nd Meet-up participant). Bikol Wikipedia community will conduct a quarterly Meet-up, aside from the informal meetings with other institutions within and outside Camarines Sur, to ensure the success of the project. The Municipal Library will also serve as the office of the group.
The projects of coordinators prior to joining WMPH included the Bikol Poetry and Tigsik Writing Contest in 2008 during the national book week celebration at Camarines Sur Polytechnic Colleges in Naga City, and the exhibit called Mga Harigi kan Arte asin Literatura during the National Conference of Bicol History and Culture held at the Holy Rosary Minor Seminary in 2009.
Other supporters which the coordinators have been working with outside Wikipedia are possible partners Jerome Hipolito (Calabanga, Camarines Sur/Central Bicol State University of Agriculture-Calabanga Campus), Jay Salvosa III (Naga City/Ateneo Literary Association), Jose A. Adolfo Jr. (Canaman, Camarines Sur/LGU-Canaman), Frank Peñones Jr. (Iriga City/LGU-Iriga), Riko Vinluan (Naga City/Bicol Region Librarian Council), Joan de la Trinidad (Naga City/Skyscrapercity.com CamSur Community).
A wifi ready laptop can be used by the group in official functions and in the promotion of Wikipedia. It can be used in teaching potential contributors how Wikipedia works.
In the foresight results of this project can also be published under a Creative Commons Attribution-ShareAlike (CC-by-SA) 3.0 license.
Project goal
editThe main goal of the project is to promote Wikipedia, particularly the Bikol language edition, as an online reference resource. Specifically, it aims to significantly increase the number of articles in Bikol Wikipedia, to bring Wikipedia and its other sister projects by actively promoting them in schools and communities. These will be geared to entice membership and active participation not only to the organization but also to the Wikimedia projects. Furthermore, it aims to create another full-fledged Wikipedia or Wiktionary in other major Bikol language, most likely in Rinconada Bikol.
Bikol languages are Bikol Sentral with 3,870,000 speakers; Miraya Bikol [ISO 639-3: rbl] with 300,000 speakers; Rinconada [bto] with 286,000 speakers; West Albay Bikol [fbl] with 260,000 speakers; Southern Catanduanes [bln] with 139,000 speakers; Northern Catanduanes [cts] with 80,000 speakers; Buhinon Bikol [ubl] with 73,600 speakers; and Libon Bikol [lbl] with 68,800 speakers. Fit to strategy
editStructural Strategy on Capability Build-up
editThe structural strategy in which the project will be undertaken is basically anchored on a futuristic incline of tapping locally-based common writers or collaborators who are barangay-based with the assistance of the barangay local government officials promoting arts, culture, literature and languages. They would serve as conduits of information and eventually form part of the Bicol Wikipedia Community. Thus, the flow of knowledge and information is now sourced not only from urban centers but also from the rural centers where it is believed enriched with tons of unpublished knowledge and information.
In the course of developing this project, Wikimedia Philippines, Inc. need to play a major role in collaborating with national agencies concern more particularly in coordinating the efforts being done in the lowest echelon of the structural design in which the Bicol Wikipedia Community is undertaking. Thus, the direction of progress and development must be initiated from the top.
Pilot Project
editThis project will pinpoint the Municipality of Canaman, Camarines Sur as the pilot with the collaborative efforts already initiated by Filipinayzd. After the 3-year period, the project can be possibly initiated to other towns and barangays. Hence, the intention of this project is to really unearth the hidden knowledge of arts, culture, literature and languages that have long been eaten out of time and kept in the sideline, so that, the project will serve also as a reach-out initiative by Wikimedia Philippines, Inc. in tapping the least recognized bank of information and convert the same into Wikimedia Bikol Database (community-based).
Project Assumption
editOf course, we assume that in the next 5 or 10 years, the internet service will eventually saturate or advance in many places of Bicol Region that even a barangay-based Bicol Wikipedians can utilize the resources available thereat and contribute to the Wikimedia Bikol Database (community-based).
Other benefits
editThis project will also create awareness and enliven consciousness in the community on the need to keep the language alive by using Wikipedia's readily available platforms. By setting up partnerships with language associations, language institutes or universities which offer ethno-linguistic studies, it can serve as the grass-roots training ground for prospective Wikimedia contributors and exposing them early on into enriching the language, as well as encouraging campus-based Wikimedia/Wikipedia organizations which can contribute to the growth of Wikimedia in the region.
Measures of success
editThis project can be assessed successful if after the three-year period it aims to initially run, it will be able to increase by at least 100 percent. Create at least one sister project which is the Bikol Wiktionary.
