Agreed, we're trying to phase out fair-use, not even further encourage the practice. It's debatable whether fair-use is even truly compatible with the GFDL, and the only projects that really use fair-use anymore are Wikipedias--on many of those, discussion is still ongoing about doing away with their fair-use policy. Fair use is stuff that is incompatible with Wikimedia's licensing policies. We don't need to encourage more fair use here, but rather as little as possible for the projects that even allow it in the first place. 哦， 是吗？(User:O) 22:06, 23 November 2007 (GMT)
