OTRS help request edit

Hello Daniel, I am Tony the Marine from en. Wikipedia and I need your help. The following image File:Joe Sanchez.jpg has been placed for deletion. However, permission from the copyright holder was forwarded on 11/8/ 09 and again on 11/12/09. Here it is: bluewall@mpinet.net. "I, Joe Sanchez_____, as the copyright holder of the image attached/in http://en.wikipedia.org/wiki/File:Joe_Sanchez.jpg, agree to release in under the terms of GFDL. I understand that this allows anyone to use the image for any purpose, including commercial use, as long as the constraints in the license, like attribution, are respected."

Dear Daniel, I'm a bit depressed by your answer...
Namely, there was a nomination of :ru:user:Rubin16 - whom I endorsed, as I met him many times in Russian Wikipedia, and we really need more OTRS agents for Russian OTRS queues (I'm one of the OTRS agents as well). So I was surprised when his nomination was deleted with no comment (as far as I remember, earlier it used to put some comment like "promoted" or something like that).
However, I now see that he was promoted and he's OTRS agent now. So the issue is closed now.

We don't say who is accepted and who isn't when removing nominations because users sometimes wish to keep their participation in OTRS confidential; see the top of otrswiki:LOA (notably the warnings under the red banner at the top). I've checked the earlies edits of OTRS/volunteering, and found there several examples of respective comments for edits. Maybe it wasn't that strict during early OTRS days?
Sorry, I don't think that we need to issue a penalty for minor misdoings that were committed several years ago. I'd better send private warnings to all users whom I found when I was looking for the examples. Could you please point me after which exact moment such comments started to be treatead as a violation? Global Block edit

Dear Daniel,

I understand that you are an Administrator on the English wikipedia. I have been an avid use of Wiki and have made a few contributions in the past. I understand that vandalism is bad for business and therefore always ensure that I sign on before I do an edit. Recently I have been unable to edit due to a "Global Block" from User Shizhao. I am a layman and do not understand tech language and I believe this has not been a criteria to contribute to Wikipedia. I have contributed both time and money to Wiki and therefore get frustrated to see an unfinished page which I have the passion in completing, but left helpless due to the indiscrimination from Shizhai. Account reactivation edit

Hello Daniel,

I noticed today that someone has deactivated my OTRS account yesterday (possibly due to inactivity). The fact is I was inactive for an approximate period of 8 months, but I've become active about 2 weeks ago. As a matter of fact I had been cleaning spams for ten days or so before the inactivation, and was about to get more busy with responses.

I was wondering if you could reactivate my account, and reinstate my access to info-tr and permissions.

I guess our inactivity report did not acknowledge the fact that you came back, but we decided to err on the side of closing inactive accounts because it can be so easily undone and it had been so long since we had cleaned out inactive accounts. The Wikimedia Foundation is requiring that OTRS volunteers sign the new confidentiality agreement by 31 December 2015 to retain their access. You are receiving this email because you have been identified as an OTRS volunteer and are required to sign the confidentiality agreement under the new policy. If you do not sign the new confidentiality agreement by 31 December 2015, you will lose your OTRS access. OTRS volunteers have a specific agreement available, if you have recently signed the general confidentiality agreement for another role (such as CheckUser or Oversight), you do not need to sign the general agreement again, but you will still need to sign the OTRS agreement.

wrongly accused edit

I tried hard to find the correct place to send this. This was the best I could find. It is not of course dircted at you personally.

Whilst viewing and article I received a notice that I had a message from another user, when I looked at it I found it was an accusation that I had wrongly edited an article as below. I have never edited any article in Wikipedia and strongly object to such strongly worded accusation!
