The Centre for Internet and Society (CIS) is a non-profit organisation registered in India that works in different areas such as accessibility, openness, internet governance, telecom, research. etc. The organisation's official website may be seen at cis-india.org. Annual reports of the Centre for Internet and Society may be seen here.

The Access to Knowledge (A2K) program of CIS[1] is dedicated to supporting and serving Indian Wikimedia projects and the communities. In the last few years CIS-A2K has worked towards creating sustainable programs and building community capacity. The primary objectives of CIS-A2K are:

  • supporting and serving the Indian Wikimedia communities in all possible ways
  • building institutional partnerships.
  • bringing more content under free license
  • designing and executing projects with community participation.
  • strengthening the Wikimedia volunteers.
  • fostering and enabling an appropriate legal and technological ecosystem.

In this document we are presenting the work-plan of CIS-A2K for the period 1 July 2018 – 30 June 2020.

The Centre for Internet and Society – Access to Knowledge is submitting the work-plan for the period 1 July 2019 to 30 June 2020. In this work-plan year CIS-A2K will continue to work towards creating an inclusive Wiki atmosphere in the Indian sub continent.

Needs assessment

CIS-A2K conducts an extensive community consultation before writing a work-plan. This year CIS-A2K conducted a community consultation, in which 36 Indian Wikimedians shared their views and suggestions. Apart from this Needs Assessment conducted by CIS-A2K other mechanisms to collect suggestion from Indic Wikimedians:

  • India IRC
  • Feedback forms specific to initiatives and events organised by CIS-A2K
  • 1-to-1 conversation with Indic Wikimedians

Program overview

CIS-A2K works with Indian Wikimedia communities on different projects. In the past years CIS-A2K has extensively worked on Wikipedia. In addition to our work to improve Wikipedia projects in India, in the upcoming work-plan year CIS-A2K's primary focus area will be Wikisource and Wikidata.

CIS-A2K's upcoming year's work-plan may be divided into the following verticals.

  • Content creation: conducting and supporting program that results in quality content creation
  • Skill development: conducting and supporting activities that enhance Wiki-skill
  • Leadership development: activities that enhance leadership skill
  • GLAM and Partnership: conducting and supporting GLAM-related activities, working with like-minded partners

Edit-a-thons

CIS-A2K would conduct/support 2 large edit-a-thons during the work-plan year

  • Independence Day Edit-a-thon: In August 2018 CIS-A2K conducted Indian Independence Day 2018 edit-a-thon. This year CIS-A2K would conduct an edit-a-thon during the Indian independence day period (around 15 August 2019).
  • International Mother Language Day edit-a-thon: CIS-A2K would conduct/support an edit-a-thon during the International Mother Language Day (21 February)

Skill development

CIS-A2K would conduct the following skill development activities

MediaWiki Training
CIS-A2K would conduct a national-level MediaWiki Training to enhance MediaWiki-related skill among Indian Wikimedians.

Wiki Advanced Training (Wikisource)
Wiki Advance Training (WAT) is a residential workshop with the goal of providing Advance training on specific Wikimedia projects. In July 2018, CIS-A2K conducted the first iteration of Wiki Advance Training in Ranchi, Jharkhand, with advanced training for Wikipedia (content creation). This year, CIS-A2K would like to conduct the second iteration of WAT with advance training for Wikisource. Different topics related to Wikisource editing, proofreading, templates, gadgets, and tools will be discussed during this workshop. We expect the participation of around 20 active Wikisource contributors, from different Indian communities.

Zonal workshops
In the previous years, CIS-A2K has conducted several regional workshops with specific communities, on specific Wiki-related topics. Mini-TTT, and mini-MWT are follow-up events of TTT and MWT. We conducted focused regional workshops on copyright and free licenses in Delhi, and Bangalore (for Wikimedians in South India). We also conducted regional Wikisource training in Patiala, Ahmedabad, and Bangalore. The following table provides details about regional workshops conducted between 1 July 2018 and 31 March 2019 [INSERT TABLE]:

In the upcoming year, CIS-A2K plans to continue organising such regional workshops. CIS-A2K will conduct four zonal workshops (North, East, West, and South zones), and we will include different topics related to Wikipedia, Wikisource, Wikimedia Commons, and Wikidata. Other than these main zonal workshops, CIS-A2K will conduct/support a minimum of six more workshops for different Wikimedia communities (state-level and language specific).

Leadership development

Train the Trainer
Train the Trainer (TTT) is a residential workshop that attempts to groom leadership skills among Indian Wikimedia community members. TTT has been conducted in 2013, 2015, 2016, 2017, 2018, and 2019 [LINK EVENT PAGE FOR EACH YEAR]. In the upcoming workplan, CIS-A2K will conduct the next iteration of TTT. Like the 2019 TTT, CIS-A2K will collaborate with communities to organise this year’s event as well, and the venue city will be selected through a community bid. In an attempt to further improve the event, at this iteration of the workshop, CIS-A2K would like to ensure participation of at least four Wikimedians from neighbouring countries, including Sri-Lanka, Bangladesh, and Nepal. There will be around 25 participants in the workshop and in our continuous attempt to bridge the gender gap, we will ensure at least 25% participation of female Wikimedians [FOOTNOTE GLOBAL WIKIMEDIA GENDER PERCENTAGE].

User group conference
In the last couple of years, several user groups have been recognised from India. Currently, the active user groups from India are [LIST]. Following our conversation with different user groups and their members, we felt the necessity to organise a conference for these active user groups, where they can interact with each other, and share their learnings about their plans, progress, and strategy. Hence, CIS-A2K proposes to conduct a user group conference in the upcoming work plan year. Two members from each user group will participate in the conference, and these participants will be decided on the basis of community discussion and consensus. We expect that this conference will help the user groups to obtain answers to their questions, and plan better for their future.

Request Page
The CIS-A2K Request Page is a platform for Indian Wikimedians where they can ask for support. The Request page supports a variety of requests, including support for organising events, support for participating in events, non-financial requests such as merchandise, etc. CIS-A2K received NN requests between 1 July 2018 and 20 March 2019. The following infographic shows statistics about the requests received in this period [ADD INFOGRAPHIC]. The requests undergo the following steps before approval: Event page creation, community discussion and endorsement, and review by CIS-A2K team members to ensure that the request aligns with the Wikimedia Foundation, and CIS-A2K’s strategy and workplan.
In addition to supporting communities through this request page, CIS-A2K will also be conducting awareness sessions regarding the WMF grant structure.

Wikimedia Summit India
The Wikimedia Summit, earlier known as Wikimedia India conference is conducted annually in Germany, in Berlin. This conference is an annual strategy program to visualise the state of the Wikimedia community over the next 15 years. Delegates participating in the conference include representatives of various user groups, affiliates, committees, working groups, and teams associated to Wikimedia foundation from India, who will also attend the Wikimedia Summit, Berlin. This event is a preparatory conference with its format identical to the main Wikimedia summit.

Support structure

IRC
CIS-A2K has been conducting national level IRC for Indian Wikimedians to sustain continuous communication, stay cognizant of the community’s needs, and receive community feedback on CIS-A2K’s initiatives. In order to further this practice, CIS-A2K plans to conduct eight additional India-level IRC programs in the next workplan. In addition to these, CIS-A2K also conducted project level IRCs like Indic Wikisource IRC. CIS-A2K wants to continue this also would like to expand this to other projects.
