Helen Mukoro Idisi is a Spanish Author, Administrator, Politician, Legal Consultant, Journalist and Legal Expert. She was born in Warri, Delta state, Nigeria. She is a native of Isiokolo, Ethiope East Local Government. Born to Mr. Anthony Mukoro (the late Accountant General of the defunct Bendel State Government Treasury’s Cash Office, and Mrs. Mary Mukoro & Apomudjere (a retired Civil Servant. Governor's Office, Delta State, Nigeria). A niece to Dr. A.G Onokhoraye (former Vice-Chancellor of the University of Benin, defunct Bendel State, Nigeria). A stepdaughter to Hon Justice Emmanuel Akpomudjere (the late Chief Judge of Delta State, Nigeria).

She attended St Ita's Girls College, Sapele. She holds a BSc degree in Business Administration (Assam Don Bosco University), a Diploma in Jounalism (London School of Journalism) studies in Law (UNED). a Posgraduate certificate in Legal Psychology (Universidad Catolica de Santo Domingo) and a degree program in Private Detective (UEMC)

She is the founder and president of a political party in Spain 'Union de Todos'. She contested for the seat of Mayor of Denia,Spain in 2015 and her party stood her to contest for the presidency of Spain in 2016 in the province of Teruel, she became the first European of African descent to do so in Spain and Europe.

She is the president of United Nations Women, National Committee, Spain. She established the Royal Kingdom and Aristocracy of Africans in the diaspora in January 26, 2018.
