"Applicants who can't comply with the requirements and contractual terms of the program". Do you mean "are unable to" or "are unwilling to" or "fail to"? I'm genuinely unclear about this from the language, but I suspect you mean the third one, which is not detectable at the time of application, unless you mean by demonstrated non-compliance with grantmaking in the past. Translations are likely to render this in unpredictable ways.

"Funds for direct expenses". Is "direct" going to be clear to everyone, through the language barrier?

I've emailed Alex W. concerning one of these criteria.
