Translation of “Upstream”? edit

@Fabrice Florin (WMF): @Mpaulson (WMF): Should “upstream” in “upstream surveillance” be translated? I first thought it was a simple adjective to qualify the surveillance, but then I saw it is the name of a specific program by the NSA [1]. So what is the status of this word: simple adjective or specific name?
