In parallel, we are starting a developer program to provide the tools and guidelines needed to add notifications through extensions -- and eventually through an external API. More on this later ...

I think better would be:

In parallel, we will start providing tools and guidelines to allow notifications to be extended by developers.

We might also mention something about cross-wiki notifications.

Also, drop the "More on this later…" Looks like someone didn't finish a sentence ;-)
