@Econterms: thank you very much for this proposal. I am very pleased to see a proposal for a dataset that is simultaneously rare, [mostly] complete, and socially/historically significant. I realise that it is still in draft status, so you might not have finished adding details, nonetheless I wanted to ask you some questions (which you could answer here, or include within edits to the proposal itself).

  • The subject and substance of this proposal - as well as the expertise are Chilean. As the corresponding/lead proposer of this grant, what relationship do you have to the project? I see that the proposed wiki itself will be based on the format of one you operate (inventing aviation), is there another connection?
  • What is the copyright status of the patent documents from that era, and what will be the license aspect to the output of this project. e.g. any intellectually novel contribution to the raw information; database rights; and any IP implications from the University of Talca?
  • Why is a MediaWiki instance the appropriate technology for this proposed repository? As a third-party hosted website, simply because this grant is being administered by the Wikimedia Foundation does not oblige you to use MediaWiki for the platform. You can, but it might not be appropriate.
  • The project includes registering a .cl domain name. What is the long term hosting and re-registering plan for this website, after the period of this grant. Who 'owns' it?
  • As the proposal relies heavily on the pre-existing research work of Prof Andrae, it would be very helpful if she would write a confirmation in the application itself, (or by email if that is more convenient) to the effect that she supports and is involved in this proposal.

Followup comment for @Econterms: - I see your recent edit about VOID risk assessment: Here is the documentation page Grants:Risk_assessment_during_COVID-19. This was released after your grant document was begun, and so the template you were working from didn't include that link.
The form itself is designed for grants which are for hosting 'an event' (e.g. a conference), and I understand your proposal is not for that, but more like a series of visits to archives. Could you please create a copy of this risk assessment form (it's a googleSheets page) - and fill in the risk, and mitigation, tabs on that sheet. Treat the risk/mitigation spreadsheet as referring to a single visit. Then in the grant application itself, post the link to that document, and specify in the text that the risk assessment applies "several times" in the sense that it would be effectively the same for each in-person activity. Thanks much! The questions make sense. Preliminary answers are below, with the questions reordered to simplify. We'll incorporate this into the grant application where feasible.

  • (3) MediaWiki's ideal! Or at least, we've worked out most of the design, templates, and tools using MediaWiki for historic international patents. We want easy graphics, the files on Commons, easy links to Wikidata and the Wikipedias, wikilinks, footnotes, equations, categories, and we can manage our SQL tables with Cargo and Page Forms. We believe our design can be replicated across wikis to make historic patent projects come to life.
  • (1) In past work the non-Chilean project participants listed have developed MediaWiki templates and tables that help find connections among people and institutions in histories of technology. One thing that helps is to use images, links, tables, footnotes, etc to bring the topic to life more than a spreadsheet can. (Spreadsheets too are helpful and useful to sorting the data and bringing it to statistical packages, but we are not proposing to do anything novel with spreadsheets.) It is clear to the proposers that this set of designs and techniques will help with the Chilean data. The American researchers on the team also have expertise on a different set of libraries and resources than the Chileans here. Furthermore there is the possibility of crowdsourcing from other participants on Wikimedia once there is an open web site. Our view is that the relevant expertise for this effort is not in one country only. Further I am sure that this design and approach will help other histories of patents and technology to blossom and make new findings clear.
  • (2) Copyright, IP status, database rights. (I think: the patents in question have aged out of copyright; that the database is a novel compilation; and that we'll use a CC-SA license of some flavor.). Details to follow.
  • (4) I will remove statements of certain about the long term. Costs to maintain the site where the prototype now is would be small; I can do it or someone else can do it ; the main data will be downloadable as long as the site is up; the right answer may be to fold this site into another one assuming a WikiBase for all patents is running at some point, whether it's Wikidata or not. We are able and willing to put entries for granted patents into Wikidata itself if that is the right answer, perhaps using our new site as the reference source, but it is a wiki, and not a recognized external authority.

COVID assessment

@Econterms: Could you please fill out and link to the copy of the spreadsheet that you created for the COVID risk assessment? I see that you've copied the questions from the form and made them into a new subpage on-wiki. But, this breaks all the calculations which form the risk assessment matrix on the 'risk severity - step 3' of the spreadsheet - the colourful boxes. See for example how some other applications have done, here and here. Please place a link to your copy of the google spreadsheet, like they have. Thank you.
