What really characterizes a chapter.

I would like this change where true. But actually not all organizations promoting Wikimedia projects in the real world are accepted as chapters and so not entitled to the set of tools reserved for chapters. --Gomà 20:19, 9 January 2012 (UTC)

Hello, this is just a common logic fallacy. "A chapter is an organization that promotes Wikimedia projects in the real world" doesn't equal "An organization that promotes Wikimedia projects in the real world is a chapter". Cheers, Nemo 22:13, 9 January 2012 (UTC)
